If Mission Accessibility can work upon a mandatory provision for publishers
to bring out an accessible version of every printed book or Journal and
make it available in public domain, at a reasonable price, the print
disabled will not be required to look for free PDFs or depend on Audio
recordings. This will provide incentive to the publishers for making
available accessible formats and the copyrights exemption will not pinch
them. A cut-off date can be fixed, to cover subsequent releases.

Sir,
Books recorded by Disha NGO are uploaded by sugamya pustakalaya,
Periodically. The last 8-10 books are yet to be sent by Disha NGO to
sugamya pustakalaya for posting. However, all the books uploaded are listed
as-Disha NGO- under the category 'publisher'; in the search list.

On-demand from students, the mp3 files have been zipped while uploading to
the google drive, only recently.

Yes, it has been rightly pointed out , the TELEGRAM  app vanished yesterday
for unknown reason. We have Installed it again and will be uploading
earlier books, gradually. The inconvenience is regretted!

presently i find no issues, although it took me quite a while to adapt to
Android O.S. ; since I migrated from Nokia E-5 to Apple 5S and presently
using Apple SE 2020 along with the BB key one. the keypad is very handy but
overall  Apple IOS has no match.

wonderful work. I was pointing towards the National media, which highlights
only the V I P's and forget the awardees. at times, its not only their
achievements but even their names are not mentioned in the media
reports/coverage.

[AI] Empathy, Sympathy, Pity, Charity, Inclusive Society – Hypocrisy!!!

The Nation observed the World Day for the Disabled yesterday; while almost
all the States did as well. Awards were given away for outstanding
achievements to the disabled as well as those working for the empowerment
of the disabled.

The United Nations theme was to promote leadership, provide an inclusive
eco system and give opportunities for contributing to the sustainable
goals.

All through the media, the V I P’s made promising statements to encourage
the disabled and appreciate their achievements. They included the Vice
President of India, Chief Ministers, Ministers, Principal Secretaries,
Directors and several others. If I remember correctly, the president of
India used to give these awards, earlier.

In spite of all the honours and the sweet words spoken; it is astonishing
to note that the names of most of the awardees are missing in the media
reports; leave aside a mention of their achievements. It appears, by giving
away these awards; the authorities are just fulfilling their duty towards
the disabled. Similarly, the media seems to cover the occasion to highlight
the efforts of the authorities to empower the Divyangs. Who cares for their
achievements or innovative work done by them.

At least B B C Hindi had the decency to play an audio clip of interaction
with Nidhi Goyal, on her accessible - Rising Flame website!

[AI] Propose to Marry a V.I Girl and celebrate your disability today!

This Sunday, on December 1, I visited a blind couple, Shiv Sharma and Mita
Gupta, married last year and blessed with a daughter almost a month back.
There two more couples had also come to bless the newly born. One couple
was Mamta Sharma, employed with SBI at Ludhiana and her husband Mandeep
Garg, a P.O with PNB. The second couple was Jaspreet, a teacher married to
Vikram, again a teacher; with their 8 months daughter. They had their car
and drivers.



It was remarkable to see three couples, managing themselves so efficiently,
dispelling the common belief that at least one of the partners should be
sighted. More striking was to know from the host that next Sunday four more
couples are due to visit them to bless the child.



Such gatherings are a real inspiration and motivation for all.



It is high time that the parents of the V.I Girls come to terms and accept
the reality to marry off their V.I daughter to a V.I boy. They will save
their boys and girls from becoming an emotional wreck!!!  No caste
considerations!

station near the booking counters to make it easily accessible to visually

Rotary Chandigarh Shivalik (RCS) presented scholarships worth Rs. 2, 20,000
to eleven visually challenged college and university students at a function
held on November 12. The funds had been raised through the unique
fund-raiser ‘Rotary Dinner in the Dark’ held earlier this year. Part of the
funds also came through a number of people pledging additional support to
RCS for ensuring that talented visually impaired students are able to
complete their education and achieve success in life.

Visibly happy at the success of the Rotary Dinner in the Dark project, Rtn.
Aneesh Bhanot, President, Rotary Chandigarh Shivalik said, “We have
achieved our basic objectives : to ensure that ‘sighted’ people respect the
blind by understanding how they smilingly face the problems they face in
their daily lives and we were also able to raise funds for providing
scholarships.”

