May be candidates familiar with assistive technology can be allowed to
take examinations on the computers. This might allow more stricter
invisilation on others who opt for a scribe. The option can be given
to the candidates to choose between the two.

I think the most objectionable clause of MSJE guidelines, where no
examination conducting authorities is willing to comply with it, is
educational qualification of the scribe. There should be a cirtain
capping on the educational qualification somewhere. I am not talking
about specifying a lower level of the qualification of the scribe, but
cirtainly it must be implemented in such a way that subject expert
must not be there as a scribe of the candidate. It cirtainly gives a
doubt in their mind, and forget about that you can bring a change in
their way of thinking in this regard.
I strongly believe that question paper must be provided in accessible
format and computers with screenreader should be provided in objective
type of exams where ever candidate desire so.
I will be approaching to UPSC this time to provide question paper in
soft copy along with screenreader enabled computer system.
What is the benefit of such guidelines where even after 2 years of
their declaration, almost all importent examination conducting bodies
don't allow more than a class 12th standard boy as your scribe. And it
is just because of that one absurd clause of 'no educational
qualification' of the scribe. It must be immediatly replaced with a
provision having reasonable restriction upon the qualification of the
writer.
It is harming us, nobody will implement it, and you can not buy them
on the condition of strengthening the invigilation.
When I appeared in Delhi Judicial services exams conducted by Delhi
High Court last year, even the Registrar exams (who are themselves
judges) struck down the recommendation of CCPD upon my case, and they
didn't agree even on the point that? a a student of law
undergraduation(having lesser qualification than stipulated
eligibility to the post of civil judge) could be my scribe. So how can
you implement such unreasonable rules?
