An organisation was sanctioned a grant for two high-speed Braille embossers
by the Ministry of Social Justice and Empowerment on condition that the
organisation must provide a bank guarantee of 50% of the sanctioned amount
for release of the first installment. The organisation did not have funds
for obtaining the necessary bank guarantee. Banks refused to offer guarantee
against land or building. They could provide guarantee only against fixed
deposits for an NGO. The organisation requested the government authorities
to waive the condition of bank guarantee and it was waived off.
The organisation purchased the first embosser against advance, exhausting
from their own resources. The dealer supplied the machine against 60%
payment. The inspection was complete and the organisation asked for payment
of the first installment.
At this time the government refused to reimburse the first installment
against the actual machine. Now the Ministry insisted on the old condition
of bank guarantee, ignoring the letter of waiver. The organisation borrowed
from members and donors and managed to obtain the bank guarantee for one
year as per direction.
The Ministry changed its condition again. It started saying that the bank
guarantee would be returned only when the depreciation value of the machine
will become zero. My friends on the list may easily calculate that the
depreciation value of a machine may become nex to zero in 72 years. If the
organisation can keep this much in bank for 72 years, why should they ask
for grant from the government?
I am not mentioning the name of the NGO because they are still pursuing the
Ministry's officials to follow the original terms and conditions of the
scheme.
I am afraid, the Ministry is no longer willing to spend on Braille press or
Braille books. The same is the case with disability sports and NHFDC.

Subject: [AI] Shyamlal Yadav reports in Indian Express today: Amid higher
expenditure level of Ministries, funds in welfare schemes remain
underutilised
The Ministry of Social Justice and Empowerment has several schemes for
the welfare of disabled people, but some of them have shown poor
expenditure level. For instance, of the total allocation of Rs 41.21
crore for the National Handicapped Finance Development Corporation,
the actual expenditure till January 7 was zero. Similarly, the whole
allocated amount of Rs 17 crore for the establishment of Centre for
Disability Sports was unspent till that date. Also, Rs 8 crore was
allocated for the support of Braille Presses, but nothing was spent.
