Learnt from an architect that the CPWD has special building bylaws for
accessibility that specifies things like the gradient of the slope for
ramps, width of the entrances and several others. Best to check CWPD
site.

NEW DELHI: Chief Minister Sheila Dikshit on Thursday said all government
buildings in the Capital would be made disabled-friendly and new ones
would be constructed to promote a barrier-free environment.

Speaking at a function organised at her residence by the International
Society for Human Welfare and Rehabilitation (ISHWAR) to mark World
Disability Day, the Chief Minister said pavements in Delhi would also be
made disabled-friendly so that physically challenged people are able to
move around with ease.

Ms. Dikshit, who distributed wheelchairs and modern wheeled walkers to
over 40 differently-abled persons, pointed out that public transport in
the city was also being made disabled-friendly.

While the Delhi Metro railway conforms to international standards and
provides easy access and movement to the differently-abled, the new
low-floor buses that the Delhi Transport Corporation is purchasing have
also been provided with disabled-friendly features to ensure easy
movement for the physically challenged.

Moreover, the Chief Minister said, toilets in government buildings are
being made disabled-friendly.

Yes, Subramani
CCPD has indeed published a manual called, Planning the barrier free 
environment.
However, their home page does not even  contain a link to the said publication.
On googling, what I found was each page as a separate PDF file that too, pdf 
image.
Would really appreciate if anybody could provide even a single PDF file of the 
revered book.

Rajesh, We have a National Building Code of India (by Bureau of Indian
Standards) revised in 2005 which has many good features on accessibility.
But this code is an advisory code and each state has to accept and ratify
the standards to be applicable to them.

Min. of UD had issued CPWD Guidelines in 1998. Office of Chief Commissioner
has published a book on Planning the barrier free environment, similarly RCI
has also published a similar book. So we have multiple standards on physical
access to infrastructure and it leads to confusion among the implementing
bodies.

*In light of this, Min. of UD has constituted a Core Committee to harmonise
the Access Standards for India which is currently working on the issue and
most likely to complete the project within six months. This process involved
comparative study of international best practices and also multiple Indian
standards as above and choose best practices based on Universal design (ref
UNCRPD).*

*Incidently, my organisation Svayam is a part of this Core committee among
other stakeholders drawn from various quarters of civil society and govt.
departments dealing with the subject.  We have already contributed a
comparative study of international best practices on the Standards of Access
and submitted to the Core Committee.*

However, for now, the standard building bye-laws that the State has adopted
will be applicable in your case.  For eg. Min. of UD had circulated Model
Building Bye-laws to all the states in India for adoption. Not all states
have still adopted them. Even those who have adopted, the implementation is
abysmally pathetic because there is no check on the defaulters and even if
some one is caught, they get away by paying fine and do not necessarily have
to break the inaccessible structure to fulfill their legal duty.

It is often implemented by the civic authorities who pass the building plans
before the construction begins. often the engineers and architects are not
sensitized and do not adhere strictly to standards, often ramp gradient is
changed to save space. Toilet doors size and internal dimensions are mostly
not adhered to. The entrance and internal connectivity is often lacking due
to presence of level differences. Often there is no connecting accessible
pathway leading  to the building.

These issues will remain even if standard Access Standards are brought in. I
sincerely feel that these can be ensured only  if building plans are not
sanctioned unless they adhere to the Model Building bye-laws/New Access Code
under development. Also strict penal provisions need to be brought in and
the defaulters should be made to pay heavy penalty on daily basis unless
they have made the necessary provision for access.

Another crucial issue is of maintenance and regular checks. Often it is seen
that under the pressure of law and advocacy groups, some infrastructure is
created, but often it is not maintained properly and gradually either it
remains closed or locked to be opened only for inspection purposes or just
left to be encroached upon by vested interest. I have many examples of
encroached ramps, designated parking spaces, locked toilets, ill-maintained
accessible toilets, blocked tactile pavings created for use by blind.

Therefore, the first movement should be to create access environment. Second
movement should be to conduct regular access audits of these properties by
pressure groups of users or civil society in addition to an
Inspector/Engineer of the civic body who is held accountable for
implementation and audits.

More and more watch-dogs are needed to ensure that it becomes a reality for
we know if we leave it to others (read Govt.), the situation is not only to
change for sure.

