Dear Colleagues,

Please refer to my earlier posts titled  ICAI imposes arbitrary Writers /
Scribes Conditions for Students with
Disabilities
to know the background.

In the instant case, the Institute of Chartered Accountants of India (ICAI)
examinees with disabilities who were due to write their exams tomorrow
onwards i.e. 03rd May 2012,  received  the Admit Card and impugned writer
guidelines on 26th April 2012, just days before the examination with weekly
holiday in between. Despite the fact that this guideline titled; *“Guidelines
and Procedure to be followed regarding granting of Writer/ Extra Time to
the Differently Abled Candidates”* was finalised by the Examination
Committee in its January 2012 meeting, the same was never put up on the
website while there exist detailed instructions for examinees taking CA
exams this year.

The examinees found these guidelines discriminatory and arbitrary and
against the settled norms of writer guidelines.  This amounted to
discouraging the students with disabilities to appear for the exams. The
examinees immediately contacted Mr. Somasekhar, Addl Secretary (Exam) who
told the candidates that he could not do anything since this is the
decision of the Examination Committee taken during January 2012.

The examinees then contacted the author to help them resolve this issue so
that they could appear in the examination with a proper writer.  It is
pertinent to mention that the examinees with disabilities fearing
retribution from the ICAI did not want to come out in open against the
ICAI.  The author also telephonically contacted the Addl. Secretary above,
but he only promised that “he will look in to it”.

The author then immediately filed a complaint before the Chief
Commissioner- Disabilities on 27th April 2012 and sought an urgent
intervention in view of the exam starting 03rd of May 2012.


The Chief Commissioner, having verified the facts and the documents on
record, immediately sent his order dated 30.04.2012 by email & Fax to the
ICAI directing them to remove the unreasonable conditions for the writer to
be used by candidates with disabilities and sought an action taken report
by email/fax.

The author has been following up since then with the ICAI but to no avail.
The Institute  neither gave any assurance nor  withdrew the impugned
guidelines.

Since no student was ready to come forward in open against the mighty
Institution set up under an Act of Parliament in 1949 and the second
largest accounting body in the whole world, the
authorwas
forced to become petitioner in an urgent "public interest litigation" filed
before the Delhi High Court yesterday morning praying quashing of the
impugned guidelines and staying the examinations/ making proper
arrangements for the conducting examinations of persons with disabilities
who may be using the writers/ scribes based on the earlier guidelines in
the interest of justice.

The double bench of Hon'ble Chief Justice Shri. AK Sikri and Hon'ble
Justice Rajiv Sahai Endlow directed the Institute to relax all three
impugned conditions i.e. Writer to be not more than 20 years, Only one
writer to write all exams and lastly that relative can not write the exams.
The Hon'ble court also verbally asked the media people present in the court
to give wide coverage to this issue in national dailies so that it reaches
all affected students and their families.

Respecting the autonomy of the Institution, the Hon'ble Court clarified in
its order,  *"This order is only applicable for the current examination
(May 2012 Exam.) and the Examination Committee of the ICAI  who is meeting
to discuss this issue on 13 May 2012 will be entitled to take its own
decision after considering the difficulties pointed out by the petitioner
in this petition. This petition shall also be placed before the Examination
Committee and treated as representation of the petitioner and the
aforesaid arrangement made by us for the present examination would not be
reflective of any final opinion in this matter."*


At the same time, it also addressed the fears of the petitioner by
ordering, "*We make it clear that in case any amendments in the Guidelines
are made by the respondent ICAI pursuant to the recommendations of the
Examination Committee and the petitioner still feels aggrieved
thereagaisnt, it would be open to the petitioner to approach the Courts
again*."

i was unable to use it. time to time my mobile was hanging . and its
cost is around 7 so it is so expensive. so avoid it.

only icici understood my problem and open my account.
Axis and bank of India are not ready to give me any banking facility
even I gave them circular. While sbi says that signature in capital
letter is not valid so they also denied me banking facility including
check book and net banking.
Now my question is that is there any problem with our circular?
Or banks are simply denying us without any base or bankers are still 
ignorant.

I think this issue must be resolved.
On one hand banks are giving employment to visually impaired persons
at the same time they are not ready to give us what we deserve.

