The non-availability of ramps for children with special needs at
Government Senior Secondary School, Sector 45-A, became a cause of
concern for the Chandigarh Commission for Protection of Child Rights
(CCPCR), a team of which visited the school today.

There are more than 10 children with special needs (CWSN) enrolled in
the school. Classes for some of them are being run on the first and
second floor. A school official claimed that multiple requests had
been made to the UT Education Department regarding the need for a ramp
in the school, but to no avail.

“The school building requires a multi-storey ramp as shifting all
classes in which special needs students are studying to the ground
floor is not feasible. One of the students with locomotors disability
even scales three floors. His parents have requested us not to shift
his class to the ground floor as doing so will only demoralise him.
But, we feel bad when we see students struggling here. It is a big
problem,” said a government school teacher.

Several other government schools are facing the same problem. With
barely a month left, the Ministry of Human Resource Development (MHRD)
vision of disabled-friendly infrastructure in schools by March 2020
seems unattainable now.

The Sector 45-A school building is one of the oldest buildings as it
was established in 1986. The latest UDISE 2018-19 report on
‘infrastructure availability’ reveals that 23 government schools do
not have ramps and 38 government schools are yet to have
disabled-friendly toilets.

On March 22, 2017, the ministry had issued instructions to ensure
barrier-free environment in buildings, which should include ramps,
rails, lifts, an adaption of toilets for wheelchair users, braille
signages and auditory signals and tactile flooring.

The school authorities also raised concerns over damage to school
property by Burail residents. “They use the school playground after
official hours. Sports equipment and CCTV cameras are found broken on
a regular basis. The fencing around the school isn’t proper due to
which people can scale up the wall of the school,” school teachers
told the CCPCR team. Another school ground was lying unutilised due to

Justice Navin Chawla sought the response from Ministry of Youth
Affairs and Sports and Ministry of Social Justice and Empowerment on
the petition filed by Arjuna awardee Virender Singh.

In his petition, filed through advocate Ajay Verma, Mr. Singh said he
is a Deaflympic Champion Wrestler of international repute with 100%
speaking and hearing disability.

Mr. Singh said he had also represented India at the
international-level in Deaflympics and is popularly known as “Goonga
Pahalwan”.

Deaflympics, organised by the International Committee of Sports for
the Deaf, is the highest competitive international championship for
world deaf athletes with a minimum of hearing disability of 55
decibels.

The Paralympic Games, on the other hand, are international multi-sport
event for athletes with physical disabilities or intellectual
impairments. This includes athletes with mobility disabilities,
amputations, blindness, and cerebral palsy.

Special awards

In 1986, the government introduced scheme of special awards to the
medal winners in international events and their coaches.

\The objective was to incentivise the achievements of outstanding
sportspersons, encourage and motivate them for higher achievements.

Advocate Verma contended that as per the scheme, the award is given to
sports disciplines in Olympics or Asian Games or Commonwealth Games
and chess.

The plea argued that the current policy of rewarding the persons
winning medals in Olympics or Para Olympics games is discriminatory
with the persons winning medals in blind or deaf championships.

“In fact, Para Olympics are being treated at par with Olympics and are
getting the same cash rewards awarded by the government of India to
the winner of open category,” the plea said, adding that the
government has kept the deaf or blind championship as a separate
category.

The petition has also sought for a direction to include him and other
sportspersons who are medalist in International Deaf Olympics sports
or other sports in the category of deaf /dumb in the Scheme of Sports
Fund for Pension to Meritorious Sportspersons.


In fact, Para Olympics are being treated at par with Olympics and are
getting the same cash rewards awarded by the government of India to
the winners of open category

I personally always book room at Tirupathi unless there is a reason to
spend more time at Tirumala. I always prefer to book 300 INR ticket for
darshan; although there are time slots for darshan facility for people with
disabilities and elderly, they only help out till the security check is
cleared and then they don't really bother guiding devotees for darshan and
they mix up in regular line. So I personally don't think it's worth waiting
for long hours in that compartment and get a feeling as if they are doing
us a charity.

Venue says Singer’s beliefs – which include that parents should be
allowed to euthanise disabled newborns – ‘do not reflect our values’
An event with Australian philosopher Peter Singer has been cancelled
in New Zealand after outcry over his public stance on the morality of
killing some disabled newborns.

Singer, best known as a proponent of the “effective altruism
movement”, has previously written that parents should be allowed to
euthanise disabled babies if they wish to.

