announced today that the BrainPort(r) V100 device
has been approved for sale in the European
Economic Area. The BrainPort V100 is a non-surgical,
non-invasive assistive aid which translates visual
images of the user's environment into electro-tactile
signals displayed on the user's tongue. With
supervised training, users learn to interpret the
electro-tactile signals to perceive shape, size,
location, and motion of surrounding objects. The
BrainPort V100 is intended for use as an electronic
assistive device for individuals who are profoundly
blind (light perception or no light perception). It is
specifically indicated for use as an aid in orientation,
mobility, object recognition, and spot reading. The device is limited to 
investigational use in the
United States.
Robert Beckman, Wicab CEO, indicated the BrainPort V100 will initially be 
available in Germany,
the United Kingdom, Sweden, and Italy. The company plans to establish a 
demonstration program
so that prospective customers can try the device for up to several days at a 
nominal cost, with no
obligation to purchase the device. Wicab is simultaneously seeking 
philanthropic partners to help
make this technology available to potential users that otherwise cannot afford 
to purchase the
device.
"After over 15 years of research at Wicab, we are very excited to be able to 
introduce the
BrainPort V100 to the general public in the European Economic Area," stated Mr. 
Beckman. The
technology behind the BrainPort V100 was first developed by the late Dr. Paul 
Bach-y-Rita,
Wicab's co-founder and former University of Wisconsin-Madison professor, who is 
widely known
for his work related to brain plasticity and sensory substitution. "Potential 
advantages of the
BrainPort V100 are that it can be used regardless of the cause or duration of 
blindness, and does
not require an intact optic nerve in order to function," explains Mr. Beckman, 
"Individuals blinded
by congenital and acquired causes may use the BrainPort V100".
According to Mr. Beckman, "another potential advantage is its simplicity. Our 
non-surgical solution
allows users to save their eyes, in case future developments in stem cell 
research offer better
alternatives for people who are totally blind."

LIGHT HAS BROUGHT THE PERMANENT DARKNESS! Yes, Its the situation of
silikon city Bangalore, which is well-known for educateds and
awareness creaters. The diwali festival which was celebrated for three
days with the hope of light has brought darkness for life time for
more than 154 people because of their fate. yes, unfortunately, in
most of the cases, the darkness has not entered because of their
irresponsibility but because of others' mis-perseption and wrong
prediction.
 "I was just returning my home after finishing laxmi pooja from my
shop towards home. but, on the way, i was about to purchase flowers
for my home to worship and while parking my bike, a cracker blosted
exactly into my eyes and i couldn't remember anything more than that.
when i opened my eyes, i could not see anything, but i was in the
hospital. the doctor has told me that, my eyes can not be retained"
says Sateesh, a medical representative in Bangalore, who lost his eyes
out of others' crackers and admitted in Narayan Nethralaya. its not
only the case with Sateesh. a number of small children, middle aged
and old aged persons, who were away from burning crackers to avoid
pollution have also lost their eyes because of others' mistakes.
   A small boy, who is admitted in Shankara Eye hospital Bangalore
when met said innocently: "I didn't know anything about the crackers.
i just tried to lit one, which did not lit up for the first time. as
per the advice of my friends, i just blowed air into it from my mouth
by sitting to it closely and it directly fell into my eyes." the boy
shed his tears by telling he could not see anything now.
   The doctors are stating that, no exact predictions can be done at
this moment. but, most of the injured are suffering from definite
temporary blindness with one eye visibility and a few cases are really
doubtfull and soon will be declared as blind.
   According to a health analysis, the statistics of blindness are
increasing year by year that to after the months of november, December
and January, as these months are highly filled with crackers due to
festivals, new year etc. most of the hospitals of the city evidenced
with the cases of lungs infection, throat infection, cold fever, viral
infection and deadly injuries, which are all caused out of crackers
and their smoke. comparitively to the last year statics, it is
increased this year with more eye injuries, especially with the
consequence of one eye blindness. The Narayan Nethralay, Shankara Eye
Hospital, Shekar Eye Hospital etc were found with over crowded eye
injury patients, who were all injured with crackers.
   As a whole, the lighting festival which is celebrated to bring
light and colours into the life humans has resulted with darkness for
ever in innumerous lives out of human vanity and irresponsibility.