We have all banking circulars which state that no banking facility can
be denied due to blindness, yet many of us are not able to get banking
facilities such as ATM, check book, net banking locker etc.
After showing circular from rbi almost all banks are not willing to
give us what we demand.
I tried axis bank, icici bank bank of India and sbi. But unfortunatlly
only icici understood my problem and open my account.
Axis and bank of India are not ready to give me any banking facility
even I gave them circular. While sbi says that signature in capital
letter is not valid so they also denied me banking facility including
check book and net banking.
Now my question is that is there any problem with our circular?
Or banks are simply denying us without any base or bankers are still 
ignorant.

I think this issue must be resolved.
On one hand banks are giving employment to visually impaired persons
at the same time they are not ready to give us what we deserve.

Hi all,

Let me clarify the situation here.
1. The java access bridge is middleware that sits between the java virtual
machine and the screen reader.

2. The access bridge supplies information to your screen reader about the
user interface elements in java specifically swing.

3. The access bridge is usable only with java applications. As far as I
know, it does not work with applets since they are rendered in a browser.

4. As for gauging whether the bridge is active, a quick and dirty trick is
to go to the java option in the windows control panel. If your screen reader
reads items in that dialog box you are good to go and the bridge is active.
Alternatively, there are a couple of applications mentioned in the access
bridge documentation that help with this.

5. If you have an application that uses swing and it does not speak even
after installing the java access bridge then, it is possible that it uses a
custom java virtual machine. In this case, you will have to manually install
the java access bridge into that java virtual machine. I had to do this when
I had to work with the Oracle 8I graphical user interface. Oracle was able
to help me through the process.

[AI] Bringing up the accessibility issue of Google Drive

Good morning friends!

Kindly accept my apologies for bringing up an old topic.  You can enjoy all
the benefits of Google drive in an accessible way if you install Google
Chrome web browser.  Done this, you have to install Chrome Vox, a screen
reader which Google claims to give voice to Chrome.  JAWS behaves strangely
here, Chrome vox announces all the text while we navigate through.  You have
to be a bit patience and use tab key to navigate the website.  You can get
Chrome Vox from Chrome web store.  Chrome Vox works only with Google Chrome.

Contact me in the instance of further clarification.  You may find the
navigation a bit daunting, In addition to the speech output, it produces a
bell-like voice which may appear odd.

Stop it now, no one is smart or stupid here. We all are here to learn from
each other and our experiences.

Anish, my sincere apologies if my last mail sounded rude. A good friend of
mine from the community further educated me that a visually impaired person
can play the game of Golf. It does have it's challenges though. You might
have to look up more on this subject from some online resources and by
networking with people in the community who have experienced this sport as a
visually impaired person.

 Please try & understand every one has its own cup of tea, and each one have
to drink it no matter it is hot or cold.
 There are so many ways to solve the problem, but you don't want the
solution. Please remember when your 1st mail came it was me who send you the
1st mail asking your number to talk and share your grievances,  but you did
not call me, and not given the number. Writing i and
sending 6 7 same email is not a right to express your anger. There are so
many blind who becomes blind at the age of young age. I come across  many
blind who done there graduation and then lost their eyes.
 So please take the challenge try and change yourself don't create sympathy
on the list.

I will answer one by one.
1. Mam your first question is already answered.
2. For the second problem just go to tools then options after that
from the tabs choose advance tab by left or right errow. after
reaching to advance tab press the tab key once then jaws should say
general tab here you will be able to locate the check spelling
checkbox by tabbing a few times. Note: The main general tab and that
general tab which is found under advanced tab are different things you
will have to go to the second one.
3 to type smily face press your numb lock on then press alt + 1 it
will be typed.
4 Phen you must be using jaws 11 or something like that it is very
much possible to use mozilla with j 12 or 13 I am using firefox 10
with errow keys.

Not only that there's no screen reader support available to work with
BIOS but also the fact that the BIOS on different systems are not
uniform - I mean they do not have the same layout and keystrokes to
work with. I have always taken sighted assistance when encountered
with a different BIOS. Beware of what you are changing in BIOS, and
remember to make note of the option to restore factory settings in
case something goes wrong.

