as these are basic models Don't know whether they would be running on

There are some similar tricks for determining if a number is a prime one. If 
you add the last two digits and the previous ones and the result is 
divisible by 11, the number is divisible by 11. In this case of Kartik's 
example, 21 +23 = 44 which is divisible by 11. I have forgotten some tricks 
which can determine dibisibility by 7.


In C / C++ lessons, you may be asked to write a utility for finding out a 
prime number.

Divisibility test for 9:

If the one-digit sum total of the digits of a number is 9 then the the
number is divisible by 9. For example,

Let's take the number 2471913
Total of digits = 2 + 4 + 7 + 1 + 9 + 1 + 3 =27
once more, total of digits = 2 + 7 = 9
Hence, the number 2471913 is divisible by 9.

NB: This divisibility test is similar to the one for 3 except that the
result for divisibility by 3 should be 3, 6 or 9.

Divisibility test for 7

Sir, the divisibility test for 7 is as mentioned below:

• Take the last digit in a number.
• Double and subtract the last digit in your number from the rest of the digits.
• Repeat the process for larger numbers.
• Example: 357 (Double the 7 to get 14. Subtract 14 from 35 to get 21
which is divisible by 7 and we can now say that 357 is divisible by 7.

Further, we cannot simply use these divisibility tests to determine if
a No. is prime. For instance, a number might not be divisible by 2, 3,
4, 5, 6, 7, 8, 9, 10 or 11. However, the same number might be
divisible by some other No. Therefore, it is imparative that we work
out all the steps as given in my previous mail.

[AI] Examinations

Most of you know that I have been working on the guidelines for examinations 
especially the issue of scribes for some time.
All of us have realised the need for standard guidelines in the country. After 
the maharashtra guidelines were issued many of you approached me and have been 
approaching me regularly for All India guidelines.  Therefore it is time to 
act. 
 
I have based my work on the:
1. Guidelines in Maharashtra
2. Minutes of meeting held in2008
3. Judgement in Asif's case
4. University of Bombay's circular on psychology

 I need to know from each of you as to what you want in the new Rules. What you 
want to safe guard against,What you want the Examination authority to take care 
of and what will be the visually challenged's responsibility. Anything that I 
should take into account especially for any particular exam. Please ask for the 
moon we just might get it of course be practical. Think of all the variations 
and combinations and complications that someone somewhere may face.  Thats why 
I am still on this group.  

I cannot take care of the idiot who denies the rules but I can ensure good 
rules on paper at least. So lets go for it. Please dont send me a list of  what 
happened in the past I cant rectify it but I can see that it does not happen 
again. So requesting for some input.  
The new rules will apply to :
1. All recruiting exams
2. All college and school exams
3. All entrance exams
4. any other exam that I have forgotten

p.m

I opine that:
the only bar on scribe taken by candidate should be that she/he should not be 
eligible to appear for exactly the same exam at the time she is so acting.
This condition should be sufficient to satisfy the paranoids who devise ever 
new criteria for scribe eligibility.
Besides, Imposition  of scribe should be guarded against, at the same time 
leaving scope open for candidate to request a competent scribe in advance, if 
candidate so wishes.
scope should also be left for eleventh hour changes, provided they satisfy the 
prescribed eligibility mentioned above.
Use of technology be facilitated, in conjunction with human aid, and not 
necessarily as the sole mode for taking the exam.

May I add a proviso to the eligibility condition mentioned in my earlier mail 
to the effect that  the scribe  should not have appeared  in the same exam at 
any past time, or could have appeared but for upper age limit.

Simplified, the eligibility condition for the scribe should be:
Anybody who has not appeared for and is not eligible to appear for exactly the 
same exam as she is acting as scribe at the time,, and such ineligibility 
should not be merely due to upper age limit for the exam.

Hi,

I am currently in class X, and am aiming at IIT-JEE and other
engineering examinations. What I expect of the examining authorities
is:

1. As already mentioned, a scribe who knows about Sciences/any other
subjects for that matter, so that he can explain the questions
properly to the candidate. Put it across in a different way, in
technical subjects like Physics, Chemistry and Mathematics which are
full of symbols and other pictorial stuff, the scribe should be such
who can easily explain the question properly to the candidate.
Invigilation can ensure that no malpractice/unfair means on the part
of the candidate is taking place.
2. As far as possible, visually impaired students should be exempted
from questions involving figure inputs. For instance, in my case,
subjects like Physics and Chemistry have complecated diagrams or
structures, that cannot be explained to the visually challenged
students that easily. Even if they are explained, the candidate have
absolutely no prior exposure to such questions, making it extremely
difficult for us to answer it. Therefore, reasonable accomodations in
terms of exemption from pictorial inputs to the extent possible should
be provided.
3. Suitable extra time should be provided. Although most of the
examinations have this rule in place, however many of the
professional/technical entrace examinations like IIT-JEE, AIEEE,
BITS-to name a few, do not have any such rules.
4. Use of technology in taking the examination should be promoted. For
instance, the question papers can be provided on the computers
(wherever possible), so that the visually challenged candidate can
easily and indipendently answer the questions.

