Tech students 02/08/2009 12:56:00 AM THE ASSOCIATED PRESS COLLEGE PARK, Maryland - Several blind people were able to get behind the wheel of a new high-tech vehicle designed by Virginia Tech engineering students. Twenty blind people took turns manoeuvring the retrofitted dune buggy Friday in a parking lot at the University of Maryland. The test drive capped a National Federation for the Blind summer camp for 200 blind youth from across the country. Virginia Tech was the only university to take on a 2004 challenge from the federation to build a vehicle that could let blind people drive. The buggy they designed uses a laser sensor to figure out the road ahead. A special vibrating vest worn by drivers communicates speed and warns when to stop. Madam At present, NVDA is being used by me for Tamil reading and even for surfing Tamil sites, as it supports very many Indian languages including foreign languages. For English, Jaws is matchless software for the time being. . NVDA is supporting very many languages including many Indian languages. Of course it supports well, though the pronunciation of our languages is little bit difficult to understand for one or two days at the initial stages. As you know it happens with jaws also even for English. In toto, though it cannot be compared with jaws, it is the compatible software for very many languages including English. something is better than nothing is the logic, so far we didn't have any supportive software for our own languages, now we have got something. One of my friends informed me that NVDA and the Microsoft is having coordination. ARTICLE 4: RETINITIS PIGMENTOSA Retinitis pigmentosa (RP) is a group of genetic conditions. In the progression of symptoms for RP, night blindness generally precedes tunnel vision by years or even decades. Many people with RP do not become legally blind until their 40s or 50s and retain some sight all their lives. Others go completely blind from RP, in some cases as early as childhood. Progression of RP is different in each case. RP is a type of progressive retinal dystrophy, a group of inherited disorders in which abnormalities of the photoreceptors (rods and cones) or the retinal pigment epithelium (RPE) of the retina lead to progressive visual loss. Affected individuals first experience defective dark adaptation or nyctalopia (night blindness), followed by reduction of the peripheral visual field (known as tunnel vision) and, sometimes, loss of central vision late in the course of the disease. Diagnosis The diagnosis of retinitis pigmentosa relies upon documentation of progressive loss in photoreceptor function by electroretinography (ERG) and visual field testing. The mode of inheritance of RP is determined by family history. At least 35 different genes or loci are known to cause "nonsyndromic RP" (RP that is not the result of another disease or part of a wider syndrome). Genetic counseling depends on an accurate diagnosis, determination of the mode of inheritance in each family, and results of molecular genetic testing. Associations Retinitis pigmentosa is seen in a variety of diseases, so the differential of this sign alone, is broad. RP combined with progressive deafness is called Usher syndrome. RP combined with opthalmoplegia, dysphagia, ataxia, and cardiac conduction defects is seen in the mitochondrial DNA disorder Kearns-Sayre Syndrome (aka Ragged Red Fiber Myopathy) RP combined with retardation, peripheral neuropathy, acanthotic (spiked) RBCs, ataxia, steatorrhea, is absence of VLDL is seen in abetalipoproteinemia. Other conditions include neurosyphilis, toxoplasmosis(Emedicine "Retinitis Pigmentosa"), abetalipoproteinemia, and Refsum's disease. Treatment A new treatment that has been shown to delay and potentially reverse blindness received CE Mark approval in the European Union. The first-of-its-kind therapy, developed by ScyFIX, uses microcurrent neuromodulation to help prevent vision loss and even restore sight for patients with low-vision blindness-related diseases. This is the first-ever device therapy approval for Retinitis Pigmentosa. ScyFIX clinical data was presented at the ISCEV (International Society of Clinicians in the Electrophysiology of Vision), the Retina Society, and the American Academy of Ophthalmology during 2008. Sixty-three (63%) of RP patients expanded their visual fields within six months of therapy. Patients also improved visual acuity to the point that they are now able to read newspapers and use mobile phones--this was not possible prior to receiving the therapy from ScyFIX's FDA trials which have been in progress for more than two years. Genetics Retinitis pigmentosa (RP) is one of the most common forms of inherited retinal degeneration. This disorder is characterized by the progressive loss of photoreceptor cells and may eventually lead to blindness. There are multiple genes that, when mutated, can cause the Retinitis pigmentosa phenotype. In 1989, a mutation of the gene for rhodopsin, a pigment that plays an essential part in the visual transduction cascade enabling vision in low-light conditions, was identified. Since then, more than 100 mutations have been found in this gene, accounting for 15% of all types of retinal degeneration. Most of those mutations are missense mutations and inherited mostly in a dominant manner. Prevention The progression of the disease can be reduced by the daily intake of 15000 IU (equivalent to 4.5 mg) of vitamin A palmitate.[13] Recent studies have shown that proper vitamin A supplementation can postpone blindness by up to 10 years.