I think I'll be unable to take the DTC pass from Delhi. I am only
student here and nothing else.

Hi,

You have rightly heard, the DTC Bus Pass is provided to domicile of Delhi 
only, however, you can still venture to their website: www.dtc.nic.in

for collecting the more details and procedure.
This is not the case that the Pass is given to only 100% visually Impaired, 
it is issued to partially blind as well.
