Although Jaws, NVDA and Narrator have detailed gestures to interact with a touch screen but I don't think that windows as an OS is completely optimized to be used with touch screen. For example, you may have to swipe quite a lot of times to reach a particular item which is generally very fast with a keyboard. Touch screen is only helpful if you encounter an application where screen reader focus isn't properly moving with the keyboard and you are required to click by exploring the application which is a very rare case in my view.
