in our  postal department nothing is clearly mentioned about visually
challenged persons in all guidance.
the same case in PLI.
I read the PLI guidance.

sadly they didn't mentioned anything about accident benefit for blind.
so I apply RTI regarding this issue.
so I  will intimate you after getting reply from them.

But only few RRB division issued very less no

Hwvr though will find many information how to approach but I will suggest u
..based on my experience

class 10th admit for proof of date of birth, adhar/voter id card
for address proof, 2 photo, railway concession, disability certificate (
self attested ) though in my case demanded to be done by gazated officers
and

an application address to DCM ( COMMERCIAL MANAGER ) O/o the divisional
railway manager [DRM].

Better to send by post ( speed post )
so that later u can follow up

Though no certain time limit DEFINE
But depend of Division it may takes 3-6- or even more month

Practically its can be issue in 1 week if already certain activities (
official & technical ) done by concern division

Chennai: In a novel initiative aimed at improving voters'
participation in the assembly polls, the Election Commission is
considering ferrying persons with disabilities (PwD) and senior
citizens to polling booths in Chennai.

"Differently abled persons and senior citizens residing in care
centres would be transported to the polling stations. We are
contemplating carrying it out on a pilot basis," corporation
commissioner and district election officer B Chandra Mohan told TOI.

With the Greater Chennai Corporation equipped with adequate resources
like vehicles, official sources said there would not be any constraint
in providing the facility.

This comes against the backdrop of the EC's drive to achieve 100%
polling. Steps have been taken to provide ramps and wheelchairs at
polling stations to facilitate PwD to exercise their franchise without
any inconvenience. The Election Commission has directed that disabled
electors are provided with provisions such as designated parking
spaces close to the entrance of polling premises and special care for
electors with speech and hearing impairment.
Special stress has also been laid for sensitisation of polling
personnel regarding the unique needs of the differently abled.


"People with disabilities would be given priority at polling stations,
wherein they need not have to wait in queue for voting. Moreover, care
takers, who accompany them, will be allowed to vote on a priority
basis," said an officer involved in the election process.

Mothers of disabled kids more depressed, say experts
Mothers of children with intellectual or physical disabilities were
likely to have a more negative emotional status due to worries over
their kids. On the occasion of Mother's Day on Sunday, psychiatrists
and child care experts in the city said that such mothers tended to be
more depressed due to an uncertainty of their child having a "normal"
life.

"Mothers, being the main caretakers of children who have disabilities,
were largely found to be depressed. Depression was even higher among
mothers whose child had a significant co-morbidity," said Aditi
Shardul, Project Head Vihang, a multi-disciplinary group in Omkar
Balwadi, which assists differently-abled children to study and develop
with respect to their limitations with normal children.

"The degree of the child's dependency on the mother in daily
activities of life - bathing, feeding, clothing and mobility- increase
the burden of caring. Caring for children with multiple disabilities
increases the maternal caregiving hours. Co-morbidities such as
epilepsy, cerebral palsy and psychosis make the children dependent on
their caretakers for life. The presence of any chronic illness in a
child with learning difficulties is found to be one of the predictors
for psychiatric morbidity in the mother," she said.

"It has also been found that maternal depression has a greater impact
on such children with intellectual disabilities and treatment of the
mother's depression may benefit the child. In fact, better quality of
information given to parents about their child's illness and recovery
process reduces feelings of insecurity and helplessness. Parents who
received information and advice in caring for their children reported
positive feelings toward caring for their children. Such an
intervention helps the mothers to cope faster through the caring
skills taught to them," said Shardul, who is also a psychiatrist.

Maharashtra Association of Resident Doctors president (MARD) Sagar
Mundada, who is pursuing a post-graduation in psychiatry said,
"Parents developing depression secondary to them having a child with
intellectual disabilities is called as caregiver morbidity. Many
times, the chronic duration of illness of children and resulting
disability coupled with the extra care that parents, especially
mothers need to take, stresses them out a lot."

"Autism and intellectual disability are permanent and any amount of
treatment will not make the children alright, this leads to negativity
in mothers and they end up in depression. The parents' sometimes
subconsciously wish that their child had not been born at all. But
these feelings impose guilt on the conscious mind leading to emotional
turmoil within," he explained.
Saying that mental illness has a huge psychological impact on the
mothers, Shardul recommended medical services offered to the disabled
child should also be extended to the family, especially to the
mothers, who are the main caretakers.


