NFB concession certificate is enough to apply for photo identity card.
it is surprising that railway is not accepting concessional
certificate issued by government hospitals as they r not authorized by
railway to issue concessional certificate.

earlier the UDID cards were issued on the basis of old offline
disability certificate.
as their number is different from disability certificate number they r
not valid now.

if your scribe is unable to write your exam than UPSC will provide
it's own scribe.

NOTE:-

THE TELECOM UNSOLICITED COMMERCIAL COMMUNICATIONS
(SECOND AMENDMENT) REGULATIONS, 2008.
(No. 3 OF 2008)
No. 104-15/2008-MN.---In exercise of the powers conferred by section
36, read with sub-clauses (i) and (v) of clause (b) of sub-section (1)
of section 11
of the Telecom Regulatory Authority of India Act, 1997 (24 of 1997), the
Telecom Regulatory Authority of India hereby makes the following regulations
further to amend the Telecom Unsolicited Commercial Communications
Regulations, 2007(4 of 2007), namely:
1. (1) These regulations may be called the Telecom Unsolicited
Commercial Communications (Second Amendment) Regulations, 2008.
(2) They shall come into force from the date of their publication in
the Official Gazette.
2. In regulation 7 of the Telecom Unsolicited Commercial
Communications Regulations, 2007 (4 of 2007), (hereinafter referred to
as the principal regulations),
in sub-regulation (2), after the words “the National Do Not Call
Register”, the words “and such option shall form part of the
application form or agreement
form or enrolment form, or any other form, as the case may be,
required for providing the telephone service connection” shall be
inserted at the end.
3. In regulation 16 of the principal regulations, 
(a) in sub-regulation (1), for the words “ make a complaint,
mentioning the call originating telephone number,” the words “make a
complaint, mentioning
therein, the telephone number from which the unsolicited commercial
communication was received by the complainant, the date, time and
brief description
of such unsolicited commercial communication” shall be substituted;
(b) in sub-regulation (2), in clause (c), for the brackets and words
“(including call detail record and other relevant information and
documents in respect
of

the complaint)”, the brackets and words “[along with the date of
lodging of the complaint with the service provider and the particulars
of the unsolicited
commercial communication as furnished by the complainant under
sub-regulation (1)]”, shall be substituted;
(c) in sub-regulation (4), for the words “ disconnect the telephone”,
the words “disconnect the telecom resources like telephone number,
internet protocol
(IP) or any other form of connectivity with SMS centre” shall be substituted;
(d) after sub-regulation (4), the following sub-regulations shall be
inserted at the end, namely:
“(5) In case any complaint has been forwarded by a service provider,
after the expiry of seven days referred to in sub-regulation (2), to
the Originating
Access Provider, such Originating Access Provider shall,
notwithstanding that such complaint had been forwarded to it after
seven days referred to in said
sub-regulation (2), take action on such complaint in accordance with
the provisions of sub-regulation (3) or sub-regulation (4), as the
case may be, and
forwarding of such complaint after the expiry of seven days referred
to in sub-regulation (2) shall continue to be in contravention of the
provisions of
the aforesaid sub-regulation (2) by such service provider who
forwarded such complaint after the said period of seven days.
(6) The Originating Access Provider to whom a complaint has been
forwarded under clause (c) of sub-regulation (2), shall, within such
time and in such manner,
as may be specified by direction issued by the Authority under section
13 of the Act,
(a) complete the investigation referred to in sub-regulation (3) and,
if after such investigation, the Originating Access Provider finds
that such call
is an unsolicited commercial communication, take action referred to in
clause (a) and clause (b) of sub-regulation (3) or sub-regulation (4),
as the case
may be;
(b) intimate, the result of the investigation and the action taken by
it on the basis of the complaint, to the service provider which
forwarded the complaint;

(c) maintain records of the complaints and their redressal, including
relevant call detail records, for a period of atleast six months from
the date of
redressal of each complaint.
(7) The service provider who received the complaint of the subscriber
under sub-regulation (1) shall, upon receipt of the intimation from
the Originating
Access Provider under clause (b) of sub-regulation (6), within such
time and in such manner, as may be specified by direction issued by
the Authority under
section 13 of the Act, intimate, to the complainant, the result of the
investigation and the action taken by the Originating Access Provider
on his complaint.

