As per I got information from Indraprasth Chennel in "Aaj Subah" programme, 
It's not "IVR" but "USSB". A very bad quality of brodcasting, I could not 
get what these letters stand for. As per the official, it was not a voice 
guidance but a text guidance.

Railways Catering and Tourism Corporation (IRCTC) will launch a pilot
project for ticketing through non-internet based mobile phones from
July 1.

This will enable people using non-internet based mobile phones to
access railway ticketing services through SMS or Interactive Voice
Response (IVR) or Unstructured Supplementary Services Data (USSD)
systems.

The scheme, aimed at improving access to ticketing, will be
user-friendly, secure and also eco-friendly, as no printout would be
required.

The objective is to tap the potential of the mobile phone market and
help the common man by providing anywhere, anytime and hassle-free
booking option, an official said.

There will be a dedicated number on which a text message can be sent
and there will be no need for internet at any stage — booking,
payment, cancellation etc.

One will have to register the mobile number with IRCTC as well as
one's bank (one time password) for authorization of payment.

The passenger will have to type the train number, destination, journey
date, class and passenger details like name, age and gender on the SMS
box.

The sender will receive a transaction ID and then make payment by
sending another text message by typing PAY followed by the transaction
ID and the bank password.

On successful booking of ticket, a message will be sent to the user by
IRCTC which will suffice as valid authority to travel along with photo
ID card in original.

Cancellation of tickets can also be done through the cancellation
option available.

The scheme will be on pilot basis and will not be available during 8
am-12 pm for booking ARP/tatkal/general tickets.
