[AI] FYI: DU permits PhD viva via Skype, adds plagiarism check for thesis

Scholars pursuing PhD at Delhi University can now appear for their
viva through Skype or other modes of video conferencing.
























The varsity has also made it mandatory that the thesis submitted by
the PhD scholars pass a "plagiarism check" and procured specialised
softwares for it.

"Earlier the students had to appear in person for their viva for PhD
programmes. So, the ones who had completed their thesis and were
offered any opportunities abroad, they had to travel back for the
process. Now this need has been done away with," a senior varsity
official told PTI.

"The students willing to appear for viva through Skype or other modes
of videoconferencing need to inform their respective departments in
advance. Similarly, if certain expert on interview panel is unable to
come in person, then the viva will be arranged through similar modes,"
he added.

Following directives from the University Grants Commission (UGC), to
discourage plagiarism in PhD thesis, DU has made it mandatory that all
the theses submitted will be subjected to plagiarism check using
specialised softwares.

"There are certain softwares which are available over the internet too
but they do not yield fool proof results. We are procuring certain
specialised softwares to ensure the scholars cannot do any cut-paste
job," the official said.

The varsity has amended its PhD ordinance in accordance with UGC
Regulation, 2009 (Minimum Standards and Procedure for Award of PhD
degree)and UGC Regulation, 2010 (Minimum qualifications for
Appointment of teachers and other academic staff in universities and
colleges and measures for the maintenance of standards in Higher
Education).

The amendments were approved during an Executive Council (EC) meeting
of the varsity last week.

The varsity has also increased the time span for finishing PhD from
four years to upto 6.5 years.

"The span period for submission of PhD thesis shall be five years,
extendable up to a maximum of six and a half years. In exceptional
cases, the span may be extended after proper justification. Earlier,
the students used to get four years and there was a provision for an
extension of six months," the official said.

While the admission process for PhD programmes varied from department
to department, it has now been made mandatory to admit the students
only through an entrance test.

According to the amended norms, following successful completion of the
evaluation process and the announcement of the award of the PhD, the
University shall submit a soft copy of the thesis to the UGC within a
period of thirty days, for hosting the same in 'Shodhganga repository'
which is accessible to all institutions and universities.

The varsity's move to make plagiarism check has drawn ire from few
teachers who claimed that to eliminate plagiarism the process should
start from the top.

"Why just subject PhD students to plagiarism check? If the university
wants to eliminate the copy-paste tactics it should first screen the
thesis and other works of its recruits.

"The process of intensifying the lens on plagiarism should start from
top to bottom and not vice versa," Abha Dev Habib, an EC member said

workshop on android and IOS platform which are equipped on touch phones on

wish to do so. So I have till now used their two scanners extensively
and did not faced any issues till now. One i.e. currently using is
plustek opti pro A360. this scanner is capable of scanning Large
format scanning of A3 size document up to  scanning speed of 1.65
seconds for an A3 size grayscale document and of 2.4 seconds for an A3
size color document at 300 dpi.

The cost of this scanner is around rs. 65 thousand including all the
taxes. But if you are not very hard on getting the material scanned
faster and can compromise on it i.e. say 3 minute per page then you
can also have look at plustek opti pro a320 which can cost you approx
35 thousand. Both models have the same features only varying with
speed functionality.

Another model is plustek optibook 3800. this is specially meant to
scan the books as it eliminates the book spine shadow and text
distortion associated with books scanned on flatbeds and copiers. It
scans the grayscale page up to a4 size in around 7 secands. Also one
powerful book management software come along with it i.e. Plustek Book
Pavilion.
It is an easy to use application that transforms your printed books,
magazines and bound material into electronic formats such as:
searchable PDF, PDF, TIFF, JPG and BMP. The user interface is designed
to simplify the scanning process and create electronic copies of your
bound material in the fewest number of steps. This model can cost you
up to rs. 20 thousand

I do understand the high cost involved in plustek scanners but it’s
efficiency is certainly very reliable and considering it’s features I
certainly could scan lots of pages.