[14] Scientists continue to investigate possible treatments. Future treatments may involve retinal transplants, artificial retinal implants,[15] gene therapy, stem cells, nutritional supplements, and/or drug therapies. New researches Scientists at the Osaka Bioscience Institute have identified a protein, named Pikachurin, which they believe could lead to a treatment for retinitis pigmentosa. In a study published in the journal Nature, researchers working with mice at the University College London Institutes of Ophthalmology and Child Health and Moorfields Eye Hospital, transplanted mouse stem cells which were at an advanced stage of development, and already programmed to develop into photoreceptors, into mice that had been genetically induced to mimic the human conditions of retinitis pigmentosa and age-related macular degeneration. Hello, NVDA uses ESpeak or Sapi5 as synthesiser. You can also use Eloquence, but it's not free. I don't remember the site, a USB drive with NVDA and Eloquence is available for $150. However, if you have jaws installed on your pc, you can use Eloquence as systhesiser. I use it myself. But my configuration does not run on a pc where jaws is not installed. Star rating tied to safety, security at hotels Care For Physically Challenged A Must; New Norms To Come Into Effect By Sept '10 HOTELS will get star ratings only if they are hospitable for disabled persons and have adequate arrangement for safety and security of guests, said a tourism ministry statement. Until now, hotels provided these facilities on voluntary basis. All star-rated hotels across the country will have to meet the new requirements by September next year, said the statement. Hotels in India are rated between one-star and fivestar deluxe on the basis of facilities they offer to the guests. As per the new guidelines issued by the tourism ministry for star-rated hotels, they are required to verify credentials of their staff by the police. "Depending on the star-category, hotels will now have to put up metal detectors, close circuit cameras, x-ray machines and under belly scanners to screen vehicles," said a tourism ministry official. The new norms have, however, relaxed rules for food & beverages for three to fourstar hotels. "Even midmarket and lower midmarket hotels were expected to have multiple restaurants, banquet hotels and similar facilities. This has now been rationalised," said Sarovar Hotels ED Ajay Bakaya. One to four-star hotels, availing subsidy and tax benefits from the govt, will not be able to upgrade their status for a minimum of eight years. "Hotels would be permitted to apply for upgradation after the completion of the eightyear lock-in period," said the ministry statement. The government last reviewed the guidelines for hotel classification norm in 2003. It has decided to revise the guidelines due to changing requirements of travellers and ensure safety and security of guests due to growing terror threats. The new guidelines encourage hotels to adopt eco-friendly practices such as rain-water harvesting, waste management and sewage treatment plant. The set of new rules require hotels to provide Indian system of treatments such as ayurvedic and yoga. A recent directive by the Reserve Bank of India makes it mandatory to have an additional authentication passcode verified by Visa or MSC (Mastercard Secure Code). This is in addition to the other information already on the card like name, card number, expiry date and CVV (card verification value) number. So how do you get this new password? Credit/debit card users have to register online with their banks, giving personal and card details. They will then be given a PIN or password to be be used as an additional layer of security at the checkout point before completion of the transaction. This will be known to the card holder only. So, even if somebody notes your card number, he can''t misuse it for online shopping. Industry observers feel that although RBI directive may be a dampener for e-commerce industry initially, in a few months it would help the space to grow faster as it will deter online frauds. [AI] RBI allows cash withdrawals of up to Rs 1, 000 a day at stores
The Reserve Bank on Wednesday allowed cash withdrawals using the swipe machines at retail shops. The facility will initially be available to 14.3-crore people holding debit cards issued in India. You can withdraw up to Rs 1,000 in a day. Also, you don''t need to purchase anything from the shop to avail this facility. However, you may have to pay a fee of 2-3%. In case the cardholder also pays for a purchase, then the receipt will have to separately indicate the cash withdrawn. For this, the swipe machines, or point-of-sale (PoS) terminals, will have to be upgraded and it may take around a month for the service to go on stream. The banks may split the service charge with retailers to entice them to offer this service. At present, merchants pay a fee of 1.5-2% for every card transaction. The move will particularly benefit customer in smaller towns and rural areas, which have few ATM machines. The move will also bring down the amount of money a retailer needs to deposit in a bank every day as it can disburse the same for a fee. As for banks, the increased debit card usage will translate into higher fee income. There are 10 swipe machines for every ATM in the country. RBI has said the facility can be made available at any merchant establishment designated by the bank after due diligence. According to RBI, the boards of banks should take the decision to offer this service after taking stock of the product profile, risk perception and risk mitigation measures. After board approval, banks will also have to obtain a one-time approval from RBI. [AI] Banks to reimburse in 12 days in failed ATM transactions:RBI
