Re: [AI] extra time for blind students during exams

2011-08-10 Thread Rishi Kewalramani

Hi Shanthala,

Hope you along with everyone at Enable India are doing great as I'm here.

And I hope you are training well with the cane...(smile)

Do let me know if you have any doubts and I shall come to train you-after
all I was Mickey's best student...(smile)

Anyway, following is the information you require-Hope it helps:

Following are the rules for scribes in the state of Karnataka. It
clearly states that 1 hour extra time is given for every 3 hours exam ( so
that's 20 minutes for every hour). It also states that the academic
qualification of the scribe can be

higher than the candidate if they are from different academic streams.
There is a G.O the number of which is given at the bottom.

The regarding scribe for blind students at school and college level are as
follows:

*Facilities to provide scribe and extra time to Visually Impaired Students
in all public examination*

* *

* *The department of school education and college education
have granted the following facilities to V.I. Students with the aim to
compensate the effect of their disability in obtaining formal education up
to best possible extant-

A. The visually impaired students are allowed to appoint
scribe for writing their answers in all public exams at school, college and
university level.

B. The scribe of visually impaired examinees may be senior
to the examinee Provided that the faculty of both shouldn't be same. For
example a student of Msc. may write the examination of blind examinee of B.A
or B. Com.,

C. One hour extra time is given to blind examinee in all
public exams of 3 hours.

D. The blind students are allowed to choose optional
subjects in place of maths and science at school level.

To know more about this facilities please refer the government order

Re: [AI] CANDIDATES WITH THEIR scribe needed for the petition.....

2011-08-10 Thread Amit Bhatt
Dear Akhilesh,

It is good that you have brought this draft for the discussion on the
list before submitting to the concern authorities; otherwise we would
have been caught up with the huge loss again!
I would also suggest you the below points:

1. The Scribe can be from any Stream. When the Scribe is one standard
junior than the Examinee, than there is no logic to put any other rule
as a safe guard.
See Why I am saying this because it is very simple that a person who
is pursuing graduation, for an instance, ideally he would knot know
the course of Masters or other higher classes. Therefore, we consider
that a Scribe with one standard lower than the Examinee would not
help in the examination.
2. Again, framing out the different guidelines for those who pursuing
the course of Sanskrit and Music, like they can have the Scribe from
the same stream, but other cannot, would involve us in a huge
complications and controversy.
3. I would strongly recommend you to exclude the below lines from your
letter/draft:
“Keeping in view the fact that permitting the visually-challenged
candidates to bring his or her own scribe may prove to be a risky
business, as few amongst us may bring and engage the scribe where the
scribe may be competent and capable enough to solve the entire NET
question paper by him or herself, we propose the following safeguards”
The above line or statement is projecting the possibility of the
cheating and words like risky and Safeguard, may give them a good
opportunity to call us cheater in the future. So lets not try to make
any statement which can trouble for us in the last.
4. As others have advised, the age of the Writer is not at all
required to be part of our proposal. If we do so, it would involve us
in another extra liability to produce the age Certificate of the
Writer and so on. And suppose if someone has got his late Education
and he is being our Scribe, then creating age criteria would be an
injustice part of our norms. So please let us forget about age, it
doesn’t make any sense.
The fact is that the Visually Impaired examinees are seeking the
Scribes from their limited resources. Therefore, we should not create
so many barriers on our own in the path of our progress.
Kindly revise the draft and then submit it to the concern officials.

I lost your contact number, do call me or send your number again so I
can talk to you over the phone as well.

All the best,

Amit Bhatt

Sub: Regarding the Problem of Scribe of Visually-challenged aspirants In UGC
 Net
  Exams.