I hope that you will consider these inputs seriously, so that the
talents and capabilities of all blind students are evaluated on an
equal basis with other students.

I second Rajesh sir's recommendations and am of an opinion that their
incorporation in the guidelines would be of immense benefit. In addition
to them, I would like to recommend the following provisions:
1. there should be no restriction on the writer being from the same
stream (arts, commerce or science) or taking the same course (CA, MBA,
BSC etc.) as the VI. In fact, if some how the guideline acknowledges the
benefits of having a writer from the same stream or course and is
expressly supportive of the same, the VI would have an important legal
document in their arsenal.
2. An expressed provision allowing a writer to be elder to the candidate
provided the writer is not eligible to take the same exam at the given
time would be helpful.
3. The guidelines may allow the school and colleges to allow  an over
qualified writer for internal exams only. To avoid a possibility of any
malpractice the school and college authorities may be advised to appoint
proper supervisors.
4. The examination authorities should be required to provide alternative
theory questions for questions like maps, graphs etc requiring use  of
eyesight. Further, the candidate should have an option to attempt either
of the alternatives and should be given full credit for the same.
5. The candidate should have a right to demand the question paper in an
accessible format like braille or enlarged font or, soft copy in format
of choice like Microsoft word etc. Also the candidate should have a
liberty to answer the questions in the way comfortable like self written
with the help of a reader, written with the help of a writer, written
with the help of compatible computers etc. Where a candidate wishes to
use a computer to answer the questions, it must be ensure that the
computer is able to host the necessary softwares, is not prone to
crashing or hanging and is of good speed. As many of us may have
softwares with a single machine license, the candidate should be allowed
to use his/her own machine like laptop or desktop. To avoid any
malpractice, the authorities should make appropriate arrangements for
supervision.
6. It would be great if the guidelines allow at least half of minute of
extra time for every 1 minute of the regular exam duration i.e. 50%
extra time. At a minimum, this should be implemented for practical
subjects like accounts. Very frankly, I think for practical subjects a
VI with severe disability should be allowed 2/3rds extra time i.e. 2
hours for a 3 hour paper as many of these exams certainly require the
same. Additionally, this would help in cases where the writer and the
candidate may for whatever reasons are actually meeting for the first
time in an exam hall and have never had an earlier opportunity of
practicing.
7. All exam authorities should be required to display the complete
writer guidelines. Preferably, the home page of the websites if any
should have a direct link with a standard nomenclature to the said
guidelines.
8. The permission for allowing a writer may be disclosed on website
along with the admission card for major exams like standard 10th, 12th,
graduation, CAT etc.
9. The authorities should be required to disclose the procedure for
requesting a change in writer along with the required documentation and
name and all contact details of the concerned person. Further, in cases
of major exams like the boards, graduation, CA MBA etc, there should be
at least two centrally designated authorities who may be approached in
case of any difficulty like harassment at the examination centre. Their
full contact details including mobile number and email id should be
disclosed on the websites of the examination authorities and should be
replicated in the permission letter.
10. The guidelines should clearly mandate that no authority can impose
additional restrictions than those envisaged in the said guidelines.
To conclude, I am of an opinion that supervision should be used as a
tool for preventing and detecting any malpractice. Needless or avoidable
restrictions should not be resorted to as an easy solution for the same.

COIMBATORE: Finally, there is one place where all persons with disabilities 
(PWDs) can turn to - if not for all their needs, at least for most.

U and Disabled (UDIS) Forum, an NGO working for PWDs, has set up a helpline 
offering a host of services. It will be a one stop shop for PWDs, says M.N.G.
Mani of UDIS.

By dialling 0422 2405551 or 0422 2648006 or 99445 56168 one can learn about the 
schemes devised by Central and State governments for PWDs, the schemes available
for education or service organisation that wish to assist PWDs, how to access 
disability-related facilities from various sources, about assistive devices
and their availability, referral centres for education and rehabilitation, 
disability components in public and private sector enterprises and employment
opportunities in industries.

They can also access information related to disabled people's organisations and 
parents' groups, important national and international developments on disability
and database on disabled persons.

Mr. Mani, who is also the Secretary General of the International Council for 
Education of People With Visual Impairment, says that the helpline is also
open for those who want to assist PWDs.

Say, an organisation might want to recruit such people and it might be 
interested in knowing if any of the governments provide grant or not. Even such
information is available at the helpline.

The challenged people can access the helpline to gather information about whom 
to contact for their needs, what documents to be submitted, if they are
availing of a scheme, and where to look for a job.

He further says: In effect the helpline aims at involving all stakeholders, 
optimising their efforts and bridging the gap between PWDs and others.

Information

Information will be available between 10 a.m. and 6 p.m. at the helpline. 
Assistance will also be available to those who visit the UDIS Forum in person.

They can get forms for various schemes, aside from information.

