I am a blind retired Group A Officer of the National Institute for the Visually Handicapped (NIVH), Dehradun, the apex body in the field under the Ministry of Social Justice and Empowerment, New Delhi. I served the Institute as Senior Faculty and Head, Department of Special Education & Disability Studies to the best of my capacities and abilities, represented it at numerous National and International conferences. On the recommendations of the Institute, I got a number of prestigious National/International awards, including the National Alpaiwala Memorial Award, the National Thomas Memorial Award, The Uttar Pradesh and the Uttarakhand State Awards, etc bringing laurels to the recommending organisation. Moreover, I have authored two well-researched books, one of them was published by NIVH only. In addition to contributing a large number of articles to leading journals in India and abroad, I have been presenting TV&radio programmes on disability continuously. Even the Ministry has placed its appreciation on record for my services. However, my entry to the Institute has been banned by the Director, NIVH since December 9.2012 without giving any reason. Even its copy was never given to me. (Got the Copy Through RTI request.) Consequently, I have been facing serious hardship since I am deprived of all services as a former officer and an Indian citizen. I can neither use the dispensary, library, Braille Library/Print Library, Post Office/Banking services, etc. available to any person nor can I visit my friends living in the campus. Thus, my entire life has been disturbed. It is noteworthy that the NIVH campus has many other organisations like Post Office/Bank/NIOH Centre, etc which are not under NIVH. Moreover, the Postal and the Banking authorities have written specifrically to the NIVH for not restricting my movements in any way for using their services. I have been taking all possible legal action since December 2011, including approaching the Director, DM/SSP/Chairman of the NIVH Executive Council and the Secretary, MSJE through written/telephonic requests but I have not received any relief to date. Mr. Pankaj Joshi is the present Joint Secretary and the NIVH EC Chairman in the Ministry while Mr. Anil Goswami is the Secretary. For creating additional problems/financial hardship and harassment, the NIVH Director got an ex-party interim injunction from the local court against me on December 23.2011. However, ban on my entry is not subjudice. the Interim Court Injuction asks me not to have demonstration/dharna in the campus. It does not restrict my movements in the campus for any other purpose. I was never and I am still not interested in any demonstration/dharna. It is simply a wastage of the tax payers' money in addition to suppressing the truth. I can provide the documents, if desired.
