UNIVERSITY’S SUMMER OF SHAME Sacking ad hoc teachers is one symptom of the way the future of education at Delhi University is being endangered, writes Mukul Mangalik http://www.telegraphindia.com/1130723/jsp/opinion/story_17143582.jsp#.Ue4iUc_rbIU “People are people through other people” — Xhosa proverb “We all want to help one another. With the university administration breaking promises about appointing permanent teachers against existing and newly sanctioned posts since 2009-10, large numbers of ‘ad hoc’ appointees are being shown the door as new ad hocs are poised to replace them. This has been happening systematically since 2012, but the scale on which it is being pursued this summer appears to be unprecedented. This is being done through the unfair practice of holding repeat interviews for the same jobs. Serving ad hoc teachers, it must be emphasized, have been selected at different times through due process for these jobs. This renders the repeat interviews nothing but forms for the exercise of power over ad hocs, and instruments for deepening the presence and footprint of malleable labour at Delhi University. The large-scale sacking, or threat of removal, of teachers currently under way needs to be brought to an immediate halt and dignity and secure employment guaranteed for all colleagues. ‘Ad hoc’ appointees become teachers after going through merit-based interviews. They are appointed for durations of up to four months. Within this period — in the event that the vacancy in question may be longer than four months — selection committees are supposed to be constituted, fresh interviews advertised, and appointments made against temporary or permanent posts. University ordinances are clear on this issue. If, for whatever reason, this does not happen, the fairest practice has been that the previously appointed ad hoc teachers, who are not responsible for delays in interviews, continue until such time in the near future that this process is completed. All of this has been informed by the understanding that ‘ad hoc’ conditions must remain, at most, a transient moment in teachers’ lives, and that too only if absolutely necessary. The regular work of teaching demands regular forms of employment. Anything else would have a negative impact on teachers’ work apart from constituting unfair labour practice. There is also adequate evidence regarding the long-term mental and physical destruction caused when people are faced with job insecurity or unemployment. Yet, all across the colleges of Delhi University, undergraduates are being taught by thousands of teachers struggling to offer the best they can in the face of indignities, terrible economic insecurity, and the increasing threat of stress-related illnesses. In spite of the provision in Ordinance XVIII (7) of the University of Delhi, that “Not more than one-third of the total number of the teaching staff shall be on a temporary or contractual basis at the same time”, 4,500 of 9,000 plus teachers at the university are teaching as ‘ad hocs’, with many continuing in this capacity for years. This number, together with the few hundred guest lecturers, paid per lecture delivered, makes it clear that Delhi University is being run largely on the exploited backs of casual labour, and has been witnessing the rapid normalization of ad hoc employment practices. This is unfair enough. The widespread compulsion now, that ad hoc appointees sit for repeat interviews for another set of ad hoc appointments at the same department of the very college where they are already employees, instead of appearing in a fresh round of interviews for a new category of posts, is massively compounding injustice. It is rendering the already precarious and unequal employment conditions for ad hoc employees, those in harness as well as those who begin afresh, much more vulnerable. It is transforming a rapidly growing number of teachers into a floating pool of low-cost migrant labour, men and women who will remain scared and easy to control and programme for the deadening ‘instruction’ and indoctrination of students that is set to take hold of Delhi University through the imposition of the four-year undergraduate programme at the behest of capital and the State. Rampant democracy-devouring practices unleashed fairly successfully by the Delhi University administration over the last three years to bring in the semester system and the FYUP have set the stage for creating this situation which bodes ill for ad hoc teachers in other ways too. And he almost stops breathing in bated anticipation every time Mahendra Singh Dhoni lunges to stump a batsman. Potato wafers, Pepsi and Maggi noodles make for his dream meal. In fact the last thing on five-and-a-half-year-old Raman Swami's mind is the fact that he is missing both arms and his left leg. November 3, 2011, was the last time Raman used his limbs, running and tripping all the way back from nursery school to his home in Haryana's Sanauli Khurd village. Like other afternoons, he quickly ate lunch before bounding up the narrow stairwell to the roof, his favourite spot in the house. Minutes later, a neighbour rushed in screaming: Raman ko bijli ne pakkad liya (Raman has been electrocuted)! The forever-curious toddler lay burnt, bleeding and unconscious in the neighbour's house, 15 feet from the spot he last stood-thrown by an 11,000 volt power line, installed by state-owned power utility Uttar Haryana Bijli Vitran Nigam (UHBVN), just two feet above the roof. On June 27, 2013, twenty months after his life-changing encounter, the Punjab Haryana High Court stepped in as Raman's saviour. Justice Rajiv Narain Raina took the unprecedented step of exercising his extraordinary jurisdiction under Article 226 of the Constitution in awarding the child 'exemplary damages'-Rs 62 lakh and litigation costs in addition to all medical costs, including those on prosthetics and future medicinal advances like stem cell therapy, until Raman is 21. Breaking from the confines of the Victims Compensation Scheme brought about through an amendment to the Criminal Procedure Code (CRPC357A) in 2008, Justice Raina not only saved Raman and his father the vagaries of prolonged civil litigation but may have also opened doors for other similarly placed victims for whom such remedial compensation could ensure survival. The judge has created a precedent for rape victims, sufferers of acid attacks, victims of human trafficking, child abuse and kidnapping where protracted trials can be tedious and cumbersome, says Chandigarh lawyer Anil Malhotra, who advised the court as amicus curiae in the case. After more than a month at the Burn Injuries Unit of Delhi's Safdarjung Hospital, Raman came home, definitely tired and wondering why he could not bring himself to scratch at the infernal itch on his ear lobe. [AI] Developments on Talking ATMs front
