It seems that few people are writing just to abuse modi and Gujarat.
We have better life then all you think.
We live in better condition in compare to other state.
We have roads and electricity
We have develop infrastructure
And it helps to visually impaired too directly or indirectly.
Do you know how many vidyasahayaks are there in Gujarat?
If not then please do check before writing foolishly.
We have advance library for specially visually impaired students in ahmedabad.
And it is because of our sencitive government.
I accept that problems are there.
But it is the same in each state.
Yes in state like delhi the situation is better, it is not because
shila dikshit.
But it is because people like santosh sir, dipendra sir and other activist.
You just visit Gujarat, you will find hardly any visually impaired
person jobless
You can question the role of ngos of Gujarat. But to blame only 1
person won’t solve any purpose.
Are you writing for disability or to condemning Gujarat?
If you can’t understand simple theory of akhilesh sir, then forget

 The apex court directed the authorities to compile the number of
 vacancies in all their departments to give jobs to disabled persons
 under three per cent reserved quota within three months.

 The bench said it is an alarming reality that disabled persons are
 not getting jobs because of various social barriers forcing them to
 live life in poverty and negligence.

 It said the Government has categorical obligation to protect the
 right of disabled persons and passed a slew of directions for
 providing jobs to the differently-abled under the Persons with
 Disabilities Act.

 While this bold judgment of the Supreme Court which in reality
 validates provisions of Section 32 of the Persons with Disabilities

Friends,
Please try to understand the whole scenario rather than blaming an
individual. We must fight against the social prejudice and buyas. In
my knowledge, no political party has taken adequate concrete steps to
eliminate our problems. If any, simply they are showing simpathy or
the concept of doing good for the destitutes. We must unite to go for
lobbying like other minority or some other sections of the society.

 While the Supreme Court has directed the State Governments to complete
 the backlog of vacancies as per 3 % reservation, the Government of
 Gujarat has issued a notification dated 12th February, 2013 excluding
 persons with blindness as well as deafness from their appointment as
 Vidya Sahayak. The list of posts identified and adopted by the Central
 Government reserves post of Primary School Teacher for blind persons
 to the extent of 1 percent. The Government of Gujarat has taken a
 stand that is contrary to provisions under Persons with Disabilities
 Act, 1995 and decided to wrongfully and unlawfully exclude persons
 with blindness from the purview of their appointment as teachers of
 the primary schools.

 The Government of Gujarat needs to review its stand is null and void
 ab initio and contrary to law of the land the rectify the notification
 in view of this judgment of the Supreme Court.

Justice Department of Gujarat government for disabled and would like
to share with the list.

It is not the question of that 1993 Indira Sawhney case.
Ms. Indira Jaisingh was representing the UOI in this recent case which
we got the favorable order on Tuesday, and See how she argued
The case. I mean completely against the spirit of the law.

Ok. Coming to the sources which you have sited.
That is what I have been arguing.
The Gujarat government has not been informed properly about the needs
of disable and it would be pertinent to mention that NGOs working in
Gujarat have not informed the government properly.
Don't expect too much if you don't inform the government properly.
Also it will be erroneous to argue that if Modi comes in center the
situation of disable will suffer.

Delhi is located at the very hart of disability activism. Yet the
scholarships for disabled were stopped without assigning any reasons,
the government happened to be the congress.
No hostel for college going girls, no government school for blind
girls, and you can go on and on. And government happened to be the
congress.

All the NGOs representing the disable are located here in Delhi.
Still, what we're getting?

Taking into account the level of pressure we've put in Gujarat, and
here in Delhi, the situation is similar in both the places.

The central government still creating hurdles to appoint 4 IAS
officers notwithstanding the fact that they secured the good order
from the Supreme Court. Now contempt petition is pending in SC.

I think that when we favor the political parties, we should not only
see the rights of disable, but safety and security of the country.
Good governance. we should favour who is less corrupt.. because no
party is incorruptible..!!!

1998-2004 6 krorr government jobs.
2004-2009 meager 27 lakhs government jobs.
Also, 2009-2013 is not figuring well in comparison to 2004-2009.
The more the government jobs, the more the chances for disable to get
the job under 3% quota.

The Bottom line is, we will play a good and nice music for Mr. Modi as
well if he discriminate against us. After all, hes not a god.

what do u exactly mean by the government is not informed??
r u saying that any new ordinence by the supreme court is actually
exicuted only after the government is informed by NGO's??
the job of NGO's is not of providing prior information. their job is
to interveen if those legislations r not exicuted properly.
sorry. this logic is beyond understanding and amusement.
with all the country's disabled people being aware of this new
development, the government still waits for an NGO to go and give them
the good news. if this is really true, its unbelievable.

