[389-devel] switch to F19 for autogen?

In the interest of reducing the autotool file churn, is everyone ok with 
switching to using F19 to run autogen?

Ack.  If we want to enforce that for master, we could update the version 
checks in autogen.sh to require the F19 versions as a minimum.