Summary: Although NVDA functions well in most areas of Windows 10 and
the experience is similar to that in Windows 7 and 8.1, we recommend
that less experienced users delay upgrading to or purchasing a
computer with Windows 10 until further notice. Even for more
experienced users, we recommend that upgrading or purchasing be
delayed until NVDA 2015.3 is released in late August. Advanced users
who wish to test NVDA with Windows 10 before NVDA 2015.3 is released
should consider installing on a computer other than their primary
computer and should carefully consider the information below.
• Until NVDA 2015.3 is released, users who wish to use Windows 10
should use NVDA “master” snapshots, as these include several fixes for
Windows 10.
• Windows 10 introduces a new web browser and browsing engine called
Microsoft Edge. Some experimental support is available in NVDA
“master” snapshots and will be included in NVDA 2015.3, but there are
major problems and this is far from ready for everyday web browsing.
These issues are due to deficiencies in Edge’s accessibility support.
We are working with Microsoft to ensure that these issues are
rectified in future Windows updates.
• In some cases, Microsoft Edge will be set as the default web
browser. Due to the problems with Microsoft Edge, users should choose
an alternative default web browser such as Mozilla Firefox or
Microsoft Internet Explorer.
• In some cases, Microsoft Edge will be set as the default PDF reader.
PDF reading in Microsoft Edge is entirely inaccessible at this time.
Users should use Adobe Reader instead.
• Aside from the Microsoft Edge browser itself, the Edge engine is
used in other features of Windows such as Cortana and for Windows
Store applications designed for Windows 10. Because of the problems
with Microsoft Edge, users may experience problems when using these
features and applications.
• The Mail application that comes with Windows 10 is not currently
accessible. Users should use an alternative email application.
• After the upgrade is initiated, NVDA cannot be run to complete the
final stages of the upgrade. However, users can start Narrator to
complete the upgrade independently by pressing Windows key+enter. Once
the upgrade completes, NVDA can be used as normal.
• Windows 10 will display notifications indicating that NVDA isn’t
compatible with Windows and referring users to this page. These will
be removed once we believe that Windows 10 is ready for use by the
majority of NVDA users.

You can download TheQube from here:
http://theqube.oire.org/

It is a commandline client which is very convenient to use. In other words,
it is not displayed as a separate window on the computer, but can be
accessed from wherever you are on the computer using specific keystrokes. 
TheQube is a free client.

Another commandline Twitter client that is popular among the blind is
Chicken Nugget. This is very similar to TheQube as regards the shortcut
keys
used, and was developed by the same guy who pioneered the concept of
commandline Twitter clients for the blind with the introduction of Qwitter,
which is now obsolete. 
Chicken Nugget costs $15.

Try TheQube to begin with. If it does not work on your computer for some
reason, then explore Chicken Nugget.

I just want you to be careful what you say. In the case of disability 
matters  the Courts have been extremely fair and have gone out of their way 
to help.
Just for your information if it the Bombay High Court had not set the 
guidelines for writers in 2006 we would have all still had to live with the 
CCPD guidelines of 2003. If you havent read these old guidelines then you 
should before attacking the judiciary.

Do not make bold and bald statements however you have the Freedom of Speech.

Yes, the complaint may be made to UGC/HRD, but don't waste your

2. My examination centre was in Bosco Public School Pashchim Vihar
Delhi. And to my disappointment, CBSE officials didn’t give writer-fee

fee to those scribes who were arranged by the schools. I argued that
when authorities had verified the documents provided by my scribe and
he fulfilled the criteria recquired for writing the exam; why this
different treatment meted to him? The CBSE representative again
telephoned to the head office and was informed that the CBSE
formulated the policy where scribes braught by the candidates would be
provided no remuneration. I ask why this discrimination? If need
arises I’m determined to go to the Court against the UGC and the CBSE.
We’ve faced enough humiliation. Its no more be tolerated. I urge other
candidates to share their experiences,we will collate, compile, then
correspond with the UGC, CBSE and the HRD Ministry.

