After all, I am compelled to step in this highly curious exchange of ideas 
despite my initial reluctance.
Well, first of all, employability of blind, and blindness being a disability 
are two different issues, I think.

True, that with technology, blind can and do work, but does this mean that they 
have ceased to be disabled?
The attitude of Alberta government is curious, to say the least...

Now, I think a particular impairment, does limit the general functionality of a 
person, even under most utopian conditions,  and the impairment is transformed 
into an inability which we conveniently call a disability, though personally I 
do not agree with the word and would like to call it: "inability."
This transformation of an impairment into inability happens as a result of a 
host of operating factors including but not limited to, structural barriers, 
attitudinal dogmas, haphazard designs, and above all, particular context and 
situation.

So, even if in a given context, like employment, the inability resulting from 
impaired/absent eyesight may be reduced to varying extent, we have to accept 
that:
1. this reduction of inability is not cent percent and as a general rule, a 
fully productive blind employee remains a myth barring some highly adapted job 
profiles,
and 2. whatever reverse transformation of inability into ability, is limited to 
a given context, and if we see life as a whole, a person with blindness surely 
is a person with disability, or rather with inability, and so should not be 
grudged some compensatory benefits even in areas where that inability is not 
hindering his participation to a considerable extent.

I don't know whether I have been able to make myself clear enough, but am open 
to further exchange of ideas on or off the list about this issue.

To sum up, I would term Alberta government's de-categorization of blind as 
non-disabled as tragic flaw and maybe, a trend setter for such callous policies 
here in India as well, as we are masters in the art of copying and pasting 
whatever is adopted in west.
God forbid, such a thing happened in US, and next year you would not see any 
reservations being made for persons with disabilities here as well.

And, yes, to carry forward Albertan logic to its logical conclusion, we may 
characterize orthopedically handicapped as nondisabled once we provide them 
wheel chairs, and deaf as fully functioning as soon as they have hearing aids 
free...

government.  Who wouldn't want to work if, other than your vision, your
other bodily parts are working well?  We've to accept it as a fact that
blind are not disabled but have some limitations.  We have the handibuses
that come and pick you up and drop you in your doorway.  So, what are the
reasons that a blind person won't want to work?  After all, all that
technology was totally paid for if not just subsidized.  And, in the end you
end up making more money than what the government was paying you.

book library.We have so many books in english and kannada in daisy and mp3
and cassette format.we have started doing Hindi books too in hindi.but in
daisy we dont have so much stock but in cassette format we have many books

Something related or perhaps unrelated to your statement of below.
Blindness in Alberta, Canada, is not, yes, not considered a

disability

anymore since the late mid 90's for applying for disability pensions.



The government says that blindness is just a  nuisance and not a
disability as such.  The blind, as we all know it today and even
considering
majority of AccessIndians , can very well function in office-related

jobs

using modern software e.g. TTS, OCRs etc.  One can perform clerical,
accounting, programming, etc. etc. jobs using these technologies.  I
recall that the Albertan Government had removed some 1200 or 1800

blind

people from its disability payroll and got them enrolled in call

centre

jobs in the late mid 90s when JAWS gained more popularity and the
government started subsidizing its purchase. So, we have to be
politically correct as to who is a  disabled and what disability

means.

Sorry as this does not matter much to AccessIndians, but just

Isn't blindness a disablility? I guess, this is a first conference

in a

series of it. Maybe in the future, they shall have greater
representation from other disabilities. In any case they too should

be

getting a right place in terms of accomodation at the univercities.

Finally, they too should take a lead to seek appropriate

accomodation.

One of the greatest challanges in the pool of East Indian names is that it's
very difficult to distinguish the gender of a person just from the name as
most names nowadays are becoming unisex.  For instance, I've two female
cousins who too go by my first name.  To  add to the agony, south Indian
mames, no disrespect to my
brethren,are even more difficult to attach to a gender.  They are hard
enough even for JAWS to pronounce let alone distinguish the gender.  ha ha!

Had Ms  Sharma not introduced herself as a female, I too might have been

That's the problem though. Mostly disabled population falls outside of the 
higher market value that the lobbiests are seeking. Certainly Lobbiest trend 
is developing in India as well, but I will be really surprized if they 
end-up lobbying for disabled. They will rather play the caste card which is 
far more powerful than the former.

centre

jobs in the late mid 90s when JAWS gained more popularity and the
government started subsidizing its purchase. So, we have to be
politically correct as to who is a  disabled and what disability

means.