 Sir,
With great sorrow and regret, we, the persons belonging to the
visually-challenged community would like to draw your attention on the
 following points:

1.That the most of the times we are being provided the
incompetent/ineligible/careless scribe during the UGC NET examination,
and this very fact deprives us to solve even half of the question
paper, regardless of the fact that one has worked hard and knows all
 the answers well.
2.For your kind consideration, Carelessness and misfeasance committed
by the authorities appointed by UGC are being enumerated below, the
outcome of which can easily be assessed:
a.Hindi Medium candidates are being provided the English Medium
scribe, and on the other hand, English medium candidates Hindi medium
 scribe;
b.In most of the cases, Sanskrit medium students have failed even to
solve the single question as the scribe provided by the concern
 examination centre was not able to read and write Sanskrit;
c.There Are large amount of cases, when the visually-challenged
candidates are forced to engage the clerical staff, and even in some
cases D grade employees, thereby destroying our each and every
 possibilities of passing the NET exam;
 d.for Your consideration:
i.Clerical staff don’t write our exam seriously, they keep themselves
 busy in other official works;
ii. A large amount of visually-challenged candidates are English
medium, and the capability and ability to read and write English of
clerical and D grade employees would be known to you keeping in view
 the standard of NET exam.
3.Therefore, with great respect we propose that in any case, and
under any circumstances the visually challenged candidates are not
willing to engage the scribe provided by the concern authorities,
under the UGC rules and guidelines regarding the scribe for the NET
 exam.

Hello,
First of all, I would like to express my sincere gratitude for taking
up this issue on the list and getting it prepared to make it reach to
the concerned judicial authorities for claiming our rights. In this
regard, I would like to express my own experience.

Though my experience is bit different from the captioned subject of
this threat, I would like to explore the possibilities of
incorporating my situation in the present petition if fit for the
cause.

I am pursuing my PGDBA HRM from symbiosis center of distance learning
SCDL pune. scdl conducts this course for two years comprising 21 exams
and 21 assignments. All the exams and assignments are conducted online
in their exam centers and assignments may be attempted online from
home, office wherever student get access to the net. Since we are able
to appear for these examinations independently with the help of screen
readers, I have tried approaching my university by communicating via
several emails, register post etc but no reply had been received as
yet besides only one reply to my mail on this approach that I may be
allowed to take the scribe one grade junior to my examination by
producing valid academic certificate of the scribe along with photo
identity proof. They did not reply anything on my request to allow me
to appear for the examination with the help of screen reader. For the
kind information, I am copying below my communication sent to scdl in
this regard.

Madam,

I am a blind student pursuing PGDBA (HRM) from SCDL in the current
session. My reg no. is ___.

Traditionally, Blind students have been appearing in various
examinations with a scribe writing for them. In other words, the blind
students had to depend on others to write their examinations for them.
Experiences of various stakeholders have revealed that often the
eligibility conditions for the scribes work against the interest of
candidates and at times incompetent scribes led to reduced grades to
the brilliant students with visual impairments.

However, the new technology like computers, internet screen readers,
scanning OCR to read print material etc. have greatly enabled the
blind students to be independent and be sure of what they are writing.
Such technology gives them autonomy and control over how they answer
the exam or amends their answers etc.

In light of the recent advancements and technological revolution, it
would be in the interest of blind candidates that existing rules/norms
on Alternate provisions for writing examinations are further
evaluated, reformed and adapted to include computer aided evaluation
rather than limiting it to the use of Scribe.

You will appreciate Madam, that recently, the CBSE has provided
options to blind and visually impaired students to write their
examinations on a personal computer with screen reading software in
addition to existing facility of Scribes. This initiative and
development is not only in line with the increased computer skills,
training end knowledge acquired by the blind and visually impaired
persons but also reduces their dependence on Scribes. Though there are
issues of formatting the Answers with Edit tools, capital letters,
paragraphs and spellings, but I believe gradually such issues would
also be resolved as the evaluators would understand the difficulties
of the blind in such issues and ignore them for the purpose of
evaluation.

In light of above developments, I request the dynamic and right
spirited management of SCDL to kindly consider extending the same
facility for examinations conducted by Open Universities and for
courses conducted by Distant Learning Universities.