You can download TheQube from here:
http://theqube.oire.org/

It is a commandline client which is very convenient to use. In other words,
it is not displayed as a separate window on the computer, but can be
accessed from wherever you are on the computer using specific keystrokes. 
TheQube is a free client.

Another commandline Twitter client that is popular among the blind is
Chicken Nugget. This is very similar to TheQube as regards the shortcut keys
used, and was developed by the same guy who pioneered the concept of
commandline Twitter clients for the blind with the introduction of Qwitter,
which is now obsolete. 
Chicken Nugget costs $15.

Try TheQube to begin with. If it does not work on your computer for some
reason, then explore Chicken Nugget.

The first-ever exercise by the CBI to map registered NGOs has
disclosed that India has at least 31 lakh NGOs — more than double the
number of schools in the country, 250 times the number of government
hospitals, one NGO for 400 people as against one policeman for 709
people.

These statistics, indicating the relative status of education and
healthcare infrastructure apart from policing, have come to light
after the CBI collated information from all states and Union
Territories to list NGOs registered under the Societies Registration
Act.

The CBI has been directed by the Supreme Court to collect information
about NGOs and inform whether these NGOs have filed balance sheets,
including income-expenditure statements, to ascertain compliance with
accountabilit

According to the affidavit filed by the CBI in the Supreme Court
Friday, there are a total of around 31 lakh NGOs in 26 states.
Karnataka, Odisha and Telangana are still to adduce information about
the number of NGOs, so the total number of NGOs will be more than 31
lakh. Besides, more than 82,000 NGOs are registered in seven Union
Territories.

The total number of schools in the country is around 15 lakh, as per
the data compiled by the Planning Commission of India in 2011. The
commission had calculated the number of schools, classifying them as
primary, upper primary, secondary, lower secondary and higher
secondary. The number inheres the peril of duplication since one
school building may have primary as well as upper primary schooling —
more than one level of education in the same building.

In March 2011, total number of government hospitals in the country was
11,993, with 7.84 lakh beds. Of these, 7,347 hospitals were in rural
areas with 1.60 lakh beds and 4,146 hospitals in urban areas with 6.18
lakh beds. The number of NGOs also exceed the number of policemen in
the country.

According to the National Crime Records Bureau data in 2014, there
were 17.3 lakh policemen across the country, as against a sanctioned
India has 31 lakh NGOs, twice the number of schools, 250 times number
of govt hospitals strength of 22 lakh. This accounts for one policeman
for 709 people. Add 13 lakh armed forces personnel to the number of
policemen, and the total number of NGOs will be equal to the combined
strength of both.

Among the states, Uttar Pradesh tops the list with more than 5.48 lakh
NGOs, followed by Maharashtra which has 5.18 lakh NGOs. Kerala comes
third with 3.7 lakh NGOs, followed by West Bengal with 2.34 lakh NGOs.
Of the 82,250 NGOs in the Union Territories, Delhi alone has more than
76,000 NGOs.

Less than 10 per cent of the NGOs have complied with the requirement
of submitting balance sheets and income-expenditure statements with
the Registrar of Societies. Of around 30 lakh NGOs, 2.9 lakh have
submitted financial statements.

In Kerala, none of the 3.7 lakh NGOs have filed details since the
state law does not mandate it. In Maharashtra and West Bengal, only
around 7 per cent of NGOs have been filing such details. Other states
also had poor records.
The CBI has told the court it will complete its exercise in the next
two months after Karnataka, Odisha and Telangana also furnish the
requisite data. Next week, the court will take up the PIL filed by
advocate M L Sharma who has sought a CBI inquiry into affairs of all
the NGOs lacking accountability.