The Reserve Bank of India has asked banks to reimburse customers the amount wrongfully debited from their accounts in failed ATM transactions within 12 days of the customer complaint. Failure to re-credit within 12 working days will require the bank to pay a compensation of Rs 100 per day and this will be credited on the same day when the bank pays back the debited amount for the failed ATM transaction, it said. "It is mandatory for the banks to reimburse the customers, the amount wrongfully debited on account of failed ATM transactions, within a maximum period of 12 working days," the central bank said in a notification. RBI said it has received a number of complaints regarding non-adherence of banks to the instructions and that different banks have put in place different cut-off limits for cash withdrawals for other bank customers. The issuer bank, RBI said, is entitled to claim such compensation from the acquirer bank if delay is attributed to the latter. Also, the ATM network operators will have to compensate the banks for any delay on their part. The central bank instructed the banks to extend the scope of concurrent audit to cover cases of delay in reimbursing the customers for failed ATM transactions. Deaf-blind communication device becomes portable ANISaturday, August 8, 2009 14:15 IST London: In a new technological breakthrough, a portable device has been developed to enable deaf-blind people to have face-to-face conversations. The DeafBlind Communicator (DBC) consists of a Braille note-taker linked by Bluetooth to a mobile phone, and it allows the user to make phone calls using a text relay service and to communicate by SMS. The device has been made by assistive technology firm HumanWare, in partnership with the Washington State Office of Deaf and Hard of Hearing (ODHH) as well as several deaf-blind individuals. Using the device, a deaf-blind person can have real time conversations in pubs and shops, with sighted friends or when conducting confidential meetings - for example with a doctor or solicitor. With the Braille note-taker, a device also made by HumanWare called the BrailleNote, the deaf-blind person types a message into the device, which comes with either a standard Braille or QWERTY keyboard. This is then delivered to the screen of the mobile handset, which has special software installed on it, and the person responding then types a message back using the handset's QWERTY keyboard. When the mobile phone is first handed to a new speaker, it uses a voice message to inform them that the person using the equipment is blind and unable to hear. It then asks them to communicate by typing a message on the mobile's keyboard. Once the sighted person has pressed the return key, a message is sent to the BrailleNote, the deaf-blind person replies and so the exchange can continue. The deaf-blind version of the BrailleNote has a landline connector built in which enables the user to dial up a text relay service - for example the BT-funded Typetalk service - to enable deaf-blind people to use the device to make and receive phone calls. The DBC also gives deaf-blind people access to SMS text messaging, which has become one of the most commonly used forms of communication. The deaf-blind person simply needs to purchase a SIM card from a mobile network operator in order to activate the service. The device also contains some more advanced applications, which are ordinarily hidden from new users in order to reduce complication. These include a word processor, a planner, an e-mail client, an Internet browser and a digital book reader. As and when the deaf-blind person feels ready to use them, they can be activated easily and quickly. The DBC can also use instant messaging services like Google Talk. "Imagine the freedom that comes from being able to communicate with nearly anyone, anywhere," the BBC quoted HumanWare's Jim Halliday as saying. "The DBC finally gives this capability to people who are both deaf and blind," he said. The DBC costs between 4,400 pounds and 5,400 pounds depending on the size of Braille display required. The driver had put on the Doordarshan channel. My wife and I looked at each other with disbelief and amusement. In front of me was a small first-aid box with cotton, dettol and some medicines. This was enough for me to realise that I was in a special vehicle. Then I looked around again, and discovered more - there was a radio, fire extinguisher, wall clock, calendar, and pictures and symbols of all faiths - from Islam and Christianity to Buddhism, Hinduism and Sikhism. There were also pictures of the heroes of 26/11- Kamte, Salaskar, Karkare and Unnikrishnan. I realised that not only my vehicle, but also my driver was special. I started chatting with him and the initial sense of ridicule and disbelief gradually diminished. I gathered that he had been driving an auto rickshaw for the past 8-9 years; he had lost his job when his employer's plastic company was shut down. He had two school-going children, and he drove from 8 in the morning till 10 at night. No break unless he was unwell. "Sahab, ghar mein baith ke TV dekh kar kya faida? Do paisa income karega toh future mein kaam aayega." (Sir, what's the use of simply sitting at home and watching TV? If I earn some income, then it will be useful in the future.) We realised that we had come across a man who represents Mumbai – the spirit of work, the spirit of travel and the spirit of excelling in life. I asked him whether he does anything else as I figured that he did not have too much spare time. He said that he goes to an old age home for women in Andheri once a week or whenever he has some extra income, where he donates tooth brushes, toothpastes, soap, hair oil, and other items of daily use. He pointed out to a painted message below the meter that read: "25 per cent discount on metered fare for the handicapped. Free rides for blind passengers up to Rs50". He also said that his auto was mentioned on Radio Mirchi twice by the station RJs. The Marathi press in Mumbai know about him and have written a few pieces on him and his vehicle. My wife and I were struck with awe. The man was a HERO! A hero who deserves all our respect. I know that my son, once he grows up, will realise that we have met a genuine hero. He has put questions to me such as why should we help other people? I will try to keep this incident alive in his memory. Our journey came to an end; 45 minutes of a lesson in humility, selflessness and of a hero-worshipping Mumbai - my temporary home.
