The XRCVC is happy to announce online session on theme
“Fundamentals of G-mail with NVDA Part 3”. This Workshop
is supported by the Dhun Pestonji Parakh Discretionary Trust.
Now a days G-mail has become almost mandatory portion of communication
world. G-mail having number of features. In earlier sessions of we
learned basic features of G-mail such as navigation, reading editing
composing attaching files and many more.
In upcoming workshop we will study some transitional features of
G-mail with active examples.
Eligibility: participants should have good knowledge of Internet
browsing, Fundamentals of G-mail, typing and screen reader.

The National Platform for the Rights of the Disabled (NPRD) expresses its
serious concern at the proposed amendments to the Rehabilitation Council of
India Act (RCI Act). Enacted in 1992, the RCI is mandated, in the main, to
regulate and monitor the training of rehabilitation professionals.


If the purported aim is to harmonise the RCI in tune with the Rights of
Persons with Disabilities Act, 2016 (RPD Act), it would have been prudent  to
pass an alternate legislation, adopting a holistic approach to the myriad
issues including the functioning and administration of the RCI, rather than
make piecemeal amendments. It needs to be noted that the RCI has been
without a Chairperson for years together and complaints against its
functioning are galore.


What is more blatant is the stated objective of fine tuning it with the New
Education Policy 2020. Apart from other things, the proposal is to convert
the RCI into a “self-sustaining” body, within a period of four years. By
implication, budgetary support  to the RCI would be withdrawn and
institutions and professionals seeking registration with the RCI would have
to shell out more. Even otherwise, most of the RCI approved courses are run
in the non-governmental sector.


More problematic is the proposal to undermine the autonomous character of
the Council and make it an adjunct of the central government.


The NPRD is of the firm opinion that the government should, instead,
replace the RCI Act with a legislation that would not only be in harmony
with the provisions of the UNCRPD and the RPD Act but would also seek to
address the multitude of issues that currently plague the Council. While
retaining its autonomous nature, it has to be ensured that there is
accountability and the Council functions in a democratic and transparent
manner.


The NPRD demands that the government hold consultations with all
stakeholders and not proceed in haste.  The NPRD will, both independently
and collectively with other disability rights organisations, be sending
detailed submissions to the department’s proposals.

 Under this scholarship, the students having more than 40 per cent

students must not be more than Rs 2.50 lakh from all sources.

Eligibility: Disabled students of class 9 and 10

This scholarship is meant to help students with disabilities so that
they can pursue their further education. The students having more than
40 per cent disability are eligible provided they are studying in

matriculation or higher secondary or any higher exam of recognised
board of secondary education or university. The annual family income
must be less than Rs 2.50 lakh from all sources.
Provider detail: Department of Empowerment of Persons with
Disabilities, Government of India
Eligibility: Students with disability from class 11 to post graduation
Award detail: Maintenance allowance, disability allowance and other benefits
Application timeline: Between August and November (tentative)
Application mode: Online through the National Scholarship Portal (NSP)
Scholarship for top class education for students with disabilities
This scheme aims to promote quality education among students with
disability and allow them to pursue undergraduate/ postgraduate/
diploma courses. To be eligible for this scholarship, the candidates
must have more than 40 per cent disability and a valid certificate for
the same. Also, the annual family income must be less than Rs 6 lakh
from all sources.
Provider detail: Department of Empowerment of Persons with
Disabilities, Government of India
Eligibility: Students with disabilities pursuing studies at
graduate/postgraduate/diploma level
Award detail: Maintenance allowance, special allowance and other benefits
Application timeline: Between August and November (tentative)
Application mode: Online through the National Scholarship Portal (NSP)
AICTE-Saksham Scholarship Scheme
This scholarship scheme encourages differently-abled students to
pursue technical degree/ diploma courses at AICTE recognised
institutions. The students having more than 40 per cent disability who
are admitted in the first/ second (through lateral entry) year of
technical degree/ diploma courses are eligible. They must have an
annual family income of less than Rs 8 lakh from all sources.
Provider detail: All India Council for Technical Education (AICTE)
Eligibility: Differently-abled students pursuing technical
diploma/degree courses
Award detail: Rs 50,000 per annum and other benefits
Application timeline: Between August and November (tentative)
Application mode: Online through the National Scholarship Portal (NSP)
National fellowship for persons with disabilities
Formerly known as ‘Rajiv Gandhi National Fellowship (RGNF)’, this
fellowship is meant for students with disabilities who have been
admitted to an MPhil/PhD degree in a university or academic
institution. The key objective of this scholarship is to enable
meritorious but disabled students to effectively take advantage of
various opportunities at both the national and international levels.

government has appointed the Excise Commissioner's office as the nodal
office where persons with physical disabilities can lodge complaints over
violation of their rights and services under the Disabilities Act 2016. At
the district level, the superintendent of the excise department would be the
person in charge. A government resolution (GR) to this effect was issued by
the Home Department on December 7. Despite the provision in the Act for a
grievance mechanism, the state government took four years to appoint the
authority. As per the GR, any person can lodge a complaint for violation of
rights under the Act or for not fulfilling its provisions. The GR further
states that the grievance redressal officer should act within 30 days of
receiving a complaint. A Home Department official said the cell is expected
to not only lodge complaints, but to also look into resolving them, conduct
hearings if required, and ensure that the case is disposed of. If the
aggrieved person is not satisfied with the action taken, she or he can
approach the district level committee for disabilities. As per section 23 of
the Disabilities Act, every government establishment must appoint a
grievance redressal officer for persons with physical disabilities. These
officers must maintain a register of complaints with the following
particulars: name of the complainant, address, complaint details,
documentary evidence, a thorough investigation of the matter and hearings,
if conducted. They must also communicate with the establishment over steps
taken to resolve the complaint. The Disabilities Act has a provision to look
after the welfare of physically disabled persons, including their education,
health support, equal opportunities at the workplace, social protection and
protection from abuse, violence and exploitation, access to justice, and
accessibility in voting. The Act also directs the government to launch
schemes for financial independence of physically challenged people through
skill development and easy loans. There should be cultural, recreational and
sporting activities for them, the Act states.
