Hi there, in iOS 12 it is not as significant as its on iOS 13, In iOS 13 voiceover freezes totally, at least in iOS 12 you can get it back By doing the following it only persist with Whatsapp, Either closing it from the app switcher or triggering Siri, What happens is, as soon as the call drops voiceover remains on the earpiece if you listen carefully, The iOS 12 bug with Whatsapp is to be blamed on whatsapp developers, however, What you guys are facing in iOS 13 is a total iOS system glitch with voiceover, which Apple accessibility needs to address, which affects everything preventing the user from using voiceover unless it is restarted or soft reseted Hope this helps.
