ANANTH KRISHNAN WHEN I BOUGHT AIR-CONDITIONERS, MY NEIGHBOURS SAID, `HOW DARE YOU WASTE ENERGY ON THESE KINDS OF PEOPLE?' GAO YA LI When Gao Ya Li opened one of Shanghai's first ever schools for children with Cerebral Palsy (CP), her neighbours were puzzled. "Why on earth would you open a school for the can fei (the useless)?," they asked. Gao's only child was born with CP. Shortly after Jun was born, her husband left her. Every doctor she visited prescribed long lists of medicines and expensive acupuncture therapies to help "cure" her son. After years of ineffective treatment, she finally came to the conclusion that none of those doctors knew anything at all about her son's condition. Gao travelled the length and breadth of China, looking for help. She travelled to Beijing and Changchun in the northeast, to Nanjing and Wuhan. But after years of searching, Gao realised the help she was looking for was not to be found in China. So Gao started her own school. Her journey reflects the struggle people with disabilities still face in China. In the last decade, the Chinese Government has passed a number of laws to address the issue. The most important one, the 1990 law on the Protection of Disabled Persons, for the first time legally guaranteed protection for people with disabilities, providing them with state assistance, healthcare and employment. In June, China ratified the United Nations Convention on the Rights of Persons with Disabilities, and a law passed in July called for giving every disabled Chinese citizen "access to rehabilitation services by 2015." Long overdue laws Photos: Lingbing Hang LACK OF VISIBILITY: People with disabilites still struggle for acceptance in society. The laws are long overdue in a society that has, historically, had little time for its disabled members. But the persistence of negative social attitudes has limited the impact of state legislations. Pejorative terms like can fei are still in use; but undoubtedly the most telling reflection of the status of China's disabled population is their invisibility. "The hardest thing, without doubt, is leaving the house and going out on the street," says Pilar Tan, a Shanghai businesswoman who adopted an orphan with CP from Shaanxi province. "When my son came to Shanghai, people on the street would look at him as if he was from a circus. On the street, people would stop and stare. They would even walk closer for a better look! They would not care what I, as a mother, would think. I have been driven to screaming at people to look away." Pilar enrolled her son at Gao's school, where he studies along with 45 other children who have a range of mental disabilities like CP and Down Syndrome. Gao's school, like the community it works for, is hard to find. Tucked away in Gubei in Shanghai's western city limits, the school is nestled in a maze of apartment buildings. When the school opened in 1996, it was one of only five privately run special-needs schools in a city, which has a disabled population of 9,40,000, although in recent years, the local government has stepped up its efforts to increase access to education by setting up 'Sunshine homes' for special-needs children in every district. "Earlier, there was so much ignorance," Gao says. "There was just no conception of improvement. If you were born disabled, you had no hope. China has always had a large disabled population, but for much of our history, no one has ever paid them any attention." Gao faced a lot of resistance when she opened her school. "When I bought air-conditioners, my neighbours said, 'How dare you waste energy on these kinds of people?' There were a lot of suspicions in the community about what I was doing, but little by little, parents in the community began to pay attention." Unfriendly workplace A recent study into the lives of Shanghai's disabled community by Fudan University found that the biggest concern was unfriendly work environments - 65 per cent of those surveyed in three Shanghai districts said they were unhappy with attitudes at the workplace. The study also found that 30 per cent of people surveyed said there had been no improvement in their living situations with regard to employability and social acceptance in the last five years. Dear All, First of all, wish you all, a very happy Diwali. I just read the mail regarding the tata internet connection. Its Unbelievable that it doesn't work with Jaws properly. I have used it with both Jaws 50 and 70, and it worked properly. I was having the dial-up connection too, but I suggest, that those who want to take up this connection shall take some other suitable connection, as I had problems with its speed and other things. You must note, that to have a tata dial-up connection, you need to have the tata phone, which is unusable. I had problems with the speed of the internet, which is so poor, and the internet doesn't work for more than half of the day, and while communicating on the phone. So I finally got it disconnected and took up the MTNL broadband, which is wonderful. Another difference, between the internet connections of tata and MTNL is that, if the tata internet connection stops working, "Cannot Find Surver" message comes, you have to call them up and they ask you to do some settings, and the drawback is that, they tell you through the mouse, and if you tell them, that you are visually impaired or blind, they do not help by telling the keyboard commands, though, they know it. Finally, we have something we can call India's own PC Operating System: The Chennai unit of the Centre for Development of Advanced Computing (CDAC), led by its Director, M.R. Rajagopalan, has put together BOSS or Bharat Operating System Solutions, an Open Source distribution of what is called GNU/Linux. The desktop version no 3.0 recently released supports 18 Indian languages and includes a host of features to enhance its utility: a 3-D desktop; support for Bluetooth wireless devices; a document reader for the PDF format and application tools in all Indian languages. It is also compatible with Bharateeya OS, the Office tool set for Indian languages that CDAC brought out a couple of years ago to "Indianise" the OpenOffice suite. Four States - Tamil Nadu, Kerala, Bihar and Chhattisgarh - have been proactive in deciding to standardise their e-governance applications around BOSS. For lay users, who want to give it a try, the software can be downloaded from http://www.bosslinux.in/ - but CDAC also promises to send it on a DVD to anyone who writes in to or calls at any of its CDAC- BOSS support centres in Kolkata, Bangalore, Mohali, New Delhi, Noida, Thiruvananthapuram, Pune, Hyderabad and Mumbai. [AI] HP Compaq Pressario doesn't boot, shows a blank screen, any solutions?
