They wouldn't give a Braille ballot paper to Srinivasan, who is visually challenged. As he went near the machine with his mother R Jayalakshmi to vote, he found that the serial numbers of the candidates were inscribed on the EVM in Braille. If the officials had given Srinivasan the Braille ballot paper, he would have been able to match the numbers on the machine with the symbol and voted on his own. "I had to ask my mother to locate the symbol I wanted to vote for," he said. At Kottur Nadar Uravin Murai school, when G Chidambaranathan rolled his wheelchair into the booth, he found that his chair could not squeeze into the voting area. Poll officials pulled the table with the EVM away from the wall so that he could reach the machine. In the same school, Jayaraman, another disabled person, had to be helped into the booth since there was no ramp. Officials said they had no instructions to provide ramps for the disabled but helped voters. "That's not what we need," said TMN Deepak, vice-president of the Tamil Nadu Handicapped Federation. G Chidambaranathan, who is also the president of the federation, said the Election Commission had promised that the booths would have ramps. Raghuraman, though, had an easier time at the Sitadevi Garodia School in Tambaram. An assistant professor of English at the Government Arts College in Nandanam, Raghuraman was given the Braille ballot paper. Raghuraraman, who commutes every day by himself, said technology is helping him live a regular life. Special software helps him to surf the internet and use email; his mobile phone speaks to him while making calls. "Many blind people do not know Braille. Audio tools and headsets could be used to help blind voters exercise their democratic right with dignity," he said. For a majority of people (roughly 96 per cent of our population), the door to virtual knowledge swings open with a single click, whereas the remaining 4 per cent don't have it so easy. This group includes people with visual impairment, print impairment and dyslexia. Chennai-based copyright lawyer Rahul Cherian is working to change this. He set up the non-profit outfit Inclusive Planet in December 2008 and along with his team, succeeded in making the Internet accessible to millions of people who can now connect, socialise and share information. “When the World Blind Union drafted a treaty with the objective of enabling people with disabilities, I represented India in Washington DC,” says Rahul. The treaty received support from the Indian Government. MAKING LIFE EASIER His company specialises in making the Internet disabled-friendly by using technology that converts text to speech. The screen reader helps visitors navigate the website with minimal effort. Citing the example of a travel site, Rahul says: “A visually-impaired person cannot book tickets online”. Using Inclusive Planet's software, the website can read out links and direct the customer to the right place. One of the pluses of his software is that it does not demand a complete overhaul of the website. And, so, it becomes feasible for companies to adopt it and not worry about losing the look and feel of their original site. Rahul reveals that the country's visually-impaired community has given the innovation a big thumbs-up, and that half the users in their online network are from India. “Our users have even translated our website into Arabic and Turkish”, he says, adding that the will to make the Internet inclusive was always there; the only thing missing so far was the technology. THE JOY OF SHARING Since the launch of screen reading, visual- or print-impaired people have been able to upload books and other research material, and access what is shared by others in the network. Says Gopalakrishnan, Training Officer in Charge, National Institute of Visually Handicapped and member of Inclusive Planet: “These days, books are not available in Braille. Those who cannot go to a library and read the books there can upload and read audio books. I have started a special channel that provides access to teaching material meant for the visually-challenged. And, one can gather friends in multiple countries and ask questions on technology, for people with similar challenges to answer”. Advanced versions of the software cater to people who prefer regional languages to English. Rahul is encouraged by upcoming legislation that will soon make it compulsory for websites offering essential services (such as banking) to be made accessible to people with different needs, and says that mobile phones, too, will need to adapt to these requirements. With these changes, people with special needs will come closer to the point where online shopping, travel planning and academic research are a cinch. Apart from legal reform and the ethical responsibility that companies or governments have, Rahul believes that it also makes great business sense to be inclusive. “Companies want to become equal-opportunity employers and widen their recruiting pool. And, if they have foreign clients, the clients' guidelines demand accessibility if they belong to an advanced nation. And, in the example of the travel website, their turnover increases if they cater to this segment”. What you need to know about IE9 Washington, September 23, 2010 DPA Microsoft has raised the stakes again in the heated browser battle. The company’s recent public beta release of Internet Explorer 9 (IE9) shows that the software giant has taken seriously the criticisms levied against previous versions of the browser — especially in the areas of performance and usability. But there’s more to IE9 than faster page loads and fewer hassles when viewing websites. IE9 represents a substantial overhaul of the world’s most popular browser. Does that mean it should have a place right now on your desktop? Read on for some answers. Q: What’s so special about IE9? A: IE9 shows that Microsoft has been learning from its competitors — most notably, Google’s Chrome. Microsoft has also clearly been listening to the complaints of the legions who have made rival browsers Firefox and Chrome serious threats to IE’s dominance in the browser market. The first thing you’ll notice about IE9 is its interface, which is immediately reminiscent of Google’s Chrome. Like Chrome, IE9 is stripped of most screen elements by default. The title bar, menu bar, and most toolbar buttons are hidden by default. Instead, along the top of the browser window, you’ll see only the Back and Forward buttons, an Address bar which doubles as a search field, tabs for your open websites, and View Favourites and Tools icons, reminiscent of similar icons along Chrome’s top edge. The effect of this lack of clutter is that web pages start to feel more like applications rather than pages running inside of another program. Happily, all keyboard shortcuts for accessing hidden menus and other features still work. Press Alt-A, for instance, and your Favourites menu appears. The interface is also thoroughly customisable and reacts to changes the way you imagine it would. For instance, if the Address bar seems too narrow to you, just grab it by the right—hand side and extend it as far as you’d like. Also reminiscent of Chrome is the way IE9 shows your “most popular” (favourite) sites whenever you create a new tab. You can change what appears on new tabs, as you can with Chrome, but the default behaviour of the two browsers is now identical in this respect. Microsoft’s headline feature for IE9 is hardware-accelerated text, video, and graphics. What this means is that IE9 takes advantage of the hardware in your PC in ways that previous versions did not. The result: faster pages loads and faster display of graphics. Most unofficial tests since the beta release of IE9 show the browser’s speed to be at least on a par now with Firefox, with some tests showing IE9 pulling ahead. Also out in front on the feature list is tight integration with Windows 7. The most notable evidence of this is the Pinned Sites feature, which refers to the ability to drag a tab from the browser and drop it onto the Windows 7 taskbar, where the site then becomes available with one click in the future. In testing, this feature worked only when the taskbar was located at the bottom of the screen, however — not when it had been moved to the left or right edge. There are assorted other changes in IE9, as well, and most of them again bring IE up to the performance and usability standards set by other browsers. There are beefed-up security features, for instance, to help protect you against phishing attacks or stumbling upon malware-infested websites. There’s a new download manager that arguably makes downloads easier to organise and find. Also to help with the safety of downloads is a new “download reputation rating” system, which will help you know whether you’re downloading a file from a trusted source. Noteworthy, too, is a new “no add ons” option for launching the browser, which should aid in troubleshooting issues caused by browser plug-ins. Q: Is IE9 compatible with all version of Windows? A: Unfortunately, no. The IE9 beta is not compatible with Windows XP. And according to Microsoft insiders, the company has no intention of making the final release of IE9 compatible with Windows XP, either. IE9 is compatible with Windows Vista and, of course, Windows 7. It is also compatible with Windows Server 2008. Its memory and disk space requirements are unremarkable. Essentially any computer running Vista, Windows 7, or Server 2008 should work fine with IE9. Q: Is IE9 stable enough for me to use now? A: IE9 is still beta software. That means that it has too many bugs to be considered ready for widespread release. When the final version is available, it will show up in Windows Update as an upgrade option for users of Windows Vista and Windows 7. You’ll also be able to download the final version separately. That said, however, the