first of all, thank you so much for this info.
just a couple of clarifications required:
1. with respect to the point 1st, what kind of proofs would be
required? The point is broad enough to include a lot of expenses,
which can't be substantiated with evidences in all cases.
2. is this deduction in addition to the deduction available under section 80U?

 deduction to an individual or HUF, who is a resident in India, and

 80DD of the Income-tax Act so as to raise the limit of deduction in respect
 of a person with disability from fifty thousand rupees to seventy five
 thousand rupees and in respect of a person with severe disability, from one
 hundred thousand rupees to one hundred and twenty five thousand rupees.

 This was stated by Shri Jayant Sinha, Minister of State in Ministry of
 Finance in written reply to a question in the Lok Sabha today.

[AI] Serious problem of crashing firefox and IE

Hey folks, I am unable to brouze the hindu news paper website and the
youtube. When ever I open these websites, the screen goes blank and
webpage crashes. It force me to turminate the process through task
manager. I couldn't figure out whats the issue with these websites in
my system.
By the way, I am using jaws 16 with firefox 37 and internet explorer
11 in windows 7.

 was undertaken by our 2013 batch of students.It gave the students a
 sense of purpose,
 but it also allowed visually impaired people to dine with dignity,
 says Gorrepati.

 `May I Help You?' started as a random event to mark World Disability
 Day at Mumbai's Copper Chimney on December 3, 2009. Every diner was
 handed a Braille
 menu that was read out to them by visually impaired volunteers from
 the National Association for the Blind (NAB).

 But the idea stuck on. To day, the upscale multi-cui sine restaurant
 has its own permanent set of leather-bound Braille menus.

 Not everyone who is visually impaired can read Braille. My visual
 impairment was gradual and it was only recently that I became totally
 blind, says Hyderabad-based
 disability consultant Raghavendra Satish Peri who is ra Satish Peri
 who is struggling to master Braille. Although a Braille menu is a
 great idea, restau
 rants need to adopt a more holistic ap proach for visually impaired
 customers, right from soft skills training for their staff to
 providing al ternatives
 for diners like me who can't read Braille.

 Chennai's Ka lakkal Cafe in Kottur puram understands the needs of
 diners like Peri. Positioned as India's first `inclusive' cafe, this
 rampequipped cafe
 is run by Vidya Sagar, an NGO working for children and adults with
 special needs. Not only does the cafe have Braille menus, but it also
 has pictorial
 menus, tactile walls and even some eating aids -nifty apps like All
 Access where users can scan logos and QR codes to access menus.

 Chungwa, a 40-year-old Chinese and Thai restaurant in Delhi's Greater
 Kailash area, recently teamed up with Radio Mirchi's corporate social
 responsibility
 division and NAB to come up with a Braille menu. Chicken Formosa is
 just a touch away for visually impaired foodie Naveed Khatri and his
 friends from NAB.
 India is home to around 12 million visually impaired people and
 providing us with menus we can decipher is important. After all, we
 pay the same as anyone
 else, asserts Khatri.

 So, what stops other eateries from offering Braille menus? Besides,
 apathy , it's the high cost involved in their production, says Nidhi
 Arora, founder
 of Esha, a non-profit initiative that makes Braille cards and tactile
 maps. Esha was also making Braille menus until a few years ago but
 stopped as there
 wasn't enough demand.

 Gorrepati's students at EnAble have also made Braille menu cards for
 another Bengaluru restaurant, Shanthi Sagar, at around Rs 400 per
 piece. This was
 a simple card paper menu.But the price rises to around Rs 1,000 for
 the fancier, spiral-bound black and yellow art paper menu we made for
 Om, he says.

As per Insurance Regulatory and Development Authority of India (IRDAI) mentally 
challenged people get covered under medical insurance policies sold by Public 
Sector General Insurance Companies (PSGICs). Presently, the PSGICs provide 
mental illness cover to children if covered with or both parents simultaneously 
in the policy. Some PSGICs also provide mental illness cover to the persons 
under Employer-Employee Group Health Insurance Policies. While Life Insurance 
Risk coverage is offered to handicapped and mentally challenged persons by the 
life insurance companies (both public sector and private sector) based on their 
board approved underwriting policy, the disclosures made in the proposal form, 
every life insurance company will rate the persons to be insured from the point 
of view of risk assessment and underwriting as standard or sub-standard lives 
in order to determine acceptance of proposal and the premium to be charged. 
While there are no restrictions for providing insurance facilities to 
handicapped and mentally challenged persons, it is the professional decision of 
the insurance company based on their own risk bearing capacity and approach. 
There are no specific Regulations/Guidelines issued by the Authority in this 
regard.


