Abstract
Every person is disabled at some moment in his/her life. If you are in
city or state where no one
understands the language you speak you are disabled at that moment.
Disability is no longer
associated with just a wheelchair; a fracture, sprain or a pregnancy
etc can translate into incapability
to access a building or a service. If our complete environment is
designed in such a way that every
person can access it without any difficulty or requirement of
adaptation, we will be able to call it a
barrier-free and universally accessible environment. United Nations
Convention on Rights of
persons with Disabilities (UNCRPD), 2008 has specified provisions for
a completely accessible and
barrier free environment for persons with disabilities. India has a
reasonably good policy framework
in place. An access audit of buildings belonging to the Central
Government was carried out by
Samarthyam, an agency appointed by the Ministry of Urban Development
(MoUD). The audit
brought out a wide range of deficiencies.
This study undertook the task of conducting a sample check to record
the progress made on
implementation of the observations of the audit. Case studies of three
buildings visited by us,
namely, Janpath Bhawan, National Gallery of Modern Art and Patiala
House are presented in
tabulated format showing the current status of work done against the
relevant observations of the
access audit. An analysis of the tabulated comparison reveals that the
progress on improving the
accessibility of these buildings has been minimal. The study found
that while the architecture wing
of the Central Public Works Department (CPWD) has been prompt in
furnishing drawings for the
required work, the civil and electrical engineering wings have shown
tardy progress for executing the
works. Reasons for such a performance could not be ascertained due to
lack of transparency.
The Rights of Persons with Disability Bill, 2011 promises another ray
of hope. Committed action on
ground is, however, necessary to translate noble intentions into
actual usable facilities.

Introduction
The disabled need a barrier free environment, to have a semblance of
equality with able bodied
people. Census 2001 revealed that over 21 million people in India
suffer from one of the five
disabilities -visual, movement, speech, mental and hearing. 1 United
Nations Convention on Rights of
persons with Disabilities (UNCRPD), 2008 articulates provisions for a
completely accessible and
barrier free environment for persons with disabilities. India is a
signatory to this convention and has
declared a vision to implement all provisions by 2025.Adequate
progress has been made on the
front of formulation of policies. Translation of policies into actual
provisions remains to be seen. An

demo that how can he work on the computer system. It was also told
that the operating system that is used in railway is UNIX. So, We are
very much in need of the information like:

1. Do we have any screen reading software for working on UNIX operating system?

2. If available, whether its a open source or the paid version??

3. Does any screen reading software like jaws or NVDA will work on UNIX?

We invite contributions from persons with disabilities for the third issue
of Café Dissensus which will focus on controversial areas of their lives
that are influenced and dominated by abilist ideologies regarding bodies
and how they should behave, and people with such ‘deviant’ bodies. While
there has been much documentation on the ways in which disabled people lag
behind on objective indicators, there is a culture of silence on issues
that focus the personal which impinges on the political. We are looking to
hear voices that narrate/analyze the personal hurdles in terms of political
and structural barriers that affect and circumscribe almost every aspect of
the lives of persons with disabilities. From sexuality to relationships,
from independence to caring and carers, from insecurity to confidence, *the
journey for persons with different impairments is fraught mainly with
ideologies that construct them not only as different but also deficient.* We
would like to hear from disabled people about their experiences in the
following domains:

   - ***How do notions of dependence and independence affect the daily
   lives of persons with disabilities? How does this influence the performance
   of daily living and other activities? *
   - ***How do perceptions of dependence influence the lives of persons
   with disabilities? What kind of carer-cared relationships are practiced in
   the lives of persons with disabilities?*
   - ***How do disabled people perform and manage their caring
   responsibilities? How do social ideologies affect this process and what
   practices are engaged to manage the responsibilities?*
   - ***Do disabled people at all engage in intimate/sexual relationships?
   What has been the experience of sexuality for persons with disabilities?*

While writing your piece, feel free to keep the above questions in mind. We
are very interested in pieces in which the writer can connect their
individual experiences with the larger historical, social, political, and
economic questions. We don’t want a politically correct standpoint. Since
our magazine is run by a spirit of critique and dissent, please feel free
to react any which way you like. However, we want the pieces to be
analytical. If you are presenting a view/perspective, it should be
sufficiently supported by facts or proof. *By fact, we don’t mean
statistics. Facts can also be your experiences.*

Along with written pieces, we are also open to audio-visual content. If you

 Roaming.
 Note : These plans are still officially not launched by Vodafone India,
 according to our exclusive sources Vodafone India is expected to make

 announcement in a day or two.

there is another simpler way to add a contact to skype.
Press windows+r to go to the run box. there you type skype: id ?add 
without the quote symbol.

 Press windows+r to go to the run box. there you type skype: id ?add
 without the quote symbol.