current beta of IE9 will work without issue on the majority of websites. The service, which has prompted security fears, also tells users which of their friends are at the same place or if they have ever “checked in” there before. The new feature went live in Britain yesterday after its launch in the US last month. It is one of a new raft of social networking services that use the GPS function on many smartphones to work out exactly where a person is at any point, the Daily Mail reported. The application, which works like popular location—based social networking site Foursquare, asks a user to click on the . “Check In” button after logging into the website. Once you click on the option, it displays a list of possible locations near where they are. When the users selects one of the options, it allows their friends to know about their location. The service also lists nearby businesses and attractions, and Facebook will target the locations it lists to each Places user. “Facebook is a place to share information with people you know,” said Facebook product manager Michael Sharon. “We saw people were already using the site to tell people where they are, so the natural thing was to build a product to make this easier. This just formalises what people were doing anyway.” Facebook, which has come under fire over its attitude towards privacy in the past, has installed a set of stringent new rules for its Places application. Unlike other “always on” services, this application is optional and a user’s location is not stored unless they check in or accept a tag from a friend. Check—ins are defaulted to friends—only rather than everyone on Facebook. In the “People Here Now” section users can see others who are checked in with you at that place. Online English course for students launched CHENNAI, September 19, 2010 Staff Reporter An online English course, Cambridge One, that proposes to enhance the communication skills of students and improve their employment prospects, was launched here on Saturday. The programme is designed to bridge the gap arising due to the mismatch between skills demanded by employers and the learning acquired by the students during the course of their regular study, said G. Sreekanthan, Chairman, Ebek Language Laboratories. It also has a provision in which companies could register and track the performance of students who have applied for jobs with them. “Lack of good trainers and shortage of time, especially in the case of working professionals, are some primary reasons we thought of coming up with this application,” Mr. Sreekanthan added. Speaking at the inaugural function, Minister for Information Technology Poongothai Aladi Aruna spoke about “the overdrive” that is noticed in students who exhibit a fear of not knowing how to communicate in English. “English is a business language that we need to be adept at without neglecting our mother tongue,” she said. Most Facebook users have low self-esteem: Study Toronto, September 10, 2010 IANS Facebook is used mostly by narcissists and those with low self-esteem, says a Canadian study. These type of people use Facebook as a self-promotional tool, says psychology researcher Soraya Mehdizadeh of York University. Mehdizadeh, who extensively examined the online habits and personalities of 100 Facebook users aged 18 to 25 years old, found that individuals higher in narcissism and lower in self-esteem spent more time on the site and filled their pages with more self-promotional content. “We all know people like this. They are updating their status every five minutes and the photos they post are very carefully construed,” she says. “The question is, are these really accurate representations of the individual or are they merely a projection of who the individual wants to be?” Mehdizadeh says she was struck by the fact that those with lower self-esteem were more apt to use this social networking tool. As part of her research, she examined five features of participants’ Facebook pages for self-promotion: the ‘about me’ section, the main photo, the first 20 pictures on the ‘view photos of me’ section, notes, and status updates. Describing self-promotion by Facebook users as any descriptive or visual information that attempted to persuade others about one’s own positive qualities, Mehdizadeh assessed facial expression (striking a pose or making a face) and picture enhancement (using photo editing software) in the main photo and ‘view photos of me’ sections. Further, she examined the use of positive adjectives, self-promoting mottos, and metaphorical quotes in the ‘about me’ section. Self-promotion in the notes section could include posting results from Facebook applications including ‘my celebrity look-alikes,’ which compares a photo of the user to celebrities, or vain online quiz results. After this, she used the Rosenberg Self-Esteem Scale to measure participants’ self-esteem. The algorithm for the website combines dynamic data mining, (process of extracting patterns from data), sentiment analysis and network analysis in real-time. Besides identifying the most influential tweeters, the algorithm can tell you whether their tweets are positive, negative or neutral. Breakthrough: sensors that can convert thoughts into speech London, September 8, 2010 IANS A mind reading machine has edged closer to reality after scientists found a way of converting thoughts into words. Researchers were able to render brain signals into speech for the first time, relying on sensors attached to the brain surface. The breakthrough, which is up to 90 percent accurate, will be a boon for paralysed patients who cannot speak and could help read anyone’s thoughts ultimately, reports the Telegraph. “We were beside ourselves with excitement when it started working,” said Prof Bradley Greger, bioengineer at the Utah University who led the project. “It was just one of the moments when everything came together. “We have been able to decode spoken words using only signals from the brain with a device that has promise for long-term use in paralysed patients who cannot speak. I would call it brain reading and we hope that in two or three years it will be available for use for paralysed patients.” The breakthrough came when the team attached two button-sized grids of 16 tiny electrodes to an epileptic’s brain’s speech centres, says the journal of Neural Engineering. The patient had part of his skull removed for another operation to treat his condition. Using electrodes, the scientists recorded brain signals in a computer as the patient repeatedly read each of 10 words that might be useful to a paralysed person: yes, no, hot, cold, hungry, thirsty, hello, goodbye, more and less. Then they got him to repeat the words to the computer and it was able to match the brain signals for each word 76 percent to 90 percent of the time. The computer picked up the patient’s brain waves as he talked and did not use any voice recognition software. Because just thinking a word is enough to produce the same brain signals, Prof. Greger and his team believe that soon they will be able to have translation device and voice box that repeats the word you are thinking. Besides, the brains of paralysed people are just as healthy and produce the same signals as those in physically-fit people - it is just they are blocked by injury from reaching the muscle. The Scheme is effective for all IBA approved educational loans sanctioned to eligible students in respect of courses of studies in technical and professional streams from recognized institutions in India, from the academic year 2009-10. This Scheme is an overlay of the existing IBA Education Loan Scheme. The modalities have been finalized in consultation with the Indian Banks’ Association and circulated to all member banks for implementation. Under the Scheme, proof of income is required to be certified by authorities to be designated by the State Governments. Accordingly, the Ministry has written to all Chief Secretaries of States/Union Territories to intimate the designated authority / authorities (at the District/Sub-District/Block, etc. levels) to the District Level Consultative Committee (DLCC) so that banking authorities at the branch level where students would be approaching for availing the benefit of the scheme would be aware of the same. Eligible students who wish to avail of the benefits of the Scheme can approach the respective bank branch from where they availed of the education loan and complete the necessary formalities including obtaining the certification in respect of annual family income from the competent authority at the Block/Tehsil/District Level, so that the individual student accounts could be credited with the interest due on the loan for the academic year 2009-10 onwards. Canara Bank is the nodal Bank, for the member Banks of IBA, for claiming reimbursement of interest credited to student accounts. The DTC Bill, which seeks to replace the archaic Income Tax Act, 1961, proposes to raise the Income Tax exemption limit from existing Rs 1.6 lakh to Rs Two lakh, highly placed sources said. The Income Tax exemption limit for senior citizens is proposed to be raised to Rs 2.5 lakh. Under the moderate tax slab suggested in the DTC Bill the government proposes tax rate of 10 per cent for income between Rs 2 lakh and Rs 5 lakh, 20 per cent for income between Rs 5 lakh - Rs 10 lakh and 30 per cent for income over Rs 10 lakh. Currently the Income Tax rate is 10 per cent on income above Rs 1.6 lakh and upto Rs 5 lakh, 20 per cent on income above Rs 5 lakh and upto Rs 8 lakh and 30 per cent on income above Rs 8 lakh. The first draft of the DTC bill had suggested 10 per cent tax on income between Rs 1.60 lakh and Rs 10 lakh, 20 per cent on income between Rs 10 and Rs 25 lakh and 30 per cent beyond that. The DTC Bill proposes to levy Corporate Tax at 30 per cent and there will be no cess and surcharge