Hello,
why do these railway people need original medical / disability
certificate? they can just see the original and verify the photocopy
of the same. this is a genral practice. even Public service
commissions do not ask to deposit the original. this shows the
negative attitude of the bureaucracy.

yes it is true in the 3rd condition of the railway concession
certificate according to new format it can be issued by any blind
institution which is recognised by Ministry of social justice &
empowerment, I have got done by National federation of blind delhi
just last week.

New Delhi, Feb. 18: The Centre has linked the disbursal of monthly
pension to millions of senior citizens, widows and physically
challenged beneficiaries to the completion of a socio-economic caste
census (SECC) by states and Union territories.

As of now, as many as 23 states and Union territories are lagging in
carrying out the survey. Bengal is among those states that are
expected to meet the March-end deadline.

If the Centre sticks to its stand, the beneficiaries in the laggard
regions will not be able to access the monthly pension of Rs 200 from
April.

These 23 states and Union territories account for around 20 million
pensioners. Around 30 million people across the country are eligible
for the pension which costs the Centre Rs 10,000 crore a year.

The rural development ministry had last month conveyed the deadline to
all states and Union territories in a rare instance of cracking the
whip to expedite collection of data with a bearing on welfare schemes.

So far, only nine states and Union territories have completed the
census. Four states, including Bengal, Bihar and Jharkhand, are on the
verge of completing it.

Only these 13 are expected to meet the deadline set in a letter L.C.
Goyal, who was then rural development secretary and is now the home
secretary, wrote to the chief secretaries and administrative officials
of all states and Union territories.

The survey used to be called the BPL (below poverty line) census
earlier but was renamed in 2011 after the government decided to
collate caste data along with data on economic parameters. The last
BPL census was done in 2002, when the states took about two years to
complete it, and the last caste census was conducted in 1930.

Compared to the population census that is conducted every decade, this
will collect more wide-ranging data on households.

The socio-economic caste census will provide household data such as
whether a house is kutcha or pucca, if there is any adult male member
between the age of 16 and 59 in the family, whether the household has
any disabled member, if it is landless, or owns vehicles, telephone
and other high-end amenities.

The data is to be used by the Centre to better target welfare schemes
like national food security, housing under the Indira Awas Yojana and
the pension scheme itself. At present, the 2002 data is being used.

"If the ministry does not withdraw its order, the majority of
beneficiaries under the pension schemes will not get pension for the
month of April," said an authoritative source in the ministry.

States such as Odisha, Uttar Pradesh, Tamil Nadu and Punjab are yet to
notify the draft list of beneficiaries. The draft list has to be
notified in gram panchayat offices and claims and objections sought.
After these are settled, the final list can be brought out. Sources
said this would take about three months, which means it will be June
by the time the states complete the census.

Every person covered under the census is allotted a 29-digit Temporary
Identification Number (TIN). The ministry has decided that the TIN of
individual beneficiaries will have to be mentioned in the software for
all schemes by March. If the TIN is not mentioned, benefits will not
be released.

Social activist Nikhil Dey said: "The Centre is equally responsible
for the delay. The Centre had to provide the technical support and
monitor the progress of SECC."

The census was launched in June 2011 and was to be completed by
December 2011. The ministries of rural development and housing and
urban poverty alleviation and the registrar-general of India
supervised and coordinated the exercise, but the implementation was
left to the states.

"If there has been delay by the state government and Centre, the
pensioners are not responsible. They should not be penalised," Dey
said.

The laggard states are blaming the Centre for the delay. Odisha said
it did not get technical support for date collection from the
Electrical Corporation of India Ltd (ECIL) in time. "Despite the
matter being raised before the ministry, there was delay in getting
the machines and software assistance," an Odisha government official
said.