(8) In case the service provider to whom a complaint has been made by a

subscriber under sub-regulation (1), finds after carrying out the
verification under clause (b) of sub-regulation (2), that the
unsolicited commercial communication
in respect of which complaint had been made by the subscriber,
originated from

No. 116-9/2009-MN - Whereas the Telecom Regulatory Authority of
India [hereinafter referred to as the Authority], established under sub-section
(1) of section 3 of the Telecom Regulatory Authority of India Act, 1997 (24
of 1997) (hereinafter referred to as the TRAI Act, 1997), has been entrusted
with discharge of certain functions, inter alia, to regulate the
telecommunication services, protect the interests of consumers of the telecom
sector, ensure technical compatibility and effective inter-connection between
different service providers, lay-down the standards of quality of service to be
provided by the service providers and ensure the quality of service and
conduct the periodical survey of such service provided by the service
providers so as to protect the interest of the consumers of telecommunications
service;
2. And whereas the Authority had, in exercise of the powers conferred by
section 36, read with sub-clauses (i), (iii) and (v) of clause (b) of
sub-section
(1) of section 11 of the TRAI Act, 1997, made the Telecommunication
Mobile Number Portability Regulations, 2009 (8 of 2009).
3. And whereas regulation 5 of the Telecommunication Mobile Number
Portability Regulations, 2009 (8 of 2009) provides that every Access Provider
shall, within sixty days from the date of these regulations coming into force,
set up, in its mobile network, a mechanism for the purpose of --
list of 2 items
(a) receiving Short Message Service (SMS) messages from its
subscribers requesting for a unique porting code;
(b) allocating a unique porting code for each such request and
communicating it to the subscriber forthwith through Short Message
Service (SMS) message
through an automated process; and
list end
(c) retaining such unique porting number on its records for the purpose
of verification of the porting request of such subscriber to be
received eventually by it from the Mobile Number Portability
Service provider.
4. And whereas regulation 18 of the said regulations provides that without
prejudice to any of the provisions of the TRAI Act, 1997 or any other
regulations made under the said Act or directions issued there under, the
Authority may, from time to time, issue such directions as it may deem fit to
the service providers on any aspect of Mobile Number Portability for which
provisions have been made in the said regulations;
5. And whereas a meeting was held with the representatives of Cellular
Operators Association of India and Association of Unified Access Service
Provider of India (AUSPI) wherein the format for the Unique Porting Code
and the text for Short Message Service (SMS) for implementation of Mobile
Number Portability was decided;
6. And whereas, pursuant to the meeting referred to in the preceding
paragraph, the Authority, vide its letter dated 23rd December, 2009, intimated
the decision of the said meeting to all Access Service Providers enclosing
therewith the formats for Unique Porting Code and requested them to send
their comments thereon;
7. And whereas the comments received from the service providers were
considered by the Authority;
8. Now therefore, the Authority, in exercise of the powers conferred by
section 13, read with sub-clauses (i), (iii) and (v) of clause (b) of
sub-section
(1) of section 11 of the Telecom Regulatory Authority of India Act, 1997(24
of 1997) and regulation 5 and regulation 18 of the Telecommunication Mobile
Number Portability Regulations, 2009 (8 of 2009) for ensuring compliance
with the terms and conditions of the licence and for protecting the interest of
the consumers of the telecom sector hereby directs the Cellular Mobile
Telephone Service Providers and Unified Access Service Providers to set up,
in its mobile network, a mechanism for the purpose of receiving Short
Message Service messages from its subscribers requesting for a unique
porting code which shall provide:-
(i) a Unique Porting Code consisting of 8 characters of which the first two
shall be alphabets that denote the service provider code and service area
code which have been specified by the Authority in the Annexure A and
Annexure B attached to this Direction (for example: TD for Tata
Teleservices Ltd in Delhi service area) and the remaining 6 characters
shall contain 1 to 9, A-N  P-Z only, and small letters and the alphabet
‘O’ shall not be allowed;
(ii) the Unique Porting Code allocated to a subscriber shall be valid for a
period of fifteen days from the date of request or such time till the number
is ported out, whichever is earlier, for all service areas except Jammu 
Kashmir, Assam and North East licensed areas where

Hello Access Indians,

This is Jayachandran from Chennai.

