It is not accessible on IOS either.
But it can be manageable by some alternatives.
For instance, for these recharges and bill payments, If we keep swipe there is
"more" and if we tap on more it shows our recent options from which you can
take your required option.
For paytm Wallet, I will go to bank's tab and from there access it.
Please check whether more option is available once you open Paytm on Android.
I had a spare Android and when I was testing Paytm I had found a great facility
was that you could directly recharge your to a number if it was saved in your
contacts.
Not sure whether it was general or on only Android1 phones.
Just you had to locate your desired contact and inside that contact we had an
option to recharge.