such crimes against Girls and Women  are happening every where through
out the country.
even if they are disabled or non disabled.
even if we discuss solutions in this group or protest, surely nothing
is going to change.
the first thing is unless the attitude of people changes nothing can
be done to prevent it.
and mail chauvinist attitude comes from generations.
I think, families support Boys and not question them as much as girls
right from childhood and hence this problem.
one thing we all can do is right from childhood teach boys of our
families to respect women.
boys should not get attitude like only Sisters do all the work and
they don't have responsibilities and can return home when ever they
feel.
please forgive me if I'am wrong on this point because I have no brothers .
and if its disabled community,
its more vulnerable to such issues especially mental disabilities.
really painful to here such news.
on one hand our country is progressing economically and on the other,
I think we are forgetting humanity.

in the said circular, it says concession certificates can be issued by
heads of  institutions recognised by social welfare ministry, so no
way  reservation clerks can reject such certificates.  with the raid
circular in hand, affected persons must go to the higher like the
superviser or its equavalent, i too faced this problem, i confronted
the superviser, problem got solved

Hi!
What you are saying is correct. But what about those like me who recently 
made there concession certificates and they have remain validity of around 4 
to 5 years? Why do they suffer because of the ignorance of the railway 
officials?
Moreover, we have there official cercular which clearly says that the old 
concession format will be valid till it's expiry. Some times, its not so 
easy to get the certificate done. I have an experience when my certificate 
from nab india mumbai was rejected by the booking clerck. According to them, 
only medical practitioner can sign on the certificate.

that grants this!  But every time they give it to government servants.

Hi Mohit, whats the cost of cartridge compatible to your printer? I
have seen few printers those are not too expensive, but the cost of
cartridge is near about 4,000 rupees which can print maximum 1500
pages, by this way the actual cost of one printed page will be near
about 3 rupees. Is there any cost effective lazer cartridge?

[AI] FYI: One-third DU colleges don't have a principal

One of the most popular choices for higher studies among students
across the country, Delhi University is coping with a challenge of
vacant posts of principals in almost one-third of its nearly 70
colleges. Hindu, Hansraj, Aditi Mahavidyalaya, Vivekanand, Gargi,
Shyam Lal, Motilal Nehru, Swami Sharaddhanand, Aurobindo and Kirori
Mal do not have regular principals. Instead, these colleges have
acting/officiating principals or an OSD (officer on special duty) at
the top.

University officials have expressed their views on the gravity of the
situation and the reasons for this.

DU spokesperson Professor Malay Neerav tells this reporter that the
matter is being looked into and all necessary steps are being taken to
fill the posts in most colleges. "The process of appointments is in
full swing and in many cases, the interviews have already been
conducted. Advertisements have been placed and selection committees
have been constituted in others. New principals have been appointed at
Daulat Ram and Aryabhatta colleges. The appointments have been
finalised at Dyal Singh College, Lady Shri Ram College for Women, and
Satyawati College. At Hindu and Shri Ram College of Commerce, the post
has been advertised."

He adds, "Selection committees have been constituted at Shyam Lal
College, Aurobindo College and Shaheed Bhagat Singh College. In case
of Kirori Mal College, the existing principal has been suspended, so a
new principal cannot be appointed as per university rules. The
university is overseeing the process of appointments in all colleges
and has also written to them to go ahead with hiring regular
principals as early as possible."

According to other officials at the university, the provision for OSD
and officiating principal was meant to be an interim -solution to an
administrative emergency that might arise due to the
resignation/retirement etc of the permanent principal.

Professor Amitava Chakraborty, member of DU's academic council says,
"That's why such appointments are of a very short span, for six months
usually. However, the current administration has not appointed
permanent principals for long, creating a large number of
OSD/officiating principals. This is comparable to how this
administration has created a -system where ad hoc -appointment against
permanent teaching positions has been made into a regular practice
using the -provision of ad hoc appointments, a provision originally
envisaged as a interim provision."

This thrust on making such short-term appointments a -regular practice
harms the teaching-learning process and administration of respective
-colleges, adds Chakraborty.
OSDs or officiating principals remain vulnerable to -administration
pressures, cannot exercise their independent opinions, or  envision
long-term measures, as their appointments remain dependent on the
-pleasure of the vice chancellor, he says.