Friends

Please don't get lured for such offerings. It may work for a few days, there 
could be some income for a few and that is exactly how they build up false 
trust. All these scams operate this way and dupe millions in the bargain.


Logically think for yourself, how income could generate for opening a few 
mails. You can have a programme to do that.


Please don't discuss such dubious income generation schemes on the list.

name of mental ilnesses of the spouse...

NEW DELHI: Irretrievable breakdown of marriage, coupled with promise
of large amount of money as permanent alimony, has been cited by rich
and powerful men to seek divorce from their wives when all was not
well in the marital relationship.

Striking a gender equality note, the Supreme Court on Monday turned
the tables and asked whether it would have granted divorce to a woman
from her husband, who on developing some mental disorder had become
completely dependent on her, if she promised a huge sum as permanent
alimony.

The case related to Darshan Gupta and Radhika Gupta, who married when
they were barely out of their teens in 1997. Radhika's first pregnancy
was terminated due to medical reasons. The second pregnancy was again
a very complicated one and the child had to be delivered through
Caesarian section. She remained unconscious for a long time and
developed serious mental disorder. The child died eight days after
birth.

Though she was treated in reputed hospitals, she allegedly remained
mentally ill. The husband claimed separation from her since 2002,
breakdown of marriage and offered a large sum of money as permanent
alimony to seek termination of marriage.

A bench of Justices P Sathasivam and J S Khehar rejected the husband's
plea and wondered whether a similar request by a woman would have been
entertained by the apex court for grant of divorce from a husband who
developed some mental disorder.

In the context of doing justice, it was suggested that the appellant
(husband) would be ready and willing to pay the respondent (wife)
whatever was considered appropriate by the Supreme Court. We are
informed that the appellant is financially well to do, the bench
said.

We would, in our endeavour to determine the issue in hand, examine
the matter by reversing the roles of the parties. We will examine the
matter as if the wife had approached the family court seeking divorce,
on the ground that her husband had suffered brain damage leading to
cognitive deficiencies. Yet, despite the said deficiencies, his
working memory had returned to 'near normal' after treatment. And his
mental condition was such that it would not have any effect on his
matrimonial obligations, the bench added.

And the wife's family is agreeable to pay an amount to be determined
by this court (just as the husband Darshan Gupta has offered), so as
to enable their daughter to break away and find a more suitable match.
Should she have been granted freedom from her matrimonial ties, in the
given facts, in order to do complete justice to the parties? We would
ask ourselves whether the husband would have accepted such a plea, in
the facts denoted above, it further said.

In such a situation, if this court had, in exercise of its
jurisdiction under Article 142 of the Constitution of India, granted
compensation to the husband, and had dissolved his marriage on the
pretext of doing complete justice between the parties, would the same
be acceptable to the husband? We have no doubt in our mind that on a
reversal of roles, the husband, without any fault of his own, would
have never accepted as just the dissolution of his matrimonial ties,
even if the couple had been separated for a duration, as is the case
in hand, Justice Khehar, while authoring the judgment for the bench,
said.

2. If available, whether its a open source or the paid version??

Hi Vikram,

As per what I know, there are various different os available under
unix, such as ubunto, suse, Boss (bhartiya operating systems
solutions) etc. Thus it is very important to know which OS will your
friend will be given to use. Because what I have observed, Orca does
not seam to work fine with the latest edition of ubunto. The best
result i found of orca working fine was on Boss OS. So please inform
your friend to ask which OS of unix is he likely to use.

Such schemes are nothing short of government charities.
I have had the opportunity to discuss this issue with a senior member
of this list and came to know that even UN rapporteur of Women rights
has expressed her reservations on these schemes run by different state
governments.

There may be many dreadful outcomes of these unwarranted, uncalled-for
and cheap ideas.

 Fort Wayne, Indiana (July 3, 2013) - GW Micro, Inc. (www.gwmicro.com)
 is proud to announce SocialEyes, an application for Windows-based PCs
 that provides access to Facebook via a consistent, keyboard friendly
 and fully accessible user interface.

 While Facebook is committed to enhancing the accessibility of the
 Facebook website, screen reader users often find navigating the
 default interface overwhelming and cumbersome. Using standard and
 common controls, SocialEyes brings a fresh, streamlined and easy to
 use interface to the Facebook social networking platform.

 SocialEyes offers Facebook users the ability to access their newsfeed,
 read comments, create comments, like posts, search for events, pages,
 friends, groups, and more. Users can also read notifications,
 messages, chat with their friends, write on timelines, manage friend
 requests, and access event information. SocialEyes even has the
 ability to attach links, photos, or video to status updates.

 SocialEyes also provides additional features, such as custom
 notification sounds, and message filtering, all designed to help you
 stay in touch with all of your Facebook friends.

 SocialEyes is compatible with Window-Eyes and other popular screen
