  Dear friends,

As much as some people may dislike or hate us or the kind of
work/advocacy/information dissemination that we do, tough luck, it does have
an impact!

The New Law Committee's efforts to rush the process and hold by & large
meaningless consultations across the country, suffered a setback today when
MSJE Minister, Mr. Mukul Wasnik himself stepped in and asked "What is the
hurry?"

For the last several days, Disabled Rights Group (DRG), National Disability
Network (NDN) and many other friends like Rajiv Rajan in Tamil Nadu,
Srinivasulu in Andhra Pradesh; Gautam Choudhary in West Bengal and Javed
Ahmad Tak in Jammu & Kashmir had vehemently argued: (1) that the draft of
the new disability rights law must be first translated into regional/state
languages; (2) it should then be disseminated widely and people, especially
grassroots level disabled people, must get enough time to be able to read
the draft and understand it properly; and (3) only then the state level
consultations should be allowed to take place.

However, unfortunately, no one was willing to listen! The Committee wanted
to rush the process and hold the so called state level consultations across
the country, during the 12th to 22nd Feb. time period!! Left with no other
choice, we had to label the process a "sham".

It seems that our voice reached the right people.

Earlier today (11.2.2011), a meeting was organised here in Delhi by the
Committee to brief their 'facilitators' on how to conduct the process. They
were give a copy of the latest draft law, the 9th February, 2011 version.
Along with that an 'Executuve Summary' was prepared and given. The booklet
is neatly/crisply labelled "Persons with Disabilities Act, 2011"!!! The
Committee, their consultant and whosoever their newfound friends are seem to
be so overwhelmed that they forgot (momentarily, I guess) the fine
difference between a Draft, a Bill, and an Act. Elementary knowledge a Class
8th student should have: only when a proposed law, ie a Bill is passed by
the Parliament, can it be called an Act.

Secretary MSJE, Mr. KM Acharya who was there at this meeting tersely pointed
out, "I don't know how you are calling it (draft law) an Act. It has to be a
Bill. It will become an Act only after it is passed by the Parliament."

He also supported our demand for the translation of the draft law: "No way
can this process be considered complete unless it (draft law) is translated
into the state languages," he said. After him, when Minister MSJE, Mr. Mukul
Wasnik spoke, he made the following rather instructive remarks:

"What is the hurry? Time is certainly not a constraint".

"Whatever is done, it should be as close to perfection".

"None should be left out to say that she/he had a view but did not get an
opportunity".

"Meaningful consultation will not be possible unless consultations take
place through state languages so that the mass of people can contribute".

AND, HERE IS THE GOOGLY CUM BOUNCER COMBINED:

*"I am glad to see Civil Society to be so vibrant, aggressive, informed, and
committed".*

WELL, TRUE, EVEN I FOUND IT HARD TO BELIEVE WHEN I FIRST HEARD THIS.
OBVIOUSLY, I WAS NOT THERE BUT NOT ONE BUT TWO FRIENDS WHO WERE THERE AT
THIS MEETING AND TAKING NOTES HAVE REPORTED THIS AS WELL AS THE OTHER
REMARKS.

Kudos, Mukul Wasnik ji, for once I am truly impressed. I am glad you have
taken things in your hands. I am happy you are taking a personal interest in
the making of this new disability rights legislation. More power to you!

Anyway, the long and short outcome of today's meeting is that the deadline
for the consultations has been extended to 10th March. And, as reported
before, the consultations will take place only after the latest draft (9th
Feb. version) of the new law has been translated into state languages.

The deadline for the filing of the reports is now 15th March, and after that
the Committee will meet one more time on 23rd and 24th March.

*you may recall Gabor's stay in India as a guest of Bapu Trust between May
to Dec 2008. He had a busy lecture tour , part of which were the 4 official
consultations of NT Board across the country in which he and Dr.Amita
sensitized the NGOs and other stakeholders to CRPD. In fact, amendments to
NTA which was the major Subject of the Workshop took a backseat. Obviously,
the sensitization included  Right to Legal Capacity and replace
Guardianship with  Supported Decision Making. The debates continued even in
the NL committee discussions on Legal Capacity on Feb 2nd 2011. Such was the
powerful influence of Gabor that even the  New Law amendment of Sudha Kaul
Committee reads  in 9A.2/ 3*