This place happens to be quite close to our office, so few of us could visit in 
lunch time today for a first time experience of talking ATM.

But sadly found the audio output not working. The guard told us it was speaking 
yesterday, but something went wrong and they will repair it. 
One observation was the buttons on the sides of the screen were braille marked, 
but not the keypad on the console. 

Hope PNB repairs it soon. We will visit it again and share with all how we find 
it.

Hi Alok

If you press the numb 5 on the numeric keyboard, the first time it shall 
tell you the letter where the cursor is sitting. If you press the same key 
twice, it shall say the phonetic equivalent of it, finally on the third 
occasion, it shall tell you the ascii number. eg. lower case a shall be 97. 
Internally, there is unique number asigned for each letters and special 
characters under Ascii table.  Presently, you need not bother for it.

The amendment made in section 80U through the finance budget for 2009-10 
has raised the income tax exemption limit from Rs. 75,000 to Rs. 
1,00,000. This increase was done through an amendment to section 80U  
applies only to completely disabled individuals.

80U Deduction in case of a person with disability.



. (1) In computing the total income of an individual, being a resident, 
who, at any time during the previous year, is certified by the medical 
authority


to be a person with disability, there shall be allowed a deduction of a 
sum of fifty thousand rupees :




Provided that where such individual is a person with severe disability, 
the provisions of this sub-section shall have effect as if for the words 
fifty thousand


rupees, the words seventy-five thousand rupees had been substituted.



The following proviso shall be inserted after the existing proviso of 
sub-section (1) of section 80U by the Finance (No. 2) Act, 2009, w.e.f. 
1-4-2010 :




Provided further that for the assessment years beginning on or after the 
1st day of April, 2010, the provisions of the first proviso shall have 
effect as


if for the words seventy-five thousand rupees, the words one lakh rupees 
had been substituted.




(2) Every individual claiming a deduction under this section shall 
furnish a copy of the certificate issued by the medical authority in the 
form and manner,


as may be prescribed along with the return of income under section 139, 
in respect of the assessment year for which the deduction is claimed :




Provided that where the condition of disability requires reassessment of 
its extent after a period stipulated in the aforesaid certificate, no 
deduction


under this section shall be allowed for any assessment year relating to 
any previous year beginning after the expiry of the previous year during 
which


the aforesaid certificate of disability had expired, unless a new 
certificate is obtained from the medical authority in the form and 
manner, as may be


prescribed and a copy thereof is furnished along with the return of 
income under section 139.




[Explanation.For the purposes of this section,



(a) disability shall have the meaning assigned to it in clause (i) of 
section 2 of the Persons with Disabilities (Equal Opportunities, 
Protection of Rights


and Full Participation) Act, 1995 (1 of 1996)

and includes autism, cerebral palsy and multiple disabilities referred to 
in clauses (a), (c) and (h) of section 2 of the National Trust for 
Welfare of Persons with Autism, Cerebral Palsy, Mental Retardation and 
Multiple Disabilities Act, 1999 (44 of 1999);




(b) medical authority means the medical authority as referred to in 
clause (p) of section 2 of the Persons with Disabilities (Equal 
Opportunities, Protection


of Rights and Full Participation) Act, 1995 (1 of 1996) or such other 
medical authority as may, by notification, be specified by the Central 
Government for certifying autism, cerebral palsy, multiple disabilities, 
person with disability and severe disability referred to in clauses (a),

Persons with Autism, Cerebral Palsy, Mental Retardation and Multiple 
Disabilities Act, 1999 (44 of 1999);

section 2 of the Persons with Disabilities (Equal Opportunities,

The amendment made in section 80U through the finance budget for 2009-10 
has raised the income tax exemption limit from Rs. 75,000 to Rs. 
1,00,000. This increase was done through an amendment to section 80U

sub-section (1) of section 80U by the Finance (No. 2) Act, 2009, w.e.f. 
1-4-2010 :




Provided further that for the assessment years beginning on or after the 
1st day of April, 2010, the provisions of the first proviso shall have 
effect as


if for the words seventy-five thousand rupees, the words one lakh rupees 
had been substituted.




