Accessible India taking shape – A Conversation
On December 3, which is celebrated as the International Day of Persons
with Disabilities, PM Modi will unveil a new index as part of
‘Accessible India’ campaign, which will rate companies across public
and private sectors for disabled-friendly initiatives.
The proposed index will give credits to companies for
disabled-friendly office buildings, the number of disabled persons on
their rolls, investment in training and career development of the
disabled staff and the quality of facilities provided to them.
When Prime Minister Modi visited Silicon Valley last month, inviting
companies to help India solve its problems with new technologies, it
gave a boost to many who have been trying to help our specially-abled
people.
Pranav Desai, founder of group ‘Empowering the Specially-Abled’, has
been promoting the cause of empowering the specially-abled people in
India.
He has raised the issue in his write-ups stating that there are
hundreds of companies in the US including Microsoft who are operating
in assistive technology sector – developing new products, innovation
to help visually impaired or autistic children and address many types
of disabilities to enable them live independently and empowered them
to live with dignity.
In an interview to Niti Central, Pranav Desai talks about how Prime
Minister’s visit to Silicon valley has raised many possibilities for
India in Assistive Technology sector and how it can help our
specially-abled.
How do you think PM Modi’s Silicon Valley visit has or will have any
impact on equipping India better with assistive technologies?
First of all we have to understand what is assistive technology? It
basically enables people to read or to learn, to communicate. So,
there are various apps on the mobile devices as well as tools and
devices to work with the computer and communicate and do certain
things which are really otherwise impossible for children with Autism
or certain other disabilities. Definitely there are the huge
opportunities to empower and enable people with disabilities in India.
However the challenge is the price point, affordability because these
are extremely high cost products – if it’s software application or the
device – both the way.
That’s why we have to really inspire our Indian community in Silicon
Valley and that is where when Prime Minister of India had come to
Silicon Valley, talked a lot about on Digital India, especially in the
dinner with Sundar Pichai and Satya Nadella. It has given a very good
signal to the Indian community entrepreneurs, venture capital
communities, social entrepreneurs etc. that you know there is a huge
opportunity and government commitment, resources etc. to promote the
vision of Digital India and Make in India.
Now, assistive technology is obviously subset of that in terms of
technology, so, that is something I give very specific example of
because I met the PM in the hotel before the Digital Dinner. And in
that I also could meet Sundar Pichai and Satya Nadella briefly. PM
gave me time to understand the issue and solutions. Sundar also told
that yes we need to do a lot into this sector.

So it certainly has created a very good awareness among the highest
people, the likes of Satya Nadella and Sundar Pichai about India’s
readiness to invite investments and promote the innovation into this
sector.
You say that Indian society is yet to become fully inclusive,
accessible, and respectful of rights of 70 million people with
disabilities, to provide them with opportunities and accept them into
mainstream society. So to achieve this, what do you think should be
the way ahead for the government?
Major thing that the government can do is set up special economic
zones with specific benefits or incentives, to invite the investments
and promote the manufacturing of those equipments and become a global
hub.
Can PM Modi’s Digital India and Make in India programmes help in achieving this?
Yes, I do believe so, because these initiatives are obviously very
broad. With the vision and the specific programmes like SEZ and
incentives etc, it has to go along with the IITs and innovation and
it’s a 360 degree initiative but the intention is that under such
initiatives, things can be taken – the vision can be taken to reality
lot better.

Hi All,

I hope this message finds you well. As many of you might know, I am a
law student from Nagpur and am exploring the possibility of venturing
into law practice after completing my education. To that end, I would
like to set forth the key challenges that I have faced thus far in my
internships which have prevented me from contributing to the work of
the firm or lawyer that I was working for in the most optimal way. I
would be very grateful if you would be so kind as to share any
strategies that you may have adopted to confront these challenges or
that you think can be done for ushering in meaningful systemic reform.
1. The quality of the scanning of pleadings on the e-courts platform
is so poor that it is very difficult to meaningfully comprehend a
large portion of the content that is absolutely indispensable for
appreciating the full picture of the case. Some part of the
plaint/written statement/ lower court decision may be available in a
high court regular first appeal, but one can barely make out the
details in a sufficiently comprehensive manner or analyze the content
of the annexures. Has anyone faced any challenges while accessing the
e-courts platform, and what steps have you taken to confront these
challenges?
2. If you are working for a lawyer, a substantial portion of the
material (charge-sheets in criminal cases, for example) are in
hard-copy, so the only way to access this type of material would
involve getting it scanned or demanding that you be provided sighted
assistance for accessing this type of content. This problem is further
compounded by the fact that a fair bit of material is also handwritten
or shabbily written, so scanning doesn't help in such cases. How
efficient/feasible would it be to demand personalized sighted
assistance, and in which environment do you think is reasonable
accommodation more likely to be provided - in a large law firm, which
certainly has the financial resources and manpower to provide the same
but whose pressing client needs may prevent you from making a
meaningful contribution to the work or in a smaller setting under a
practicing lawyer who may have resource constraints but may be able to
give you more personalized attention and help you engage in more
fulfilling work?
3. How accessible do you find the high court websites (if you have had
any opportunities to visit any of the 24), and in what way do you
think they could be more accessible?
4. In terms of the physical and digital infrastructure, do you find
original courts or appellate courts more accessible? Are there any
particular examples of accessible courts or tribunals that are worth
emulating?
We are planning to submit representations of proposed changes to the
powers that be -- such as Chief Justices and puisne judges -- to seek
their assistance in addressing these challenges, so your inputs would
be invaluable.

