[AI] Rejected by UPSC twice, physically challenged doctor battles for justice

“Lightning does strike twice and at the same place when it comes to the
plight of persons with disabilities,” said Dr Satendra Singh, a polio
survivor and assistant professor of physiology at the University College of
Medical Sciences (UCMS) and Guru Teg Bahadur (GTB) Hospital, New Delhi.

In 2011, Dr Singh applied for the post of assistant professor (physiology)
in the Teaching Specialist sub-cadre of the Central Health Service through
the Union Public Service Commission (UPSC). His application was rejected on
the grounds that a person with disability is not applicable for this job.
After seeking intervention by the health ministry, he was allowed to appear
for the interview.

Recently, another recruitment call for the same post was advertised by the
UPSC, vide Advertisement No. 16/2013, in which it invited applications for
10 posts of assistant professor in physiology. Buoyed by the previous court
judgments and ministerial orders in his favour, Dr Singh applied again and
was initially relaxed when the online registration process asked for his
disability, type and percentage.

However, within seconds, his hope came down crashing when the website
during registration flashed, “Sorry you are not suitable for this post.” As
the last date for submitting applications for the post is November 15, Dr
Singh is again in a fix.

“The UPSC is blatantly refusing to safeguard the legitimate rights of
disabled. The Supreme Court has recently given a landmark judgment on
fulfilment of posts for disabled applicants. How many lives have been
adversely impacted and how many disabled people have lost on jobs due to
discriminatory attitude of the UPSC,” slammed Dr Singh.

Dr Singh told India Medical Times, “This is not only a discrimination.
Despite repeated orders, the UPSC did not consider disability certificate
from a government hospital. They are adamant on their own Proforma V.
Moreover, they also want picture of the disabled candidate showing their
full disability. Isn’t this discrimination of highest order? You even do
not rely on experts and want to humiliate a disabled by posing for you.”

He further said, “Even in the last court case, the UPSC was adamant that
these posts are not identified as being suitable for people with
disabilities. I would like to draw their attention to the list of
posts identified by MSJE (ministry of social justice and empowerment) vide
Notifications No. 16-70/2004-DDIII dated January 18, 2007; March 15, 2007
and March 22, 2007 which clearly identifies the post on Page 51, Item
number 752 (Asstt Prof, Science, University and College Teachers) for
persons with disabilities in Group A.”

“Moreover, all disabled medical students attend clinical postings,
operation theatres, OPDs and emergency postings during internship. It’s
only after the successful completion of these that they are awarded MBBS,
MD/MS degree, who is UPSC then to question us?” asked Dr Singh.

In 2011, when his application was rejected by the UPSC, it was no less than
a shock for Dr Singh, as he was already in a permanent government job, on
the same post in a prestigious medical college (UCMS). Dr Singh then
brought the matter to the notice of the National Centre for Promotion of
Employment for Disabled People (NCPEDP), who then brought the matter to the
urgent attention of the union health ministry. Since the interviews were a
couple of days ahead, he had to approach the Central Administrative
Tribunal (CAT) as well for help.

Dr Singh said, “Back then in 2011, the tribunal scolded UPSC and I was
allowed to appear on the last day of the interview. Few days later,
Additional Secretary – Health, Keshav Desiraju, also intervened and
conveyed his concern over recurring of such cases time and again.”

A fax was sent by the health ministry to the UPSC stating, “It has been
decided that Dr Singh and other similarly placed candidates, if any, may be
called for the interview. A detailed clarification in this regard will
follow shortly.”

Now that the history is repeating itself, Dr Singh is nothing but
disappointed over the repeated discrimination that doctors with
disabilities are experiencing again. Such applicants cannot apply for these
posts in physiology, psychiatry and urology.

This year, Dr Singh also received the NCPEDP-MphasiS Universal Design Award
on his disability initiatives. Since 2011, he has filed several RTIs (Right
to Information applications) and exposed inaccessible hospitals, ATMs,
colleges and post offices.

Perhaps, it’s time that the UPSC brings more transparency and streamlines
the arduous process of selection of persons with disabilities.

Re: [AI] nvda and connecting to server using remote desktop connection

Check the setting for Remote Audio in the Remote Desktop Connection
dialog box. To do so:

1. In the Remote Desktop Connection dialog box, press the TAB key as
many times as required to navigate to the Options button (shortcut:
ALT+O).
2. Navigate to the Local Resources tab page by pressing CTRL+TAB as
many times as required.
3. Activate the Settings button in the Remote Audio group (shortcut: ALT+S).
4. Select the radio button labelled "Play on this computer" in the
Remote Audio Playback group (shortcut: ALT+P) and activate the OK
button.

Back to the Remote Desktop Connection dialog box, specify the
connection details on the General tab page of the dialog box and
connect. When connected, NVDA should sstart automatically if you have
ticked the check box to do so. If it doesn't start then you can type
NVDA in the Run window of the server and launch it.

Note that the Start menu of the server can be opened with ALT+HOME if
it doesn't open with the WINDOWSS key.

'Minority' votes.

Salient features of The Prevention of Communal and Targeted Violence Bill-
PCTV Bill :-

1) Based on the presumption that all 'Hindus are Criminals and Rioters',
this law can be invoked only against Hindus by minorities. (the bill 
defines

Muslims, Christians etc. as "the Minority Group" in (sec 3.e))

2) Merely a complaint will be sufficient to file a FIR and the Hindu 
against
whom the complaint is made, will be immediately arrested and assumed 
guilty
UNLESS PROVEN otherwise (In normal criminal procedure, an accused is 
assumed

innocent unless proven guilty);

3) All crimes under this Bill are Cognizable and Non-bailable [Clause 56 
of

may 2011 version];

4) It can trigger a new wave of extortion by minority groups against 
Hindus,

the majority of whom are the working and business class. This will have
colossal negative repercussions for the Indian economy.

