using computer generated speech or recorded human voices to read out a
series of numbers that are difficult to distinguish from generated
background noise or helpless us to bee depend sighted person.
Is it possible to understand without help? If yes tell me.

[AI] Finding a suitable personal assistant if you're disabled

2015-08-03 Thread avinash shahi
What do you say Indians?
http://www.bbc.com/news/blogs-ouch-33723099
When the relationship between a disabled person and their assistant
works well, it can be fantastic. When it doesn't, it can be
disastrous, says Rupy Kaur.

I first became an employer at 15 during my GCSEs - an additional
stress most young people don't have to think about. I needed to take
on a personal assistant (PA) to help me with daily care tasks like
dressing, going to the toilet, preparing meals, and also doing admin.
I have cerebral palsy, a neurological condition that affects my
movement.

Under a new widely welcomed scheme that started in 2001, the council
gave me money to recruit my own assistants - they weren't allocated to
me by the local council. Although these direct payments gave me the
choice and power to hire and fire, at that age I had no idea how to
recruit a good PA.

I didn't know what to ask them at interview stage, how to write a
contract or legally protect myself, let alone how to pay them. But I
now had that responsibility.

The council helped me find a few contenders but, due to my lack of
experience, the only question I really wanted an answer to at the
interview was whether they would feel comfortable wiping my bum. When
they answered yes, I thought it was enough evidence to show me they
were suitable for the job.

Rupy with her BBC three pa

As part of a documentary for BBC Three, Rupy was teamed up with a new
personal assistant

During my time as an employer, I have worked with many PAs - on
average 10 a year. There have been some ups and downs. A few PAs
caused me problems. They were often late, ignored my needs, talked
about how drunk they'd been over the weekend and about intimate
details from their personal lives.

As it was the only way that my personal care needs could be met, I
went along with it. They were the people I was relying on when I was
at my most vulnerable. They were my hands and legs, and it felt like
they were the ones who were in charge. I certainly did not feel like
an employer.

Incidents included writing their own cheques for payment and
exaggerating the hours they had worked. Cheques would also be signed
on my behalf. I felt I had no support to manage the situation and was
relieved when they left of their own accord.

I've had PAs who have stolen from me, played games on their phones
when they should have been writing my lecture notes, let me down at
the last minute... the list goes on.

Two insisted on working in a pair, which meant my budget was eaten up
more quickly than it should have been, so I didn't have enough funding
to cover extra shifts.

But I look back now and realise that these negative experiences have
made me more resilient and a better employer.

I now have an accountant that manages payroll, have sound legal
contracts, and I am ruthless when I am hiring. I have compiled a
15-page handbook for my new employees to read - not because I'm fussy,
but because I have complex needs that would take months to explain.
It's just easier this way.

I have managed to recruit PAs over the years who match my personality,
understand my needs and who have become friends while still
understanding the boundaries.

For me, a PA is what it says on the tin. I need assistance in order to
live my life the way that I want to. I don't need a carer as I don't
need caring for. I am an autonomous person with the capacity to make
my own decisions, and I need somebody who is able to assist me to
achieve my goals.

Indians?
We don't have money for such types of extravagances!

But, yes, PA means telling me if a pit is ahead, whether I want to plunge into
it or not, is my own choice.

Situation becomes really complicated when Pas or escorts are voluntery, family
members or so.
Boundaries between assistance and advising/dictating become fuzzy.