on it, sources said. The DTC Bill will be introduced in the ongoing Monsoon session of Parliament. The Cabinet at its hour-long meeting chaired by the Prime Minister discussed at length various provisions of the DTC Bill, which will seek to bring about radical reforms and simplification in direct tax structure including the Income Tax rates and exemptions. The overall thrust of the DTC Bill will be on bringing about simplification of direct tax system including personal Income Tax and Corporate Tax with “an in-built bias” in favour of moderation of tax rates, sources close to the preparation of draft legislation said. Provisions of the DTC Bill stipulating the tax rates in direct tax front including Income tax and Corporate Tax will come into effect once it the legislation is approved by both houses of Parliament. The government plans to implement various provisions of the DTC Bill with effect from April One 2011. It is learnt that the government is likely to introduce the DTC Bill either tomorrow or next Monday in both houses of Parliament. After its introduction the draft DTC will be sent to Select Committee of both houses for scrutiny. After examining the recommendations of the Select Committee the government will move the DTC Bill for approval of Parliament in the Winter Session. Later, talking to newspersons, the Finance Minister Pranab Mukherjee said, “The whole objective is that a plethora of exemptions will be limited. (Income) tax slabs will be three. Rate of taxes will be taken in the schedule so that they need not be changed every year,” he said. The Finance Ministry submitted the draft DTC Bill for consideration of the Cabinet after examining responses from various stake holders including trade, industry and corporate sector. India News New Delhi Thursday, Aug 26 2010 IST Agreeing that 2.19 crore disabled population in the country needed a better legal and administrative framework to ameliorate their lot, the Government today held out hope that a draft legislation harmonising the general principles of the UN body for disabilities would be in place by the end of the year. An experts and stakeholders group has been studying and collating 100 proposed amendments for drafting a holistic and forward-looking legislation to benefit the disabled sections of society since May this year and a comprehensive legislation may be in place by December, Minister for Social Justice and Empowerment Mukul Wasnik told the Rajya Sabha. He was making a statement on a Call Attention Motion on the 'discrimination faced by disabled citizens' and the urgent need to place an appropriate administrative and legal framework to address the requirements. He said as per the Census 2001, there were 2.19 crore persons with disabilities ranging from visual impairment, speech, locomotor and mental disabilities constituting 2.13 per cent of the population. Short term facilities are available at most of the ‘A-1’, ‘A’ and ‘B’ category stations which deal with approximately 75 per cent of passenger traffic. Items under short term facilities are as under:- I. Provision of standard ramp with railing for barrier free entry. II. Earmarking at least one parking lot for two vehicles used by physically challenged persons. III. Provision of a non-slippery walkway from parking lot to building. IV. Provision of signages of appropriate visibility. V. Provision of at least one drinking water tap suitable for use by a disabled person. VI. Provision of at least one toilet on the ground floor. VII. ‘May I help You’ Booth. Long Term Facilities comprise arrangements for inter platform transfer and engraving on edges of platform. Arrangements for inter platform transfer is available at most of the ‘A-1’, ‘A’ and ‘B’ category stations. These facilities are planned to be provided progressively at remaining stations after provision of short term facilities. It is planned to provide 100 escalators at 50 important railway stations and other places of religious, historical and tourists importance. Indian Railways are manufacturing passenger coaches with special designed compartment and European toilet pans adapted to the need of physically challenged passengers/senior citizens. Public conveniences in the form of toilets for physically challenged passengers/senior citizens are available at most of the ‘A-1’, ‘A’ and ‘B’ category stations. Facebook facing fresh privacy concerns August 19, 2010 Jemima Kiss Facebook risks an inevitable privacy backlash on Thursday when it launches a feature that shares information on the location of users with their online friends, despite devising a range of controls that require users to opt-in to the service. The feature allows users to “check in” at locations which will then be shared with their friends and Facebook network but it is likely to raise concerns over safety. Users will also be able to browse shops, clubs and nearby venues to see which friends are nearby, leading to concerns it could put individual’s security at risk. “What we see with Facebook is a massive learning curve. Every time they make a change, consumers scramble to figure out the privacy settings,” said Rainey Reitman, spokeswoman for Privacy Rights Clearinghouse in the U.S. “Location data is tied to people’s safety — if people know where you are, they know where you’re not. Your location data is some of the most sensitive data we have. I expect we’ll see from the get-go people who don’t understand how to control the privacy settings.” The service will launch in the U.S. only at first. Reitman said users should be particularly judicious about who they accept as friends, and be aware that even information shared with an intimate network could be copied and pasted elsewhere. “Don’t post anything online you wouldn’t want to get out publicity to anyone.” After a string of controversies around the safety of the site, Facebook simplified its privacy settings in May and will be acutely aware of the scrutiny to which its new location feature will be subjected. Facebook Places product manager Ana Yang said the site encourages users to take control of the connections they have on the site. “People are already sharing their location on Facebook, so we looked at this to see if we could make it easier, more consistent and more social,” she said. “But if it means removing friends you don’t know or even blocking someone, we support all those things because you’ll have more control. People should be establishing the social norms that it’s OK to block the sketchy ex-boyfriend and in some ways it’s easier to do this on Facebook than in real life.” Yang said protections include notifying a user as soon as they are tagged at a place, and offering a complete opt-out of “places” tags. Users under 18 can only share location with their immediate friends network and their real-time location will only be seen by friends at the same location. “We believe that if you can control the audience you are sharing with, you will be more willing to share,” said Yang. “We equate it with this existing mechanism where your friends can tag in photos — the control is that you are always notified and can remove those tags at any time.” Critics will note that once a user decides to check in at a location, the primary location setting is switched on by default, which means any “places” tags automatically being shared with immediate friends. But the service does offer a range of protections and controls including the option to detag locations, notifications if friends add your location and the option to disable Places entirely. Facebook’s solution to the challenges of location services had been hotly anticipated by Silicon Valley. Web and mobile developers have been exploring location-based features for several years but the combination of widespread smartphone take-up has allowed services such as Foursquare and Gowalla to flourish. Facebook has been watching the development of these services, which are setting up a steady stream of promotions and prizes with venues and retailers to reward loyal customers who “check in” regularly. In the U.S., Starbucks used a Foursquare promotion to attract a million customers to its stores in a day, while U.K. Domino’s stores offered free pizza to “mayors” — Foursquare users with the most points. Eric Schmidt, the CEO of the company made the comments in a Wall Street Journal article about the implications of having so much data online. “I don’t believe society understands what happens when everything is available, knowable and recorded by everyone all the time,” he told the paper. He predicted that “every young person one day will be entitled automatically to change his or her name on reaching adulthood in order to disown youthful hijinks stored on their friends’ social media sites,” the report said. “We really have to think about these things as a society,” he added. “I’m not even talking about the really terrible stuff, terrorism and access to evil things.” The comments came as Google’s Android operating system for mobile phones is set to overtake Apple’s iPhone, and as the company is snapping up social networking start-ups as it attempts to beef up its competition with Facebook. Combining its wealth of data with the ability to know where you are creates a whole new level of location-based services. “We know roughly who you are, roughly what you care about, roughly who your friends are,” Schmidt said. “I actually think most people don’t want Google to answer their questions. They want Google to tell them what they should be doing next.” The implication: “If you need milk and there’s a place nearby to get milk, Google will remind you to get milk. Now, viruses target mobile phones too CHENNAI, August 15, 2010 Shanthi Kannan Viruses or worms are not only threats to personal computers, but increasingly to mobile phones too. Only last week was there the buzz about the Trojan that targeted Android phones. Increasingly, newer kinds of spying tools have started invading the mobile domain, which monitor calls, SMS and other activities on the mobile phone. What is scary is that the phone's owner does not know that someone knows exactly whom he calls and what he browses through GPRS. With smart phones and mobile applications gaining increasing acceptance, industry analysts predict that mobile phones are the next target for cyber criminals. With the rollout of 3G services, Internet access is going to be far easier and more efficient on even the mobile phone. 