"Counselling services, treatments, and regular screening of the
mothers should also be included in the protocol for management," said
Mundada."

because of the inaccessibility of the polling booth to people with
disability. But determined to vote, Mathew, who is severely
under-developed, exercised his franchise with the help of friends. But
still after many years, the voting experience for people with
disability in India is the same, particularly in rural areas, says
Mathew, who has won 18 gold medals for India at international
tournaments.
He was one among the many achievers who shared their experience at the
‘Adding Leaders-Breaking Barriers’, an event organised by Adding
Smiles Foundation for the inclusion of the people with disability into
mainstream of society and in the election process, on Saturday. Mathew
made an appeal to the officials present on the occasion including A
Sivagnanam, joint chief electoral officer, T S Krishnamurthy, former
chief election commissioner and A R Lakshmanan, former judge of
Supreme Court, to introduce postal voting for people with disability.
Krishamurthy said the Election Commission has worked with IITs and
examined the online voting options for senior citizens and people with
disability as early as 2004 Lok Sabha polls. However, online voting
will be a reality in another 10-15 years, he assured. There are
concerns but EC has to put in place safeguards for the implementation
of online voting. “It can be tried on a small scale perhaps during a
by-election. But it is possible only in the urban areas now as it
might not be feasible to try this out in rural belts where the
illiterate population is large,” Krishnamurthy said.
Again, the law should be amended to include people with disability as
eligible candidates to vote through postal voting which needs a policy
decision, he said. But for that, EC should find the percentage of
people with disability in the country.  The officials highlighted the
facilities set up for people with disability in the election process
and encouraged those with disabilities to exercise their fundamental
right to vote.

*3 Day Disability and Gender Rights Workshop *



Patriarchy and Ableism are two socially constructed power structures that
co-constitute each other and produce effects and affects that are very
complex and multilayered. While the latter has got far lesser attention,
compared to the former, discussions around both involve viewing them
separately. So while gender as a category has got both scholarly and
activist attention, the issue of disability is relatively less discussed in
the Indian subcontinent. However, most importantly, disability discourses
are often not viewed from the lens of gender.  Disability is an evolving
concept. From the sites of grassroots activism to the UN, it is now
acknowledged that neither the medical model nor the social models of
disability are water tight compartments. On the other hand, there is a
growing body of both academic and activist work that disrupts the binary
model of gender. So what happens when we bring these two dynamic concepts
in conversation with each other? How does it complicate our understanding
of both (dis)ability and gender?

The feminist movements have shown how marriage helps perpetuate the
heteropatriarchal state and how the extolling of motherhood in popular
culture feeds into this perpetuation. However, disability movements have
pointed out how disabled women’s bodies are deemed unfit for marriage and
reproduction and hence for them marriage and motherhood could be sites of
agency and autonomy. So then how do we bring these apparent contradictions
in dialogue with each other? What insights can the disability movements
offer in sharpening our thinking about gender and how can feminist
movements inform our understanding of disability? For example, as much as
the women’s movements have engaged with the question of sex selective
abortion, it hasn’t dealt with abortion of disabled foetuses. Yet, the
latter issue also involves questions on choice, care giving, family and
what constitutes a productive life and no doubt these questions are also
gendered.

This 3 day workshop aims to address these difficult questions through
readings, conversations, film screenings, sessions and dialogues with
policy makers. We shall be tackling questions of law, social movements,
accessibility, abortion, marriage, sexualities, the market and popular
media with the central theme of disability and gender running through all
of them

The WHO states that 15 % of the world’s population is disabled. We argue
that just tackling the question of accessibility will not suffice in
advocating for the rights of the disabled. There needs to be more critical
thinking in how both disability and gender norms operate together to
produce complex structural and attitudinal barriers.

This 3 day workshop is being organized by Sruti Disability Rights Centre in
collaboration with CREA. The languages used in this workshop will be
Bengali and English. Academics, researchers, students, activists or anyone
interested in the issues of disability and gender can apply for this *non
residential* *3 day workshop* to be held from *17th to 19th June, 2016* in
Kolkata. Please write a *500 word piece* on why you wish to attend this
workshop and mail it to *sayanb...@gmail.com * by *25th
May, 2016* along with your *resume*. We will intimate you about the outcome
of your application by *5th June, 2016*.  Kindly note that we will be
charging a nominal fee of *Rs. 500* for this workshop. Lunches and

NAGPUR: Jidnyasa Chawaldhal has been striving to make life of physically 
challenged and those with impaired vision better. Since the time she lost her
vision at the age of 18, Jidnyasa has been evolving methods that reduce the 
dependency of visually impaired and physically challenged.
Through her NGO Atmadeepam Society, an NGO working for Education, Training and 
Rehabilitation of persons with disabilities, she is putting blind persons
through courses such as MS CIT, MS office, and other computer proficiency 
courses, independent living skills, kitchen orientation, family life education,
cooking.

