The Supreme Court on Friday held that three percent reservation for
differently—abled persons be given in all category of government jobs
including in appointments and promotions to IAS while pulling up the
Centre for “frustrating” the very purpose of empowering legislation by
opposing it.

A bench headed by Chief Justice R M Lodha said the disabled persons
have not got their due in the last 19 years after framing of the
Persons with Disabilities (Equal Opportunities, Protection of Rights
and Full Participation) Act, which was passed in 1995.

Additional Solicitor General Pinky Anand, appearing for the Centre,
contended that reservation cannot be given in case of promotion to
Group A and Group B officers category as it is not a case of
appointment.

The bench, however, observed that appointment is a broader concept and
the Centre is giving a narrow interpretation of it.

“You are frustating the very reservation policy and cause of class for
which Parliament passed the law,” the bench said.

“For the last 19 years it is not being implemented and the class, for
which the legislation was made, had not got benefited as it should
have,” the bench said.

The court dismissed the petition of the Centre challenging the order
of the Bombay High Court which had directed the Centre and the Union
Public Service Commission to implement a 3 per cent quota in direct
recruitments and promotions for the disabled in the IAS.

Useless IRCTC is a site designed for captcha nonsense in the first
place, for every little thing on that site, you have to enter
captchas, and even with web visum, you don't always get correct
results. Moreover, the clowns have mandated captcha entry even on
mobile applications, and so even with TalkBack on an Android phone,
you can't get work done on the IRCTC site, or even work with most apps
that connect to the site. I am unable to test this tool right now, but
I will be very interested about whether it would work on that
obnoxious site.

dear sheik, i tried the tool and it is taking the screen shot but could not 
get the text of that captcha. yes, in IRCTC, you have to face captcha at 
multiple stages. either you are signing up or signing in. while booking your 
tickets and ofcourse at the payment gateway. their web page interface is 
also worst for the screen reader users. however I always take a sighted 
assistance to book my ticket from IRCTC. otherwise i prefer a counter 
ticket.

The police in Lagos are investigating a visually
impaired man who has been accused of rape by a 12-
year-old minor (names withheld).
While some policemen at the Satellite Town Police
Division found it difficult to believe that a "blind man"
was capable of raping someone who had no problem
with her sight, others insisted that the minor was too
young to lie.
The Network on Police Reform in Nigeria, a non-
governmental organisation, felt that the indecision by
the police was a way to bury the case at the expense
of the victim.
It was gathered that the minor started work
as housemaid with the visually-impaired man,
identified simply as Kingsley, in January 2014. It was
said that the agreement was that Kingsley, who is
married with three children, would sponsor the
minor through school while she would assist the
household with domestic chores.
Trouble, however, started when the minor was
unceremoniously returned to her aunt last month on
account of what her guardians termed her unruly
behaviour and her tendency to always run away from
home whenever she was scolded for wrongdoing.
But the minor told the aunt that she ran away from
home after Kingsley raped her. The furious aunt was
said to have invited the police at the Satellite Town
Police Division and Kingsley was arrested.
Narrating the incident to the police, the minor said, "I
ran away from home because daddy (Kingsley)
attempted to rape me a second time.
"Before I ran away he had called me into his room to
help him read a text message from his phone. In the
process, he forcefully had sex with me. I ran away
when he attempted to rape me another time."
But the suspect said the minor's claim was false. He
wondered how possible it was for a blind man to
rape a girl who could have escaped.
He said that the minor was scolded for
wrongdoing and she did not return until the next day.
Kingsley said, "The rape was an afterthought by the
minor's aunt to punish me for returning her
unceremoniously. It is a set up. The girl in question
could hardly read or write. As a blind person, my
phone is enabled with a software package that
enables me to make calls and read text messages
without assistance. When she ran away, it was our
landlord that brought her the following day. She did
not mention anything about rape as her reason for
running away.
"She and her aunt must have cooked up the rape
issue to punish me. The medical test that allegedly
proved that she was defiled was conducted when
doctors were on strike. I will want this matter to be
taken to court because my name has been smeared."
However, NOPRIN said the police had compromised
on the investigation.
A statement by NOPRIN National Coordinator,
Okechukwu Nwanguma, said, "Curiously, the police
are the ones echoing the argument that the alleged
rapist is visually impaired as if that will negate the
possibility that he could have committed the offence."
But the state Deputy Police Public Relations Officer,
Lelma Kolle, denied any complicity by the police,
saying justice would take its course.
He said, "The matter was first reported at the Satellite
Police Division and the suspect was arrested. He was
granted bail because of his condition. The incident
has been transferred and is still under investigation
at the State Criminal Investigation Department."

The Supreme Court on Friday held that three percent reservation for
differently—abled persons be given in all category of government jobs
including in appointments and promotions to IAS while pulling up the
Centre for “frustrating” the very purpose of empowering legislation by
opposing it.