With reference to the editorial, "Keeping abreast" (October 23), the
national judicial education strategy should have included disability
and litigation. Given that India ratified the UN Convention on the
Rights of Persons with Disabilities way back in 2007, inclusion of
disabled litigants in the strategy would help them, particularly in
divorce cases. Should a petitioner be granted divorce on the grounds
of cruelty, if the respondent is a disabled person? Courts should be
extra cautious in granting divorce when one of the two parties is a
disabled person.

The government has launched the Accessible India campaign as part of
which companies - both in the private and public sectors - will be
rated for disabled-friendly initiatives. There should not be any
discrimination against employees with disabilities. India needs a new
law for disabled people, along the lines of the Americans with
Disabilities Act. Unfortunately, the Indian law, Persons with
Disabilities (Equal Opportunities, Protection of Rights and Full
Participation) Act, 1995, is weak in its enforcement.

One hopes that things change for the better given that a few companies
in the India have already initiated steps in this direction.

do the following:
Open google sheets in Mozilla firefox.
Once it is opened, press alt+ctrl+s.
Then turn off virtual cursor by pressing jaws key+z and navigate using the
standard sheet navigational commands.
You would need to turn on virtual cursor in order to switch to another
sheet.

Hi! I was also facing the same problem. but now I resolved it.
just go to device manager.
press tab and down arrow. select display adapter. and right arrow.
choose mirror display driver.
press application key and select update software option.
it will ask. search automaticly?
press ok.
aftersometime software will update.
now repare your jaws.

I’ve just come from the UGC Office where police gruesome crackdown on
students’  was in full flow with impunity.   Today’s  evening, I
witnessed the horror display of highhandedness.  The Police barbaric
assault on peaceful students’ protesters at UGC was highly atrocious.
They whielded Lathis on girl students ceaselessly. They didn’t spare
blind students and abused them with derogatory remarks. Its irony that
common policemen don’t realize that if the non-NET fellowship
discontinues and not enhanced,  their own children will not be able to
pursue research ever in India. They don’t understand that education is
a right its not a service which the WTO wants to dictate with
conditionalities. Its high time we don’t buckle in and continue our
rightful protest with more elan and resolute. Please assemble at Kamla
Market Police Station near New Delhi where our friends have been
detained and facing intimidation from the police. Lets join hands to
resist the brutalities of authoritarian regime which is mad in
crushing democratic voices and dissent. Please come in thousands to
join the protest not only tonight but in the upcoming days as well.
I’m sure if we don’t get together now, it will be too late and this
government will crush university life and critical thinking forever.

In today’s world of self-obsession, it is indeed an endearing sight
when a differently abled person makes an effort to reach out to aid
those in any kind of distress. Paschimbanga Agragami Andha Samiti
(West Bengal Association for the Visually Challenged, PAAS), is one
such organisation in West Bengal’s Kareya Kadabagachi that is run by
visually impaired people. It is a shining example of how one can
survive odds and overcome any challenges if one is determined. PAAS
was formed in 2008 and began with a simple step of teaching Braille to
the visually impaired. Having come a long way since its inception,
this organisation now actively engages in training the needy and
helping them earn their daily bread. PAAS has reached out to people
with visual impairment from diverse backgrounds including hawkers,
singers and beggars. It has time and again contributed to
disaster-affected victims and intends to continue doing so with
whatever available means.

