@Anirudh - These guidelines are specifically for persons with disabilities
less than 40%. Who might also need a scribe. So they are outlining the
process to follow. The scribe qualification are the same as the 2018
guidlines

dear Harish,
I have neither gone through the guidelines yet nor expecting to go
through it sooner.
I would really appreciate the briefings if someone who has read
through it meticulously.
my concern is for the graduate level exams we take, the scribe was
expected to be underqualified than the person who was taking the exam.
as we all know it, getting someone who has not done a graduation today
is a herculian task.
it is the duty of the invigilator to look after the candidate from not
copying rather to restrict him with the choice of the scribe.
does the current guideline speak about it?

The Central Government has issued new guidelines dated August 10, 2022,
permitting scribes for persons with disabilities who do not meet the 40%
threshold for issuance of a disability certificate, but nonetheless have
impairment in writing for academic and professional examinations. This
follows directions issued by the Supreme Court in the landmark case of
Vikash Kumar vs. Govt. of India, argued by the Disability Law
Initiative. These guidelines have been finalized after getting feedback
from the disability sector on the draft guidelines issued earlier on May
11, 2021.
