Rising Star Tours   & Travels is helping
visually impaired people experience the magic of new places

Travelling is an experience that requires considerable planning. The best
laid plans can fall apart if there a change of weather or delay in
flights/trains, a factor that tends to put off many blind and low vision
people from planning a holiday. Something Amit Jain is trying to address by
organizing tours exclusively for people with vision impairments.

Jain, founder of Rising Star Tours & Travels, a Delhi-based company, has
organized three such trips since December last year and is planning the
fourth in May.

"Our first trip was to Pangot, in Uttarakhand, a life- changing experience
for me. The outcome and response was so fantastic and it gave me such
tremendous happiness that I have taken a pledge to change the lives of at
least one thousand visually impaired people a year through travel. Within a

Disability rights rules amended for people with high support needs 
 

The government has come out with a new set of amendments to the disability 
rights rules and these will be applicable for people in the "high support needs 
category". This refers to people who need constant care, help in day-to-day 
life and who are dependent on others.

 

The law defines people with high support needs like this - those who need "an 
intensive support, physical, psychological and otherwise, which may be required 
by a person with benchmark disability for daily activities, to take independent 
and informed decision, and to access facilities and participating in all areas 
of life including education, employment, family, community life, treatment and 
therapy."

 

The new amendment will allow people with 40% and more benchmark disability who 
meet the criteria of special needs to receive the benefit of schemes created 
for them. District level assessment boards will decide and recommend welfare 
and support benefits for them.

When we were talking about the sound, it was the sound that the display makes 
when outputting Braille. The price is about Rs. 6 for the qwerty version 
and Rs. 4 for the version with a Braille keyboard.

I have not seen an orbit reader therefore cannot compare  the dot book with it.

For his personal use, he can go with HP I-3 processor 7th generation laptop 
which would cost him Rs. 32000. I am using HP I-3 processor 1st generation for 
last 3+ years, and my laptop still works fantastically well. this laptop has 
numeric keypad and absolutely well compatible with screen readers (JAWS and 
NVDA) both, 4 GB ram and 1-TB internal memory. only concern is battery, average 
duration of battery lesser than 3 hours, when it is fully charged. and battery 
would drain out in shut down mode as well. however, laptop quality is 
tremendously good.

In my experience, laptops with numPad are quite bigger and heavy.
While you are on the move, these laptops are not that much cumfirtable. 
Therefore I would suggest you to go for 14 inches laptop, as numpad is anyways 
included usable with function key.

Ask your friend to quote Section 20(3) of the RPD Act. Here is the entire
section:
20. (1) No Government establishment shall discriminate against any person with 
disability in any matter relating to employment:

Provided that the appropriate Government may, having regard to the type of work 
carried on in any establishment, by notification and subject to such 
conditions, if any, exempt any establishment from the provisions of this 
section.

(2) Every Government establishment shall provide reasonable accommodation and 
appropriate barrier free and conducive environment to employees with disability.

(3) No promotion shall be denied to a person merely on the ground of disability.

(4) No Government establishment shall dispense with or reduce in rank, an 
employee who acquires a disability during his or her service:

Provided that, if an employee after acquiring disability is not suitable for 
the post he was holding, shall be shifted to some other post with the same pay 
scale and service benefits:

Provided further that if it is not possible to adjust the employee against any 
post, he may be kept on a supernumerary post until a suitable post is available 
or he attains the age of superannuation, whichever is earlier.

(5) The appropriate Government may frame policies for posting and transfer of 
employees with disabilities.

In addition The Government issued an office memorandum on Reservation in 
Government Jobs for Persons with Benchmark Disabilities on 15th January,

Dear all,

In line with our efforts on Accessible Indian Currency, Blind Graduates Forum 
of India is continuing to engage with RBI on Accessible Digital Currency. We 
recently had a meeting with a committee formed by RBI on Deepening Digital 
Payments which is chaired by Mr. Nandan Nilekani. The response from the 
committee has been positive. We are sending our representation to the committee 
for them to consider incorporating the same in their report shortly.
Pasting below the draft of the representation. Many of you have been working 
closely with the banking industry, accessibility and relevant areas. Please 
review in detail and share your inputs if any by coming Tuesday, 19th 12 noon. 
Your inputs and feedback at this stage might prove to be valuable.