A bench headed by Chief Justice R M Lodha said the disabled persons
have not got their due in the last 19 years after framing of the
Persons with Disabilities (Equal Opportunities, Protection of Rights
and Full Participation) Act, which was passed in 1995.

Additional Solicitor General Pinky Anand, appearing for the Centre,
contended that reservation cannot be given in case of promotion to
Group A and Group B officers category as it is not a case of
appointment.

The bench, however, observed that appointment is a broader concept and
the Centre is giving a narrow interpretation of it.

“You are frustating the very reservation policy and cause of class for
which Parliament passed the law,” the bench said.

“For the last 19 years it is not being implemented and the class, for
which the legislation was made, had not got benefited as it should
have,” the bench said.

The court dismissed the petition of the Centre challenging the order
of the Bombay High Court which had directed the Centre and the Union
Public Service Commission to implement a 3 per cent quota in direct
recruitments and promotions for the disabled in the IAS.

Useless IRCTC is a site designed for captcha nonsense in the first
place, for every little thing on that site, you have to enter
captchas, and even with web visum, you don't always get correct
results. Moreover, the clowns have mandated captcha entry even on
mobile applications, and so even with TalkBack on an Android phone,
you can't get work done on the IRCTC site, or even work with most apps
that connect to the site. I am unable to test this tool right now, but
I will be very interested about whether it would work on that
obnoxious site.

Replying to timy subastian's mailcause that was downloaded in my office 
laptop.  .
it seems some of you folks do not read mails carefully.  if you have used 
solona you are the one who should get better idea what I'm trying to say 
here.  forget the solona service.  now it is no more.  that solona installer 
is only used for taking quick snapshot of your screen where captcha is 
found.  worth note: in windows seven or later, there is a built in tool 
called snipping tool to perform this job but it can't be done within a 
couple of moments.  so just using one keystroke for taking screen captcha is 
very much necesary.  and even it saves the time of saving file in to the 
desired location by giving the appropriate file name. obviously solona was 
not trusted cause we would have to be dependent upon someone else.  but here 
this jaws fs convenient OCR plays an important role.

captcha where it announces like graphic captcha and you will get accurate

It is very essential to follow the list guidelines. Each list is different and 
has its own perspective of things. It is essential that all respect the 
guidelines set.

This is a universal etiquette while engaging in any mailing list.

I don't have the facts of the case, however, superficially looking at your 
mail, I infer you have broken the guidelines and now crying foul. Things don't

Although I've never happened to perform an OCR through JAWS, I've certainly 
been using this tool to  capture the screen and mail it to somebody in my 
contact over the mail, and he/she immediately tells me the code either 
through reverting back over the mail itself or even by having a direct 
conversation
through phone. After all, the same thing the Solona volunteers had also been 
doing when this was in service...

O no no no indeed result is not at all accurate.  you should focus on that 
captcha where it announces like graphic captcha and you will get accurate 
results.  and did you use FS convenient OCR by making it actual size or fit 
to windows.

Hello,
before clicking on the installer, make sure to implement the following step:
While the focus is on the installer, press the application key to access
the context menu, and then select "run as Administrator". now follow the
typical onscreen instructions to complete the installation process.

this can be rectified just locating to the system tray/solona/options. you 
can customise your own hot key.  ctrl+shift+s is by default.

dear friends,
the Braille Section Team of Anna Centinary Library Chennai sends 2
papers, one in Tamil and the other one in English. the Tamil Paper
sent is Dinamani, a regional daily circulated in Tamilnadu. it is
clearly mentioned in the subject itself. for example the subject line
of today's Tamil newspaper attachment is this: "dinamani newspaper
12.09.2014". likewise, the subject for the English newspaper Hindu is
this: "Today's Hindu Newspaper". the Tamil daily was attached in the
mail with Hindu in its subject a couple of days back by mistake, and
the English paper was sent again in the afternoon.
also, the editorial items are included in the Hindu attachment
everyday, which could be found after the sports news. if you are a
non-Tamil reader, kindly ignore the mail having Dinamani as its
subject.
hope this clarifies your concerns...

Here i'm sending you a tool which can take snapshot of your computer 
screen just in a keystroke and which can be accessed using the 
freedomscientific convenient OCR.  kindly test it and get back here. 
note: just extract this archive which is just 500 some KB and windows 
seven and eight users have to execute this file solona install.exe as an 
administrator.  once it is installed, just locate the screen where captcha 
is found no matter what ever browser you use and simply pres ctrl+shift+s 
and you will hear a capture sound.  note: that file will be saved in the 
name of "11.png" in your c drive.  just open that file and perform jaws's 
convenient OCR by pressing the insert+space bar, o and then S.  note: 
before you can perform OCR just make it to "fit to window or actual size 
for accuracy.

Generally round (value,x) formula is used if x is a non zero number.