Having faith in technology which she says is disabled friendly, Jidnyasa feels 
that she can help the physically challenged live independent lives. Her
latest initiative is a workshop for 40 visually impaired persons to provide 
training in the use of Talking ATM in collaboration with SBI. "Special earphones
are available using which a visually impaired person can easily operate an ATM 
machine. It will go a long way in boosting the confidence of a disabled
person," she says.

Hi,
Here is a tutorial about using the win10 mail app and calendar app on
a PC. This tutorial is straight from information that I have used from
a web site on a MS help page. The link is a little below my comments
and then the information is laid out. The step by step help to use the
win10 and calendar apps , given on this website, is what you will read
first. Then, all of the key commands for using the win10 mail and
calendar apps given on this web site will follow after the articles of
step by step help. .
Let me please
let you know this. When you import your email accounts into the win10 Mail app,
your contacts are automatically imported into the People app. Your
contacts from
your accounts that you imported are saved in the People app. So, if you want to
work with your contacts, you have to do this in the people app and not the mail
app. Think of it like this. Three apps work together to give you that
MS outlook
client experience. The people app has all of your contacts. The mail app is
where you work with and send your email messages. The Calendar app has all of
your appointments and much more. Now, while you are in the win10 mail app, you
can switch to the Calendar by pressing CTRL+2 and back to mail by
pressing CTRL+1.
Many of the commands are the same as in WLM. Now, even though your contacts and
their emails are in the people app, you will get a list of contacts you can
enter on as you type in an address. If you type a few letters into the address
field and down arrow, there will be a list of results you can enter to
send your
email to them. So, in that since, the people app and the mail app are working
together along with the calendar app. The first material I will put in this
message, is all of the articles that take you step by step to do everything in
the mail app. You will know how to send and download attachments, and even
format tables in the mail app by the time you read all of the info I
am about to
paste. After the Articles, there will be a very long section of every key
command in the win10 mail app and the calendar app. You can decide
which part of
this email you want to look at first. You can look at the section that has all
of the key commands first, or you can go through the articles step by step and
do everything from importing your accounts into win10 mail app to formatting
messages you send. It is all here, and if you use JAWS, it should all
work. Only
one thing if you use JAWS. For some reason, with me, there is one little but
important work around I must do. When I open a message, before I can read it
with the arrow keys like a document, I must press CTRL + R to reply to the
message. However, instead of replying, I just read that message normally with
the arrow keys and all normal navigation commands with JAWS. If I don't want to
reply, I just press escape and it puts me back on the list of messages. I have
to press CTRL + R before I can read any message, but that is quick to do. When
it comes to NVDA, there are even more work arounds that I must figure out to
make sure they are consistent so I can tell you what you must do. So,
if you use
NVDA, hold off a bit unless you can get NVDA to read the opened
message. That is
what I am having a lot of trouble with is reading the opened message. I am
having to use object navigation and other weird stuff, but I must see if these
work arounds are consistent. Well, Enjoy the information.

Friends lately I wanting to know the exact procedure for making
electronic card for availing railway concession. Though I kept an eye
of the discussion that happened here time to time, but there are
different versions as how to proceed. Since considerable time has been
elapsed when this facility was introduced, certainly a set procedure
must have been evolved so far. can anyone explain where and how to
approach to the railway authorities ?
I am talking about Delhi. As I have a certificate issued by Delhi
government hospital and railway concession issued by NFB Delhi.

Through her NGO Atmadeepam Society, an NGO working for Education, Training and 
Rehabilitation of persons with disabilities, she is putting blind persons
through courses such as MS CIT, MS office, and other computer proficiency 
courses, independent living skills, kitchen orientation, family life education,
cooking.

Having faith in technology which she says is disabled friendly, Jidnyasa feels 
that she can help the physically challenged live independent lives. Her
latest initiative is a workshop for 40 visually impaired persons to provide 
training in the use of Talking ATM in collaboration with SBI. "Special earphones
are available using which a visually impaired person can easily operate an ATM 
machine. It will go a long way in boosting the confidence of a disabled
person," she says.
