I'm not so certain. It's certainly possible to use an iPHONe without a sim
card. It just behaves like an iPOD doing everything over WiFi. You should
be able to create and use an Apple ID, use apps, etc. I have an iPHONE7
running that way since I transferred its sim card to my iPHONE XR.