 Please try & understand every one has its own cup of tea, and each one have to 
drink it no matter it is hot or cold.
 There are so many ways to solve the problem, but you don't want the solution. 
Please remember when your 1st mail came it was me who send you the 1st mail 
asking your number to talk and share your grievances,  but you did not call me, 
and not given the number. Writing i and sending 6 7 
same email is not a right to express your anger. There are so many blind who 
becomes blind at the age of young age. I come across  many blind who done there 
graduation and then lost their eyes.
 So please take the challenge try and change yourself don't create sympathy on 
the list.
 One more thing offcourse  I strongly respect the moderator and his words are 
ultimate. It is his concern what to tolerate &  what not to.

To answer his question, lunatic or not, no it is not possible for a visually
impaired person to play Golf. If you wish to question my answer please read
up on the sport first and it's requirements. FYI a Golf course is huge, good
luck finding a shore line on the course and a guide to help you hit birdies!

Friends, since it is possible to boot the system from an external
drive, please assist how to go about doing this.
what setting to make when booting the system from an external drive
with window/ vista etc?
suppose i don't conect the external drive, will the system boot from
the windows already installed in the laptop automatically?
will i have to change the settings all the time depending upon my need

It takes less than 20 minutes to get details on the interface TrainEnquiry.com

The real-time running status of 8,500 trains, including long-distance,
passenger, and suburban services, has been made available by Railways
using a simple, user-friendly, and fast Internet interface.

Calling the local station or the call centre on 139 will soon become a
thing of the past with this. The new interface, TrainEnquiry.com, has
been rolled out after a fine-tuning (of the old version) based on
feedback from commuters and experts from various design schools.

The enhanced version of the train information portal, launched by
Centre for Railway Information System (CRIS), an organisation under
Railways, and RailYatri.in, takes less than 20 seconds to search and
find train status at any point of time.

As many as 4,500 trains, on an average, operate in the country on a daily basis.

Trouble-free

Changes in train status can also be easily comprehended. Remembering
train numbers or the right names (of trains) has been an aspect of
difficulty for commuters (trying to find train status). The new
interface saves commuters this trouble.

The smart train search engine, which powers the website, provides
correct options to users as soon as they type the initial characters
of the train number or name. The website also shows which intermediate
stations the train covered regardless of whether it has a stop there
or not.

CRIS Group General Manager Sunil Bajpai told The Hindu over telephone
from New Delhi that the new version was the first in a host of
features being planned.

“We are using the latest technology to provide information to the
commuters. In Chennai, satellite facility is used to track trains,” he
added.

Mobile version

A mobile version of the train inquiry system has also been rolled out
so that passengers can access the same during travel. The enhanced
version will come in handy for those with internet-enabled mobile
phones.

“A majority of the trains will have updates every five to six km.
Suburban trains running in Mumbai have not been included now,”
according to Manish Rathi, chief executive officer, Stelling
Technologies which operates the RailYatri.in platform for the National
Train Enquiry System (NTES).

The new interface comes at a time when the call centres in the country
were finding it difficult to handle the huge call volumes and
complaints from passengers.

Yes, we do know about it and XRCVC had generously sent us a copy of the DVD,
too. It was certainly a good two day event covering many professions, and
wherever we see our caller would benefit from it, we do direct them to

atleast add to the compilation of reference material about

Dear sir,

Usually the Nokia hand sets should have a free recorder for the calls
but if you don't have in your phone , then there is a paid software
known as total recaller . i think it is called something like that.
It is a paid software you can get it from the app store.
If possible you can ask the Nokia nearest center.

Hi Kanchan,
Yes, we do know about it and XRCVC had generously sent us a copy of the DVD, 
too. It was certainly a good two day event covering many professions, and 
wherever we see our caller would benefit from it, we do direct them to request 
XRCVC for its copy. 

Will also try to get the articles by AICB mentioned by Geetha. This would 
atleast add to the compilation of reference material about 
professions/occupation where we have successful precedences.

Eyeway, Have you heard the recordings of the lectures delivered some years
ago for XRCVC? These lectures were specifically for the visually challenged
and may help to Initiate the process of career guidance.  did read your mail
that you wanted a general resource but i don't know of any so I thought that
these lectures would help.
