1. New Delhi: The Supreme Court Monday reiterated that persons with
disabilities (PwD) cannot be denied  reservation in promotions in
government jobs as it upheld a Kerala High Court order granting the
benefit to a woman last year. A bench comprising Justices Sanjay
Kishan Kaul and R. Subhash Reddy  said that identification of posts
for the purpose of reservation had to take place immediately after
the Persons with Disabilities (Equal Opportunities, Protection of
Rights and Full Participation) Act  1995 but a resistance to this is
obvious from the "delaying tactics" adopted by most of the  government
authorities in truly implementing the intent.
The top court said that a person with disability would be considered
for promotion along with other  persons working in the feeder cadre.
The bench said there cannot be methodology used to defeat the
reservation in promotion. "Once that post is identified, the logical
conclusion would be that it would be reserved for PwD who have been
promoted. The absence of rules to provide for reservation in promotion
would not defeat the rights of PwD to a reservation in promotion as it
flows from the legislation", it added.

2. Autistic Students Built COVID Information Website For Visually Challenged.
Chennai:
It is hard to believe, but true. Three Chennai students with autism
Prem, Pranav Sridhar and Saravana Raj have designed India’s first
accessible website for COVID-19 data to help the visually challenged
community access crucial COVID information. On their site
www.hashackcode.com/covid-19 they simplify complex government data
from state governments and the Indian Council of Medical Research
(ICMR) often in the form of graphics, charts or pictures into
accessible HTML form so that screen readers used by the visually
impaired can read it. Normally, screen readers do not read data or
information in such forms and visually challenge cannot access that.
21-year-old Pranav Sridhar an autistic student doing his visual
communication has now turned into an accessible web developer. He
loves the cause and works independently on his laptop. He says: “We
live in an era where everything is online and digital. I want to help
visually impaired people and neurodiverse individuals so that they can
understand the real world as well as the digital world”.
It was the brainchild of a techie social entrepreneur Manu Sekar who
taught them web designing and coding at his academy initially and
later remotely since the pandemic hit.

Department for Empowerment of Differently Abled and Senior Citizens
has invited applications from visually impaired boys for admission to
first to tenth standard at Government School for the Blind, Tilak
nagar in city, for the year 2021-22. Apart from academics, children
aged between 6 and 10 years will be trained in Daily Living Skills
(DLS), Yoga, Meditation, Physical Education, Music, Dance, Drama,
Movement Training, Computer Training, Smart Class and Spoken English.
Also, food, accommodation, Braille books, school uniform, learning
equipment, medical check-up, hot water for bathing (solar water
heater) and other facilities will be provided free of cost. Interested
parents/ guardians of the students may visit the School in person and
get their children admitted. Documents to be carried include Unique
Disability (UD) ID Card, Birth Certificate, Caste Certificate,

Hey folks,

My name is Pratham Kumar Singh.
As the subject line suggests, I would like to know, "how to change text to
speech voice on Kindle for PC, from it's default voice?".
Actually, when I tries to read any book on Kindle for PC via it's
continuous reading feature by the shortcut key 'CTRL+T' , it gets started
by Microsoft's David voice & I want to change it, but I am not getting any
option out there.
Although! I have try to change its default voice from windows language
settings but it is also not working out.
So, if anyone have solution for this issue then please help me out.

I found that my OS build was 19041.1052.
Which is slightly different than yours, which is 19043.1052.
I checked for updates in my P.C. and, updates were not available.

- Assistive Technology software used: JAWS, NVDA, Magnifier and MAGic

The Supreme Court on Monday held that persons with physical disabilities
have right to reservation in promotions also.

A 2-judge bench comprising Justices Sanjay Kishan Kaul and R Subhash Reddy
held so dismissing an appeal filed by the State of Kerala against a
judgment of the Kerala High Court(State of Kerala vs Leesamma Joseph).

The Supreme Court said that the High Court judgment was "salutory" and did
not require any interference. Full copy of the judgment is awaited.