It was unfortunate that Mr Abidi spoke with contempt for many. The
arrogance was palpable throughout the interview which was enough to
discern and comprehend that he is a dictator par excellence. That's
precisely the reason for his ouster from the Chair Post of the DPI.
His reasoning for defending his comment given to the telegraph paper
about Braille outdated is farce. He emphasized on contextualizing
his statement and stressed upon respecting democratic values such as
freedom of expression. He however didn't talk about why committed
disability activists don't want to work with him. He also urged to
work as cross-disability movement and expressed agony on the plight of
people with learning disabilities who are yet to be recognized by the
law. We are equally concerned about them but this should not be the
sole criteria for letting a black law be passed. Big brotherly
behavior and patronizing jesture is contrary to the ethics of identity
disability movement. Cross-disability movement is an idea which is
fraught with inherent contradictions. Countries such as USA, UK,
France and other Nordic nations are struggling to bring everybody on
the same table. India is a large country and disability discourse
should not be hegemonised by the people sitting in Delhi. Inherent
tensions are bound to surface which is inevitable. During the
interview Mr Abidi sheepishly laughed about why he is given too much
importance and maintained who is he who only has 3 room NGO located in
South Extension. Well, Smriti Irani had no mass-base support and lost
elections yet is our HRD minister and the youngest cabinet minister. I
hope this analogy makes my point clear... Its good Mr Abidi spoke and
expressed himself in pretty informal manner on a public broadcast..

[AI] Odia Paralympic athlete grabs medals at US event

2015-08-03 Thread avinash shahi
http://www.telegraphindia.com/1150803/jsp/frontpage/story_35125.jsp
National Wheelchair Fencing Championship organised by Odisha
Paralympic Association in Bhubaneswar. Telegraph picture

Bhubaneswar, Aug. 2: Paralympic athletes of the state are slowly but
surely making a mark in international sports.

While a few of them are part of the ongoing Special Olympics in Los
Angeles with Bargarh school boy Rajesh Meher winning a gold and a
bronze medals, another athlete is preparing for the Rio Paralympics in
2016.

At the Special Olympics World Summer Games, the 14-year-old Meher
bagged a gold medal in the 200-metre sprint and bronze in a 400-metre
race on Thursday. Groomed by his school headmaster, Meher, who has a
form of mental disability, had also won a gold medal in the National
Games in 2013. Two other Odia para-athletes are taking part in the
event. Sarita Routray, who hails from a slum in Bhubaneswar, is
competing in cycling events in one, five and 10km categories and
Arpita Mohapatra is coach of the Indian swimming team.

V. Ramesh Rao is preparing to clear the qualifiers of the Rio Olympics, 2016.

I had done well at an event in Canada to be chosen to appear for the
qualifying events. There are few events before the Rio Paralympics and
if I perform well there, I can qualify for the Paralympics in 2016.
That is my ultimate dream and I am working hard for it, said the
wheelchair fencing sportsperson from Ganjam.

Odia para-sportspersons are excelling even without much training
facilities available here. Last year at the Para-Asian Games in
Incheon, South Korea, Odia badminton player Pramod Bhagat won a
bronze. In 2008, Markand Reddy from the state represented Odisha in
the Paralympic athletics.

The infrastructure may not be there but some financial support is now
coming from the state government, said Bishnu Charan Sahoo, who has
been grooming Odia physically-challenged sportspersons for a long time
and is also vice-chairman of Paralympic Committee of India.

We were struggling for financial support a few years ago. But now we
are glad that Odia paralympic sportspersons are given cash awards with
the general sports persons during the state-level function. Many of
our para-athletes and other sporting members have been awarded cash
awards of around Rs 50,000 for their achievements at the national
level. In fact, for his feat in Asian Games, Bhagat was given Rs 12
lakh. Since the awards are same as the general sports persons, we feel
really encouraged, said Sahoo.

While the state government has allowed Odisha Paralympic Association
to use any stadium or infratructure under Sports Authority of India
free of cost for practice and training, the grooming of players in the
wheel chair basketball and fencing is a challenge with no proper
trainers available.

[AI] Interesting read: Through the eyes of a blind person

2015-08-03 Thread avinash shahi
You don't look blind, people tell the Auckland mother of two, who
lost her sight seven years ago as a side-effect of an autoimmune
disease.
You don't look stupid, but you are, she wants to retort, in her rich
Scots lilt. My question to the world is: 'What is a blind person
supposed to look like?'

Friends, not only the person from benglor, there are huge blind people
(including me) who wish to learn android or touch interface, but it will not
possible for us to come to this place, as we are very far from this place.
So it would be very best if the whole session has been recorded, so that we
could also benefitted from this workshop. Thanks.