Representation on deepening Digital Payments and accessibility for Persons With 
Disabilities. Please note that this representation doesn’t focus on physical 
currency, ATM’s, POS machines and self service machines as per the scope 
defined by the committee. And we are engaging with RBI and government on the 
same separately.

Policy

The following recommendations will deepen the accessibility of digital payments 
for Persons With Disabilities. Digital payments accessibility for this segment 
can be driven through adoption of Universal Design principles and standards for 
Information and Communication Technology accessibility impacting websites, 
mobile apps, softwares, documents, etc. as elaborated below.

•   All tenders, procurement and contracts (including third party
contracts) for development, maintenance and upgradation of each regulated 
entity must include clauses on compliance of accessibility standards to ensure 
accessibility of Information and Communication Technology.
•   All regulated establishments to make their websites and mobile apps
accessible for Persons With Disabilities by ensuring compliance with 
“Guidelines for Indian Government Websites, 2018”. These obligations are 
prescribed for all government, private and other entities under Sections 40 and 
46 of the Rights of Persons With Disabilities Act,
2016 read with Rule 15 of the Rights of Persons With Disabilities Rules, 2017.
•   Each regulated entity to Factor the needs of Persons With
Disabilities throughout the product, process and service lifecycle including 
for research, procurement, design, development, testing, operation, marketing, 
customer service, maintenance and upgradation.
Only accessible products and services must be procured by each regulated entity 
from the third parties.
•   Each regulated entity must allocate budgetary resources to ensure
there is sufficient fund available for accessible Information and Communication 
Technology.
•   Each regulated entity must dedicate a link / tab on its website for
accessibility policy highlighting compliance of accessibility standards and 
provisions made for Persons With Disabilities.
•   RBI to setup a centralized team to inculcate the culture of
accessibility and inclusion of Persons With Disabilities.
Responsibility of the team to include liaising with various departments of RBI 
and regulated entities for financial inclusion, accessibility policy, spreading 
awareness, monitoring, addressing issues of customers with disabilities, etc.
•   RBI to conduct an annual review of the policies and accessibility
standards for the inclusion of Persons With Disabilities in line with the 
technological progress and updates to international standards such as EN301549. 
Also ensure they are notified and periodically communicated to all the entities 
under RBI’s purvue.
•   Adopt solutions which follows Universal Design principles, and which
cater to internationally accepted accessibility standards.
•   User groups, accessibility consultants certified by International
Association of Certified Professionals, and other experts representing Persons 
With Disabilities should be involved while formulating accessibility standards.
•   RBI to issue appropriate directives to all regulated entities to
drive compliance of accessibility standards. The obligation to ensure 
compliance is upon RBI as the regulator as per the Rights of Persons With 
Disabilities act 2016 and rules mentioned above.


Monitoring

•   All regulated entities must submit a board-approved self-certificate
wedded by an independent accessibility auditor having the necessary 
certification from the International Association of Accessibility 
Professionals, by end of first quarter of every financial year stating
that:

Hi,
 Battery draining even when its shut down? there's something terribly wrong 
with that laptops battery, friend.
 As for a laptop under 40k, I haven't personally owned any however here are a 
few suggestions that may help you or your friend narow down the results and or 
things you should be on the look out for.
 Most 15 inch laptops are going to have a numpad, however feel free to search 
whether or not a particular moddle you are interested in happens to have it or 
not either on sites like amazon product pages, or retailers dealers.
 The laptop should at least have 8gb of ram.
 The hard disk isn't going to be anything great at this price point, and 
anything that you can get is probably going to be the same either 1tb 5400 rpm 
or lower. SSD's are real performence boosters, But I don't think you get those 
under 60 50k or so.
 The processor I5 prefered, I3 second best or AMD equivelent. I think you ought 
to be able to score a 6 to 7th generation I5 though its been a while since I 
last looked at the current market prices for laptops with those processors.
  Before you buy or select a laptop, read customer reviews or magazine reviews 
to get an idea of its limitations and issues if any.
 Don't restrict yourself to a company I.E del HP etc, because at this price 
point all of them use the same quality components and hardware, unless one of 
those companys have warranty center/ service centers  nearby or you have easy 
access.
 Hope that helps some, and in closing I'd like to add that del most often than 
not is grossly over priced as compared to others whilst offering nothing 
significant and other companys offer if not the same than configarations that 
often exceed to those offered by DEL  Cheers,