Hi My HP Compaq Pressario V 3225AU notebook has an interesting case. It would have begun after installing the demo version of Jaws V9, but I'm not too sure about it. Anyways, now every time I try booting, I feel the DVD drive rotating as soon as I press the power button, yet there's something fishy about it because it shows a black screen from the start. I then went googling about my problems and found that more often than not, a defect in the mother board, or a faulty ram in the notebook causes this problem. As it would have it, my notebook is 2 months out of warranty, and I'm certainly not keen on replacing the motherboard because it would be little expensive. What I'd like to know is, if my system still doesn't boot after replacing the ram, is it a checkmate, or would I still have any other choices to make it work. Denser, more powerful computer chips possible with plasmonic lenses that 'fly' Berkeley: Engineers at the University of California, Berkeley, are reporting a new way of creating computer chips that could revitalize optical lithography, a patterning technique that dominates modern integrated circuits manufacturing, according to a press release issued by EurekAlert. By combining metal lenses that focus light through the excitation of electrons - or plasmons - on the lens' surface with a "flying head" that resembles the stylus on the arm of an old-fashioned LP turntable and is similar to those used in hard disk drives, the researchers were able to create line patterns only 80 nanometers wide at speeds up to 12 meters per second, with the potential for higher resolution detail in the near future. "Utilizing this plasmonic nanolithography, we will be able to make current microprocessors more than 10 times smaller, but far more powerful," said Xiang Zhang, UC Berkeley professor of mechanical engineering and head of the research team behind this development. "This technology could also lead to ultra-high density disks that can hold 10 to 100 times more data than disks today." Zhang worked jointly on the project with David Bogy, UC Berkeley professor of mechanical engineering. The study now appears online in Nature Nanotechnology, and is scheduled for the journal's December print issue. The process of optical lithography shares some of the same principles as film photography, which creates pictures by exposing film in a camera to light, and then developing the film using chemical solutions. In the semiconductor industry, optical lithography is a process in which light is transferred through a mask with the desired circuit pattern onto a photosensitive material, or photoresist, that reacts chemically when exposed. The material then goes through a series of chemical baths to etch the circuit design onto a wafer. "With optical lithography, or photolithography, you can instantly project a complex circuit design onto a silicon wafer," said Liang Pan, a UC Berkeley graduate student working with Zhang and Bogy, and one of three co-lead authors of the Nature Nanotechnology paper. "However, the resolution possible with this technique is limited by the fundamental nature of light. To get a smaller feature size, you must use shorter and shorter light wavelengths, which dramatically increases the cost of manufacturing. Also, light has a diffraction limit restricting how small it can be focused. Currently, the minimum feature size with conventional photolithography is about 35 nanometers, but our technique is capable of a much higher resolution at a relatively low cost." The UC Berkeley researchers chose a different approach to overcome the diffraction limit of light. They took advantage of a well-known property of metals: the presence at the surface of free electrons that oscillate when exposed to light. These oscillations, which absorb and generate light, are known as evanescent waves and are much smaller than the wavelength of light. The engineers designed a silver plasmonic lens with concentric rings that concentrate the light to a hole in the center where it exits on the other side. In the experiment, the hole was less than 100 nanometers in diameter, but it can theoretically be as small as 5 to 10 nanometers. The researchers packed the lenses into a flying plasmonic head, so-called because it would "fly" above the photoresist surface during the lithography process. Similar flying heads have been developed at UC Berkeley's Computer Mechanics Laboratory, which is directed by Bogy. "Flying heads support the phenomenal advances in data storage in hard disk drives," said Bogy. "They enable the fast speeds and nanometer accuracy required in this potentially new approach to semiconductor manufacturing." The researchers said the flying head design could potentially hold as many as 100,000 lenses, enabling parallel writing for even faster production. The researchers compared this flying plasmonic head to the arm and stylus of an LP turntable, with the photoresist surface spinning like a record. Instead of a needle moving along the grooves of a spinning record, however, the flying plasmonic head contains a nanometer-scale optical stylus that "writes" onto the spinning surface of the photoresist without actually touching it. Because the light from plasmons decays less than 100 nanometers from the metal surface, the photoresist material must be placed very close to the lens. To accommodate this limitation, the researchers designed an air bearing that uses the aerodynamic lift force created by the spinning to help keep the two surfaces a mere 20 nanometers apart.