[AI] Geeta, a hearing and speech impaired Indian woman, has been stranded in Pakistan for past 15 years

2015-08-03 Thread avinash shahi
http://www.dawn.com/news/1198137/swaraj-asks-raghavan-to-meet-indian-woman-stuck-in-pakistan-report
NEW DELHI: Indian External Affairs Minister Sushma Swaraj directed
India's Ambassador to Pakistan Dr TCA Raghavan to pursue the case of a
hearing and speech-impaired Indian woman who has been stranded in
Pakistan for at least 15 years, said a report published on Hindustan
Times.

In a post on Twitter on Monday, Swaraj said: I have asked Indian High
Commissioner to Pakistan Dr TCA Raghavan to go to Karachi with Mrs
Raghavan and meet this girl.

She was responding to Ansar Burney's tweet who, following the success
of Bollywood flick Bajrangi Bhaijaan which features Salman Khan
overcoming all odds to take a deaf and mute girl back to her relatives
in Pakistan, has launched a fresh campaign to reunite the woman with
her family in India.

Burney, who will be in India in September to meet the Dalai Lama in
Dharamsala, acknowledged the fresh effort to find the woman’s parents
was because of the success of the film in both countries.

Burney jokingly said it seemed the Bollywood film was inspired by his
efforts in 2012 to find Geeta’s family during a visit to India.

HT had earlier reported efforts of Pakistani activists to unite the
woman with her parents and relatives.

While no one knows the real name of the girl, activists refer to her as Geeta.

I went to India three years ago with photos and video of Geeta to try
and find her family but I couldn’t trace any leads. My trust has
started a cross-border campaign to try and find Geeta's relatives so
that she can be handed over to them, Burney told Hindustan Times on
phone from Britain.

Geeta now lives with Bilquis Edhi. This information has been
independently verified by Dawn.com.

The girl, whose age is about 22 to 24, keeps telling me through
gestures that she wants to fly back home in an airplane. Sometimes,
she cries a lot. I pray to Allah that she is reunited with her family
soon, Bilquis told Hindustan Times.

The woman apparently entered Lahore on a train from India almost 15
years ago. She was found by police and sent to a state-run shelter.

Geeta’s inability to communicate caused a lot of frustration and she
was moved from one welfare home to another as she often tried to
escape and quarrelled with staff, Bilquis said.

Efforts made by the authorities to trace her family in India produced
no results and she was finally sent to Karachi. She looks much younger
than her actual age because she’s very short, she said.

Dear Listers:

Greetings from the Eyeway Helpdesk!

Follow below the Daily Eyeway Alerts:

1. News-

Disability is a state of mind, as these great personalities have pointed
out. Life becomes dysfunctional only when we are paralysed by our lack of
will to perform, and disabled when we lose the determination to break the
shackles preventing us from achieving what we can. Here are several
differently-abled persons, who have proved that even when you don’t have
hands, legs or eyes, you can succeed in life. All you need is willpower and
determination to achieve heights that even able-bodied people would find
difficult to reach. Journalist by profession and activist at heart, Javed
Abidi has stood the test of time and emerged as a leader fighting for the
rights of the differently-abled. He was diagnosed with Spina Bifida, a
developmental congenital disorder caused by the incomplete closing of the
embryonic neural tube, that caused permanent nerve damage in the spine.

20 with visual, hearing impairment take part in archery camp. For, Bharath,
an ITI student, who suffers from speech and hearing disability, aiming and
shooting an arrow at the target was like a dream come true.

“I had watched it in television serials like *Ramayana* and *Bharabharata* .
Today, I was fortunate to touch and feel the bows and arrow, and take aim
at the target”, said Bharath, a native of Kyathsandra in Tumakuru district,
who is pursing his studies at the ITI set up by the National Association
for the Blind (NAB) in Mysuru. More at

*In a major initiative, people with disabilities will be able to easily
access government websites across the country as steps are being taken to
enhance their features. As many as 6,000 websites of the Centre and state
governments would be covered out of which 50 per cent would be made fully
accessible for differently-abled people by July next year, according Social
Justice Department sources. The Centre is planning to engage web auditors
to enhance the features of these websites to make them user-friendly for
Persons with Disabilities (PwDs). More at