"All persons with disabilities shall if they so desire  have the right to
seek support to exercise legal capacity; and no person with disability shall
be obliged to seek support." *Several feedback on this Clause by many of us
endorsing the Rights perspective fully,   have been ignored in the  name of
CRPD. In the course of my research on amendments in other countries, I
thought of Gabor and logged into the website of his NGO, MDAC. Lo Behold !
Following is what I got and I am quoting it in full below. Dont miss the
terms Partial  Guardianship and Supported Decision making. All these done by
the Courts and not any civil society outfit!  One of the architects is Gabor
! Gabor has made a U-Turn I admire his honesty and courage to do what his
country needs  within the Rights framework rather than do a Cut and Paste
job of the amendments. *

*I sincerely request you to upload this in your group mails. I also request
Poonam as Head of the NT Board  and Sudha Kaul of NL Committee to   reflect
on the following and revise the drafts before the translations if need be to
save money. *

Members of the Hungarian Parliament voted for a new Civil Code yesterday
evening. In doing so they ensured that Hungary becomes the first country in
the world to reform its legal capacity legislation in line with its
obligations under the UN Convention on the Rights of Persons with
Disabilities (CRPD).


Hungary's old Civil Code was the piece of legislation which regulated a
range of civil law issues. In the area of disability it allowed for the
total deprivation or partial restriction of a person's legal capacity and
their placement under guardianship. There were no alternatives to
guardianship for people who required assistance to make legally-binding
choices in their lives. Approximately 80,000 adults in Hungary are under
guardianship, two thirds of whom are legally prohibited from making
important decisions. Under full guardianship people were denied the right to
a range of civil and political rights such as the right to decide where to
live, which meant that the majority of people in long-term residential
institutions were placed there by their guardians, irrespective of the
adult's wishes. The right to marry and found a family, as well as the right
to manage one's own property, to work and to vote were also compromised.

The new Civil Code changes this legislative landscape. Highlights of the new
legislation include:
A legislative ban on plenary guardianship.
The provision of a new form of partial guardianship: partial in terms of
specific areas of decision-making, and partial in terms of decisions needing

I normally select the entire column using ctrl+spacebar and then
activate
the autofit o;submenu under, column under format menu. It fits the
column
according to the largest cell in the column.

Normally, I use ctrl+a to select all and then use the text wrap
checkbox
on alignment tab of the vormat cell dialogue box under format menu.
overlapping data is very likely to escape our notice when thousands 
of

cells are there. It is not possible to check so many cells using the
jaws

verbosity feature.

Hi! Vamshi:
Data sometimes spills out of the cell and jaws will not normally 
alert

you if that has happened. But there is a way that you are alerted in
such a case once you move to that particular cell.
Activate jaws verbosity by pressing insert v. Then hit c couple of
times till you hear cell  text visibility . By default this is off.
press space to turn it on and hit enter.
Now if you come over a cell with data spilling out jaws will alert 
you

by saying  for example cell a1 overlapps  to cell b1.
This is an indication that data in cell a1 is overflowing to cell b1
and you can do the needful.

Well, are you talking about resetting profile password?
As far as calendar issue is concerned, look there below the read only edit 
box, the graphical image link is given. If you press enter on it, you will 
be taken to a new opened window. There, select your date of birth and you 
are good to go. If you could tell me that how and where are you going 
exactly, I can tell in more detail.

I have a savings account in State Bank Of India, Integrated Office Complex 
branch. The branch has issued me net banking but due to inaccessibility of 
screen reader I could not been able to use my account. I did not have the 
access of "net banking for visually challenged". The branch did not have 
the right allow to access the page. I am repeatedly requested the "happy 
room" of State Bank Of India regarding the matter but I am surprised that 
they did not have any idea regarding this issue.


Now, I need some visually challenged persons details which I can forward 
for their convenience and they can get the idea about how they have got 
the accessibility and how they use this facility etcetera.


Can anyone help me? If so, he/she may contact in my personal email ID 
amarnath.day@gmail .com and can give his/her mobile/telephone number in 
which the concerned officer can talk to him. It will, not only serve my 
purpose, but also help the other blind users who are living in Delhi.

RoboBraille is a free email and web service capable of converting 
electronic documents into a range of high-quality, alternative formats 
including Braille, mp3 and Daisy full text/full audio. The service can 
also be used to convert otherwise inaccessible documents such as 
image-only PDF-files or scanned documents into more accessible formats. 
The service is free to all non-commercial users and users need not 
register in order to use the service.


During the past 12 months we have added support for a number of new 
languages and document formats. We have also added a new web-interface 
to RoboBraille that makes the service very easy to use, even for 
inexperienced users. Please check out the web interface at the following

after entering my e-mail id and password, when I hit the shinine button, there 
comes a message.
the message tells that your account has been locked and requiring unlock.  for

so, here webvisum dosen't work and I don't have any sighted person to help me
