[AI] Brinda Karat Writes to MSJE Seeking Withdrawal of Notification Granting Exemption in Employment of Disabled Person

This is with regard to one of the two Gazette Notifications issued on
August 18, 2021 by the Department of Empowerment of Persons with
Disabilities under your Ministry. The said notification (herein referred to
as first notification) I refer to, grants blanket exemption to several
central police forces from the 4 per cent reservations mandated by the
Rights of Persons with Disabilities Act, 2016.



This is patently a misuse of the clause for exemptions included in the law.
Even at the time of its framing, the CPI(M) and many others, along with
activists in the disability sector had warned of its misuse. It was then
assured that it is intended to permit exemptions only for posts in
combatant roles.  In fact, the second notification issued by your Ministry
is for exemptions in combatant roles which further highlights the injustice
of blanket exemptions for all police forces in all posts in your first
notification.



You are well aware that at present many posts in various departments in the
police forces mentioned in the first notification are already occupied and
responsibilities being fulfilled by persons with disability in various
departments including in clerical jobs, IT, etc. There are no complaints
about the way they are discharging their roles. In 2019, a post for Head
Constable (Ministerial) was advertised by the Delhi Police as being
reserved for persons with disabilities. It is an insult and demeaning to
people with disability to exempt them from posts and responsibilities they
are quite capable of fulfilling.





I request you to intervene on this issue and withdraw the said first
notification without delay.

looking for a source where assistive devises for VI are getting
repaired.

If this is the case Isn't it better to contact from where it was purchased?
If it is not under warrantee then not a bad idea to get it done repaired in 
some good local shops since this is an electromechanical device considering 
courier and repair charges.

retardation' in statutes and even in official use. "Lunacy, mad man,
mentally retarded are antiquated... I am not going to, even if required,
look at these statutes. In my court if these words are used, an order of
cost will follow," said Justice Gautam Patel. He heard a suit by the son of
a physician (57) from Byculla to appoint him his legal guardian to manage
his movable and immovable assets, bank accounts and affairs. The father has
been in a vegetative state since June 2018 after a massive stroke that
resulted in acute brain injury due to oxygen deprivation. He was discharged
in August 2018. The neurologist's January report confirmed his condition and
added he is bedridden and though conscious, not oriented with time, place
and person. He has severe comorbidities like diabetes and hypertension. He
is hemodynamically stable, but he is not able to perform any task or take a
decision. HC: Using the term 'retardation' an insult to condition The son's
advocate Pramod Tambe said the suit is filed under Order 32-A (2) (guardian
of a person under a disability) of the Civil Procedure Code, 1908 as there
is no other provision in the law for persons in such condition. The state's
advocate Jyoti Chavan said it is an "unfortunate case", and a panel of JJ
Hospital must be directed to examine the patient and file a report. But the
judge asked if the state is disputing the report of a private hospital
better than JJ. But the Centre's advocate Yogeshwar Bhate said the
petitioner must apply under the National Trust for Welfare of Persons with
Autism, Cerebral Palsy, Mental Retardation and Multiple Disabilities
Act,1999, and a trust (committee) will decide his application. Justice Patel
questioned if a family member of someone who suffers a stroke is expected to
approach the trust to be appointed guardian and why they can't approach the
court. He said the Act won't apply to a clinical condition. It was then he
took note of the words "mental retardation" in the Act's title. "It has
terms like autism, cerebral palsy, multiple disabilities. But mental
retardation? Whoever has drafted this is retarded," said Justice Patel. He
said antiquated statutes with such terms must be repealed. "Talk to your
attorney general," he told Bhate. He told the state "your JJ Hospital" also
uses the term 'mental retardation' in certificates and asked if government
backs its use. "This is insensitivity to their condition," he said. When
Chavan said there is need for sensitisation, Justice Patel responded, "Your
form says mental retardation. What sensitisation?" Taking note that the
man's two sisters have consented to his appointment as legal guardian, the
judge allowed the petition. The Bombay HC was hearing a suit by the son of a
Byculla physician, who suffered a debilitating stroke, to appoint him his

[AI] Some queries regarding IPhone 12

Hello list members,
As the subject line indicates, I have some queries regarding IPhone 12
which I had purchased two weeks back.
First, although the voiceover is working, but when I go to
accessibility settings, it says "voiceover off".
Second, how can I prevent voiceover from announcing notifications
every time? It continues to announce time whenever any notification
comes, whether a whatsapp message or a mail on gmail.

Hi
I'm not sure why VoiceOver looks to be off despite clearly being in
use, but you can turn off "always speak notifications" in VoiceOver
settings to stop VO from reading out all your notifications on lock
screen. You'll find it just after the rotor and typing settings.
