I've heard that sample on some Public Enemy (Takes a Nation of Millions?)
album too, I think it's a quote from MalcomX or someone v. similar.

That would have been Public Enemy..   Not sure if it was from 'It takes a 
nation of millions', or 'Yo! Bum Rush The Show..

It's on a Public Enemy track, off It Takes A Nation Of Millions... but
it's originally part of a Malcolm X or MLK speech (probably the former), if
I remember correctly.

I don't know about the 'first' user, but I have a Heller and Feller track
from '94 or '95 on either Jus' Trax or Junior Boy's Own (Those two labels
look the same in my head).  Its a rel slammin' house track to!!

If you want me to get specific info, I'll do it later, I'm running late

actually this sample was on the original of I'll house you. A Royal 
House track called can you party. So as far as its appearance in house 
music goes, that dates it slightly earlier than the Jungle brothers.

Actually, the first time I heard it on wax was on the original.  The
phrase too black, too strong was taken from MESSAGE TO THE GRASS ROOTS
delivered in Detroit in the mid sixties by Malcolm X.  My aunt had the LP
with this and BALLOT OR THE BULLET on it.used to mix it in with my
house back in the day.