The Government of India is implementing a scheme by name ‘NIRAMAYA’ through 
which the handicapped and mentally challenged persons are covered for medical 
treatment upto Rs. 1 lakh. Aam Admi Bima Yojana (AABY) is also a Government 
Social Security Scheme being administered through Life Insurance Corporation of 
India (LIC) that provides life/accident insurance protection to the rural and 
urban poor persons (including rural landless households) and people belonging 
to certain identified vocational groups. One such identified vocation is 
“Physically Handicapped Self-Employed Persons”.


IRDAI has also notified IRDA (Rural and Social Sector Obligations) 2002 
mandating every insurer to cover the specified number of lives from the defined 
social sector market segment. Of the categories of lives that are defined as 
social sector lives, “other categories of persons” is one of the categories, 
which includes persons with disability as defined in the Persons with 
Disabilities (Equal Opportunities, Protection of Rights, and Full 
Participation) Act, 1995 and who may not be gainfully employed; and also 
includes guardians who need insurance to protect spastic persons or persons 
with disability.


This was stated by Shri Jayant Sinha, Minister of State in Ministry of Finance 
in written reply to a question in the Lok Sabha today.

 Dear Team,

 As we are aware, there are many Business Application like SAP , Fin-One,
 and BANCs and these Applications are widely used in the Financial
 Industries once these Applications are accessible with NVDA there will be
 enough Employment opportunities for People with Visual Impairment, because
 they will not have to depend on expensive Screen Reader like, JAWS.
 I haven't used Fin-One yet but I might have to deal with Fin-One in the
 Future so that now I'll not be able to tell you about it's accessibility.
 However I have used SAP with NVDA but unfortunately it is not at all
 accessible it doesn't even read user name and password fields. Therefore
 it's my kind request try to make NVDA accessible with as many Business
 Applications as possible but specially with SAP and Fin-one and BANCs
 because as I said earlier these applications are widely used.

only one issue which i feel irritate and that is form field, in jaws
we simply enter the keyword and press enter, it will give the result.
but in NVDA, we have to press escape key each time followed by the
desired value. otherwice it is the best screen reader instead.

 I never received most ideal settings file till Bhavya helped me with
 it. There is also a tts issue.
 I don't think i am still comfortable at all with it on excel, though

 seen.

 I am making a payment of Rs. 1000 to them. It won't fetch them
 anything much. But it would boost their confidence.

 JAWS was not reading a clickable region below retail option on
 www.yesbank.in

 It led me to take up the matter with Yes Bank IT department, but as
 it turned out to be, NVDA worked and due to JAWS inability I was
 quarrelling with the Yes bank.

 NVDA was also helpful when JAWS was not reading any calendar dates
 earlier.


 Why one should pay so much for JAWS when a freeware can do a better
 job. I only wish that NVDA was as smooth JAWS after installation or
 at least ideal settings were shared with the users.

NVDA's primary advantage is its constantly maintained and advancing
web accessibility support. I closely follow NVDA development (as I
believe Him Prasad Sir and Pranavlal Sir do as well), and am impressed
with its development progress and its lead developers (James Teh and
Michael Curren)'s responsiveness and concern towards their user base.
A year or so ago, I switched to NVDA after acquiring training for
JAWS, and due to the seemless and minimal learning curve, transitioned
myself.
The NVDA community is as vibrant as the NVDA project itself.
I agree with Him Prasad Sir as the main reason for usage of JAWS being
that it is the screen reader for whom training is readily available

 per unit for the chair designed by these kids would be around Rs 25,000. It
 can be even less if we remove or modify certain features such as the
 joystick. The chair can be made semi-manual, allowing the price to fall at
 least by another Rs 6,000, said Shewali.

 The price can also rise if customers wish to add features such as gesture
 recognition that can let the user control the chair through hand gestures.
 It is also adjustable making it easier to pack along with luggage.