5) Section 129 states that for prosecution of offences under Sec 9 there
will be no limitation of time. It means a 'Minority' can reopen all cases
against Hindus, all past cases right from 1950 onwards.

6) Under Sec. 42, A minority witness giving false statement before 
National

authority CANNOT be prosecuted for giving FALSE evidence against a Hindu.

Summary ?

Just like Pakistan, Bangladesh or Kashmir,Hindus will be left with 3
options:

(i) Convert (ii) Flee
(iii) Suffer entire life

So oppose this Anti-Hindu, Anti-Bharat Bill by making all Hindus aware of
its dangers and unite to fight it and remove the Anti-Hindu & Anti-Bharat
party who drafted this bill, or be prepared for above 3 options left for 
you

Salient features of The Prevention of Communal and Targeted Violence Bill-
PCTV Bill :-

1) Based on the presumption that all 'Hindus are Criminals and Rioters',
this law can be invoked only against Hindus by minorities. (the bill 
defines

Muslims, Christians etc. as "the Minority Group" in (sec 3.e))

2) Merely a complaint will be sufficient to file a FIR and the Hindu 
against
whom the complaint is made, will be immediately arrested and assumed 
guilty
UNLESS PROVEN otherwise (In normal criminal procedure, an accused is 
assumed

innocent unless proven guilty);

3) All crimes under this Bill are Cognizable and Non-bailable [Clause 56 
of

may 2011 version];

4) It can trigger a new wave of extortion by minority groups against 
Hindus,

the majority of whom are the working and business class. This will have
colossal negative repercussions for the Indian economy.

5) Section 129 states that for prosecution of offences under Sec 9 there
will be no limitation of time. It means a 'Minority' can reopen all cases
against Hindus, all past cases right from 1950 onwards.

6) Under Sec. 42, A minority witness giving false statement before 
National

authority CANNOT be prosecuted for giving FALSE evidence against a Hindu.

Summary ?

Just like Pakistan, Bangladesh or Kashmir,Hindus will be left with 3
options:

(i) Convert (ii) Flee
(iii) Suffer entire life

So oppose this Anti-Hindu, Anti-Bharat Bill by making all Hindus aware of

[AI] nvda and connecting to server using remote desktop connection

hi all.
please excuse me as this topic is as confusing to right as it is to use.
in my office i have a laptop with a  sound card and nvda installed and
everything working properly today i was given a task to connect to my
office server now hear comes the problem what i was told to do is
press windows r and type mstsc i dont know what it is and anything but
i did what was told then in the computer name i had to put my servers
ip address and connect and it asked me for a user name and password i
put it and connected then all nvda said is remote desktop connection
to xxx.xxx.x.xxx (server ip address) imput capture window and after
that no sound no matter what i do then i thought may be nvda is not
installed on the server so i dont get any sound so i and my boss went
and installed nvda on the server  but again after i came to my laptop
and tried no sound then my boss told me that there is no sound card
installed on server and its a ibm server is that the cause of no sound
when i do a remote connection to my server? or do i need to do some
settings to nvda

is not only an anti-hindu bill, but this violate the basic structure

Subject: Communal Bill

Dear All,

This is a very serious matter concerning Hindus and hence no media,
newspapers or TV news channels is discussing it.

"Prevention of Communal and Targeted Violence Bill" (PCTV Bill)

Read carefully what  Dr. Subramanian Swamy has analysed about that Bill:

Minority institutions including Jamait-e-Ulema are forcing Congress for
passing this bill. Congress wants this bill to win 2014 election with
'Minority' votes.

Salient features of The Prevention of Communal and Targeted Violence Bill-
PCTV Bill :-

1) Based on the presumption that all 'Hindus are Criminals and Rioters',
this law can be invoked only against Hindus by minorities. (the bill defines
Muslims, Christians etc. as "the Minority Group" in (sec 3.e))

2) Merely a complaint will be sufficient to file a FIR and the Hindu against
whom the complaint is made, will be immediately arrested and assumed guilty
UNLESS PROVEN otherwise (In normal criminal procedure, an accused is assumed
innocent unless proven guilty);

3) All crimes under this Bill are Cognizable and Non-bailable [Clause 56 of
may 2011 version];

4) It can trigger a new wave of extortion by minority groups against Hindus,
the majority of whom are the working and business class. This will have
colossal negative repercussions for the Indian economy.

5) Section 129 states that for prosecution of offences under Sec 9 there
will be no limitation of time. It means a 'Minority' can reopen all cases
against Hindus, all past cases right from 1950 onwards.

6) Under Sec. 42, A minority witness giving false statement before National
authority CANNOT be prosecuted for giving FALSE evidence against a Hindu.

Summary ?

Just like Pakistan, Bangladesh or Kashmir,Hindus will be left with 3
options:

(i) Convert (ii) Flee
(iii) Suffer entire life

So oppose this Anti-Hindu, Anti-Bharat Bill by making all Hindus aware of
its dangers and unite to fight it and remove the Anti-Hindu & Anti-Bharat
party who drafted this bill, or be prepared for above 3 options left for you
& your children.

Code factory has recently released (or is about to release) a screen reader for 
the windows phones. This reader is not a full fledged screen reader like voice 
over or talkback but instead provides access to some of the key functionalities 
on the phone like dialing, contacts, messages etc.

Google for the code factory screen reader for windows phones to find out more.

railways.  Is it possible to book tickets online just by scanning a
copy of concession certificate and mailing it to the concerned
department.  Has anyone tried it before?  Let me know.
