Re: [AI] How to deal with Malayalam PDF files?

2014-12-06 Thread Him Prasad Gautam
hi,
Sorry, Still your question is a bit confusing.
What you mean by: Wanted to know the different ways to make the
Malayalam pdf  files read by JAWS.
Do you mean how to make a pdf file?
Or
Do you mean how to make jaws capable to read a pdf file?
If your material is in textual format the pdf file will be in textual
pdf format and if a scanned image is in the file, it creates a scanned
pdf file.
Now be clear:
1. If the pdf file contains textual materials; there are two condition further.
a. If the text are written in non unicode format, jaws can not read it.
b. If the texts are written in unicode format, there is a way to make
jaws capable to read it.
2. If the pdf file contains scanned (non-textual) material; again
there are two condition further.
a. If Malayalam OCR is developed ( I do not know); , jaws can be used
to read it.
b. If there is no Malayalam OCR, there is no way to access by VI user.
About your second question, How does a jpg file format differ from pdf?

a jpg file is an scanned object like a photo or picture.
A pdf file may or may not contain the jpg image.
Hope it clears you.

read by JAWS.
2. How does a jpg file format differ from pdf and to what extent will

Although you have done the answering proactively, thought of making it

[AI] Punjab eye surgery botch-up points to lack of vision, BySangita Sharma

2014-12-06 Thread avinash shahi
http://www.hindustantimes.com/comment/analysis/punjab-blindings-case-brings-to-focus-medical-negligence-prevalent-in-india/article1-1293564.aspx
Sixteen people were blinded from severe infection after undergoing
cataract surgeries at a free camp in Ghuman village in Punjab's
Gurdaspur district.

They were among 62 people, almost all over 65 years, who got their
cataracts removed at a charitable camp on November 4.

The use of contaminated equipment is suspected to be the cause of
these avoidable blindings, which once again bring focus on medical
negligence and poor infection control.

http://www.hindustantimes.com/Images/popup/2014/12/eyepatient-02_compressed.jpgA
patient who lost her eyesight after undergoing surgery in the eye
camp. (Sameer Sehgal/HT Photo)

There are 45 million blind persons in the world, of which 12 millions
live in India. In India, 80-90% of the blindness is curable or
preventable.

Globally, and in India, cataract is the leading cause of blindness.
According to the World Health Organisation, cataract is the leading
cause of blindness (62.6%) followed by uncorrected refractive errors
(19.7%); corneal blindness (0.90%), glaucoma (5.8%), among others.

The cataract tragedy comes close in the heels of 13 women dying after
getting sterilized at a camp at a charitable hospital in Chhattisgarh.

Though the administration blamed the deaths on the antibiotics
prescribed, which were found to be laced with rat poison, several
rules were flouted. For one, 83 surgeries were done within 5 hours in
extremely unsanitary conditions.

In Punjab, a criminal investigation was filed against the surgeons and
the NGO Guru Nanak Foundation for setting up the camp without
permission from the district administration.

Under the National Programme to Control Blindness, camps can be set up
by NGOs only in partnership with District Blindness Control Society
with consent from the district commissioner and the chief medical
officer is a must. In Punjab, the district authorities were not
informed.

The patients have now been admitted in Dr Ram Lal Eye and ENT Hospital
at Majitha Road in Amritsar. (Sameer Sehgal/HT Photo)

Botching up a simple surgery such as cataract, which is a daycare
surgery with an infection rate of 0.03% to 0.1% in India, is extremely
rare.

"Even in cases of infection, injecting antibiotics in the eye's
vitreous cavity located behind the lens and in front of the retina is
all that's needed to control it," said one of India's foremost experts
on cataract, Dr Jeevan S. Titliyal, a professor at R P Centre of
Ophthalmic Sciences at All India Institute of Medical Sciences.

Eye infection is painful and very visible, with patients experiencing
throbbing pain, watering, decrease is vision, swelling and redness.

"A follow-up is done the next day and patients are told to report any
eye-related problem over the next two months," said Dr Titliyal. "A
follow-up two to four weeks after the surgery is a must."

No follow-ups were done and the Amritsar district administration came
to know about the shocking incident on Wednesday when the patients
were brought to deputy commissioner Ravi Bhagat by members of the
Kisan Sangharash Samiti.

Bhagat referred the patients to the Government Medical College and
Hospital in Amritsar, where tests by eye specialists revealed that all
15 had lost their vision due to a severe post-operation infection.