I would like to learn Hindi.  My mother tongue is Tamil.  I had no chance of 
learning Hindi in the past.  However
 during schooling I learned little bit 
of Hindi. Last year I got appointed in S B I  in clerical cadre.  Being a 
visually impaired person, I think learning Hindi may definitely help in my 
professional life.  So nowadays I am learning hindi.  I am trying to 
converse in Hindi with Hindi knowing people.  Daily I am learning new words. 
Since I learned Hindi in schooling as a sighted person, I know the sighted 
Hindi alphabets .  With that help I learned Microsoft Keyboard layout of 
Hindi with the help of Lekha, e speak and NVDA. For installing Lekha, our 
list member , Mrs. Sakina helped me a lot.  Thanks for her.

Now I am looking for some websites where they an teach me Hindi in a proper 
way.  Is there any mailing lists in Hindi to improve my knowledge.  If so, 
please inform me.  You can also suggest me the various ways to improve my 
hindi.  I dont want
 to learn Hindi only for speaking, instead I would like 
to learn it for writing also.  Writing means typing in computers.  So I 
would like to learn the spelling of each and every letter also.

Before completing this mail, I have to say one more thing.  I dont know 
braille, so please dont suggest me the hindi braille magazines.

I hope you learned people can guide me in this regard.  Please throw some 
light in my issue and reply me as early as possible.  You can contact me off 
the list also.

 by feeling depressed. Because of which, my percentage in graduation has been
 dropped to 75% where it is 90% in my 10th and 96% in my 10+2. I managed to
 study the last two years of my graduation with the help of my friends.

 You may feel this one silly... i didnt even attended the  campus placements

 conducted in my college. I was so stupid at that time.


 However, past is past. Now, I came to know that we can find opportunities in
 many places. I feel so glad to hear that. But now, i'm confused of choosing
 the below two fields:

 1. I'm interested in getting in to IT sector as the job is to be done using
 computers, i feel it suits better. I request the Techie guys present in this
 list l to advice me and give me  guidance in choosing this career.

 2. Getting a govt job before my vision gets deteriorate.  and to settle as
 soon as possible.

 And also, I request all of the list members to inform any information which
 they  feel is useful to me.

 At present, I'm comfortable with using  magnifier.  I know Jaws too... but
 not completely. I'm still learning some keystrokes.

you are right sir, nobody can compel bank officer to put countersign on each 
leaf of cheque. secondly, each banks have their general rules to provide 
cheque book facilities to the customers. a customer should first fulfill the 
general rules. later rules for disabled persons come.

 Why don't you have  each check leaf countersigned by bank manager instead?

 Well, such a checkbook as you mention cannot be issued until biometric
 verification or some such system comes into vogue in banking.
 It was thought to happen in 2009 itself by some, however, still there are
 no signs of its widespread prevalence in India.
 However, in the interim period, I can perceive no reason why the thumb
 impression should not be countersigned by Bank manager at the time of
 issuance of checkbook.
 It would protect the bankers against any check fraud, entailing the safe
 keep of the checkbook upon the VI customer.
 Anyway a customer has to keep the checkbook safely, so why VIs are shying
 away from it?
 Even if it is lost, stop payment instructions can be given promptly to 
 the
 bank.
 If we are to have certain rights, we should be prepared to undertake the
 responsibilities as well.
 If biometric system is after all adopted, then it would be  a different
 story altogether, as not only blind, but every one may be required to
 affix thumb impression!!!