(2) Every individual claiming a deduction under this section shall 
furnish a copy of the certificate issued by the medical authority in the 
form and manner,


as may be prescribed along with the return of income under section 139, 
in respect of the assessment year for which the deduction is claimed :




Provided that where the condition of disability requires reassessment of 
its extent after a period stipulated in the aforesaid certificate, no 
deduction


under this section shall be allowed for any assessment year relating to 
any previous year beginning after the expiry of the previous year during 
which


the aforesaid certificate of disability had expired, unless a new 
certificate is obtained from the medical authority in the form and 
manner, as may be


prescribed and a copy thereof is furnished along with the return of 
income under section 139.




[Explanation.For the purposes of this section,



(a) disability shall have the meaning assigned to it in clause (i) of 
section 2 of the Persons with Disabilities (Equal Opportunities, 
Protection of Rights


and Full Participation) Act, 1995 (1 of 1996)

  In most cases, the gravest threats to the human rights of citizens 
emanate from states.  






The Universal Declaration of Human Rights, signed on December 10, 1948, 
transformed an aspiration into legally binding standards and spawned a raft of 
institutions to scrutinise government conformity and condemn noncompliance. It 
remains the central organising principle of global human rights and a source of 
power and authority on behalf of victims.

A human right, owed to every person simply as a human being, is inherently 
universal. Human rights are held only by human beings, but equally by all; they 
do not flow from office, rank, or relationship. Universalising the human rights 
norm was one of the great achievements of the twentieth century. Numerous U.N. 
conventions, declarations and protocols produced this progressive result. They 
are our firewalls against barbarism (Michael Ignatieff).

Human rights establish boundaries between individuals, society and the state. 
The assertion of a human right is a claim on protection from threats from 
people, groups or public authorities. Human rights are endangered in conditions 
of anarchy when there is no functioning law enforcement and judicial machinery 
to defend them. In most cases, however, the gravest threats to the human rights 
of citizens emanate from states.

Over the past decade state-based threats to human rights have taken several 
forms. Many civil liberties have been curtailed in recent years through law or 
by administrative decisions and infringements on freedoms that would have been 
challenged in the pre-9/11 environment. Western governments have sometimes 
abandoned nationals overseas if their detention or abuse is carried out in the 
name of anti-terrorism. Their troops in Afghanistan may have colluded in 
handing over suspects to local interrogators skilled at breaking more than 
toothpicks. Their law enforcement officers have transferred the burden of risk 
of death and injury to innocent people, for example through lax protocols 
governing the use of tasers.

Border agents everywhere seem to be drifting into a make-my-day machismo as 
their default mode of dealing with the travelling public. Banning the gadfly 
British MP George Galloway from visiting Canada in March 2009 was especially 
egregious and counterproductive in giving him dollops of extra oxygen for free 
publicity. The banning of minarets by the good citizens of Switzerland is 
illiberal democracy at its worst, fanned by the flames of group hysteria 
against the backdrop of post-9/11 Islamophobia. The ceremony of innocence will 
be truly drowned if the western centre of civilisation cannot hold.

The problem was aggravated with the former chief champion of human rights 
becoming a leading delinquent. U.S. abuses in Guantánamo and Iraq significantly 
weakened the world's ability to protect human rights. When a dominant country 
like the U.S. openly defies the law, others mimic its policy and its leverage 
over them is reduced: Washington cannot call on others to uphold principles it 
itself violates. 

In a landmark case involving the CIA's extraordinary rendition programme as 
part of the war on terror, on November 24, an Italian judge convicted 23 
Americans of kidnapping an Egyptian cleric on a Milan street in 2003. They were 
tried in absentia and may never see jail time. But they are in effect fugitives 
in the 25 EU countries and subject to arrest and extradition to Italy. The case 
thus is another nail in the coffin of impunity and sends a warning shot across 
Washington's bow that if the U.S. fails to hold its officials accountable for 
breaking foreign laws, other countries will.

Once, torture was acknowledged to be so abhorrent that no one publicly approved 
the practice. The post-9/11 climate of fear encouraged debate on whether 
torture is justified if it prevents mass terrorist attacks. A posture of moral 
relativism can be profoundly racist, proclaiming in effect that the other is 
not worthy of the dignity that belongs inalienably to one. Those of us who live 
in zones of safety, activating the moral imagination to feel the pain of 
others (Ignatieff) as our own, have a duty of care to those living in zones of 
danger.