[AI] Article of Interest: Emergence of India as the World Leader in Computer and Information Services

2014-12-06 Thread avinash shahi
http://www.epw.in/special-articles/emergence-india-world-leader-computer-and-information-services.html
The paper analyses the changing leadership in computer and information
services exports in the world. Leadership, measured in terms of export
shares, appears to have moved from the United States, United Kingdom
and Germany to Ireland and then to India. India has been trying to
maintain her leadership through improvements in technological
capability and in the process has also become a base for
multinationals to set up operations. These multinationals have been
increasing their innovative activities in India as revealed through
increased patenting, and domestic Indian enterprises have followed,
although very slowly, in improving their technological capability. Two
conclusions can be drawn. Leadership in CIS is basically a function of
the availability of highly trained software engineers. But the
sustainability of leadership depends on whether the industry is
domestic or foreign owned.

Sunil Mani (m...@cds.edu) teaches at the Centre for Development
Studies, Thiruvananthapuram.

An earlier version of the paper was published in the working paper
series of the Centre for Development Studies No 453 titled, "Changing
Leadership in Computer and Information Services: Emergence of India as
the Current World Leader in Computer and Information Services".
Comments received from Keun Lee, Franco Malerba, Sudip Chaudhuri, M
Vijayabaskar and M Arun are gratefully acknowledged. K Kavitha helped
with the preparation of some of the data tables in the paper. However
none of them are to be implicated for any errors that may still remain
in the paper. Those are the author's sole responsibility.

2014-12-06 Thread mahendra

Hello Dialogue family around the world:

Greetings from Mexico.

I hope you have started December in a great way. Today is weekend
which means I have some Dialogue news for you!

Enjoy

1. Dialogue in the Dark Israel, located at the Children Museum in
Holon, is celebrating its 10th anniversary! Congratulations, dear
Israeli Dialoguers! We wish you many more years of success! And to
celebrate this, I share with you the top 10 things to do in Israel
this weekend, according to the Jerusalem post, and of course, DiD
Israel 10th anniversary is included!

http://www.jpost.com/Not-Just-News/Top-10-things-to-do-December-4-2014-383618

2. Last December 3 it was the international day of disabilities. And
because of that, the New Indian Express went to Hyderabad and did a
wonderful article about DiD. In this article you can read the voices
of managers and guides of the exhibition. Here it is!

http://m.newindianexpress.com/hyderabad/400591

3. To finish with, but still talking about the international day of
disabilities, I share with you this amazing ted talk by Ron McCallum,
a blind academic and professor. He shares how technologies allowed him
to read with no help. And this topic may sound so simple for those who
are blind, but Ron makes it funny and interesting in this talk. Enjoy!

DO you celebrated the day of disabilities in a certain way? Would be
great to read your sharings!

That is all for this first weekly digest of December. Remember that
all your contributions and feedbacks are more than welcome.

Stay good and talk to you next week!

Pepe

[AI] Gujarat: Accept forms of blind people, HC tells govt

2014-12-06 Thread avinash shahi
I wonder why all this is happening in the home state of Prime
Minister... How many times Judiciary will have to step in?
Those of you who follow our PM's FB page and Twitter account could you
please ask him this question? do this, things will surely improve in
Gujarat.

http://timesofindia.indiatimes.com/city/ahmedabad/Accept-forms-of-blind-people-HC-tells-govt/articleshow/45390934.cms

AHMEDABAD: Gujarat High Court has directed the state government to
accept the applications of disabled people applying for the posts of
vidyasahayak. The state government had recently decided to appoint
more than 4,300 vidyasahayaks across the state.

Activists fighting for the rights of disabled people had protested
when they came to know that those with more than 75% of disability
were not allowed to fill in the forms online. According to norms, 3%
of the vacancies are to be filled by physically disabled and blind
people.

Justice R H Shukla, acting on a petition filed by Gautam Maru
challenging the state government and president of the Gujarat State
Primary Education Selection Committee, on Friday directed the state
that the applications of the petitioners will have to be accepted
either online or in any other form.

The petition said the advertisements in newspapers were silent about
the criteria of the disability for the candidates. When the applicants
visited the website and mentioned that they were more than 75%
disabled, their applications were not accepted by the software.

Moreover, the number of posts mentioned in various categories was
less than the stipulated 3%.

"It is the responsibility of the government to provide an equal
opportunity to the disabled people under the PWD Act. It has been
observed in a number of judgments by Gujarat high court and Supreme
Court where the judiciary has upheld the right of the disabled people
for the positions. We have also observed in Gujarat that the court
ordered the appointment of Rajesh Mulwani, a 100% blind person, as
DIET principal," said Jagruti Dekavadiya, advocate representing the
petitioner.