am facing problem of drivers in my Hp compaq 15-s104Tx Laptop.  I have
perchased 3 months back from Amazon online shopping website. Its come
with free loaded Doss OS. problem is They did not provide the related
Driver CD. its 64 bit laptop. I removed Doss OS, and instaled
Windows7.x4 32 bit OS. Now I am unable to find out the related all
drivers 32 bits. I want to use Wi5 on my system. But not getting
proper drivers. I also have searched wi5 drivers for my window7.x4 32
bit Hp compaq laptop. But, in that website only 64 bit drivers are
available to download. But not 32 bit to download there. So, friends,
again below I am pasting my laptop details. I am using, i5 HP
Compaq15-s104tx, windows7 x4. 32 bit. But, I am not getting proper Wi5
drivers to instaling. I called to, hp customer care, they are telling
me to change OS. Mean I have to instal 64 bit. This laptop support 64
bit drivers. Atleast I need any other company wi5 32 bit version to

I think, 64-bit OS is a better choice as NVDA works fine on it. Jaws has 
also 64-bit version. Otherwise, you may purchase a d-link adapter at a cost 
of Rs. 650. Driver cd is provided with it.

Boss, try to contact to hp. They will definitely solve your problem. I had
also the similar experience with wifi drivers. Once I've contacted hp, they

I think as a rule blind people are not more tactile than sighted, although I 
fail to understand why it is so.
Non-blind too do not recognize this tactile need of blind.
Even handshake is not the norm in today's India, particularly not with opposite 
gender.
Though I know of friends who seek tactile exploration of others sometimes to 
know their facial features, it is an exception I think.

One of my distinguished professors calls this situation "Cultural diabetes".


One of the reasons for this me thinks is non-assertion by blind themselves and 
another is we in India do not distinguish between loving touch and s exual 
touch, let alone touch as a means of communication for blind.

The matter relating to the proposed interview with S. K. Singh, the Honorary 
Secretary General elect of NAB (India) has been resolved by Radio Udaan. Let us 
close this issue here. I am sure that most of you would have listened to the 
interview by the anckar with me and Dr. Vimalkumar Dengla, mot with S. K. Singh 
and the points put forth by all the sides. It doesn't matter to me, who wins 
and who looses the election, but the process has to be clean and that is all.

Dear Ram,

As far as I know strictly speaking, this cannot be done; however,
there is a way out if you are using Iphone, (maybe even Android bugt I
am not sure).

Copy your message text with edit rotter or triple tapping and paste
the same thing into a new note and share the same with an app like
dropbox or google drive on your Iphone .  Assuming that your dropbox
or google drive are linked with your dropbox or google drive PC
version, you could get the same message on your PC in notepad and then
you can of course do whatever you need to do with it on PC such as
save as MS Word document etc.

I understand that this sounds complicated but actually it is not so
complicated.  This should not take you more than 3/4 minutes.

Hello,

It all depends on what you have to contribute to a group. If they find
your conversations interesting, your vision impairment isn't really a
barrier in socialising. If the interest don't match then you can't
really blaime your vision impairment at all. We tend to corelate every
negative/ positive happening in our life to our vision impairment
which might sound flashy from a researcher's prospective but it isn't
practical at all.

One of the reasons for this me thinks is 
non-assertion by blind themselves and another is

touch and s exual touch, let alone touch as a means of communication for blind.

Steel, Government of India and a multi locational, multi product and
consistently profit making Mining & Mineral Exploration Organization with a
turnover of more than Rs.12,000 crore is in the process massive expansion
and diversification activities both in India and abroad.




The Company is having its iron ore mines located in Bailadila,
Chhattisgarh, Bellary (District), Karnataka and Diamond Mining Project in
Panna, Madhya Pradesh.



NMDC is now looking for suitable persons for the following post to be
deployed in its Bailadila Iron Ore Mine, Bacheli Complex, South Bastar,
Dantewada (C.G.).





Post: Miscellaneous Attendant (Trainee) (RS-01)

No. of posts: 07 for Partially Blind

Pay Scale : Rs.11000-19410 /-

Minimum Qualification: 8th Pass





Persons with Disability means a person suffering from not less than 40%
(Forty Percent) of disability as certified by Medical Board/Competent
Authority duly constituted by Central or State Govt. A disability
certificate in the prescribed format issued by Medical Board/Competent
Authority for the purpose of employment must be enclosed along with

application form.





The selection of the above post will be through written test & other 
test,
if required and interview.



All out-Station candidates appearing for written test & practical test /
interview will be paid TA of IInd Class Railway/ Bus fare by shortest route
on production of original Railway/Bus tickets.



For the selected candidates duration of training will be 18 months.



Stipend is payable during the period of 18 months training is as under:



1st Year: Rs.11000/-



Next 6 Months: Rs.11500/-