In his 1979 book Practical Ethics, Singer included conditions like
Down syndrome, spina bifida and haemophilia among disabilities that
make “the child’s life prospects significantly less promising than
those of a normal child”. He has argued that parents of children with
these conditions should be allowed to end their child’s life.

“The position taken here does not imply that it would be better that
no people born with severe disabilities should survive; it implies
only that the parents of such infants should be able to make this
decision,” he wrote.
Singer has argued his views do not apply to adults living with
disabilities, but only to newborn infants, who lack “rationality,
autonomy and self-consciousness”.

On Wednesday, the venue for his upcoming Auckland event announced they
had cancelled their venue hire agreement after “concerns raised by the
public and local media”.

The 73-year-old had been due to speak on 14 June at Auckland’s SkyCity.

“Whilst SkyCity supports the right of free speech, some of the themes
promoted by this speaker do not reflect our values of diversity and
inclusivity,” the venue told The Guardian.

The promoter of the event, Suzi Jamil, said the philosopher would be
immediately looking for a new venue for the event.

Dr Huhana Hickey, a legal academic and advocate for Multiple Sclerosis
New Zealand, told NewsHub that Singer was “not an expert” when it came
to disability.

The academic said she would protest his event but did not want it cancelled.

“He has every right to freedom of speech, they have every right to
host him,” she said. “I have every right to protest and to counter his
speech around disability.

“He’s one of a kind when it comes to his expertise in animal rights,
however he’s not an expert in the area of disability”.

In 2012, Australian journalist and disability advocate Stella Young
said she believed Singer was “simply misinformed” about the quality
life of modern people with disability.

“He uses spina bifida as an example of a disability that might warrant
infanticide,” Young said. “I have a number of friends who have spina
bifida. One of them is Kurt Fearnley, who I expect we’ll be hearing
quite a lot about in the coming weeks as he competes in his third
Paralympic Games in London.

“I’ve always hoped that Singer is simply misinformed about the quality
of our lives because he doesn’t live it. What worries me is that in
the 10 years since their debate, Singer’s view doesn’t seem to have
shifted at all.”

In a statement, Singer said Skycity had not “checked the facts” of his views.

“It’s extraordinary that Skycity should cancel my speaking engagement
on the basis of a newspaper article without contacting either me or
the organiser of my speaking tour to check the facts on which it
appears to be basing the cancellation,” he said.

“I have been welcomed as a speaker in New Zealand on many occasions
and spent an enjoyable month as an Erskine Fellow at the University of
Canterbury more than 20 years ago. If New Zealand has become less
tolerant of controversial views since then, that’s a matter for deep
regret.”

In 1999, Singer’s first day as a lecturer at Princeton University was
disrupted by protests as people in wheelchairs blocked the main
university building.

In Practical Ethics, the philosopher wrote that this stance “does
[not] imply lack of respect or equal consideration for people with
disabilities who are now living their own lives in accordance with
their own wishes.”

“Human babies are not born self-aware, or capable of grasping that
they exist over time. They are not persons [therefore] the life of a
newborn is of less value than the life of a pig, a dog, or a
chimpanzee.”

Singer’s 1975 book Animal Liberation, which argues that utilitarian
principles also apply to animals and veganism, is considered an
influential text for animal rights activism.

His 1971 essay Famine, Affluence, and Morality popularised the analogy
of the drowning child, which argues that people are morally obliged to
donate as much as they can to humanitarian causes to save lives around
the world. Singer donates 40% of his income to charities, as of 2017.

The philosopher is also due to speak in Sydney, Brisbane and Melbourne in June.

the only option that remains is that, using such programmes as skype
and the like for calling through the laptop.
I don't think that there is any programme that lets to call from the
laptop and that displays the symb number if it is connected to the
wifi.
and all the VOIP calling services require you to purchase credits to
call the mobile phones and the landlines even though you use your own
internet.

Hi Binni,

The SIM has to be placed in the phone in order to use the WI-FI calling
service. So yes either the Airtel or the JIO SIM has to be in the phone to
get the WI-FI calling functionality.
I am using this on my Android phone and works pretty fine.

If you want to watch tv in DTH protocol with dish TV, airtel, then samsung 
RU7470 is a good option. it comes with voice guide and IDTV. no need a 
separate settop box.
if you want to watch tv through internet protocol, then go for android TV. 
which requires external settop box.
