My one of the remedies claimed will be to provide question paper in accessible format with screenreader if demanded in soft copy and compensatory time for 20 minutes per hour. However, blind candidates will be allowed to write the examination with the help of a scribe.Blind candidates will also be allowed an extra time of thirty minutes at each paper @ ten minutes per hour. (ii) An extra time of twenty minutes per hour shall be permitted for the candidates with locomotor disability and cerebral palsy where dominant (writing) extremity is affected to the extent of slowing the performance of function (minimum of 40% impairment) in the Civil Services (Main) Examination only. The number of vacancies to be filled on the result of the examination is expected to be approximately 1291 which includes 26 vacancies reserved for P.H. Category, i.e. 12 vacancies for LDCP, 2 Vacancies for B/LV and 12 Vacancies for H.I. I went to CCPD through Subhash sir, the notice from CCPD office was served to Registrar General, but no outcome. This time we got only permission to use our own scribe, barring to educational qualification, and extra time upto 20 minutes each hour. There was no much time left to take recourse of judicial machinery. Fortunately if I am promoted to the next stage of the exam, definitly I will file a petition to resolve this issue for greater end. So far as the extra time in UPSC is concern, they haven't change anything. Please refer to para (iv) of the notification: Each paper will be of two hours duration. Blind candidates will however, be allowed an extra time of twenty minutes for each paper. UPSC is really a unruly hourse! Isn't it? Sorry. There are several paragraphs in the notification which put blind candidates at the disadvantage, Serious legal advocacy coupled with mass protest at DOPT Office recquired. Who will take the lead? of Course aspiring candidates should come in front... Totally blind which is referred in the notification as (B), can be inducted only in Indian administrative service, Railways and in Foreign service. To my astonishment, He/she/third gender can't go in to Indian corporate legal service. Thanks to identification of posts (perogative of Department of Personnel and Training), continues to exclude blind from being appointed in many pristigious services. Let me highlight few serious anomalies in the Notification 1) Out of 1291 expected posts Only 26 will be reserved forPH out of which 1 will be given to B (blind p 1). 2) Providing scribe to a blind candidate or allowing him/ her to bring his/ her own scribe, suitable modification has been made in the online application programme to get the information at the time of the initial online application itself, and not get it later as per the existing practice p 3). 3) Then I visited UPSC's website to ascertain the hidden intention of UPSC, I Loged in and pretended to apply for the post to obtain scribe performa for the blind, and read what it demands? Educational qualification of scribe as brought by the candidate should not be higher than graduation. Can somebody show them Office Memoorandum issued by MSJE in Feb 2013, please? 4) As far as Main exams are concerned, Candidates must write the papers in their own hand. In no circumstances, will they be allowed the help of a scribe to write the answers for them. However, blind candidates will be allowed to write the examination with the help of a scribe.Blind candidates will also be allowed an extra time of thirty minutes at each paper @ ten minutes per hour. (ii) An extra time of twenty minutes per hour shall be permitted for the candidates with locomotor disability and cerebral palsy where dominant (writing) extremity is affected to the extent of slowing the performance of function (minimum of 40% impairment) in the Civil Services (Main) Examination only. However, no scribe shall be permitted to such candidates. p 5. Hope above highlighted anomalies help candidates to fight for their rights before it is too late.