As for the database on PWDs, he says the details will be gathered with 
assistance from the District Disabled Welfare Office. And the UDIS advisory 
committee
for helpline will meet periodically and update information.

questions instead graphs, maps etc. Why should we need that? Instead,

I dont know lets analyse these situations more in depth. I had started 
drafting but I put it aside because I knew there were many complications. I 
have read Apoorva, Kartik,Rakesh and Vasu's views. Waiting for others. This 
affects each of us and at various times in our lives.

questions and that all visual questions should have alternatives. This is a 
great leap forward. However the young visually challenged have to be taught 
this from school. Are our organisations either special schools or 
supplementary facilities ready for this? I can tell you that one of the 
turning points in the latest physiotherapy case was when I handed over 
tactile diagrams of the foot to the judges. how many organisations have 
these machines, how many will do it on time, how many readily teach their

someone somewhere may face.  Thats why I am still on this group.


I cannot take care of the idiot who denies the rules but I can ensure good 
rules on paper at least. So lets go for it. Please dont send me a list of 
what happened in the past I cant rectify it but I can see that it does not 
happen again. So requesting for some input.

The new rules will apply to :
1. All recruiting exams
2. All college and school exams
3. All entrance exams
4. any other exam that I have forgotten

However, it is better dropped.
Or at least, a reasonable time limit, say past three years, may be prescribed.
However, it also will lay the onus of proving the non-appearance on the 
candidate or scribe which is difficult.
2. Upper age limit I mentioned to mean that scribe should not be ineligible 
merely due to upper age limit for taking the exam.
So, this condition does not apply to exams where there is no age limit. Hence, 
anybody, say who cannot appear for M.A. part 2 in English,  because she does 
not have M.A. part 1 pass certificate in English,  will be able to be a scribe. 
So will be anybody who has done PG in say, physics, or PH.D. in anything but 
English, for that matter.
Upper age limit will come into play when, say, I take a scribe for SBI exam 
where upper age limit is 28 years, and minimum qualification for applying is 
graduation.  So, a person who is 35, but who is a graduate cannot be a scribe, 
for she could herself have taken   the exam, but for her being overage. Here, 
anybody who does not have a graduation degree will be a scribe

I know this condition will deviate a little from strictly having one year 
junior scribe, but I propose it to be a short eligibility criteria for all 
exams.

Victoria Memorial School for the Blind

who has pledged her own eyes to the noble cause, applauded the
initiative. It is absolutely
wonderful the kind of work and effort that these ladies have come
together to do in such a subtle yet unconditional and sincere manner,
Ash told BT.

Ash also spent quality time with the children of the school, which was
established in 1902. They sang for her in their passionate voices,
making the eyes
of the Most Beautiful Woman in the World turn moist. The principal of
the school then acquainted the actress with the proposed projects that
will be undertaken
with the help of the funds raised.

From the Foundation's annual calendar of fund-raising initiatives, the
'Design One' shopping fiesta is the most widely publicized and
high-profile event.
Scheduled to be held on September 8 and 9 at World Trade Centre,
Design One provides a pre-festival exhibition platform on which
designers showcase their
creativity and do client-building. The range of merchandise includes
fashion wear, accessories, jewellery, home and lifestyle products,
silverware, gift
items, packaging and food. This year, eight NGOs will be given
complimentary stall space at the exhibition.
Sahachari Foundation
 is thus encouraging entrepreneurship and promoting creativity while
remaining committed to a philanthropic objective.

Talking about why she chose to support this cause, Ash says, It's our
own little steps to try and make a difference. It doesn't make all the
difference
but believe you me one step in itself quantifies as plenty. I have
always believed that.

COIMBATORE: Finally, there is one place where all persons with
disabilities (PWDs) can turn to – if not for all their needs, at least
for most.

U and Disabled (UDIS) Forum, an NGO working for PWDs, has set up a
helpline offering a host of services. “It will be a one stop shop for
PWDs,” says M.N.G. Mani of UDIS.

By dialling 0422 2405551 or 0422 2648006 or 99445 56168 one can learn
about the schemes devised by Central and State governments for PWDs,
the schemes available for education or service organisation that wish
to assist PWDs, how to access disability-related facilities from
various sources, about assistive devices and their availability,
referral centres for education and rehabilitation, disability
components in public and private sector enterprises and employment
opportunities in industries.

They can also access information related to disabled people's
organisations and parents' groups, important national and
international developments on disability and database on disabled
persons.

Mr. Mani, who is also the Secretary General of the International
Council for Education of People With Visual Impairment, says that the
helpline is also open for those who want to assist PWDs.

“Say, an organisation might want to recruit such people and it might
be interested in knowing if any of the governments provide grant or
not. Even such information is available at the helpline.”

“The challenged people can access the helpline to gather information
about whom to contact for their needs, what documents to be submitted,
if they are availing of a scheme, and where to look for a job.”

He further says: “In effect the helpline aims at involving all
stakeholders, optimising their efforts and bridging the gap between
PWDs and others.”

Information

Information will be available between 10 a.m. and 6 p.m. at the
helpline. Assistance will also be available to those who visit the
UDIS Forum in person.

They can get forms for various schemes, aside from information.

As for the database on PWDs, he says the details will be gathered with
assistance from the District Disabled Welfare Office. And the UDIS
advisory committee for helpline will meet periodically and update
information.