Further, the Supreme Court directed the Kerala Government to implement
reservation in promotion for disabled within 3 months.

The bench followed a judgment delivered by a 3-judge bench in January 2020
in the case Siddaraju vs. State of Karnataka which held that the rule of no
reservation in promotions as laid down in Indra Sawhney case has no
application to Persons With Disability (PWD).In Siddaraju, a bench
comprising Justices RF Nariman, V Ramasubramanian and Aniruddha Bose was
considering a reference which doubted a view taken in Rajiv Kumar Gupta &
Others v. Union of India & Others – (2016) 6 SCALE 417. The bench in Rajiv
Gupta, in the context of Persons with Disabilities (Equal Opportunities,
Protection of Rights and Full Participation) Act, 1995 had noted that there
is no prohibition against reservation in promotion for Persons With
Disabilities. The bench in Rajiv Gupta said that the principle in Indra
Sawhney & Others v. Union of India & Others – (1992) Supp. 3 SCC 215
against reservation in promotions will not extend to PWDs.

In Siddaraju, the 3-judge bench upheld the view taken in Rajiv Gupta that
persons with disability have right to promotion in reservation.

In today's judgment, the Supreme Court noted that the Kerala Government has
not implemented the directions in Rajiv Gupta. Accordingly, directions were
given to the state to implement the directions in all posts within 3 months.

In Kerala High Court, a division bench comprising Justices K Vinod Chandran
and PV Kunhikrishnan followed Siddaraja to set aside a decision of the
Kerala Administrative Tribunal which had dismissed the petitioner's claim
for reservation in promotion as a person with disability.

The High Court had ordered :

"The applicant should be considered for her promotion based on the
disability at the time when her claim originally arose; subject to her
seniority with reference to the other physically challenged candidates
entitled to such reservation. She also should be given the notional
benefits of her promotion from the date she is found entitled. If the
petitioner has not superannuated then she shall be given promotion within
one month from today and all her monetary benefits shall also be given to
her from that date and even if not promoted, from the date of expiry of one
month from today. If the petitioner has already retired, on the basis of
the notional pay, her last pay drawn shall be reckoned and her pension
fixed in accordance with that"

Yes, I have tried installing Bluestacks on my PC but it is absolutely
inaccessible. At least on my computer installing accessibility made no
positive difference & i was unable to launch TB.

So in all, according to me, it is completely inaccessible.

All of us have been affected by the present pandemic and the pandemic
induced lockdowns. However, it is perhaps needless to spell out that the
lives of disabled persons have been affected  in a particularly devastating
manner. The visually disabled hawkers, venders and beggars who used to go
around in trains and on streets to earn their livelihood have been
compelled to confront the ugliest face of poverty.. It is the All Bengal
Blind Teachers' Association, which, in the middle of the second wave, took
the much needed and timely decision of extending its support and solidarity
to the economically under privileged visually disabled persons. Here it
needs to be seperately stated that
All Bengal Blind Teachers' Association constitues of visually disabled
school, college and university teachers from various districts of West
Bengal. This is first of its kind in this state.  An  open call to raise
funds  was given  by the association, and in response to that many people
contribueted quite generously to the association's solidarity fund. The
association takes great pride in declaring that along with its members many
people who are not directly associated with ABBTA also came forward with a
lot of enthusiasm. One hundred and thirty economically backward visually
disabled persons from almost all the districts of West Bengal have been
given one thousand  rupees each. It must be clearly stated that
solidarity,, and not charity, has been the guiding principle of this
programme. What is more, as a socially responsible organisation, the
association has taken the decision of donating ten thousand rupees to the
Chief Minister's RRelief Fund with the intension  of showing solidarity to
the other under privileged sections of the society. For an association
which is  is less than two ears old, the successful completion of  this
entire programme means a lot. .

Thanks for that help.
But I would like to share my experience.
That site is very inaccessible with JAWS or narrator.
JAWS literally hangs after accessing that site.