And I too, being a blind candidate be permitted to write my
examination conducted by SCDL for PGDBA (HRM). Further, I request you
to either make provisions of a personal computer with screen reader at
the exam centre or permit me to bring my own laptop with screen reader
to write my examinations.

Earlier, I have communicated with the Head – Evaluation Department
SCDL, Pune on the aforesaid subject and they very kindly sent in an
encouraging reply however the reply though very positive did not
address the issue of change in the policy on alternate provisions of
writing examinations by the Blind. Hence, I do request your good self
to consider my request as a viable solution that will ensure equality
 independence to the blind students.

An early decision on the same would greatly enable me and several
others like me to avail options to use scribe or write examination
with independence and comfort through computers.

Thanking you,
Date 18.02.2010

Yours faithfully,

(Mukesh Heerachand Jain)
Reg No. ___

So my question is that can we also incorporate the prayer in the
petition about this case as wherever it is deemed to be practicable
the university shall provide all the required support of assistive
technology in giving the examination. I do aware of the pwd act
provisions in this regard. Still if this prayer is incorporated there
may be the

Re: [AI] CANDIDATES WITH THEIR scribe needed for the petition.....

2011-08-10 Thread akhilesh
Hello,
Some of us sat together and decided the conditions.
The Reason behind the upper age limit is very simple.

Anyone can complete the masters by the time when he or she reaches the
age of 25, and xx xx xx xx

Amit ji, Rajesh sir and Mr. Negi, I'll post the reasons very soon in
your inboxes as accessindia's pages are often crawled by Google and it
would not be appropriate to discuss all the details pertaining to the
upper age limit.

Rajesh sir, many many thanks to you for suggesting the qualification
for the scribe in one single line.

From my other friends who are with me in this movement, I assure you
that we all agree with you in all points except few. Namely, there
should not be any upper age limit and the scribe pursuing similar
stream in graduation be permitted to write the net exam.

In the light of your suggestions, I'll I’ll revise the draft and again
post here for further suggestions if any.

With many Thanks,
Akhilesh Kumar Dahiya.

Amit Bhatt

[AI] A strange problem with Excel 2003

2011-08-10 Thread Geetha Shamanna
Hello all,

I have been having a strange problem with Excel 2003 since switching to Dell
XPS15 . I am unable to use the arrow keys to move between cells in an Excel
file. The up and down arrow keys work, but not the left and right arrow
keys.

I uninstalled and reinstalled Office 2003 today, but that did not resolve
the problem. The problem may have to do either with an obscure key
configuration or the scroll lock according to posts on online forums.
However, I am unable to locate the scroll lock key on my laptop.

Has anyone here with a laptop encountered a similar problem? If yes, is
there a solution?

Many thanks.
Geetha

Hi access indianz, in some erlier posts somebody recommended and
posted aim buddy messanger for chatting on facebook, though I
installed the same but it is not compatible with Jaws version 10.0. It
doesn't speek any thing except its name neither jaws leads to edit
dialogue box, nore shows any link for facebook. Can anybody explain
why is this? do we need any jaws script for this program?
My other query is that some body suggested tapin radio for listening
BBC hindi program, but the problem in this software is that first of
all I am unable to find bbc hindi program available through it, while
I am writing the search terms as hindi and bbc also. can anybody
give solution to this problem?
Thanx and regard.

Subject: Re: [AI] CANDIDATES WITH THEIR scribe needed for the petition.

 Hello,
We, at delhi planning to give a representation to
UGC stating that we are not willing to accept their scribe from the
next UGC exam. the next UGC net exam is likely to be held in
December. I have prepared a draft, and signature campaign is on.

I'm pasting the representation draft below for the suggestions and
 comments from all of you.
 Here it goes:

 =
 Dated: 05.07.2011

 To,
 The chairman University Grant Commission,
 Bahadur shah zafar marg
 Delhi, Delhi – 110002

Sub: Regarding the Problem of Scribe of Visually-challenged aspirants In UGC
 Net
  Exams.