 These final year students hope that by introducing this technology they will
 be able to help half a lakh physically challenged people and be able to make
 their life more meaningful.

 How it functions

 Rather than wheels, this wheelchair has caterpillar tracks which can be seen
 on a much larger scale in tanks. It consists of small, electrically powered
 wheels which move a track made up of a profile belt. This causes the
 wheelchair to ride along the moving track, just like the wheels in a car run
 along the road. These belts are put onto the chair at a 40 degree angle
 which is the usual degree at which staircases are built, this allows the
 user to climb the staircase. But, the degree at which the belts are is also
 adjustable through a slot if and when required by the user.

 In a nutshell

 * Made within country contributing to the Indian economy

 * Wheelchairs can climb stairs where ramps are absent

 * Cheaper cost and hence cheaper to buy for the poor

 * Can also overcome other obstacles such as bumpy roads

 * Helping handicapped live fuller, richer and more normal lifestyles

Unique exhibition at the National Museum makes culture accessible for
visually-impaired

It was a heart-warming sight to see the visually-impaired follow a
tactile path that was smooth in some places and rough at others where
they had to stop, at an exhibition in the National Museum on Friday.

There was even a tactile banam (a Santali music instrument) that they
could pick up, touch and feel.

The visit was organised after a day-long national workshop to discuss
and deliberate how museums can be made friendly for people with
disabilities (PwDs). Representatives from a number of museums, along
with NGOs working with PwDs, discussed best practices from across the
world and how they could be implemented in the Indian scenario.

The workshop comes two decades after the government passed the Persons
with Disabilities (Equal Opportunities, Protection of Rights and Full
Participation) Act, 1995, and later ratified a 2007 United Nations
Convention Declaration that reaffirms all differently-abled persons
must enjoy all human and fundamental rights. This includes the right
to freely participate in the cultural life of the community, and to
enjoy the arts.

According to the 2011 Census, India has 27 million differently-abled
persons. The participants felt knowing more and enjoying the culture
and heritage of the country is one of the essential components of
their personal growth. However, their participation in cultural life
and enjoyment of arts has been somewhat restricted due to limited
sensitisation at cultural institutions.

National Platform for Rights of Disabled convener P. Muralidharan said
a majority of institutions have yet to either implement affirmative
action or were doing it without the spirit. There was a call for
museums in the country to popularise the use of Braille, audio systems
and tactile graphics to promote cultural experience among PwDs.

The National Museum revealed its plans to make its exhibits more
accessible to PwDs with the museum opening a tactile gallery this
October. The exhibition was set up in collaboration with the National
Museum, Unesco and NGO Saksham.

FS Reader or any other DAISY player is the inappropriate software to
use to view NVDA's User Guide and Commands Quick Reference documents.

1. The figure of disabled as per 2011 census has wrongly been cited in
the article. The Hindu's another article contradicts  this

It was not expected from The Hindu,uttterly irresponsible reporting.
2. could anybody on the list share more details of the discussed

I am facing problem with my youtube downloader. When I tried to
download the vidios from youtube using youtube downloader I am getting
the video you have requested is failed or unavailable. Friends please
help me in this regards because I need to download some videos for my
job.Previously I brought this issue to the list. I think you might
have responded to my query but unfortunately I am not receiving mails
from acces india list at that time maybe because of some problem. I

I can tell you about the second point. S80U is for the taxpayer himself, and 
s80DD is for his dependent. Expenses for the taxpayer himself will not be 
elegible for benefit u/s80d as he is already covered u/s80U.


Af regards the first point, documented expenses such as bills etc should be 
accepted.

first of all, thank you so much for this info.
just a couple of clarifications required:
1. with respect to the point 1st, what kind of proofs would be
required? The point is broad enough to include a lot of expenses,
which can't be substantiated with evidences in all cases.
2. is this deduction in addition to the deduction available under section 
80U?

In view of the rising cost of medical care and special needs of a
differently abled person, Finance Bill, 2015

80DD of the Income-tax Act so as to raise the limit of deduction in 
respect

of a person with disability from fifty thousand rupees to seventy five
thousand rupees and in respect of a person with severe disability, from

hundred thousand rupees to one hundred and twenty five thousand rupees.

This was stated by Shri Jayant Sinha, Minister of State in Ministry of
Finance in written reply to a question in the Lok Sabha today.