Do NGOs are more resourceful than the Governments?
I don't think so.
Government is accountable, but self-made NGOs are not.
It is a matter of willful negligence and avoidance.

we have many court orders on favour of disabled person, one of them is a 
delhi high court order regarding online reservation. ccpd orders against 
IBA. still there is no provision for booking tickets and blind people are 
being denyed to open bank accounts. better is to change the perspective of 
the society, instead blaming each other on the list. because nobody is 
listening our discussion and will itself end on the list after a week or 2.

r u saying that any new ordinence by the supreme court is actually
exicuted only after the government is informed by NGO's??
the job of NGO's is not of providing prior information. their job is
to interveen if those legislations r not exicuted properly.

Hello all,
After going through this whole discussion, first issue of disability
need to be politicized as sc and st has done for them. eventualy
politics design our destiny.
now read about congress lead state of rajasthan, here disability means
OH only. VH,HH,Mr are no where in the scene. I have filed a PIL for
the universal computer education of v.i. in the state. I have become a
evil for the state public service commission because of filing more
than ten cases one by one in the last three years. however, latest
universal scribe rules are not implemented in the state. back log of
public services in our quata is pending still. whole of budget is
going to aid and services to OH category people. Let's come on the
field and execution of what we habe recieved till now is important.,
therefore one group among us should function in planning and another
in execution and other in marketing or awareness but sorry execution
wing is very weak. because some of us enjoying or relishing hefty paid
government job and some are struggling for that. and sorry for them
who are not aware and living a deplorable life.

 Blind People's Association (BPA) Ahmedabad said Supreme Court has
 passed a very bold judgment directing all the State Governments and
 the Central Government to implement reservation of 3 % jobs for
 persons with disabilities and to complete the backlog within 3
 months.

 Unfortunately, Gujarat paints a sad picture here. Punani also adds to
 say, The Government of Gujarat has taken the liberty of issuing a
 notification contrary to the provisions of reservation and has
 wrongfully denied appointment of blind persons as Vidya Sahayaks which
 in contradiction to the provisions of law

 A bench headed by Chief Justice P Sathasivam also clarified that the
 principle of not exceeding more than 50 per cent reservation would not
 be applicable while granting quota for disabled persons.

 The apex court directed the authorities to compile the number of
 vacancies in all their departments to give jobs to disabled persons
 under three per cent reserved quota within three months.

 The bench said it is an alarming reality that disabled persons are
 not getting jobs because of various social barriers forcing them to
 live life in poverty and negligence.

 It said the Government has categorical obligation to protect the
 right of disabled persons and passed a slew of directions for
 providing jobs to the differently-abled under the Persons with
 Disabilities Act.

 While this bold judgment of the Supreme Court which in reality
 validates provisions of Section 32 of the Persons with Disabilities
 Act is a very welcome step and needs to be appreciated. As per Section
 33 of the Act, the Central and State Governments are expected to
 extend reservation to persons from respective categories of
 disabilities in the jobs selected and notified by the respective
 Government. While the Ministry of Social Justice and Empowerment has
 revised the list of identified post till the year 2013, the Government
 of Gujarat has issued or adopted any list of identified posts so far.
 As per the precedent, State Government is expected to follow the List
 of Identified Posts as issued by the Central Government in the absence
 of such list issued by the respective State Government.

 While the Supreme Court has directed the State Governments to complete
 the backlog of vacancies as per 3 % reservation, the Government of
 Gujarat has issued a notification dated 12th February, 2013 excluding
 persons with blindness as well as deafness from their appointment as
 Vidya Sahayak. The list of posts identified and adopted by the Central
 Government reserves post of Primary School Teacher for blind persons
 to the extent of 1 percent. The Government of Gujarat has taken a
 stand that is contrary to provisions under Persons with Disabilities
 Act, 1995 and decided to wrongfully and unlawfully exclude persons
 with blindness from the purview of their appointment as teachers of
 the primary schools.

 The Government of Gujarat needs to review its stand is null and void
 ab initio and contrary to law of the land the rectify the notification
 in view of this judgment of the Supreme Court.

Sir as Gareema said the situation of blind persons is more or less
same throughout the country, I belong to Karnataka now ask my friends
of Karnataka of this list has Karnataka government reserved any seats
for Blind Persons in Primary or High school level, or tell me any one
blind person working as primary or high school teacher appointed in VH
quota in normal schools, because of this reason in search of job I had
to come to Delhi 14 years back, here in Delhi because of Mr.Kaul 
Mr.Rungta blind persons are leading peaceful life, but NGOs of
Karnataka never help blind persons.