The government will soon make it mandatory for mobile phone-makers that
manufacture minimum five models to produce at least one handset which
addresses needs of persons with disabilities, Telecom Secretary Anshu
Prakash said. "All mobile manufacturers who produce five or more mobile
handsets shall be mandated to provide at least one model satisfying need of
person with disabilities (PwDs). DoT will create and maintain a database of
devices and ancillary equipment," Prakash said.

Hi friends clarifying some doubts. It is a standalone device and nothing to
do with android OS or IOS. Nothing is to be paid at the time of
registration. Just make sure to upload address proof and disability
certificate before pressing the button to register. Registration can be
done through the link already provided and pasted again at the end of this
post. To clear any other doubts, please call the C.S.I.O team at the
numbers given, for contact, on their website.



A suggestion - no harm registering now. Make a decision to purchase after
attending the demo/training session, in your town. Another suggestion is to
try the divya nayan app, available on play store only ( For Android only ).

am sure every V I person would want to know more about the device. Since i
have been associated with a demonstration of the device by C.S.I.O; here is
a clarification in simple language:



Divya Nayan is a device with a shape of a pencil box, having sensors at the
bottom and two keypads on the top. The device is to be slid from to bottom
of the printed page, book or any other printed material. It takes a few
seconds to convert the scanned text into audio output. The text is read out
to you. The device supports ten languages including Hindi and Punjabi.
There are ports to insert USB drive and micro SD card. WiFi connectivity is
available for streaming news over radio, etc. you can call it a daisy/media
player with converting text to speech capabilities.



The device will be made available after giving initial training/orientation
at major locations in the country. Since it is C.S.I.R project under the
Government of India; large scale production is likely to be entrusted after
seeing the response, through registration. No charges to be paid during
registration. You have the choice to return the device within a month, if
you purchase it after the training.

CSIO, Chandigarh invites the participation of visually impaired people
and/or their associated institutions in Technology Intervention and
Validation for Inclusiveness (TIVI) programme via a portal, aligned with

Is the Indian National congress unconcerned with about the disabled
community in the country. Last week there was a report about Karnataka
State yet to implement the RPWD Act 2016. Now it is Punjab. Afterall it was
the Modi Government which thought about the disabled; by launching the
accessible India Campaign, promoting Sugamaya Pustakalaya, coining the term
Divyangjan – atleast showing their concern; besides getting the RPWD Act
cleared in Parliament. Here is the Punjab story in The Tribune Today:

Two years after the Parliament passed the Rights of Persons with
Disabilities Act, 2016, the state is yet to appoint an independent
Commissioner for Disabilities, who is saddled with three other portfolios.


Commissioner for Disabilities Kumar Rahul is also the
Secretary-cum-Director, Mining, and Secretary, Home Affairs, Justice and
Jail. He was appointed in February. Before him, the post was vacant for
several months.

Disability activists demand an independent Commissioner for Disabilities as
they claim their grievances go unaddressed.

Punjab Cabinet Minister Navjot Singh Sidhu, eyes covered with a black
ribbon, takes part in a ''blind walk'' along with children on World Sight
Day at the Plaza in Sector 17, Chandigarh, on Thursday. Tribune photo:

Over 500 persons experienced “life without vision” during a ‘blind walk’,
which was organised to celebrate World Sight Day.

The walk was organised to raise awareness about the problems faced by
persons with visual impairment.

Those are born with the gift of vision were blindfolded during the walk and
were led by 50 visually impaired students from Institute for the Blind,
Sector 26, here.

Punjab Cabinet Minister Navjot Singh Sidhu flagged off the walk. He also
walked along with the aspirants.

On 19 June, the Union Human Development Minister, Mr Prakash Javadekar
 launched the National Digital Library in the
country’s capital. The library is a source of millions of academic texts
from around the world which will be open to the general public.

It is a digital repository containing textbooks, articles, videos,
audiobooks, lectures, simulations, fiction and other kinds of learning
media.

Apart from the website, the Ministry has also made the National Digital
Library available on phones through its mobile application; the National
Digital Library Mobile App will enable people to access a vast reservoir of
digital content from not only the country but across the globe as well.
Digital information will be able to reach users even the most remote parts
of India.

Last evening, Shiv Kumar Sharma and Mita Gupta tied the knot, at a
sprawling wedding ceremony at Chandigarh. Both are Post Graduates from
Panjab University and employed.

The list members will be happy and motivated to learn that both, Shiv and
Mita, are Visually Impaired.

Despite all the usual hassles and apprehensions of both the families, the
couple decided that they are made for each other and there is no point
waiting for a sighted match; which is most unlikely to come by.

