Re: [AI] Meeting with Dr Shashi Tharoor on 21st March: request for inputs

2023-03-12 Thread avinash shahi
Hi Rahul
Lately you have been doing very commendable work after returning from
Oxford and working with the current CJI. Kudos to you.
below are my suggestions for your proposed meeting with Dr Tharoor.
1) Committee for physical and digital accessibility on the line of the
Apex Court's committee. It is duable. This will be taken very
positively by Dr Tharoor as new parliament building is being
reconstructed.
2) separate ministry for disability affairs. Given the ever expanding
disabilities and complex needs of diverse groups, we desperately need
fulltime minister for disability affairs. You can butress this demand
by detailing after little research about how department of empowerment
of persons with disabilities is in shambles. we don't have fulltime
chief commissioner for years. many secretaries have served for only
few months in the last 3 four years. then got transfered or got
retired. I feel these two issues are good to start with.
As far as representation of person with disabilities is concerned, I
don't think one can get anything more than assurances from Dr Tharoor.
Its a complex tragectory and requires wider mobilisation and should
start from the grass root. for example we should start with
reservation in panchayats and urban bodyes' election first. then
concensus may emerge among politicians.

[AI] Meeting on insurance and government health schemes for the disabled on 15th March: request for inputs

2023-03-12 Thread Mission Accessibility
Hi all,

In my role as a consultant on disability rights for the Vidhi Centre for legal
policy, I have been invited by the Department of empowerment for persons with
disabilities for a meeting on 15th March. I would like your inputs for that
meeting. Two sets of broad issues will be discussed.

First, strengthening the CGhs, adip and aLimco schemes and removing any
discrepancies amongst them so as to ensure harmonisation and uniformity.

Second, addressing the challenges faced by the disabled in accessing insurance
policies.

Please share your inputs on these above two aspects, ideally in the form of
problems followed by solutions. Thank you.

I too think that audio description has little importance as the
statements and not visual posture of the legislators are of importance.

Though parliament website is mostly accessible but scanned copies of
statements in the parliament library sometimes create problem.

I don’t think that audio description will be much help in the
proceedings of parliament as it is already about debates, speeches,
and auditory things. They emphasis should be much more on digital and
physical accessibility. We should also push about
representation/nomination of. Disable members in the legislative houses.

I too think that audio description has little importance as the
statements and not visual posture of the legislators are of importance.

Though parliament website is mostly accessible but scanned copies of
statements in the parliament library sometimes create problem.

When I open the link “papers laid”, somehow Jaws gets silent as I go
in the table where list of papers are given.

Not discovered much though.

I don’t think that audio description will be much help in the
proceedings of parliament as it is already about debates, speeches,
and auditory things. They emphasis should be much more on digital and
physical accessibility. We should also push about
representation/nomination of. Disable members in the legislative houses.

subject in the Indian express. In the meeting, I would like to
discuss with him concrete pathways for making Parliament and
its proceedings more disabled friendly. I would like to invite
your suggestions on what issues I should discuss with him.
This is what I have in mind at present:

First,  Ensuring that proceedings in Parliament or accompanied
by sign language interpretation and audio description. At
least the most important ones to begin with.

Second, setting up a committee that is tasked with addressing
all Accessibility related needs in Parliament, as has been
done by the Supreme Court recently.

Third, conducting an audit of the physical infrastructure and
website of the Parliament.

Let me know if you have any other inputs.

Hi Devender

Not sure which state you're from. In Maharashtra, Mumbai, I'm closing
a deal with Maruti Suzuki for a new car.

I've shared with them the recent 3rd February circular & they've
visited Mumbai RTO Dahisar for confirming & waving off the indicated
charges for registration of the vehicle under Divyang catagory for the
blind/visually impaired.

May not be able to receive calls during office. Please send in your
name via whatsapp on 7303448295 & I'll share the circular with you.

[AI] Regarding Zero Transaction Fastag issue to visually impaired

2023-03-12 Thread Devender Singh
Hello to everyone

recently MORTH of Central government has issued circular on 3 feb 2023
for directing states to record veical ownership type "divyang"

After there direction states are doing same,

but after this we need to apply for zero Transection Fastag on
https://exemptedfastag.nhai.org/Exemptedfastag/

and before applying on above portel, wee has to download 1 form from
above portel and after filling that form, wee need to upload that
formon the portol,

but the query:
in the format there are 2 annexture in first ennexture they have
mentioned list of persons to whom toll fee exempted fastag can be
issue, in that list they have not mentioned "divyang or Visually
impaired" only they have mentioned
"Mechanical vehicles specially designed and constructed for use of a
person suffering from physical disability."

and in annexure 2 it ask for: "Exempted Category of Vehicle Code (as
per Annexure -1*)" in point no 3, and in point no 9

query1: if they have not mentioned "divyang or Visually impaired" what
we have to fill in rispected Point,

query2: if anyone has got Exempted Fastag then kindly provide
information with whole process, after optaining RC mentioned ownership
" divyang"
to help the whole people of AI List

query 3: and if any document / cercular which we are requiring in
whole process kindly attach as well.

Thanks & Regards

Rahul,

You could ask him as to what he can do to try and get representation for
Persons With Disability in the Parliament. To begin with maybe the Rajya Sabha

Best,

I too think that audio description has little importance as the statements and
not visual posture of the legislators are of importance.

Though parliament website is mostly accessible but scanned copies of statements
in the parliament library sometimes create problem.

When I open the link “papers laid”, somehow Jaws gets silent as I go in the
table where list of papers are given.

Not discovered much though.

I don’t think that audio description will be much help in the proceedings of
parliament as it is already about debates, speeches, and auditory things. They
emphasis should be much more on digital and physical accessibility. We should
also push about representation/nomination of. Disable members in the
legislative houses.

Re: [AI] Meeting with Dr Shashi Tharoor on 21st March: request for inputs

2023-03-12 Thread pavan kallem
Hi Rahul,
It's great to hear that you have managed to secure a meeting with Dr.
Shashi Tharoor on 21st March to discuss the issue of making Parliament
and its proceedings more disabled friendly. Your efforts in this
regard are commendable and I appreciate your initiative to bring this
important issue to light.
Your proposed agenda for the meeting seems to be well thought-out and
comprehensive. The three key issues that you have identified are
crucial for making Parliament more accessible to people with
disabilities. I would like to suggest a few more points that you could
consider discussing with Dr. Tharoor:
1.
Increasing representation of people with disabilities in Parliament:
One of the ways to ensure that the concerns of people with
disabilities are heard is to increase their representation in
Parliament. This could be achieved by reserving a certain number of
seats in the Parliament for people with disabilities or by providing
incentives for political parties to field candidates with
disabilities.
2.
Providing training to MPs and staff on disability issues: It's
essential that MPs and staff in the Parliament are aware of the
challenges faced by people with disabilities and the steps that can be
taken to address them. Providing training on disability issues can
help in creating a more inclusive environment in the Parliament.
3.
Ensuring accessibility of Parliament-related events: In addition to
the proceedings in the Parliament, it's also important to ensure that
all events related to the Parliament are accessible to people with
disabilities. This could include events like conferences, workshops,
and public hearings.
I hope these suggestions are helpful in your meeting with Dr. Tharoor.
Your efforts to make Parliament more accessible to people with
disabilities are truly inspiring and I wish you all the best in your
endeavors.
Best regards,
Advecote Kallem Pavan, Hyderabad, Telangana.