The process of appointment of principals was adversely affected after
the university administration expressed its reservation on a
University Grants Commission (UGC) regulation on the appointment of
principals and the points system. "As per the regulation, the tenure
of principals was fixed at five years while certain sections in DU
wanted this to be extended. These sections then made a representation
to the human resource development ministry and the UGC, following
which the tenure was extended to 10 years in a fresh UGC regulation in
January 2014," says Nandita Narain, president, Delhi University
Teachers' Association. "However, no new notification was received by
DU on the subject," says Neerav.

Narain alleges that the -university did not amend an important
ordinance on the matter. "While the amendments to ordinances on
promotions of teachers were passed on August 17, 2013, the vice
chancellor deliberately did not place any amendment for appointment of
principals as per the UGC Regulation 2010," she says.

This is further to my earlier post titled "DoPT issued the Memorandum on
Facilities for Govt. Employees for efficient performance of duties
"
dated 22 May 2014. Yesterday, Ministry of Finance, Govt. of India has
issued the below OM regarding Travelling Allowance in respect of
Attendant.Escort for accompanying a Government Servant with Disabilities on
travel during official tour or training or attending an official workshop
etc.

This was a long pending demand of the disability sector and also granted in
the DoPT OM No.No.36035/3/2013-Estt.(Res) dated 31st March 2014

which
has finally been fulfilled by Govt. of India. All the officials, activists
& stakeholders involved in bringing this to reality deserve accolades. Here
is the content of the OM:

*Travelling Allowance in respect of Attendant/Escort for accompanying a
Government Servant with Disabilities on travel during tour/training etc.*

OFFICE MEMORANDUM

Subject:- Travelling Allowance in respect of Attendant/Escort for
accompanying a Government Servant with Disabilities on travel during
tour/training etc.

References have been received in the Ministry of Finance, Department of
Expenditure seeking provision in the Rules/instructions regulating
Travelling Allowance, in order to allow grant of Travelling Allowance to
the Government servant with Disabilities in respect of an Attendant/Escort
accompanying such a Government servant with Disabilities during travel
while on tour/training, etc. At present there are no provisions in the
Travelling Allowance rules which allows Government servants to claim
Travelling Allowance in respect of Attendant/Escort accompanying them on
tour/ training, etc. where such Government servants require the assistance
of an Attendant/Escort for travel.

2. The matter has been considered and it has now been decided to allow
Travelling Allowance in respect of the Attendant/Escort, for accompanying a
Government servant with Disabilities during travel while on tour/training,
etc., to be claimed by the Government servant with Disabilities. The
admissibility of Travelling Allowance, in respect of the Attendant/Escort
accompanying a Government servant with Disabilities, would be subject to
the following conditions:-

(a) Ordinarily, the field offices/local administrative offices at the
touring station, which the Government servant with Disabilities is required
to visit on tour or training institutes where the Government servant with
Disabilities is required to undergo training, would be required to provide
an Attendant/Escort, from the existing pool of staff/persons employed, from
the time the Government servant with Disabilities arrives at the
destination and till such time the Government servant with Disabilities
departs from that destination back to his headquarter station/place from
where the Government servant with Disabilities had initially proceeded to
that destination. During travel abroad, either on foreign tour/training,
the Indian Missions/Posts (Embassy of India) at the country of visit would
be required to .provide an Attendant/Escort, from the existing pool of
staff/persons employed, during the period of stay of the Government servant
with Disabilities in that country.

(b) Only when field offices/local administrative offices at the touring
station or training institutes or Indian Missions/Posts at the country of
visit, as the case may be, officially express their inability to provide an
Attendant/Escort to the visiting Government servant with Disabilities,
would the claim of Travelling Allowance in respect of Attendant/Escort
accompanying the Government servant with Disabilities arise. In such cases,
fare for travel of Attendant/Escort accompanying Government servant with
Disabilities would be reimbursed. While for travel by air, Airlines are
expected to provide assistance to Government.servant with Disabilities
during travel as per Airlines policies, a Government servant with
Disabilities however, can take along his personal Attendant/Escort for
travel by Indian Railways for assistance during journey and
boarding/de-boarding, even when an Attendant/Escort at destination station
is provided officially.

