[Vo]:Debye temperature and LENR

Can someone explain me what could be the link between Debye temperature and LENR. It is said tha this temperature match athe maximum energy level of "normal" phonons... So when Defkalion said that the minimum temperature is Debye temp, it imply that "abnormal phonons energy level" are required ?