 Sir,
With great sorrow and regret, we, the persons belonging to the
visually-challenged community would like to draw your attention on the
 following points:

 1. That the most of the times we are being provided the
incompetent/ineligible/careless scribe during the UGC NET examination,
and this very fact deprives us to solve even half of the question
paper, regardless of the fact that one has worked hard and knows all
 the answers well.
 2. For your kind consideration, Carelessness and misfeasance committed
by the authorities appointed by UGC are being enumerated below, the
outcome of which can easily be assessed:
 a. Hindi Medium candidates are being provided the English Medium
scribe, and on the other hand, English medium candidates Hindi medium
 scribe;
 b. In most of the cases, Sanskrit medium students have failed even to
solve the single question as the scribe provided by the concern
 examination centre was not able to read and write Sanskrit;
 c. There Are large amount of cases, when the visually-challenged
candidates are forced to engage the clerical staff, and even in some
cases D grade employees, thereby destroying our each and every
 possibilities of passing the NET exam;
 d. for Your consideration:
 i. Clerical staff don’t write our exam seriously, they keep themselves
 busy in other official works;
ii. A large amount of visually-challenged candidates are English
medium, and the capability and ability to read and write English of
clerical and D grade employees would be known to you keeping in view
 the standard of NET exam.
 3. Therefore, with great respect we propose that in any case, and
under any circumstances the visually challenged candidates are not
willing to engage the scribe provided by the concern authorities,
under the UGC rules and guidelines regarding the scribe for the NET
 exam.
 4. We also propose that new guidelines regarding the scribe must be
issued as soon as possible so as to they could be come in effect prior
to the next UGC net exam which is about to be held likely in the month
 of December 2011.
 5. Keeping in view the fact that permitting the visually-challenged
candidates to bring his or her own scribe may prove to be a risky
business, as few amongst us may bring and engage the scribe where the
scribe may be competent and capable enough to solve the entire NET
question paper by him or herself, we propose the following safeguards
that must be taken into consideration while allowing the scribe in
 this connection:
 a. The scribe must be a person who is pursuing any undergraduate
course in any university/college recognized by UGC, subject to the
condition that the scribe should not be of the similar course for
which the candidate is appearing for the UGC NET exam.
 b. The candidates those who are appearing for the Sanskrit and Music
must essentially be allowed to engage the scribe of the similar
course, as no other person can write and read Sanskrit well keeping in
view the standard of the UGC NET exam except the person who is
pursuing graduation in Sanskrit, and writing the theory of music
involves notes writing with special signs, which can not be completed
except by the person who knows it well.
 c. At the examination hall a scribe must produce the following documents:
 i. Original copy and photocopy of the Student I.D. card;
ii. Original copy and photocopy of the mark sheet of the
 last exam passed;
iii. The mark sheet must clearly state the name of the examination and
the course as stated in student I.D. card; (I.E. both must be
 co-related);
 d. In any case, The Scribe must not be above the 25 years of age;
 e. A person pursuing masters degree may also be allowed as a scribe,
subject to the condition that he is not pursuing the similar course
for which the candidate is appearing for the UGC net exam.
 6. University wise list of the visually-challenged students and
candidates are attached with this application with their

Hello all,

I just succeeded in getting VLC to hide one of the audio channels and play
the other one. However, is it possible to save the file in that state?

Responses greatly appreciated as this is rather urgent.

Many thanks.

[AI] Your questions answered

2011-08-10 Thread sanjay
Please note that unless I wish, my way of reading emails in MS OUTLOOK 2007
does not read the subject and from fields, I mistakenly responded to ashwani
jassal's mail. I regret for my previous mail.

PC performance

Is my PC running as well as it should?

The Windows Experience Index gives a rating of a PC's overall performance.
Vista
users should note that the ceiling here is six. For Windows 7, Microsoft
made
the sky the limit for how highly a machine could be graded.