MORE  Indian courts have shown that they are ready for progressive
interpretations of the law on the rights of persons with disabilities.
Therefore, any new law that aims to replace the Persons with
Disabilities Act, 1995, needs to be a significant improvement on it.
By JAYNA KOTHARI
SINCE 1996, when the Persons with Disabilities (Equal Opportunities,
Protection of Rights and Full Participation) Act, 1995 (PWD Act), came
into force, by far the majority of cases taken to court have been
about equal opportunity in public employment, that is, reservation of
jobs for persons with disabilities and related matters such as
promotions, identification of posts and eligibility. This struggle is
in many ways not that different from the caste and gender battles for
affirmative action in government employment. For any marginalised
group, including persons with disabilities, equality in employment is
a benchmark for full participation in society.

In Union of India vs National Federation for the Blind and Others, the
Supreme Court passed on October 8 a landmark judgment in this battle
on reservation of jobs for persons with disabilities. The PWD Act,
though a restricted statute mainly concerned with providing
reservation in jobs and seats in public employment and education, has
slowly been nudged by courts, lawyers and disability rights activists
to become far more progressive than was ever imagined. Section 33 of
the Act states that “every appropriate government shall appoint in
every establishment such percentage of vacancies not less than 3 per
cent for persons or class of persons with disability...”. Section 32
requires the appropriate government to identify jobs for persons with
disability and review the list of identified jobs every three years.

In spite of Section 32, the reality on the ground since 1996 has been
that hardly any jobs were identified by the governments as suitable
for persons with disabilities. A 2009 World Bank report, titled
“People with Disabilities in India: From Commitment to Outcomes”,
found that only 10.2 per cent of the posts in all
Ministries/departments and public establishments had been identified
as suitable for persons with disabilities. The situation in 2013 is
not very different. In a 2010 judgment, in Govt. of India through
Secretary and Anr vs Ravi Prakash Gupta & Anr, the Supreme Court held
that non-identification of posts could not be a reason for the
government to evade its obligation to reserve 3 per cent of posts for
persons with disabilities.

In the National Federation for the Blind case, the core question was
whether the 3 per cent reservation should be calculated on the basis
of the cadre strength or the number of vacancies in the identified
posts. Cadre strength refers to the total number of posts in the
cadre. At present, if at all reservation for and appointment of
persons with disabilities are made, it is only on the basis of the
vacancies that arise in “identified” jobs, which are far fewer than
the total number of posts in the cadre. The Supreme Court held that
from a bare reading of Section 33 it was clear that the intention of
the legislature was that the 3 per cent reservation was computed on
the basis of total vacancies in the cadre strength. This
interpretation is significant as it will lead to an unprecedented
increase in the number of appointments in State and Central government
jobs for persons with disabilities.

One of the most interesting observations of the court in this judgment
pertains to reservation in the private sector. Section 41 of the Act
states that incentives should be given to public and private
establishments so that they provide 5 per cent reservation for persons
with disabilities. The Supreme Court held that “on a conjoint reading
of Sections 33 and 41, it is clear that while Section 33 provides for
a minimum level of representation of 3 per cent in the establishments
of appropriate government, the legislature intended to ensure 5 per
cent of representation in the entire workforce both in public as well
as private sector”.

This expansive observation of the court has gone unnoticed amid the
excitement

Hello, In Kannada, its "wachaka" (ವಾಚಕ) I have given its pronunciation
in English and then written Kannada version in Unicode. HTH. I've not
yet tried Wachaka or Varnamala, I am using Kannada eSpeak. I'll try
wachaka sometimes and come up with feedbacks if any.
Anyway, hats off to your work and keep it up.

Creating employment opportunity to the needy marginalized
semi-literate or illiterate disabled including with visually impaired
is excellent idea. Posting in accessindia may not yield expected
results. Try to publish the news in local telugu media and try to
spread a word in the homes for the disabled around the Hyderabad city.