3G operators will offer a wide range of new mobile services such as real-time high quality audio/video transmission. This is going to change the way of communication and the use of mobile handsets. More consumers will opt for smart phones. It is expected that these opportunities will open new avenues for virus writers and hackers to attack the newer devices. Sanjay Katkar, Director and Chief Technology Officer of the Pune-based Quick Heal, says that today most mobile phones offer push mail services. Consequently, these smart mobiles are prone to malware attacks. While multinational companies offer anti-virus protection for high-end phones and PDAs, the bulk of users (mid- and low-end phones) go without any anti-virus protection. Certain Operating Systems have free or premium virus scan applications that can be downloaded, but awareness is low. He points out that virus can infect a mobile phone in a number of ways — Internet downloads, Multimedia Messaging Service (MMS) attachments, websites, emails and Bluetooth transfers, just to identify a few. Infection can appear disguised — like a game download, a ringtone, even some kind of alert. One of the recent mobile worms sent through SMS read: “A very sexy girl! Try it now!” which followed a link to an infected website that hosted a virus dropper. There is also cross OS possibilities of virus damage. “For example, a virus designed for Symbian operating system, widely used in mobile phones, can creep into a non-Symbian OS phone. Though the virus will not be active on these non-Symbian phones, they still occupy lots of space on phone memory or memory card causing loss of space,” Mr. Katkar explains. Quick Heal has recently launched, PC2Mobile Scan, a mobile phone virus scan. Using ‘PC2Moblie Scan Technology,' one can easily find out whether the mobile phone has been invaded. All you have to do is to connect the mobile phone to the PC or laptop through USB cable and scan the phone from Quick Heal Total Security 2010 installed on the PC. The mobile phones can be scanned over Bluetooth too. The company has filed a patent for the PC2Mobile Scan Technology, which works across mobile OS platforms and phone brands. Call to increase awareness of intellectual property rights CHENNAI, August 1, 2010 Special Correspondent There is an imperative need to focus on intellectual property rights issues, provide more information to the public on what constitutes IPR and how to deal with violations, Information Technology secretary PWC Davidar said. “We need more knowledge on IPR itself. Very few people are aware of what IPR is and therefore unaware that they are violating someone's IPR, for instance, even when they copy for an essay,” Mr. Davidar said at the inaugural of the seminar on Access to Knowledge. It was organised by the Consumers Association of India and Consumers International, Kuala Lumpur in association with the Madras Library Association. Assignments Even when it came to assignments in schools, colleges and universities, sometimes Ph.D. theses as well, one hears of people borrowing from others' work, Mr. Davidar said. This kind of thing was very tightly controlled in the West, where software was used to pick up plagiarism. However, that was not so strictly enforced in India, he added. Debate Mr. Davidar also highlighted the debate on IPR in areas such as environment or health where lives could be at stake. “When it comes to academics, you know clearly that you should not borrow without acknowledgement. It is not as simple in situations where a solution can save several lives or prevent destruction of property. Such technologies should be shared, without being safeguarded in the corporate domain by IPR,” he added. R. Desikan, founder, CAI, provided a brief report on the activities of the organisation and stressed the need to increase awareness of consumer rights, and IPR. Pranesh Prakash, from Centre for Internet and Society, Bangalore, stressing the need to provide access to knowledge in the context of IPR, also hinted at the negative aspects that patents might have on consumers. Knowledge economy Former Chief Vigilance Commissioner N. Vittal said consumers were living in a knowledge economy. Pointing to the example of Japan that worked backwards on creating their own process with an end product (already invented in the U.S.) in mind, he advised that India too should examine whether it could benefit from such reverse engineering. “Knowledge only grows with distribution,” he added, alluding to the teaching of the Upanishads. The free online portal Windows Live also offers Facebook integration, although setting it up involves clicking through multiple websites. To make up for that, the user can decide in which way the information should flow — only from Facebook to Windows Live, or also vice versa. That means users can take their Windows Live status information and have it uploaded directly to their Facebook profile. The application makes clear that agreeing to connect to Facebook means that any information stored with that site can be accessed, including information from one’s own profile, as well as from one’s contacts. Letika Saran, Director-General of Police, presented Ascendas Excellence Award 2010 to achievers in music, art, academics, medicine and sports. The award comprised a trophy, certificate and cash prize. On behalf of Ascendas, Ms. Saran presented Rs.1 lakh cheque to the TNDAFC. Delivering the address as the Chief Guest, Ms. Saran complimented the achievers and said, “Your hard work will go a long way in the empowerment of women. There might be a difficulty. It is a challenge. If you overcome these challenges, then you can emerge successful. One should have grit, determination and will to succeed, and then nothing can stop you from succeeding.” She said the Police Department too employed differently abled persons in different posts. They put in same hours of work and it was difficult to differentiate them from others. Ajit Singh, Consul General of Singapore in Chennai, hoped that in the days to come India would have more number of women achievers. But, public and private sector firms should contribute towards empowerment of women. TNDAFC president Chidambaranathan said Ascendas Excellence Award brought the hidden talent of women achievers and it would serve as an eye-opener for the others in the State. Attacking the edges of secure Internet traffic LAS VEGAS, July 31, 2010 AP Researchers have uncovered new ways that criminals can spy on Internet users even if they’re using secure connections to banks, online retailers or other sensitive websites. The attacks demonstrated at the Black Hat conference show how determined hackers can sniff around the edges of encrypted Internet traffic to pick up clues about what their targets are up to. It’s like tapping a telephone conversation and hearing muffled voices that hint at the tone of the conversation. The problem lies in the way web browsers handle Secure Sockets Layer, or SSL, encryption technology, according to Robert Hansen and Josh Sokol, who spoke to a packed room of several hundred security experts. Encryption forms a kind of tunnel between a browser and a website’s servers. It scrambles data so it’s indecipherable to prying eyes. SSL is widely used on sites trafficking in sensitive information, such as credit card numbers, and its presence is shown as a padlock in the browser’s address bar. SSL is a widely attacked technology, but the approach by Hansen and Sokol wasn’t to break it. They wanted to see instead what they could learn from what are essentially the breadcrumbs from people’s secure Internet surfing that browsers leave behind and that skilled hackers can follow. Their attacks would yield all sorts of information. It could be relatively minor, such as browser settings or the number of web pages visited. It could be quite substantial, including whether someone is vulnerable to having the “cookies” that store usernames and passwords misappropriated by hackers to log into secure sites. Hansen said all major browsers are affected by at least some of the issues. “This points to a larger problem - we need to reconsider how we do electronic commerce,” he said in an interview before the conference. For the average Internet user, the research reinforces the importance of being careful on public Wi-Fi networks, where an attacker could plant himself in a position to look at your traffic. For the attacks to work, the attacker must first have access to the victim’s network. Hansen and Sokol outlined two dozen problems they found. They acknowledged attacks using those weaknesses would be hard to pull off. The vulnerabilities arise out of the fact people can surf the Internet with multiple tabs open in their browsers at the same time, and that unsecured traffic in one tab can affect secure traffic in another tab, said Hansen, chief executive of consulting firm SecTheory. Sokol is a security manager at National Instruments Corp. Their talk isn’t the first time researchers have looked at ways to scour secure Internet traffic for clues about what’s happening behind the curtain of encryption. It does expand on existing research in key ways, though. “Nobody’s getting hacked with this tomorrow, but it’s innovative research,” said Jon Miller, an SSL expert who wasn’t involved in the research. Miller, director of