Anything from 4.5 upwards is more than adequate, but if you think one
element in
particular is holding back your PC, this will tell you whether you're right.
It
scores machines based on the lowest individual subscore, making it easy to
tell
whether more RAM, a faster processor or better graphics card are required.

For non-Vista or Windows 7 users, the best advice for getting more from the
machine you've got is to cram in as much RAM as the machine will take and
the OS
can access, archive to an external drive anything that doesn't need to be
stored
locally and turn off any startup apps and services.

If your Windows XP or Me PC is feeling the strain, a thorough cleanse and a
defrag, plus a reduction in the number of programs installed will all help.

To check on suitable upgrades, go to crucial.com and use the free Belarc
Advisor
utility to take an inventory of the hardware you're running and to get a
list of
compatible upgrades.

Stubborn files

Why won't Windows allow me to delete a certain file?

Windows is being unnecessarily protective. If Windows won't delete a file or
folder, it's usually because an application or process is accessing it. If
you
were to delete the item while it's 'in use' (even if you're not using it
directly), a program or Windows itself could crash.

Nine times out of 10, the best way to deal with a file or folder that won't
go
willingly is to reboot your PC. Then, before you run any programs, try
deleting
that file again. It should go quietly.

Software won't shift

I installed a program and now I can't get rid of it.

Software isn't always as keen to uninstall as it is to get its claws into
your
PC. This is particularly true of malware, but some programs are simply badly
written. The Uninstall Programs option in Control Panel can be used if the
software's own uninstaller doesn't completely remove it. System Restore is
another way to remove recent additions.

Beeping computer

I hear beeps when I turn on my PC. What do they mean?

Those beeps come from the Bios (the motherboard's software interface). Beep
codes vary from Bios to Bios; in general, a single beep means all is well.
If
you hear anything else, check your system manual for beep codes. Failing
that,
an online search from a PC that isn't beeping cryptically should help.

Most listings are divided by Bios maker (AMI, Award and the like). To learn
who
made yours, check your manual, call the seller of the PC, or carefully
unscrew
the case and look inside (if it's a desktop). Most Bios chips have the
manufacturer's name printed on top.

Missing Recycle Bin

My Recycle Bin has disappeared. How do I get it back?

Was the Recycle Bin ever there? Some new computers come with the feature
disabled (and most users never bother to look for it until they need to
recover
an accidentally deleted file).

Sometimes the Bin does get deleted by accident, or a third-party program or
Windows glitch turns the feature off. However, it's usually easy to recover.
Windows Vista and 7 users can click Start, type 'desktop icons', then click
'Show or hide common icons on the desktop'. Tick the box next to Recycle
Bin,
then click Ok.

If that doesn't do the trick (or if you're an XP user), Microsoft offers a
Fix-it troubleshooter at tinyurl.com/2vmuo3. If it doesn't automatically
load
the utility, scroll down and click the 'Fix this problem' link. Click Run
now
when the Fix-it box appears.

Download destination

Where did my downloaded files go? I can't find them.

Downloads are easy enough to initiate, but often less easy to locate once
they've landed on your desktop. Where they download to is partly down to the
web
browser and partly determined by the PC.

Internet Explorer will ask where you want to save every file before
downloading
it. Chrome and Firefox, however, make the choice for you by default, which
leaves a lot of us scratching our heads after a download is complete.

It's easy to make either browser a little more co-operative, though. In
Firefox,
click Tools, Options, then select the General tab. Note the Downloads
section,
where you have the option of choosing where all downloads should go by
default.
Some people prefer to save files to the desktop rather than the default
Downloads folder.

Enable 'Always ask me where to save files', then click Ok. Now, every time
you
download something, Firefox will let you choose where to save it.

In Chrome, click the spanner icon at the top right. Choose Options, then
select
the 'Under the hood' tab. Scroll down to