Dear List, Happy to share developments on Talking ATM front. As I mentioned in my previous mails on this topic that soon we will see more banks installing / enabling ATMs for blind with talking functionality below are few positive happenings. 1. State Bank of India on its foundation day i.e. on 1st July 2013 enabled rd ATM for VI with talking feature. 2. Bank of Baroda is ready and will soon deploy 100 to 500 talking ATMs 3. Kotak Mahindra bank is ready and working on operational part of deployment. 4. Union bank of India has installed 110 talking ATMs in its first phase and have already given order to 3 ATM manufacturers for total 1000 talking ATM deployment in next 3 months as 2nd phase of deployment. Union Bank of India played pioneering role in conceptualizing and testing of talking solutions with ATM manufacrers - NCR (June 2012), Diebold (December 2012) and very recently with Wincor AGS (July 2013). Union Bank will procure 500-800 more ATMs in this year which will be by default installed with talking solution. 5. Kashi Gomti Sanyukta Bank (KGSB), a Regional Rular Bank (RRB) for which Union bank is a parent bank launched talking ATM at Varanasi on 5thJuly 2013 and KGSB’s all future ATMs will be having talking feature. 6. Laxmi Vilas bank is working on talking solution for its ATMs. 7. I tested one ATM of CITYBANK located at Vikroli, Godrej Campus, Mumbai having talking functionality and allows Balance enquiry and Cash withdrawal 8. Similarly Standard Chartered bank has 4-5 ATMs with talking feature. Mainly banks needs to work on customization part as Union Bank of India has already worked with all 3 ATM manufacturers and developed workflow and solution. Union Bank has done this investment as its CSR initiative. So friends, we will surely see more and more talking ATMs for us in near future. Life will no longer be a blind alley for Sana Samad, one of the two visually impaired students from the city, who opted to study mathematics in Class XII despite opposition and has secured admission to a prestigious Delhi University college. Eighteen-year-old Sana, who proved her detractors wrong by scoring 93 per cent in Maths, is elated about getting admission in Sri Ram College of Commerce (SRCC) -- where she will study the subject. The odds were stacked against both Sana and her visually impaired batchmate-friend Karthik Sawhney when they decided to pursue the less-trodden path by opting for Maths at the CBSE board. Sawhney, after a long fight with IIT-Delhi, has been accepted at the renowned Stanford University, while Sana is happy at being accepted at SRCC, where she will pursue Commerce. The challenge to study Maths, for both Sana and Karthik, was stupendous, in the absence of any study material in Braille. Sana perhaps encountered more problems than Karthik. Bluebells School, where she was enrolled, had a new Maths teacher for Class XII and her grades fell. She was advised to study music instead. But Sana did not budge. Her mother Dr Pakiza Samad, who teaches Commerce at a Delhi University college, recalls, I would spend a couple of hours each day and help Sana with (audio) recordings. I would record Math problems and possible solutions and then Sana would work on it. At school too, help from classmates was difficult to come by. Sometimes I would ask what was written on the blackboard and I would get no answers or told they (classmates) were busy! Sana says with a grin. The challenge was obviously immense, but it was Sana's hard work that eventually paid off. Apart from SRCC I also got accepted for business management studies, she says cheerfully. Sana is excited about attending the orientation course in SRCC, though she is not quite sure if she will be taking the metro to the campus in the long-term. I attended a six-week life skills workshop recently to become truly independent. I learnt to cook, to housekeep and also about mobility, says Sana, who has learnt to take the harshness of life in her stride. But sometimes it does irk her. I was on a bus and a lady, my co-passenger, had a lot of questions for me: 'Are you blind by birth?'; 'How did you become blind?'; 'Are you completely blind?' Sometimes I think people should be more sensitive towards us, she says smilingly. It has been a long journey for Sana and her mother -- right from the time Pakiza had to fight to get her daughter accepted in a mainstream school, and helping Sana survive in this big, bad world. Sometimes I've just had people staring down at my daughter and then bombarding me with personal questions. It’s not been easy. But I was determined to help Sana and raise her as normally as I could, says Pakiza. Sana isn't really complaining. Dear List Members, Hope all are doing fine. I would like to seek the guidance of various Techies on the problem being faced by me. I am using JAWS 13, WIN7 and IE9. Everything was fine till yesterday morning. Yesterday morning when I tried to open Internet Explorer JAWS announced the presence of open parent Document Button. Physically there was no button on the screen (as confirmed by sighted person). Sighted person also confirmed that website has loaded properly and the said button was not visible. I pressed Insert+f5 key to check various form fields present on the webpage. To my utter surprise I got only a single form element of Open Parent Document and other Google edit field and Google search button were missing. In an effort to rectify the problem I even uninstalled the Internet explorer 9 update and reverted to Internet explorer 8, but the problem persisted. Above said problem is not appearing while working on Google Crome. But I am used to working on Internet explorer and am not willing to changeover to Google crome till it is absolutely essential. To my utter surprise I got only a single form element of Open Parent Document and other Google edit field and Google search button were missing. In an effort to rectify the problem I even uninstalled the Internet explorer 9 update and reverted to Internet explorer 8, but the problem persisted. Above said problem is not appearing while working on Google Crome. But I am used to working on Internet explorer and am not willing to changeover to Google crome till it is absolutely essential. I would record Math problems and possible solutions and then Sana would work on it. At school too, help from classmates was difficult to come by. Sometimes I would ask what was written on the blackboard and I would get no answers or told they (classmates) were busy! Sana says with a grin. The challenge was obviously immense, but it was Sana's hard work that eventually paid off. Apart from SRCC I also got accepted for business management studies, she says cheerfully. today while searching the exact phrase: 'microwave exchange offer' i came across a link from Samsung that spoke of microwaves with voice guidance in India.
