Dear Amit,

The official apologized only to save his job as he would not have even
dreamt that you will complain against him to the Chairman with such
eloquence. However, such incidences happen on daily basis with disabled
people and they keep quite. In the recent past we read that a Hearing
Impaired passenger was badly thrashed by the DTC officials because they
thought that the passenger was pretending to be deaf and had faked a
certificate of deafness!

Challenging and complaining about such action to the top most authority with
all relevant details should be pursued. Now a days, you have online
complaint systems, emails of the concerned officials available on the net.
Many departments have started their face book pages like Delhi Traffic
Police, NDMC, MCD etc.  These should be utilized to get the grievances
redressed.

Good Act Amit.However, if Mr. Verma calls you again to pressurize you, don't
hesitate to write another complaint!

  On Saturday, November the 13th, 2010, at 02:00 PM I reached to the above 
mentioned Buss Pass Section to renew my Pass being issued by the Delhi 
Transport Corporation to the handicapped Bus passengers in the Capital.

  I carried all the original required documents along with their Xerox copies 
such as I Card issued by SDM, Rashan card and Voter ID card for Residence 
address prove, handicap Certificate issued by the Medical Board and the filled 
up Application of Bus Pass of DTC. This is what all required to obtain a Pass.

  I requested them to renew my Pass but they totally refuse their services and 
asked me to go to another Pass Section near my Residence.

  I politely requested these staff members sitting in their service to renew 
the pass since the subscriber or user can go any of 32 authorized pass sections 
to get the pass. These Centre are clearly defined in DTC website: www.dtc.nic.in

  The available officials at the Centre were looked reluctant in getting me the 
pass and spoiled my valuable time. There is no such rule or provision that a 
person cannot go to the Bus Pass Section other than the depot located at the 
nearest area location of the resident.

  When they were found totally disinclined to accept my valid application, I 
requested them to give me a written paper explaining the logics and reasons 
that why I cannot be issued the Pass but they again refused to do so. When 
nothing chocked out, I called Scindia House Office to raise the verbal complain 
on the entire matter was taking place. One of the representatives from Sindhya 
House also asked the Centre Secretariat staff over the Phone to issue me the 
Pass but they were still not interested to full fill their job and do the 
needful as per my request.

  When I asked about any Circular or copy of rule regarding not to get the Pass 
from the Buss Pass Section other than the resident area, they said "you are not 
the authority to ask for the Circular."

  These staff members also bothered me by using some illicit and awful words 
like "we do not treat you as a customer because the Government gives you the 
Pass free of cost., just submit Rs. 815 and we will issue you the Pass."" Such 
kind of statement and behavior is highly objectionable not only to me but 
several other handicapped

"options", but there didn't seem to be anything like "activate loud speaker".
The other thing is that when I send a mail in Yahoo and put blank lines in 
between, Jaws says "greater greater". Is there way of getting rid of this?

In that case, go to Format menu, Style submenu, and make sure, Normal style 
is selected. Also activate the Modify option and check all the options 
inside the Modify dialogue box. When I do the accounts, I select number with 
two decimal places in the Modify style dialogue box and it renders all 
numbers into proper formats inside the entire workbook.

I normally select the entire column using ctrl+spacebar and then
activate
the autofit o;submenu under, column under format menu. It fits the
column
according to the largest cell in the column.

Normally, I use ctrl+a to select all and then use the text wrap
checkbox
on alignment tab of the vormat cell dialogue box under format menu.
overlapping data is very likely to escape our notice when thousands
of
cells are there. It is not possible to check so many cells using 
the

jaws

verbosity feature.

Data sometimes spills out of the cell and jaws will not normally
alert
you if that has happened. But there is a way that you are alerted 
in

such a case once you move to that particular cell.
Activate jaws verbosity by pressing insert v. Then hit c couple of
times till you hear cell  text visibility . By default this is 
off.

press space to turn it on and hit enter.
Now if you come over a cell with data spilling out jaws will alert
you
by saying  for example cell a1 overlapps  to cell b1.
This is an indication that data in cell a1 is overflowing to cell 
b1

and you can do the needful.

[AI] English and Hindi Versions of the NEWBILL OF RPWD 2011

Dear moderator,



 Having regard to the importance of the new bill, as also the state level
consultations in Maharashtra which is to be held in pune on Feb. 28 and
march 1st, 2011 and many ai members would like to have and read these drafts
to facilitate consultations, I request you to either allow the attachments
to go through or load the same on AI website for members to download.



Based on the requests from the many disabled persons and DPOs in
Maharashtra, we will have a single consultation in Pune, instead of 2
consultations planned earlier. This will also give sufficient time to the
interested participants to read the draft of the new bill.



I hope every AI member who are in Maharashtra will effectively participate
in the consultation and forward their suggestions in the consultations.



The details of venue and consultation format will be indicated to you all
once the same gets finalised.

Govt. of India has constituted a committee to draft a new bill Rights of
persons with disabilities 2011 and the committee has come out with the draft
bill in English and Hindi version has also been made available by Mr. Akhil
Paul.

The statel level consultation in Maharashtra is proposed to be held at pune
on February 28 and March 1st, 2011. From the mails exchanged in access
india, I understood that your Trust can take up or suggest any professional
who can take up Marati translation of the above bill for state level
consultations.

I shall be very glad if you can kindly send me a quote for the above
assignment which will have to be completed in the next 4 to 5 days so that
we can try our best to let the participants have a copy of the marati
version. I am attaching the english and hindi of the bill for your perusal.

What an example of Indian bureaucratic rule making you have furnished!!!

And, here we are debating new disability legislation.

Let me warn one and all that in new disability draft also, hyper- excessive 
delegated legislation by government baboos  is being introduced which would be 
troubling us for  remainder of 21st century.

New draft fails even to define impairments, leaving all to government set 
committee for introducing sociomedical scale of disability

They say vigilance is the price of liberty, but I think not even hyper 
vigilance can ensure it for persons with disabilities

Hats off to Delhi government!

Fortunately we could speak to the chairman of the medical board who confirmed 
that such rules have come since october 2010 and they possess the circular. 
When he didn't email us after repeated assurances, we search and were amazed to 
find the same on Delhi govt site.

As if we had not enough, we see this new rule of Delhi govt. Pasting below the

Not only they have set their own minimum percentages of disability to be 
certified, but also see the procedure to get the certificate

Actually, one of my friend requires a scribe to write her final exam
of B.ed in Marathi medium.
