hi,
picking up WhatsApp calls on Windows is easy.
Once you receive a call notification, it will appear on the screen, simply
use the 'Tab' key on your keyboard to navigate to 'Accept' button. Once
it's focused, hit the 'Enter' key to pick up the call.
>From there, you can access other call controls using the 'Tab' key to
navigate through the options.
this feature works seamlessly only if you have the WhatsApp app installed
on your device.

The attached order pertains to a case I had filed in the CCPD on behalf of a 
doctoral student at DTU who is blind. A publisher, whose book only has a hard 
copy version, had refused to make available the soft copy version of the book 
to my client, Avichal. We had written a legal notice to them which also did not 
yield a positive outcome and so we challenged this refusal in the CCPD. Just 
before the hearing in the matter, the publisher made the book available on 
Kindle. SO that takes care of the immediate cause of action. In the hearing, I 
argued that this is a bigger structural problem and that we need to obligate 
publishers to make available the soft copy versions of their books, subject to 
the undue burden exception and/or ensure that there is a framework on the 
Sugamya platform where requests for books can be made and must be processed 
within a time-bound manner. As of now, my understanding is that Sugamya does 
not have such a process. Sugamya is an e-library for blind and low vision 
persons which is supported by the government. On the first point, the 
Commissioner was not with me. He notes in the order that there are commercial 
considerations at play and hence refused to direct the publisher to make 
available the book in soft copy form. I do not agree with this and I will come 
to that in a minute. On the second point, though, he wants to set up a 
framework for Sugamya to process requests for accessible books in a time-bound 
manner. I will be sharing some inputs with the CCPD office in that regard 
today. Kindly let me know if you have any inputs. On the obligation of 
publishers, the reason I disagree is because private parties must also provide 
reasonable accommodations. There are judgments on this, including the one 
directing Yashraj Films to supply accessible copies of Pathaan to the CBFC. 
Further, the Commissioner stated that the publisher runs the risk of copyright 
infringement. While that is a valid concern, we can ask the PwD to sign an 
undertaking that they will not disseminate the book further. And, if a PwD does 
so, the publisher is free to take legal action against them for copyright 
infringement. Making available accessible format copies for PwDs is at any rate 
a legally recognized exception to the rights of copyright owners. The 
hypothetical possibility of infringement cannot furnish a valid basis for the 
denial of my right to reasonable accommodation by the publisher. Since this 
publisher has already made the book available on Kindle, I do not think 
appealing this part of the decision in the High Court would be a good idea but 
let me know what you think.

Is there anyone who is an alumnus of Bharathiar University, Coiambatore or 
someone who has contact? I generally perceive various courses in the distance 
mode and I wanted to have one with them.

I also have a document with me which states that persons with disability need 
to pay no fees and I am interested.

No phone number mentioned has a response since 15 days.

the university's main contact number plays nice music when called and cuts the 
call saying the operator is unable to take calls.

It seems like one more ill-maintained government institute.

I just want to know that are the soft-copies of the study materials provided in 
accessible formats since it would be a problem if no such arrangements exist 
after taking the course.
