You will have to file after 15th May or whenever the decision comes. Same problem with UPSC. Keep papers ready. Move immediately. You will have to appear before the vacation bench. After that the officer at the CCPD's office then Ms. Sunita Singh realised the problem. The CCPD called a meeting of the stake holders CBSE, UGC etc. in 2008. I had submitted a note based on the 2006 guidelines, Dipendra's notes on computer based exams and the discussion on accessindia.On the bases of the paper I submitte and the discussions at this meeting in February 2008letters were sent to different ministries etc for their opinion. Finally when there was no response from ministries etc Mr. Pincha notified these guidelines in 2013. While we waited from 2006 to 2013 we have had to go to Court on many occasions. Many have agitated before Delhi High Court and I know that in Mumbai it is constant. These judgements are with Amit Bhat, on the eyeway and Pratik Aggarwal's website. These are what you should use if you are going to court. I thought this problem would end after February 2013 but I must also tell you that even after 2013 once again Maharashtra decided to issue its own guidelines. It took 4 dates in Court and lots of explaining and a whole lot of paper work to get the Maharashtra guidelines in line with the CCPD guidelines. I hope you use all this material if you are going to file a case against the Judicial exams. It is a bit too premature for the UPSC but I am tracking it. When is the Judgicial services exam? The CCPD guidelines were drafted only after several High Court judgments. These judgements are reconfirmed in the different clauses of the CCPD guidelines. So apart from the CCPD guidelines of 2013 I would like you to use these judgements as and when you file a case in Delhi. Let me explain- There were certain guidelines in 2003 from the CCPD.
