@dolph: I think something more is going on here. With v2.0 I get a 409
every time if the user is already a member of the project, even if they
have never had a default project before.
User.update_user_project() seems very naive:

Ah, I didn't know about nova/bin/nova-novncproxy. That's been fixed
already.
Turns out this was an old issue from devstack where it used
https://github.com/kanaka/noVNC/utils/nova-novncproxy. It has since been
fixed.