(c) In all cases, Government servant with Disabilities are required to
purchase travel tickets for self and Attendant/Escort at concessional
rates, if any, offered by Railways/Airlines.

(d) The facility of Travelling Allowance for the Attendant/Escort would
only be admissible to those Government servants with Disabilities, wherein
it is certified by the competent Medical Authority that such a person
compulsorily requires assistance of another person for travel. Under this

Ministry of Finance has issued notification yesterday, by which 

It has taken good step for government servants with Disabilities, 

 

By granted permission  for Travelling Allowance to the Government servant
with Disabilities in respect of an Attendant/Escort accompanying such a
Government servant with Disabilities during travel while on tour/training,
etc. At present there are no provisions in the Travelling Allowance rules
which allows Government servants to claim Travelling Allowance. 

Given below the said Notification for yourreference.

OFFICE MEMORANDUM

 

Subject:-   Travelling Allowance in respect of Attendant/Escort for
accompanying a Government Servant with Disabilities on travel during
tour/training etc.

0-

References have been received in the Ministry of Finance, Department of
Expenditure seeking provision in the Rules/instructions regulating
Travelling Allowance, in order to allow grant of Travelling Allowance to the
Government servant with Disabilities in respect of an Attendant/Escort
accompanying such a Government servant with Disabilities during travel while
on tour/training, etc. At present there are no provisions in the Travelling
Allowance rules which allows Government servants to claim Travelling
Allowance in respect of Attendant/Escort accompanying them on tour/
training, etc. where such Government servants require the assistance of an
Attendant/Escort for travel.

 

2. The matter has been considered and it has now been decided to allow
Travelling Allowance in respect of the Attendant/Escort, for accompanying a
Government servant with Disabilities during travel while on tour/training,
etc., to be claimed by the Government servant with Disabilities. The
admissibility of Travelling Allowance, in respect of the Attendant/Escort
accompanying a Government servant with Disabilities, would be subject to the
following conditions:-

(a)  Ordinarily, the field offices/local administrative offices at
the touring station, which the Government servant with Disabilities is
required to visit on tour or training institutes where the Government
servant with Disabilities is required to undergo training, would be required
to provide an Attendant/Escort, from the existing pool of staff/persons
employed, from the time the Government servant with Disabilities arrives at
the destination and till such time the Government servant with Disabilities
departs from that destination back to his headquarter station/place from
where the Government servant with Disabilities had initially proceeded to
that destination. During travel abroad, either on foreign tour/training, the
Indian Missions/Posts (Embassy of India) at the country of visit would be
required to provide an Attendant/Escort, from the existing pool of
staff/persons .employed, during the period of stay of the Government servant
with Disabilities in that country.

(b)  Only when field offices/local administrative offices at the
touring station or training institutes or Indian Missions/Posts at the
country of visit, as the case may be, officially express their inability to
provide an Attendant/Escort to the visiting Government servant with
Disabilities, would the claim of Travelling Allowance in respect of
Attendant/Escort accompanying the Government servant with Disabilities
arise. In such cases, fare for travel of Attendant/Escort accompanying
Government servant with Disabilities would be reimbursed. While for travel
by air, Airlines-are expected to provide assistance to Government servant
with Disabilities during travel as per Airlines policies, a Government
servant with Disabilities however, can take along his personal
Attendant/Escort for travel by Indian Railways for assistance during journey
and boarding/de-boarding, even when an Attendant/Escort at destination
station is provided officially.

(c)   In all cases, Government servant with Disabilities are
required to purchase travel tickets for self

and Attendant/Escort at concessional rates, if any, offered by
Railways/Airlines.

(d)  The facility of Travelling Allowance for the Attendant/Escort
would only be admissible to those Government servants with Disabilities,
wherein it is certified by the competent Medical Authority that such a
person compulsorily requires assistance of another person for travel. Under
this clause, necessary certificate is to be obtained from the Head of
Department of a Government Civil Hospital designated for the type/form of
disability of the Government servant. Based on the certificate from
competent Medical Authority, Heads of Departments would have to further
satisfy the need for an Attendant/Escort during travel of the Government
servant, before allowing the journey for the Attendant/Escort.