Without venturing into a commentary on newspapers, I must say that news
sites are meant for publishing articles in full. For instance, if you
are a regular reader of International Herald Tribune or Guardian, you
would notice some of their opinion articles are as big as 2500 words,
this certainly can't be reproduced as a whole on the print edition. In
fact, newspapers use their sites as a repository of excellent articles
in full. As far some people's preferences of a particular newspaper,
though I am not basically disputing their view that its editorial
content is of the highest quality, I don't necessarily agree with their
deliberate slant towards a particular ideology. All said, their
technology coverage is comprehensive.

One of the greatest challanges in the pool of East Indian names is that it's 
very difficult to distinguish the gender of a person just from the name as 
most names nowadays are becoming unisex.  For instance, I've two female 
cousins who too go by my first name.  To  add to the agony, south Indian 
mames, no disrespect to my
brethren,are even more difficult to attach to a gender.  They are hard 
enough even for JAWS to pronounce let alone distinguish the gender.  ha ha!


Had Ms  Sharma not introduced herself as a female, I too might have been 
compelled to assume her to be a he.

Looking for institutions which would have hostel facilities for blind women who 
ar above the age of 50.
Location near Mumbai is preferable. 
I have been informed about one in Pune and another in Surendranagar in Gujrat.

Does anyone know the condition of these places and what do the inmates do the 
whole day.

I do agree with Harish on this issue and at least the American model works 
well in this issue. But of course the American model bundles every other 
form of physical disability with permanent impairment there by denying 
opportunities to the population which is discriminated and deprived of 
normal life by the society. Again to emphasize the point that I mentioned a 
few months a go, 70-75% of the visually challenged persons in the United 
States are either unemployed or under employed. That's the hypocrisy of the 
supposedly one of the worlds largest democracies.

anymore.  It  was long fazed-out because it had a  negative conotation and 
was replaced by the more user-friendly term as disabled.  It encompasses

disability.  and visually disabled or visually disadvantaged when we 
define ourselves as visually unfit.  However, the blind are not considered 
disabled as the advancements in technology has made them more independent.

Blindness in Alberta, Canada, is not, yes, not considered a  disability 
anymore since the late mid 90's for applying for disability pensions. 
The government says that blindness is just a  nuisance and not a 
disability as such.  The blind, as we all know it today and even

majority of AccessIndians , can very well function in office-related 
jobs using modern software e.g. TTS, OCRs etc.  One can perform 
clerical, accounting, programming, etc. etc. jobs using these 
technologies.  I recall that the Albertan Government had removed some 
1200 or 1800 blind people from its disability payroll and got them 
enrolled in call centre jobs in the late mid 90s when JAWS gained more 
popularity and the government started subsidizing its purchase. So, we 
have to be politically correct as to who is a  disabled and what 
disability means.

wanted to add my two cents worth.

I know it is just a guess, and not an inteligent one, that this the first in 
the series. You just need to join a listserve related to disability studies 
to know how much money is being thrown around throughout the world, 
including India, in the name of disability related conferences.
Yes you are right that blind are disabled but you shouldn't call your 
conference about India, if all your speakers are from U.P. It is 
presumptuous to think that people from U.P. can represent people from North 
East, South and East of India equally. I am just trying to point towards the 
irony: we do not like the fact that people talk about us without us. We are 
socially excluded. But when it comes to ourselves, we try to do the same, 
speak about them without them. All blind may be disabled, but not all 
disabled are blind. If you call a conference for "disabled" give 
representation to loco-motor, deaf and dumb, Mentally challenged etc. 
otherwise it is intelectual deceit or bankruptcy to speak about someone 
without their representation.

Hello friends,
I do like to share something with special today. Although many acts
passed, many judgements favoured our status and many seminars
organized, I don’t find enough change in visually challenged life. For
instance let us take the issue of coins used in India:
Few years ago they are easy to be recognized by blind people. Now it
becomes strenuous even for sighted. Much difference is not observed
between Rs 5 & 50 Np, and 1 rupee & 2 rupee coins. What I feel is the
Government is not considering the interest and needs of visually
challenged. They can mint the coins in different shapes like square
and 10 paisa  coins which are left behind.
I humbly request all access Indians prepare a mail and send it to the
Government of india ie Finance ministry and the President. We can get
their mail Ids at
Goidirectory.nic.in
Everyone should ask not to mint such coins again. If the Government
wants to introduce new coin, the coin should be scrutinized by a team
of the blind community.

and key your email address in the edit box which is under this line "To 
unsubscribe from AccessIndia, get a password reminder, or change your 
subscription options enter your subscription email address" then it will ask 
for your password. Enter it and hit (R) you will hear 'Radio button' see it 
would be for digest mode. Check it and hit 'save changes'.
