all barriers from public buildings to allow smooth movement to physically 
challenged and the elderly.


A division bench of justices Sharad Bobde and MN Gilani asked the 
government to file a reply informing about efforts taken in this regard in 
two weeks and also to furnish details regarding expenditure of Rs 7.60 
crore funds released by the Centre for every state for welfare of 
handicapped and senior citizens. These funds were allocated in October 
last year for construction of hand rails and ramps in government buildings 
that are frequently used by people.


The court further directed the state to constitute a coordination 
committee having politicians and bureaucrats for welfare of such citizens. 
When the additional government pleader Bharti Dangre stated it might be in 
existence, the judges tersely asked the government to then "wake up" its 
members. The bench was hearing a plea filed by a city-based disabled 
scientist PN Andhare through his counsel Trupti Udeshi who is also 
physically handicapped.


The petitioner, who is 80% disabled, had filed the PIL through an NGO 
Indradhanu 
praying for compliance of Maharashtra government resolution of 2005 that 
mandated facilities for disabled. Secretary Prakash Sohoni is another 
petitioner. As per the duo, local authorities including the NMC should 
make efforts to implement by-laws, guidelines and measures to ensure a 
barrier-free built environment and non-discrimination in transport for the 
handicapped and senior citizens.


Even the banks and NMC failed to set up ramps or a guide rail for such 
persons. Pointing out several lacunae on the roads and footpaths, 
petitioners claimed that they were laid in such a way that it becomes 
difficult for both disabled and elderly to move. Encroachments on all 
footpaths created further obstacles to movement.


They contended that despite Lokayukta's recommendations, the master 
transportation plan for the city had no provisions for disabled. There was 
no monitoring system by which implementation of the Persons for 
Disabilities Act could be verified. Additionally, there was no grievance 
redressal mechanism by which these issues could be resolved. Citing reply 
to an RTI query, the petitioners claimed that NMC could not cite even a 
single government building where facilities were provided for the 
disabled.


During last hearing, the court asked the Indian Institute of Architects 
(IIA) to conduct a survey of all the government/semi-government buildings 
in the city regarding such facilities. The IIA has been told to take help 
of Nagpur Municipal Corporation (NMC) town planning officer and submit 
report in four months.

national convention being organized at the Vigyan Bhavan in New Delhi
on Sep 24 & 25, 2011, and to be inaugurated by Dr APJ Abdul Kalam, in
the presence of host of dignitaries:

1. Free delegate registration for the national convention, retinAware
2011, New Delhi
2. Free medical consultation for registered delegates during the convention

1. Free delegate registration: We have been able to secure a
sponsorship that allows free entry to registered delegates for the
convention. This facility is open to all on a first-come-first-serve
basis. Registrations are compulsory on or before 10th September 2011.
The names of registered delegates have to be sent to the security
agencies for clearance due to the presence of VIPs during the
convention.

Please register by 16th September 2011, since the seats are limited.
Once we reach the allowed number of delegates for Vigyan Bhavan, we
will not be able to accommodate any additional delegates.

2. Retina India will offer free medical consultation to registered

Painfully, women with blindness have a greater share to bear. Fora for
women do exist, but I am unsure if all the problems faced by them are
discussed there. An online space, therefore, should be devoted to them
wherein they can freely discuss problems exclusive to them; let it be
under false names. Attempts of evading embarrassing situations slim
the prospects of getting employment and impact productivity. Women
have overcome such issues, and can astutely advise the present
generation who is terribly tasked at carving a niche for itself in the
fiercely competitive market. Promoting schemes and alike stuff is fine
but the desired shine would remain eclipsed should such issues are not

hello friends we have many women's publications and programmes, but in
non of them we see any discussions on the issues of the visually
challenged women. the only avilable items are a few interviews with a
few visually challenged women where the focus is given to glorified
life sketches of such people. why not our empowered women try to
create venue for such attempts. We know that feminism is the most
developed theoritical perspective in the world, yet the visually
challenged have not been able to find a  place in such publications.

Expanding its partnership with Microsoft, the world’s largest
chip-maker Intel on Thursday said its high-speed interconnect
technology, Thunderbolt, would be available on the software giant’s
Windows operating system from next year.

The move would end the exclusive availability of Thunderbolt, which
was launched earlier this year and helps transfer data between
different computing devices at high speed, on Apple’s Mac computers.

The plans to offer Thunderbolt on Microsoft’s Windows platform was
disclosed by Intel’s Vice-President and General Manager of the PC
Client Group, Mooly Eden, at the Intel Developer Forum (IDF) 2011 here
today.

Computer-makers like Acer and Asus are working to make devices with
Thunderbolt compatible with the Windows platform, he added.

Thunderbolt enables different high-speed storage and media capture
devices to connect with each other through a single thin cable.

Speaking at IDF 2011, Mr. Eden also displayed a prototype of the
Thunderbolt technology running on Microsoft’s Windows 7 operating
system.

He was also joined by a Microsoft representative that showcased the
latter’s latest Windows 8 operating system on an Intel-based
‘Ultrabook’ device.

Putting to rest speculation about the two long-time partners drifting
apart, the two companies highlighted the broad collaboration between
them and pointed to the future opportunities that Windows 8 would
present across multiple computing devices such as tablets, hybrids and
the in-development ‘Ultrabook’

Intel’s partnership with Google for the launch of Android smartphones
powered by Intel chips and Microsoft showcasing its Windows 8
operating system on devices powered by chips from Intel’s rival, ARM
Holdings, had led to such speculation earlier this week.

However, both Intel and Microsoft have downplayed the developments.
While Intel CEO Paul Otellini said he was confident of Intel having
the best chips to run the Windows operating systems, Microsoft Chief
Steve Ballmer also reiterated his commitment to both Intel and ARM
chips.

Later, speaking to journalists, Mr. Eden said that PC manufacturers
would be free to choose operating systems of their choice on the
Ultrabooks and they would not be limited to Microsoft’s Windows
platform.

Asked if Ultrabooks could have Android as their operating platform and
whether such a move could affect Intel’s relationship with Microsoft,
Mr. Eden said, “Our cooperation with Microsoft is great. But they are
free to work with any of our rivals.”

“Similarly, we (Intel) also work with different players. It finally
depends on the OEMs (Original Equipment Manufacturers) to decide on
the operating system,” he added.

Mr. Eden said that for the time being, Ultrabooks are being tested on
the Windows platform, but OEMs can make their own choices.