Accuvant Labs, praised Hansen and Sokol for taking a different approach to attacking SSL. “Everybody’s knocking on the front door, and this is, ‘let’s take a look at the windows,’” he said. “I never would have thought about doing something like this in a million years. I would have thought it would be a waste of time. It’s neat because it’s a little different.” Another popular talk at Black Hat concerned a new attack affecting potentially millions of home routers. The attack could be used to launch the kinds of attacks described by Hansen and Sokol. Researcher Craig Heffner examined 30 different types of home routers from companies including Actiontec Electronics Inc. and Cisco Systems Inc.’s Linksys and found that more than half of them were vulnerable to his attack. He tricked web browsers that use those routers into letting him access administrative menus that only the routers’ owners should be able to see. Heffner said the vulnerability is in the browsers and illustrates a larger security problem involving how browsers determine that the sites they visit are trustworthy. The caveat is he has to first trick someone into visiting a malicious site, and it helps if the victim hasn’t changed the router’s default password. Still - “Once you’re on the router, you’re invisible - you can do all kinds of things,” such as controlling where the victim goes on the Internet, Heffner said. File Photo Taking forward the agenda set by actor Aamir Khan in the Bollywood film Taare Zameen Par, a Parliamentary Committee has suggested that dyslexia and any other type of disability, if existing, need to be included in the definition of “child with disability” while amending the Right of Children to Free and Compulsory Education (Amendment) Bill 2010. Dyslexia does not find mention in the Persons with Disabilities (Equal Opportunities, Protection or Rights and Full Participation) Act 1995, and the National Trust for Welfare of Persons with Autism, Cerebral Palsy, Mental Retardation and Multiple Disabilities Act 1999. The Department-related Parliamentary Standing Committee on Human Resource Development — in its latest report on the Right to Education Bill — has recommended necessary modifications in the definition of “child with disability” to accommodate children with dyslexia. Inclusion in society The Bill seeks to amend the Right to Education Act 2009 with a view to include children with disabilities within the ambit of the legislation so that their specific needs are taken care of in the elementary education system, and to enable them, over time, to participate as full and equal members of the community in which they live. The Bill also seeks to provide that School Management Committees, with respect to minority educational institutions, shall function only in an advisory capacity and would not be required to prepare the school development plan, thereby safeguarding the interests of all minorities, whether based on religion or language, as enshrined in Article 30 of the Constitution. This has been approved by the committee. Identification surveys According to the 2001 Census, 2.1 per cent children in the age group of six-14 years are estimated to have disabilities. Under the Sarva Shiksha Abhiyan scheme, 30.42 lakh children with disabilities — representing 1.50 per cent of the population — have been identified through house-to-house surveys, special surveys and assessment camps. Of these, elementary education is being imparted to 27.80 lakh children through regular schools, schools readiness programmes, and home-based education. Despite these initiatives, however, children with disabilities continue to experience barriers in the way of enjoyment of basic rights and inclusion in society. Resource centres The Parliamentary Committee has also suggested better coverage for disabled children by providing Block Resource Centres and Cluster Resource Centres for a specified number of schools that need to be specially resourced to cater to the needs of children with disabilities. These special resources would include Braille, sign language, other communication devices, and adapted learning materials in addition to therapy, teacher support and inclusive playgrounds. Ron Bowles, an online security consultant, used a code to scan Facebook profiles, collected data not hidden by users' privacy settings, and compiled a list, which is now available as a downloadable file, containing the URL of every “searchable” Facebook user's profile, their name and unique ID, the BBC reported Thursday. Bowles said he published the data to highlight privacy issues, but Facebook retorted by saying the information was already public. “People who use Facebook own their information and have the right to share only what they want, with whom they want, and when they want,” the website said. “In this case, information that people have agreed to make public was collected by a single researcher and already exists in Google, Bing, other search engines, as well as on Facebook.” “No private data is available or has been compromised,” Facebook said. The list has already been downloaded by over 1,000 people on Pirate Bay, the world's biggest file-sharing website. List ‘terrifying' One userby the name of ‘lusifer69' said the list was “awesome and a little terrifying”. But internet watchdog Privacy International said Facebook had been given ample warning that something like this would happen. “Facebook should have anticipated this attack and put measures in place to prevent it,” Simon Davies, an official of Privacy International, said. “It is inconceivable that a firm with hundreds of engineers couldn't have imagined a trawl of this magnitude and there's an argument to be heard that Facebook have acted with negligence, he said. Even as people continue to share their lives on the social networking site, the company has surpassed the 12-million user mark in India, Facebook said in a statement. While users in India upload more than 53 million photos in a month, mobile usage also increased nine-fold in the past year, it added. Facebook is growing rapidly across the world and catching up with Orkut in India and Brazil, where the Google creation had dominated the social networking scene for a long time. Globally, the networking site claims to have 500 million active users every day. Last month, the company had announced the launch of its Indian operations from Hyderabad. The centre in Hyderabad will supplement operations supported out of Palo Alto, California, Dublin, Ireland, and a recently-announced location in Austin, Texas. The Hyderabad office is Facebook’s first in the Asian region. As Facebook lures 500 millionth user - what next? San Francisco, July 20, 2010 DPA It's as ubiquitous as aspirin, and if you believe its adherents, just as important. Just six years after its founding, social-networking site Facebook will lure its 500 millionth user this week, cementing its status as the most popular site in the history of the internet and - along with Google - probably the most influential. The company started as a programming pet project for Harvard undergraduate Mark Zuckerberg, who modeled the site on the "facebooks" used by schools and colleges to enable students to get to know their classmates. His first project landed him in hot water with authorities at his Ivy League university after he hacked into the college website to get pictures of students. But they wisely dropped charges against Zuckerberg when it became clear that the young man was on course to change the world. Launched in February 2004, Facebook was initially limited to Harvard students. Then it expanded to Stanford, Columbia and Yale, then to other Boston colleges and gradually to colleges all over the US. The next step was to open it to all high school students in September 2005 and a year later anyone age 13 and up with a valid email address could register. The site's explosion has been the ultimate exposition of viral growth. It took more than three years to amass its first 100 million users and just 225 days to attract its second 100 million users. Facebook passed the 300 million mark in another 160 days and achieved its fastest rate of growth when it reached 400 million users in just another 143 days, when it was registering almost 700,000 new members daily. Now the rate seems to be slowing a little - as it took 170 days to add enough users to reach the 500 million mark. Like a teenager struggling to adapt to his changing body, Facebook has grappled with its meteoric rise as the online vault of our relationships, surfing habits, photographs, thoughts, experiences and every other facet of both our virtual and real-world lives. "A big part of the challenge that we've had is that we've grown from tens of thousands of users to hundreds of millions," Zuckerberg said at a news conference he called in May following a storm of protest about the site's privacy policy changes. "It's been a big shift along the way, and it hasn't always been smooth." As people spend more and more time online, and spend more and more of their online time on Facebook, Zuckerberg has become a poster boy for the young tech billionaire set. But he claims not to care about mmoney and has consistently refused to yield control of the site to the money men. He is reluctant to cash in his stake with a multi-billion dollar initial public offering, which according to some estimates would value the company at more than 20 billion dollars. Even Zuckerberg's recent privacy missteps were motivated not by a a rapacious hunt for lucrative data, but rather to further his vision of radical transparency, according to David Kirkpatrick, whose book The Facebook Effect is one of the most perceptive examinations to date of the site. According to Kirkpatrick, Zuckerberg sees Facebook as a social movement dedicated to the idea of radical transparency. He believes that by sharing our data and our