Moreover, to my knowledge no teacher in TN use to write it and because of me they shouldn't be forced to do as I do as officials usually don't understand the practical difficulties of us. infact how many VI teachers has access to computers? Yet, what may still go against the industry is if the Pay Commission’s recommendations are implemented as soon as the report is submitted. This will mean that the implementation may not have any retrospective impact, unlike in the past, and that will lead to less or no lump sum amount as arrears in the accounts of government employees, which in turn may not have the desired impact on auto sales. However, a historical analysis of auto sales shows that arrears and pay hikes of government employees have led to immediate spike in the purchase of two-wheelers and passenger vehicles in the country. For example, when the government implemented the Sixth Pay Commission report in 2008, sales of passenger vehicles grew 19.45% to 2.22 million units in 2008-09 and 21.18% to 2.8 million units in 2009-10, according to data provided by the Society of Indian Automobile Manufacturers (Siam). Sales of two-wheelers grew 16.11% to 9.7 million units in 2008-09 and 31.22% to 12.73 million in 2009-10. During this period, the total remuneration of Central government employees alone went up from Rs.45,962.60 crore in 2007-08 to Rs.73,717.80 crore and Rs.96,589.70 crore in 2008-09 and 2009-10, respectively, according to data provided by the Centre for Monitoring Indian Economy. Pay packages of government employees rose by an average of 35%, as per the recommendations of the Sixth Pay Commission. They also received arrears for more than 30 months due to delay in the implementation of the report. The Sixth Pay Commission had submitted its report a little ahead of its deadline on 24 March 2008. The revised pay scales were implemented retrospectively, starting 1 January 2006, while recommendations relating to allowances were implemented prospectively. This was also the period when the global economy was grappling with economic recession and car sales in India were helped by the Indian government’s move to reduce excise duty by 4 percentage points to 8%. Following the Fifth Pay Commission report that was implemented in September 1997, sales of passenger vehicles jumped 33.19% to 689,000 units in 1998-99 and two-wheeler sales grew 11.74% to 3.64 million units. When the Fourth Pay Commission report was implemented in 1987-88, sales of two-wheelers jumped 11.37% to 1.55 million in 1988-99 and 11% to 1.75 million in 1989-90. Sales of passenger vehicles grew 12.38% to 219,000 in 1988-99 and declined 2% in 1989-90. Those were the days when India was still opening to globalization. From the Seventh Pay Commission, there are expectations of tweaks to retirement age, performance-linked pay and flexible work hours for women and employees with disabilities, apart from pay hikes. In August, the government extended the Commission’s term by another four months till 31 December to give recommendations. The recommendations were expected to be effective from 1 January 2016. If there are delays, the pay revisions would again be done with retrospective effect. India employs at least 4.8 million Central government employees and 5.5 million pensioners and over 10 million state and local government employees. An increase in their salaries will open up an ocean of opportunities for Indian auto makers, some of whom are still recovering from a prolonged slowdown that started in 2012. Passenger vehicle sales have grown 6.22% to 1.33 million units during April-September, while sales of two-wheelers have declined 0.36% to 8.11 million units. Because Rath and her siblings could see a little in the beginning, there seemed some hope of recovery. But with their vision deteriorating over time, it was clear they would never be able to see. All four, three girls and a boy, have retinitis pigmentosa, a rare, genetic disorder that gradually breaks down cells in the light-sensitive tissue lining the back of the eye, known as retina. Until she was seven, Rath could read in sunlight or in a well-lit room. But as the disease progressed, it became impossible for her to read or recognize faces, making her one of over 2.3 million visually impaired women in India. Children with disabilities rarely progress beyond primary education. An estimated 90% of children with disabilities in the developing world do not go to school. In India, 38% of children aged between 6 and 13 with disabilities were found to be out of school, according to a January 2014 UNICEF report. An earlier study by the World Bank noted that children with disabilities are five times more likely to be out of school than children belonging to scheduled castes or scheduled tribes. When her father left, the joint family also withdrew its support. It adopted the attitude of “jab beta nahin, toh bahu kaise (when the son is gone, how can there be a daughter-in-law)”, she says. So Rath’s mother, who had never worked before, began supporting the family, sure of only one thing: she wanted her children educated so that they could be independent, unlike many families in India, for whom a disabled woman is a “burden” and “fits well into the stereotype of passivity and dependency”, as a 2007 report done by the Society for Disability and Rehabilitation Studies, for the National Commission for Women, states. “There is gender discrepancy in education in this country. This multiplies in the case of a disabled girl. She is the least of the priorities of her parents when it comes to education because they assume no one will marry her and she will never get a job,” says Asha Hans of the Shanta Memorial Rehabilitation Centre, a voluntary organization working for the disabled. A nationwide survey on the status of disabled students in leading Indian colleges, institutes and universities, conducted by the National Centre for Promotion of Employment for Disabled People in 2015, found that disabled students comprise a mere half percentage point of the total of over 1.5 million students enrolled in the top 150 colleges across the country. Of these 8,449 disabled students, an overwhelming 74.08% were men and only 22.07 % were women. The streams with maximum enrolment of students with visual impairment, like Rath, were science (57%), arts (55%) and commerce (42%). Rath’s journey started in a ‘normal’ school, as she calls it. The other 24 students in her class had no disability. Even though she could read and write in bright sunlight at that age, the teacher chose to ignore her. “She didn’t even acknowledge me as a human being, leave alone a student,” she says. During roll call, for instance, her name was skipped, as if she was invisible. Leaping to Learn: Part III The high price of dreaming After primary school, Rath managed to get admission to the President Estate School in New Delhi. It was here that two teachers gave her special education lessons during free periods. Rath learnt to read Braille. Illiteracy levels are high across all categories of disability, but mostly so for children with visual, multiple and mental disabilities. One out of three blind people in the world lives in India, according to the Blind Foundation of India. There are approximately two million blind children in India and only 5% receive any education. The Right to Free and Compulsory Education Act, 2009 focuses on inclusive education, stating that all students, whether disabled or otherwise, must have access to education in mainstream schools and colleges. But with discrimination entrenched in the social fabric, an inflexible curriculum, bullying by classmates and the paucity of trained teachers, educating the disabled becomes all the more challenging. For disabled girls, attaining education seems like an insurmountable task, battling not just the lack of infrastructure for all differently-abled students but additional stigmatization,

This problem in my understanding has to be sorted out by your employers. They are commited to providing an accessible work environment. Please take this up with your IT department. I am sure someone on the list who is tech savvy might give you a way around your problem. In Delhi, neither the sighted teachers nor the visually impaired have to make any lesson plans. Of course, they have to maintain a teacher's diary. This diary is weekly checked by the head of the school. However, no H O S forces the visually impaired to maintain the diary. Although, sometimes, they keep on asking questions about the said diary. Many of my teacher friends maintain the diary in Braille. But nobody checks and signs the same as none is able to read and verify the text in the diary.