 I guess this is the most realistic and practical approach, instead of
waiting till eternity.

Please bless the newly wedded couple.

experience common mental health problems, especially anxiety and
depression. Around one in three people with chronic physical impairment
experience a mental health problem, compared to one in four in the wider
population.

Deaf people are twice as likely to suffer from depression as hearing
people, and around 40 per cent of people who lose their sight develop

But there is little data available at a regional level to determine how
prevalent mental ill health is among disabled and Deaf people in London.

The links between physical and sensory impairment and mental health are
complex. But depression and anxiety are not the inevitable consequences of
being, or becoming, a disabled person. Disability rights campaigners have
raised concerns that many, including some health professionals, believe
that depression and physical/sensory impairment go together unavoidably,
especially when the impairment is acquired later in life. This has led to a
lack of focus on the mental health needs of disabled and Deaf people and on
the prevention of avoidable mental health problems.

Eight out of 10 people with a physical impairment were not born with it.
The vast majority become impaired through injury, accident, or illnesses
such as stroke. The prevalence of disability therefore rises with age. This
means that mental health services need to know how to support people who
become disabled later in life, as well as those who are born with
impairments.

There is likely to be an increase in the number of people living with
impairment in the future.There is likely to be an increase in the number of
people living with impairment in the future.

Rises in the rate of long-term conditions that can lead to disability, such
as diabetes, coupled with rises in life expectancy, mean that people will
be living for longer with disability. For example, diabetes-related sight
loss is the leading cause of vision impairment in working age adults in the
UK. And the number of people with diabetes has risen by 60 per cent in the
UK in the last decade.

The incidence of mental ill health in disabled and Deaf Londoners is likely
to increase unless more is done to support good mental health in this
population group.

Having information about how to manage your own mental health is an
important part of prevention. But information on how to protect and promote
positive mental wellbeing is not always accessible to disabled and Deaf
people. We heard that, other than some mental health services offering
information in large print, there is little more offered to accommodate the
needs of blind and partially sighted people. Services are often advertised
in inaccessible formats, such as posters and leaflets in clinics.
Similarly, blind and partially sighted people often experience problems
receiving information in their preferred format, such as in audio or
braille.

Deaf users of British Sign Language (BSL) also report that even basic
information is not routinely available to them in a format that they can
understand. For example, Action on Hearing Loss told us that the NHS
website contains over 900 health videos, but only 1 per cent of these are
inBSL.11 And the increasing reliance on online and digital health promotion
resources means that the one in four disabled adults in the UK who have
never used the internet are at risk of missing out on key information
around mental health support.

The issue can be further compounded by the lack of a shared mental health
vocabulary between health professionals and disabled or Deaf service users.
Contributors to our investigation told us that it can be difficult for some
disabled and Deaf people to recognise the symptoms of depression or anxiety
and to articulate them to people who could offer support. So it is vital
that information on how to recognise mental ill health is made more widely
available.

Prevention and resilience should be at the heart of the Mayor’s mental
health strategies. It is therefore critical that resources and information
are delivered in accessible ways to enable disabled and Deaf people to
benefit. We would welcome confirmation from the London Health Board that
plain English, BSL and audio formats of the Mayor’s mental health
programmes will be made available free of charge to disabled and Deaf
people.

Hi there is a mobile called JIVI Mobile - Model Revolution TnT3, available
online with amazon and flipkart. A simple device for non multitasking
operations and costing just 4k.

Another one is Blackberry Keyone with QWERTY Keypad costing 40K But little
complicated. In 6 months I have not been able to master it.

JIVI mobile has a traditional keypad and not qwerty. Just compare both of
them. It might help you select the right device for you.

Neerja Bhanot, the purser on Pan Am flight 73 which was hi jacked to
Karachi; laid down her life saving the passengers on the flight, helping
them escape through the Emergency Door. She was shot by the terrorists.  She
was honored with Ashoka chakara Posthumously her brother Aneesh Bhanot, now
a Rotarian in Chandigarh has undertaken to help the Visually Impaired
students in Chandigarh; as a tribute to Neerja Bhanot – the National Hero.
The Times of India has covered his latest tribute.

Rotary Chandigarh Shivalik (RCS) presented scholarships worth Rs 1.80 lakh
to nine visually-challenged college and university students. The funds had
been raised through a unique fundraiser, "Rotary Dinner in the Dark", held
in September and October. Part of the funds came through a number of people
pledging additional support to RCS
 for ensuring that visually
impaired students were able to complete their education and achieve success
in life.