public lives we become better people, less able to manipulate, connive and indulge in hypocrisy. Some may see these ideals as noble, others as downright creepy. But most users will ignore the ideological implications as long as the site remains useful - or, more specifically, as long as their friends keep using the addictive site. Facebook's hegemony faces other threats. Just as one can become sick of eating too many cream cakes, there's also a growing sense of Facebook overload, when the endless updates, pokes and suggestions from hundreds of "friends" all become too much to bear, says internet analyst Carmi Levy. "Facebook is very clearly no longer a fad but its own landscape and a major force on the global internet," Levy says. The company declared it was making a profit on advertising last year and "has nowhere to go but up" in terms of making money, Levy believes. Levy predicts a drop in time that users spend on the site but has little idea if any company will ever be strong enough to lure away Facebook's massive user base. "Something may replace Facebook one day," he says. "But if it does, it will be something we've never heard of." Sangameswaran The Madras High Court has made it clear that the government should implement three per cent reservation in all posts, including those in groups ‘A' and `B' and for all future recruitments under the Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act. Justice N. Paul Vasanthakumar passed the order on a writ petition filed by a physically challenged person with locomotor disability. He also restrained authorities from inviting applications in future for filling the posts without reserving three per cent for the physically challenged. In his petition, G. Sureshkumar stated that the TNPSC issued an advertisement in July 2005 for recruitment of 1295 Assistant Surgeons (General) and 530 Assistant Surgeons (Speciality). He sought quashing of the notification citing the note embedded in it that “3 per cent reservation for physically handicapped persons will not apply to this recruitment.” He had secured high marks in the written test and was called for the interview. Only on account of failure to make the reservation, he was not selected. He sought a consequent direction to authorities to follow the reservation for persons with disability, consider him under reservation for persons with locomotor disability or cerebral palsy as per the provisions of the Act and recruit him. In its counter, TNPSC contended that General Rules stated that reservation for physically challenged candidates should be made applicable in respect of posts in groups ‘C' and ‘D' alone. The government had issued orders in February 1988 in respect of Executive Posts in ‘A' and ‘B' categories and no reservation needed to be made for the differently-abled. It also said that by a Health Department G.O. of July 1999, posts of Assistant Surgeon (both clinical and non-clinical), Medical Officer (Siddha) had been classified as Executive Posts. Therefore, no reservation was made in the notification. Mr. Justice Paul Vasanthakumar, citing rulings of the Supreme Court and the High Court, said in the light of the Supreme Court judgment, the authorities' stand could not be sustained. They could not now rely on a proviso to Rule 22 of the Tamil Nadu State and Subordinate Service Rules as the rule had been declared ultra vires by a Division Bench. The judge said that the petitioner's application submitted under the general category having been rejected on the ground of not signing it and the said decision having been upheld by the Supreme Court in a connected matter, he was unable to give any relief to the petitioner in respect of the selection already made. Here is yet another mobile application, from the Chennai-based Flexscient Technologies: PaisaGate — to keep track of your daily spending through text messages. PaisaGate is a mobile utility service that helps users keep their expenses within their monthly spending budgets, explains Ranga Bhakthavatsalam, founder and managing director of Flexscient. “The service lets users set budgets and track expenses using SMS — an interface that is accessible from any mobile phone. Users get daily updates on expenses and a consolidated expense report at the end of the month,” he says. The PaisaGate expense tracking service has been designed with the large mobile subscriber base in India that still uses ‘basic' mobile phones, he adds. Ideally, any mobile phone that supports Java can use the service. The first task is to download an application on to the phone from the website: www.flexscient.com If your phone has no GPRS, it can be blue-toothed, or transferred via cable on to the phone from a desktop or laptop. For instance, a user types in petrol 80, indicating the amount spent on petrol during the day. The expense inputs sent by the users are automatically categorised by the software into different expense heads and a consolidated report is sent to the users every night at the end of the month. Users will incur standard SMS charges, as per their mobile tariff plan, when sending SMS to the service. In addition, the utility service is offered in three different subscription packages — Personal, Group and Professional. The Group and Professional packages enable a group of members (e.g. a team, household, small business) to track their expenses in a centralised account, making it much easier to budget and analyse user-wise expenses under various categories. The subscription packages start at Rs.149 for 6-months for the personal account. When the service was launched in January this year, it was an expense tracking tool. After user feedback came in, it was decided to provide a higher order budgeting provision — users can now fix their monthly budget via SMS and track how much they are spending on a daily basis. Industry standards for securing the information are in place, Mr. Bhakthavatsalam says, adding that all data is encrypted, protected and automated, with no human interface. Currently it has more than 4,300 users. The service is offered initially with a 30-day free trial account. Life Insurance Corporation had organised a job fair for persons with disabilities on Saturday. Of 163 candidates who participated, 142 were provisionally selected, said Development Officer Noor Muhammed Sheriff. Those selected have been called for an interview after which they would be given training for eight days. Following this, the candidates would appear for an examination conducted by the Insurance Regulatory Development Authority. On clearing the examination, they would receive a licence to work as insurance agents from the IRDA that is valid for three years. The participants from several parts of the city had come without anticipating the difficulty that they would face at the venue. The meeting with the LIC officials was organised on the first floor of the building which had neither an elevator nor a ramp. Most people climbed the stairs while a few waited at the portico. The organisers had, however, installed speakers on the ground floor too. LIC's Senior Divisional Manager R. Srinivasan explained the role of insurance and various products. District Employment Officer R. Devendiran said that only those who had passed class XII or had a degree had been called for the fair. Disability is no deterrent as there is technology to rely on, he told the candidates. “You can use your influence, send messages on mobile phones, develop contact through the Internet and just call up people,” he said. Mr. Sheriff said, “We will be there to guide them. We will go with the candidates and help them until they learn the marketing skills.” S. Jayachandran who came by an autorickshaw from K.K. Nagar had to crawl up the stairs. But, he epitomised the spirit of the candidates at the fair. “I have come with self-confidence. I have a home appliances service centre and can manage this as it will involve only desk work for me. I came because this is a government job,” he said. Her teachers at the Sadhana Unit for Deafblind are amazed to see this budding talent, who asks doubts and can solve Mathematics of Class V grade. There are many deafblind such as Fathima who have overcome their disability to complete Class XII and a few who have passed civil service examination prelims. These are the Helen Kellers of today and are an example that even a unique disability such as deafblind can be conquered, says Akhil Paul, director, Sense International (India). June 27 (Sunday) marked the 130 anniversary of Helen Keller – the American author and the first deafblind person to get a Bachelors degree. For the different social organisations working to provide early intervention to this category, it is another occasion to talk of success stories of people who have fought multiple disabilities as well as to create awareness. “Over two decades ago there was only one institute – Helen Keller Institute for the Deaf and Deafblind in Mumbai – working for the deafblind. Today, there are 39 organisations in 19 States,” says Mr. Paul. It is estimated that there are over 4 lakh deafblind people in India, and identifying people with multiple disabilities is a challenge. A majority of them do not find place in single disability schools as the needs of the deafblind are unique. While technology has come as aid to the deafblind, they are expensive and can be afforded by a few, say those working in the field. “We give individualised and functional education, where the curriculum is suited to the child rather than child being suited to the curriculum,” says Dipti Karnad, special educator, Sadhana Unit for Deafblind, attached to Clarke School for the Deaf. Sense International (India) through its partner organisations is supporting over 30,000 people, but they say more awareness needs to be created. Early identification, early intervention and appropriate rehabilitation measures is