A second set of threats is posed by the creation of human rights machinery that 
has become a monster mocking the meat it feeds on. Human rights seek to protect 
individuals from oppression by political, social and religious authorities. The 
responsibility for enacting laws and constructing the bureaucratic, police, and 
judicial machinery to monitor and enforce human rights lies with the state.

Assistance Dogs for the Physically Challenged

All through history dogs have served man, in peace and war, guarding
his home and livestock from intruders, carrying and pulling heavy
loads and being a loyal companion. In times of war, dogs have served
as messengers, sentries, scouts and lifesavers. In the modern-day
fight against crime, dogs assist in sniffing out drugs and explosives
and tracking down wanted criminals. In recent times dogs have been
busy giving a new lease of life to people who are physically
challenged.

India has a huge and ever-growing population of physically disabled
people and not enough facilities to help them. Though a lot of
Government and Non-Government Agencies are doing their best to
alleviate some of their problems, there are so many other unexplored
options.

For the past few years the Mumbai based unit CANINES CAN CARE has
worked to train dogs to aid individuals who are physically challenged.
The dogs help the handicapped to achieve their desire to be
independent by performing tasks that are physically demanding.

It is very difficult for an able-bodied person to imagine the plight
of a physically handicapped person. Trivial daily tasks which we take
for granted like picking up a fallen object or opening a door, present
a daunting challenge to the handicapped.

With most disabilities the person suffers from a limited use of their
hands, feet and fingers. In many cases the person is unable to close
their fist or to grasp an object or to pull and push, making the
simplest of tasks frustrating and incapable. This is where an
Assistance Dog can aid the person in being independent. A fully
trained Assistance Dog can understand up to fifty commands. A few of
the tasks they can carry out are listed below.

 Picking up dropped objects

 Fetch a telephone

Dropping articles in a waste paper basket

 Opening and closing doors

 Speak on command to alert of an intruder / Barking for help

 Getting help in an emergency

 Loading and unloading washing machine

 Switching on and off light switches

 Fetching items from a cupboard, shelf, refrigerator or a drawer

 Acting as a support

 Carrying items from one person to another

A Canine Companion also dramatically enhances the life of an adult or
child with a disability by helping him/her overcome physical and
social barriers. The Canine Companion becomes a loyal friend,
providing constant companionship and unconditional love.

India’s first fully trained Assistance Dog is a black Labrador called
Honey. Honey is capable of understanding up to fifty Assistance Dog
commands, and regularly gives demonstrations all over the country.

Concurrently, the organisation has one puppy in training who is living
with her physically challenged companion and one puppy who is growing
up in a Puppy Raiser home. Both are Mumbai based.

We at Canines Can Care are constantly striving to help disabled
people gain independence with the help of assistance dogs. It is the
dedication of Canines Can Care volunteers, puppy raisers, members
and the generosity of donors that make this remarkable program
possible in India.

hello vicky,

Its difficult to understand Macro Economics without learning the theories I
mean its difficult to get the concepts superfitially. Moreover most books on
the subjects are from foreign authors.

I would suggest you to do an online search and read books which you can
understand. And if some queries arise we can discuss them  individually.

Having being studied economics in detail probably I dont have a layman's
approach if some other list members can suggest you a book , nothing like
it.

Dear Prateek,

In many parts of the world, Guide Dogs also called service animals and
assistance dogs have proved to be a great boon for independent mobility of
the visually disabled people and those experiencing other disabilities. For
India it is relatively new though.

But we seem to be getting ready for it. During the discussions on the CAR
(Civil Aviation Requirements) for carriage of persons with disabilities,
issue of allowing guide dogs in the cabin came up very strongly and you will
be glad to know that it form a part of the New CAR on the issue and guide
dogs are allowed with certain rules that the user need to follow to prevent
inconvenience to other users.

However, the relevant transport acts relating to road transport and rail
transport are not yet geared up for this new system of assistance. I have
suggested amendments in many laws in light of UNCRPD  in a recently held
national consultation by HRLN which is still on. This issue also needs to be
included in PDA.