the message organisations are taking forward. “Every blind person should take a test for hearing ability and every person with hearing impairment should take a vision test,” says S. Prabakar, professor, Holy Cross Society, Tiruchi. The non governmental organisation along with other groups is organising the Helen Keller Remembrance Day to show examples of people who are successful despite their multiple disabilities and create awareness. Compensation scheme for differently abled T. Ramakrishnan CHENNAI: The State government has framed a scheme of payment of compensation to differently abled persons who become victims of crime. Called Victim Assistance Fund for Differently Abled Persons, the scheme has earmarked a sum of Rs.1 lakh for each district. A sum of Rs.5,000 will be given to the differently abled when they suffer grievous injuries or fall victims of major crime incidents such as rape and Rs.10,000 to their legal heirs in the event of murder, according to an order issued by the Welfare of Differently Abled Persons Department last month. In addition, an assistance of Rs.200 per day may be paid to meet the expenditure during the trial of the case subject to a maximum of Rs.2,000 per victim per case. Conveyance allowance of Rs.500 and sitting allowance of Rs.300 per sitting will be paid to advocates who provide free legal service to differently abled persons. An interpretation allowance of Rs.300 will be paid per sitting to interpreter or teacher. District Collectors will administer the fund. Headed by the Collectors, the district-level committees will comprise Superintendents of Police/City Police Commissioners and District Differently Abled Welfare Officers. The committees will meet at least once in a month to consider and decide the cases of granting relief. The government's action follows the directions of the Madras High Court in November 2009 to frame a scheme for providing solatium to differently abled persons. The scheme has been modelled on the basis of Victim Assistance Fund for victims of major crime incidents. There is no representation of the national organisations of disabled people,” said National Centre for Promotion of Employment for Disabled convenor Javed Abidi. At a meeting with the Minister, disability rights groups had expressed dissatisfaction and anxiety among the disabled leaders across the country and provided a list of genuine and the most eligible experts from within the disability sector. However, the Minister nonchalantly dismissed the suggestion. Chennai: Chief Minister M. Karunanidhi had an unscheduled appointment on Friday. After learning from the morning newspapers that differently-abled persons were on hunger strike for the third day, he landed up at the Government General Hospital even before his breakfast. Delighted to see the Chief Minister personally arriving to listen to their grievances, the differently-abled persons gave vent to their sorrow. Saying their families shunned them, they pleaded for government employment. Informing them that the government had a separate department for the differently-abled, the Chief Minister told them that they should have approached him personally for redress of grievances. Promising to fulfil their demand within a week, Mr. Karunanidhi asked them to give up their fast and go home. Based on the Chief Minister's assurance, they gave up their protest. Assuring them that the government order would be passed soon, Mr. Karunanidhi returned home for his breakfast, stated an official release. According to it, the government had appointed 77 visually impaired persons trained at the special educators training school in Poonamallee but could not provide jobs immediately to 72 more differently-abled persons from the same school. As per norms, 2 per cent of special educators' posts are reserved for visually impaired and 1 percent for differently-abled. The latter were informed that they would also be appointed through Teachers Recruitment Board as and when vacancies arose. Contending that the government should not differentiate among impaired persons, the differently-abled launched a hunger strike on Wednesday. Despite the Chennai District Welfare Officer for the Disabled promising to take up the issue and in spite of being admitted to the GH, they continued their strike till the Chief Minister met them, the release added. In the case hearing on 19th May in the Delhi High Court, four specific benefits relating to the long standing demands of the visually impaired sector and having long term implications were conceded by the D.D.A. These are: 1. There shall now be a roster system in respect of reservation provisions for persons with disabilities both in residential and commercial allotments. That is: if there are 60 flats to be allotted as per the reservation policy of the D.D.A., 15 of these will be allotted to the visually impaired, another 15 to OH, and similar number to HH and mentally challenged. As this was not happening all these years, the blind were losing out in numbers as far as these allotments are concerned. 2. The reservation quota not filled in respect of persons belonging to a particular disability category in one draw will be carried forward to the subsequent draw of lots. This will also apply both to the residential and commercial allotments. 3. By the end of August, all backlog in allotment of commercial units for persons with disabilities will be cleared by a special scheme. 4. NGOs can now apply for land to D.D.A. through Government of NCT of Delhi for all the purposes which are mentioned in Section 43 of PWD Act. Lack of funds blocking progress Urvashi Sarkar UGC grant of Rs.5 lakh termed insufficient NEW DELHI: Many Delhi University colleges are in a poor shape with regard to accessibility of persons with disabilities. While certain colleges have tried to remedy the situation, the larger problem is perceived to be insufficient fundsand communication gap between agencies. DU's Equal Opportunity Cell had prepared a detailed access audit report in 2007 of the accessibility situation in all colleges and departments and had written to each of them in early 2009 asking them to do the needful. According to the UGC XI Plan guidelines on grants to colleges, a one-time grant of Rs.5 lakh would be given to colleges to improve physical accessibility under one component of the Higher Education for Persons with Special Needs scheme. Under the HEPSN, colleges can avail of the one-time grant to address accessibility related issues and ensure that all existing structures and future construction projects in their campuses are made disabled-friendly. Colleges are supposed to write to UGC for the grant following which a UGC team inspects the college facilities and later the grant is sanctioned. EOC member Dr. Chandra Nisha Singh said: "Some colleges may have received money under merged funds. Colleges may not be aware that they can draw from the merged funds to upgrade the college infrastructure for persons with disabilities." "Five lakh is not enough to bring about quality changes. It will cost about Rs.40-50 lakh for every college to make its infrastructure accessible for all. Even installing a lift costs about 10-15 lakh." she added. "Colleges such as Lady Sri Ram, Lakshmibai, Shri Ram College of Commerce, Khalsa College, Mata Sundri, Gargi, Kamala Nehru, Jesus and Mary College and some others have already started work." According to Dr. Singh, though all the colleges had been periodically written to, many were either slow to respond or had not responded regarding the action taken on the basis of the access audit report. Work in progress The EOC has prepared a list of feedback from various DU colleges regarding the number of ramps, accessible toilets, tactile paths, blind-friendly software, elevator, signage and parking that are available in the respective colleges. Some colleges which are not on the list when individually contacted claimed that work was in progress but maintained that funding from the UGC was insufficient. Miranda House College Principal Dr. Pratibha Jolly said a digital resource centre and scholarships for visually challenged students, ramps and disabled friendly toilets had been provided. Lifts and hostel rooms for physically handicapped students were also being planned for the college. "These works are taking place through our own funds," Dr. Jolly said, adding that though the UGC had sanctioned funds, they were insufficient. Daulat Ram College Principal Dr. Kanan Nanda too said that ramps and toilets had been constructed with further plans for installation of lifts. Acharya Narendra Dev College Principal Dr. Savitri Singh said: "We are among the 12 DU colleges which are not funded by the UGC but by the Delhi Government. The funds allotted to us for space development is limited as a result of which we have not been able to do much." "The PWD which has constructed certain structures for accessibility has not understood the requirements for design and specifications; consequently EOC guidelines have not been met with." Deshbandhu College (Evening) teacher Prof. Bipin Tiwari added: "We applied to the UGC almost a year ago and received the funds only last week. The lackadaisical approach of the university authorities and the UGC has caused many colleges to remain inaccessible." Ramjas College which submitted a detailed report on its accessibility situation almost eight months ago to the UGC, received a letter sanctioning funds only recently, Ramjas College Principal Dr. Rajendra Prasad said. "Five lakh is peanuts and no quality changes can be brought about with such funds. It costs Rs.1.25 lakh just to construct one disabled friendly toilet. We did make our college disabled-friendly about four years ago. But how long can colleges use their own funds which are needed for other things too? Misuse of scholarship for differently abled: study Karthik Madhavan COIMBATORE: The majority of differently abled persons who receive scholarships do not get to enjoy the same, a study has found. "Fifty-three per cent of the 600 girls and women interviewed have complained that scholarship in money and kind was taken away by family members and care takers," says the Avinashilingam University of Women, Coimbatore, study on 'Prevalence of Violence Among Disabled Girls/Women.' Fifty per cent visually impaired, 76.7 per cent hearing impaired, 38.7 physically challenged and 66 per cent mentally challenged have complained of the scholarship money being used by others. The UGC-sponsored study interviewed 150 persons each belonging to the aforementioned four disabilities from Chennai, Coimbatore and Madurai. And each of the cities accounted for equal number of subjects in all the special categories. The period of study: 2007-09. It has also found that girls with disabilities from residential schools suffered more compared to their counterparts at integrated and special schools. Likewise, differently abled girls in Coimbatore and Madurai underwent more physical violence compared to those in Chennai. The same is true of psychological violence and financial exploitation as well. On the question of sexual violence, the study, carried out by the Department of Special Education, has reveals that only five per cent were abused and the abusers were mostly strangers. The study's Principal Investigator Premavathy Vijayan, Co-Principal Investigator G. Victoria Naomi and Project Fellow S. Suganya say the purpose was to "Identify the dynamics of abuse, which includes comprehensive assessment of emotional, physical and sexual in the lives of women with disabilities; develop training packages for defence; and, identify abusers/perpetrators and their relationship to the victim." There is a list of recommendations as well. It suggests the need for legal protection against abuse, providing information to the victim about intervention centres and services available in the community and level of accessibility, providing enough shelter homes for badly treated women and sensitisation to police personnel to register complaints from persons with disabilities. While the 2001 Census included a question about the disability issue, after much advocacy from the disability lobby, it was not comprehensive; there was insufficient training for enumerators and no awareness among the disabled. "It is unfortunate how it never occurred to independent India to count the disabled until 2001. It won't be an exaggeration, therefore, to say that prior to that, we were merely shooting in the dark," he told The Hindu. When the Planning Commission sits down to allocate funds, they strictly go by the book. "If you do not have the figures to show them, the funds are not going to come through," he added. After the 2001 Census, there were widespread complaints from across the country that the enumerators had not even asked the question. Despite this, the figures reportedly pegged the percentage of disabled at 2.1, though it is estimated to be between four and five per cent of the total population, he said. "It is a big gain to get into the Census. The cold statistics are so important. So, this time round, we started communicating with the Census Commission quite early." Since they believed that the last Census had an incorrectly drafted question, the lobby sat down to a consultation in order to revise it. The decision was unanimous to include seven categories into the definition of disabled: Seeing, Hearing and/or Speech; Movement; Mental Retardation, Mental Illness; Multiple; and Any Other. The recommendations had been forwarded to Census Commissioner C. Chandramouli. The document will come up for approval before the Technical Advisory Committee, which is scheduled to meet later this month. She called for a change in the attitude of public who believed that disability is a stigma and sympathised with the family. The two-day southern regional workshop will focus on emphasising the State's obligation to include persons with disabilities as stakeholders in programmes envisaged for them. Representatives from government agencies and non-governmental organisations, professionals and stakeholders from across the country are participating. Rehabilitation Council of India's member secretary J. P. Singh said though three Acts had been enacted - the Rehabilitation Council of India Act 1992, the Persons with Disability Act 1995 and the National Trust Act 1997 - there was little change in the quality of life of persons with disability. This was the reason for the emphasis on discussing the United Nations' Convention on the rights of persons with disabilities. "An Act is a soft piece of legislation, unlike a convention. India has ratified the convention in 2007. We want amendments to the convention. For instance, we do not accept the clause that says "each State Party [country] undertakes to take measures to the maximum of its available resources". In Nagaland, this clause was used to point out that the State did not have the resources (read money) to build ramps," Dr. Singh said. For the stakeholders such as T.A.P. Varadakutti, president of Tamil Nadu Association for the Welfare of the Physically handicapped, B. The Ministry of Social Justice website already complies with World Wide Web Consortium (W3C) Web Content Accessibility Guidelines (WCAG) 2.0 level AA. Assistive technologies such as screen readers and speech recognition support have already been incorporated on its website. This would enable people with visual and mobility impairment and senior citizens to access the site. There were about 6,000 websites of Central agencies and organisations. All the agencies should follow suit as it was essential for persons with disabilities to know about the schemes implemented for their welfare by the government, he told reporters. Conceding that there was a need to make public infrastructure more disabled-friendly, Mr. Napoleon said as per 2001 figures there were about 2.19 crore persons with disabilities in the country of which 1.06 crore were visually impaired. The government was giving away awards to encourage districts, civic bodies and States to encourage them make their infrastructure disabled-friendly. All new public buildings were required, by law, to be disabled-friendly. Mr. Napoleon said that his Ministry had sought a substantial increase in the annual allocation in the next budget. Among the new schemes proposed were opening of senior citizens homes and sanction of Rs.10 lakh for panchayats, with 50 per cent and more scheduled caste people in their population for improving civic infrastructure. CHENNAI: Representatives of several non-government organisations working for persons with disability walked out of a consultation meeting organised by the State Commissioner for Disabled on Tuesday to discuss amendments to the Persons With Disabilities Act. Members told The Hindu that said they were angered as the Commissioner spent only a few minutes at the meeting. When contacted, a senior official at the Commissioner’s office said that the Union government had only wanted the opinion of the State government, but the Commission took the initiative to call NGOs for a feedback. “Though the commissioner had left for some meeting, other officials were very much present at the meeting. We had a very interesting and productive interaction. It is a sad thing that some NGO representatives left in a hurry,” the official said. Angered by the “Commissioner’s exit,” activists said that the Commissioner had been given two additional portfolios, which was against the Act. R. Meenakshi, assistant coordinator, Disability Legislation Unit (South) of Vidyasagar, said that if the Commissioner was in-charge of several portfolios, it is a violation of the law. “The consultation was held so that we can synchronise the Act with the international convention. If the nodal officer of the State did not stay for the full proceedings, we might as well have emailed our views.” Vice-president of Federation of Tamil Nadu Physically Handicapped Associations, T.M.N. Deepak, demanded that a fresh consultation be held. “The last of the disabled must be involved in such a consultation. The media was not informed. Because it does not exist under a very specific circumstance. Allow me to explain: As you know, if you are not using a wired headset or a wireless Bluetooth device, the iPhone must be placed against your ear during a call. When the iPHone is placed against your ear, the touch-screen is automatically disabled. Therefore, unlike on a traditional cell phone, you cannot place a finger between your face and the phone in order to access device keys. So, during a call, in order to access the iPhone touch screen, you must hold the phone away from your face at an almost lateral angle. Of course, by doing this, in all but the most quiet of Environments, VoiceOver cannot be herd. Believe me when I say that I have spent hours testing different angles in hopes of finding some way to circumvent this seemingly obvious accessibility glitch. I was unsuccessful. I give Apple credit on their geometric calculations for no matter how slight, unless you lay your head down on the phone, the touch-screen is disabled at the slightest tilt. Of course, as you may have guessed, I contacted the Apple Accessibility development team. Their answer to my inquiry was (and I quote), "When the phone is next to your ear, you're not intended to be touching the screen. You'll need to set it down to access the screen." As I said, that is a direct quote from Apple. Keep in mind that this is only an issue for those using the iPhone 3G S without either a wired or BlueTooth headset. OK, this is all I have for now but check back as I will be publishing a very candid review of the iPhone 3G S with regard to its accessibility features for the blind and low vision.
